KAREN NAZARYAN: SAFAROV PARDONING GOES COUNTER TO HUMANITARIAN OBJECTIVES

Armenia’s Permanent Representative in the UN, Ambassador Karen Nazaryan
made a speech on “Elimination of Racism, Racial Discrimination and
Intolerance” within the framework of the 67th session of the UN
General Assembly.

Ambassador Nazaryan noted that the wounds of the aggression against
Artsakh unleashed by Azerbaijan have not yet been healed, and that
country continues to propagate hatred towards Armenians on the
state level.

Karen Nazaryan called the attention of the UN member states to the
statements of official Baku, noting that the whole international
community is alarmed. The Ambassador’s speech mostly focused on the
pardoning of murderer Ramil Safarov, which goes counter to humanitarian
objectives and poses a challenge to the whole system of human rights.

Ambassador Nazaryan noted that the pardoning of a murderer by
the President of Azerbaijan was a terrible example of impunity,
continuation of a crime committed on the ethnic basis, which is a
result of the policy of xenophobia and racism Azerbaijan has been
conducting for centuries. He added that Azerbaijan severely violates
the UN objective “to practice tolerance and live together in peace
with one another as good neighbors” and thus disturbs the process of
formation of an atmosphere of trust.

Ambassador Nazaryan called on the UN and the international community
to continue to raise their voice of protest against this unforgivable
behavior, which disrespects human rights and dignity, thus endangering
regional peace and security.

I. Relations exterieures

1. L’Armenie demeure attachee a sa cooperation avec l’OTAN/ Les
quotidiens couvrent le seminaire consacre au partenariat avec l’OTAN
organise dans le cadre de la semaine de l’OTAN auquel le representant
special du SG/OTAN au sud Caucase, James Appathurai, a pris part. Il
a hautement evalue l’implication de l’Armenie dans les missions
humanitaires au Kosovo et en Afghanistan, indiquant que l’Alliance
etait a la recherche d’une plus grande implication dans la region.

Dans une interview a RFE/RL, il a indique que l’Alliance reflechissait
a la manière de s’implanter durablement dans cette region instable,
precisant : ” nous voulons simplement offrir plus de possibilites
de cooperation.

Et si des pays comme l’Armenie, mais aussi la Georgie et l’Azerbaïdjan
souhaitent profiter de cette offre, nous devrons etoffer le programme
des mois et des annees a venir “. M. Appathurai a estime que la
cooperation de l’OTAN avec l’Armenie avait ete ” bonne ” au cours
des dernières annees, soulignant la participation armenienne dans les
missions de maintien de la paix, ainsi que l’assistance de l’Alliance
aux reformes ” très complètes ” des forces armeniennes. ” Pouvons-nous
faire plus ? Oui “, a-t-il poursuivi.

” Nous aimerions voir, par exemple, une contribution armenienne a la
nouvelle mission de l’OTAN en Afghanistan après 2014. Nous aimerions
vous aider pour la reforme de la defense que nous pensons etre bonne
pour le pays. Il y a donc encore beaucoup a faire, mais nous sommes
sur une bonne base “.

II. Politique interieure

1. Armenie prospère reuni a huis clos/ Alors qu’aucun commentaire
n’a ete fait par les representants du parti quant a l’ordre du jour,
Hayots Achkhar indique que quelques scenarios quant a la participation
de cette formation politique aux elections presidentielles auraient
ete debattus : soutenir la candidature de Serge Sarkissian ou presenter
un candidat, Gaguik Tsaroukian ou Vartan Oskanian.

2. Nouveau decès de soldat/ L’ensemble de la presse fait etat de la
mort d’un soldat dans une unite au sud d’Armenie, suite a des blessures
graves a la tete. D’après la version officielle, il se serait suicide
ou aurait ete pousse au suicide. Une enquete est en cours.

III. Questions regionales

1. Le Ministre des AE repond aux critiques/ Les quotidiens rendent
compte de la session de la commission parlementaire des AE en presence
du Ministre Nalbandian, qui a repondu aux critiques de parlementaires
comme des medias quant a sa recente tournee en Amerique latine,
et celles dans les pays de l’Oceanie et de l’Asie en août dernier.

Alors que les elus se sont interroges sur l’utilite de ces visites
coûteuses pour le budget de l’Etat, le Ministre a estime qu’au XXIème
siècle l’on ne devrait pas se borner seulement a la cooperation
regionale. Il a rappele que sa visite en Australie qui a ete fort
critiquee a eu comme effet la reconnaissance du HK par un Etat federe
de ce pays… L’Armenie mène, selon lui, une politique etrangère
diversifiee. S’agissant de la recente rencontre des Ministres des
AE d’Armenie et d’Azerbaïdjan a Paris, le Ministre a indique que
l’objectif principal etait de ramener l’Azerbaïdjan sur un terrain
constructif suite a l’affaire Safarov.

2. La communaute armenienne de Syrie continue d’avoir des pertes/
Alors que l’un des sept Syriens d’origine armenienne recemment enleves
par les forces d’opposition sur la route Alep-Damas a ete libere,
un autre Syrien d’origine armenienne a ete enleve, le 5 novembre. Par
ailleurs, un autre Armenien a ete tue par balle a Alep, le 5 novembre.

Selon le Ministre des AE, l’Armenie fait son possible pour resoudre au
mieux les problèmes des Armeniens de Syrie, qu’ils se trouvent en Syrie
ou en Armenie. Les problèmes de la communaute armenienne de Syrie sont
evoques lors de chaque reunion au niveau international. Le Ministre a
rappele que l’Ambassade d’Armenie a Damas et le Consulat general a Alep
n’avaient pas cesse leur activite, le Consulat general d’Armenie a Alep
etant la seule representation diplomatique etrangère a y fonctionner.

3. 18 000 touristes se sont rendus cette annee au HK, ce qui represente
une hausse de 40% par rapport a l’annee dernière/ Azg

4. Les Ambassadeurs americains sont-ils ” dangereux ” pour la securite
du Nakitchevan ?/ C’est ainsi qu’Azg intitule son article a la ” une ”
indiquant qu’a l’instar de l’ex-Ambassadeur americain en Azerbaïdjan,
Matt Bryza, l’ambassadeur actuel s’est egalement vu refuser par
les autorites azerbaïdjanaises un voyage a Djoulfa au Nakitchevan,
auquel il s’etait engage devant le Senat americain.

Les quotidiens armeniens s’interessent vivement aux elections
presidentielles americaines, constatant qu’aucun des deux candidats
n’a pris position au sujet des questions qui preoccupent la communaute
armenienne, dont la question de la reconnaissance du genocide.

IV. France-Armenie

1. Trois ans en Armenie…/ Orange-Armenie a fete le troisième
anniversaire de son implantation sur le marche armenien. Lors d’une
conference de presse, le directeur general de la societe, Francis
Gelibter, a fait le point sur les activites d’Orange et a presente des
nouvelles offres dans le domaine d’Internet et des services vocaux. /

PHILIPPE KRIKORIAN SAISIT LE CONSEIL D’ETAT

Cet après-midi le Conseil d’Etat examinera une requete depose par
l’avocat marseillais Philippe Krikorian, co-auteur de la loi Boyer
visant a penaliser la negation du genocide des armeniens.

Le journal La Provence rapporte que l’avocat bataille depuis 2011
contre le refus par le gouvernement de retranscrire en droit francais
une decision de l’Europe de 2008 “sur la lutte contre certaines formes
et manifestations de racisme et de xenophobie au moyen du droit
penal”. L’objectif de la demarche est d’obliger le Conseil d’Etat
a saisir la Cour de justice de l’Union europeenne : “Actuellement,
les victimes de negationnisme ne peuvent saisir la justice que si les
auteurs du genocide ont ete condamnes par une juridiction nationale
ou internationale.”

Ce qui exclut pour certains juristes le genocide armenien, qui n’a pas
eu droit a son procès de Nuremberg… À terme, s’il obtient raison,
la France serait dans l’obligation d’adopter une loi penalisant le
negationnisme du genocide armenien, du fait de la suprematie du droit
europeen sur les reglementations nationales.

L’analyste politique Levon Shirinyan dit que les autorites doivent
fonder un groupe ad hoc d’experts pour examiner les côtes positifs et
negatifs de l’Union Eurasienne, un nouveau projet pour l’integration
regionale promue de facon agressive par la Russie.

” Je pense que le Conseil National de Securite armenien doit fonder un
groupe d’experts pour etudier tous les côtes positifs et negatifs de
l’adhesion possible de l’Armenie a l’Union Eurasienne ” a dit Levon
Shirinyan lors d’une conference de presse.

Selon lui, l’idee de l’Union Eurasienne s’inscrit dans le concept
traditionnel russe de faire de la Russie comme un des pôles les plus
puissants du monde. Selon lui, l’idee de l’Union Eurasienne deviendra
plus forte quand la Russie elle-meme deviendra plus forte. Quand
elle sera etablie elle entourera les etats Slaves d’Ukraine et de
Bielorussie et le Kazakhstan.

Levon Shirinyan a dit que l’Armenie doit contrôler de près le processus
de formation de l’Union Eurasienne et chercher les facons de renforcer
son potentiel economique.

Le pays du Caucase expose des objets d’arts et des instruments
de musique

L’Azerbaïdjan, pays du Caucase, situe a la frontière de l’Europe
et de l’Asie, autrefois place sous le giron de l’ex-URSS, est en
pleine operation seduction. Ses armes : la culture, la musique, ses
arts culinaires et ses tapis d’art qui s’exposent au musee d’Art et
d’Histoire de Cognac, aujourd’hui et demain. Deux petits jours avant
que cette exposition itinerante ne parte en direction de la Sologne.

Depuis deux jours, le maire Michel Gourinchas et son premier adjoint,
Patrick Sedlacek, se font les guides d’Elchin Amirbayov, ambassadeur
de la Republique d’Azerbaïdjan en France, et d’Elmar Mammadov, le
premier secretaire de l’ambassade. Celui-ci est alle, le premier, a
la rencontre de la Ville de Cognac, comme l’Azerbaïdjan a pu le faire
pour une dizaine d’autres villes francaises telles que Niort ou Reims.

Partout en ville

En frappant a la porte de l’hôtel de ville, le premier secretaire de
l’ambassade ignorait que les portes du Bureau national international
du cognac (BNIC) lui seraient aussi ouvertes. Le maire estime en effet
que le jumelage a l’ancienne a vecu et qu’il convient d’associer tous
les acteurs economiques aux echanges.

Et si ce n’etait pas franchement prevu au depart, l’Azerbaïdjan
dû faire montre de toute sa bonne volonte pour abandonner a terme
l’utilisation du mot ” cognac ” quand il parle de son brandy. Une
rencontre avec les cadres du BNIC a d’ailleurs eu lieu hier matin pour
en discuter. Elle s’integrait a un programme bien charge qui comprenait
une visite de la societe de negoce en cognac Remy-Martin, de l’usine
verrière Verallia et de la tonnellerie Vicard. Hier soir, un concert
de jazz mugham et une degustation de plats azerbaïdjanais marquaient
l’inauguration de l’exposition qui s’affiche partout en ville.

Une promotion comme un juste retour des choses, estime le maire, encore
surpris d’avoir ete accueilli le mois dernier a Bakou, capitale de
l’Azerbaïdjan, par le ministre de l’Agriculture et l’epouse du chef
de l’Etat.

L’exposition de robes brodees, de poteries finement decorees, de
cuivre, de tapis et d’instruments de musique concus comme des ~uvres
d’art merite un vrai coup d’~il sur la culture azerbaïdjanaise.

Le Parti de gauche critique

Dans ce concerto de bonnes intentions, le Parti de gauche (PG) de
Cognac, dont certains membres siègent dans la majorite cognacaise,
a apporte sa petite voix dissonante. Tout en invitant le public a
decouvrir l’exposition, le Parti de gauche a rappele que ” le regime
democratique de l’Azerbaïdjan meritait un examen critique et que le
haut-commissaire aux droits de l’homme de l’ONU se disait lui-meme
preoccupe par la situation politique de ce pays “. Un constat qui a
pousse les elus du PG de Cognac a ” ne pas participer aux agapes “.

” Les valeurs culturelles de la perle du Caucase “, aujourd’hui et
demain, au musee d’Art et d’Histoire de Cognac, de 10 a 12 heures et
de 14 heures a 17 h 30.

Le Premier ministre Tigran Sarkissian s’est felicite des resultats
du secteur agricole du pays lors de la ceremonie inaugurale de l’Expo
internationale ArmFood 2012 a Erevan.

” L’agriculture semble etre la principale force agissante derrière la
croissance economique et nous voyons le progrès tangible fait par ce
secteur. Notre tâche est de tenir cette allure pendant les quelques
annees suivantes ” a-t-il dit.

Le ministre de l’agriculture Sergo Karapetyan a souligne l’importance
de la foire en termes de renforcement des liaisons entre les secteurs
publics et prives.

” C’est une plate-forme parfaite pour un dialogue efficace entre
les secteurs publics et prives, bases sur l’approche politique du
gouvernement pour creer un environnement favorable pour les affaires
” a-t-il dit.

Les organisateurs de l’exposition sont le Ministère de l’Agriculture,
l’Union des Industriels et des Entrepreneurs et Logos Centre d’Expo.

Cette annee l’evenement a reunit plus de 45 societes, associations,
unions et societes, dont des PME.

Les Etats-Unis demeurent profondement impliques dans les efforts
internationaux visant a resoudre le conflit du Haut-Karabagh et
pour la mise en ~uvre des accords de normalisation turco-armeniens,
a declare l’Ambassadeur John Heffern mercredi 7 novembre 2012.

” L’administration Obama et la secretaire [d’Etat americaine Hillary]
Clinton a consacre beaucoup de temps et d’attention a l’Armenie et
au Caucase du Sud “, a dit John Heffern. ” Mme Clinton est venue
ici deux fois au cours de son mandat … Le president Obama a ete
profondement implique dans la tentative de trouver une solution
pacifique au conflit du Haut-Karabakh. Je pense que tout cela va
continuer durant le second mandat. ”

John Heffern a precise que l’administration americaine poursuivra
egalement ses efforts pour relancer les accords negocies aux
Etats-Unis pour normaliser les relations bilaterales entre l’Armenie
et la Turquie. ” Malgre la deception devant le manque de progrès, les
Etats-Unis ne renoncent pas a ce sujet “, a-t-il dit aux journalistes
a Erevan.

Heffern a mis l’accent sur la cooperation economique. ” J’espère qu’il
y aura des changements dans le domaine economique “, a-t-il dit.” La
creation d’emplois aux Etats-Unis et en Armenie sont des objectifs
essentiels pour les deux pays. ” ” Je pense donc Obama va mettre
l’accent sur la creation d’emplois, le commerce et l’investissement “,
a ajoute le diplomate. ” L’Armenie, pour sa part, devrait permettre
d’ameliorer l’environnement des affaires et stimuler la concurrence,
” a-t-il dit.

Heffern a encore laisse entendre que l’election presidentielle
americaine devrait servir d’exemple pour l’Armenie, qui a prevu
d’organiser un scrutin presidentiel en fevrier 2013. Il a note que
la course extremement serree aux Etats-Unis entre les deux candidats
a entraine une concurrence très forte et une campagne couverte par
une presse libre et ouverte.

” Je vais etre a la recherche de ces trois points lors des elections
en Armenie en fevrier prochain “, a-t-il dit, exprimant l’espoir que
le vote sera conteste par au moins deux candidats forts.

“Azerbaijani media are developing in line with global developments.

Similar to influential international media agencies, Azerbaijani media
are also increasingly moving their news content on to the Internet,”
head of the English service of the Trend news agency, Aynur Qasimova,
has said.

This is an absolutely symptomatic process for Azerbaijan, an
economically viable country following global tendencies, Qasimova
said as she addressed the seventh international Internet Governance
Forum in Baku on Monday [5 November].

She said that the point is not quality of information in traditional
and electronic media, but the fact that a modern person simply has
no time to receive information through traditional media. In terms
of electronic media, Azerbaijan is now using experience of developed
countries, which is a significant step towards understanding the
future of Azerbaijani journalism, Qasimova said.

Internet major source of information in Azerbaijan

“Today internet portals have become major sources of information. The
total circulation of newspapers in Azerbaijan is 5,000-10,000 copies at
a time when about 50,000 people visit the websites of these facilities
on a daily basis. The state cannot ignore such an important tendency –
recently it became obvious that there is a necessity to boost interest
in the development of online media,” she said.

Qasimova argued that increasingly many readers receive information
from the Internet. “According to the Press Council statistics, in our
country about 100,000 people give preference predominantly to this
source of information. At the moment, 65 per cent of Azerbaijani
population use the Internet and 35 of the population are regular
users of the net. About one million people use Facebook. In addition,
at the moment, 23 out of 50 most visited sites in the country are
Azerbaijani websites – of these16 are news sites. Over 15,000 websites
are registered under the AZ domain. Over 4,700 media outlets are
registered at the Justice Ministry. These figures point to active
development of media in Azerbaijan in the context of the challenges
any developing country is facing at the moment. Over the past years
internet media has been shaping and developing at an extremely rapid
pace. These projects justify themselves in Azerbaijan not only in
terms of demand but also in terms of economic profitability,” she said.

No media censorship in Azerbaijan

Speaking about the development of electronic media, Qasimova focused
on the possibility to restrict dissemination of information on the
Internet. “In reality, there are many countries, including developed
and democratic ones, where freedom of speech is restricted on the
Internet either through a direct ban or through special laws. A
number of post-Soviet countries also adopted laws regulating Internet
content. No such laws operate in Azerbaijan. Media censorship was
removed as early as in 1998 and today neither traditional, nor
internet media are subject to censorship. Moreover, according to
experts, the law “On Sources of Mass Media” operating in Azerbaijan
at the moment, is one of the most liberal in Europe. In due time,
this document was prepared within the frames of the cooperation
with international organizations and it completely draws on the
modern tendency according to which freedom of speech and plurality
of opinions are fundamental principles that need to be upheld on the
Internet. To be more precise, there are no specific laws regulating
internet content in Azerbaijan. These issues are regulated by laws on
media, fight against terrorism, cyber crime, etc. At the same time,
it is important to appreciate that the need to regulate the Internet
in terms of [dissemination] of scenes of violence or pornography,
as well as blatantly false or unverified information, constitute
social demand from the public,” Qasimova said.

Azerbaijan should continue its cooperation with the EU, the Council of
Europe and the OSCE is terms of international institutions facilitating
the development of information and communication technologies and
the shaping of the online media in this country. At the moment, the
OSCE’s Baku office is hosting regular online-TV courses to raise the
awareness of the youth in this aspect, Qasimova said.

In addition, issues of accountability, professionalism and training
of journalists are significant factors in the development of internet
media. Qasimova said that absence of a law regulating the Internet
should not encourage journalists to act irresponsibly. “For some
media, numerous lawsuits filed against them have become a matter of
prestige. In addition, many journalists use their time spent in police
departments to shape their image which then they successfully use to
further their interests. It is inadmissible when interests of separate
individuals are used to the detriment of the image of the country,”
Qasimova said.

Journalists’ unprofessionalism plays into Armenia’s hands

She stressed that for Azerbaijan this is a significant issue, not
least due to the fact that the country is in a state of perpetuated
conflict with the neighbouring Armenia. “At a time when 20 per cent of
the territory of the country is occupied, journalists’ professionalism
is not only an issue of morals. Unprofessionalism of journalists or
anyone else who circulates information in new media may play into
the hands of the opposing side. It is important to bear in mind that
progress in the development of information technologies has led to
the emergence of new forms and styles of information publication. And
this means that reporters of new media are not always prepared to
observe professional standards, which have been elaborated and tested
throughout the history of journalism. When it comes to the publication
of information, issues of attracting readers and the speed of the
new media are often placed above professionalism today. In addition,
information that appears in the new media is less accurate because it
might not be checked as thoroughly as reporter materials are checked
with editors in newspapers and TV companies,” she said.

In addition, it is very important to organize large-scale discussions
on issues of internet media with due consideration of all nuances. To
this end, regular meetings and discussions are being held alongside
international institutions in Baku and this tendency should be
preserved, she said.

ARMENIA: TV SPOTS CAMPAIGN AGAINST VIOLENCE AGAINST CHILDREN

Two TV spots against violence against children have been produced in
Armenia as part of the ‘Unite for Children, Safe Futures’ programme
funded by the European Union in association with Open Society
Foundations-Armenia, and implemented by Save the Children.

Arguing there can be no justification for violence against children,
the first video shows a child intervening when he hears a girl next
door pleading with her mother not to hit her, and urges viewers:
“Don’t be indifferent towards violence against children…”

The second shows a series of scenarios where adults react to situations
involving children, with warmth and humour, instead of anger and
violence, telling viewers:

“Sometimes we need to be keen-witted to prove that we are wiser…

Sometimes we need to be kind to prove that we understand them…

Sometimes we need to be patient to show that we love them…â~@¨But we
must never use beating and abuse to prove anything!â~@¨Let’s surround
children with love and warmth…”

The Public Service Announcements were produced by the ‘Unite
for Children, Save Futures’ project, which aims to address the
prevalence of violence against children in all settings in Armenia,
explore existing and potential capacities to address it, and develop
a comprehensive child protection referral system to help prevent,
identify and respond to cases of violence against children. (EU

AMERICA, MEET AZERBAIJAN

When the Soviet Union disintegrated in 1991, Americans were suddenly
forced to add a host of newly independent countries to their global
awareness. Some countries became a part of our lexicon more quickly
than others (Ukraine and Georgia, for example). But few of these
post-Soviet countries have been as valuable, pound-for-pound, to the
United States in the last 20 years as Azerbaijan, a country that we
all should seek to understand due to the resilience of its economy,
richness of its culture and the relevance of its policies.

In fact, I will learn more for myself next week. On November 14th,
policymakers and cultural influencers in Washington, D.C. will
have the opportunity to learn more about Azerbaijan and the Azeri
people thanks to the efforts of the Azerbaijan America Alliance,
a Washington-based non-profit. The Alliance is hosting a gala dinner
focused on fostering economic, cultural, and diplomatic exchange and
understanding between the American and Azeri peoples.

The gala’s attendees will include current and former members of
Congress and White House officials, a Who’s Who from D.C.’s political,
economic, and media circles, as well as the typical dramatis personae
from Embassy Row. The event is a compelling draw because Azerbaijan has
flourished both economically and culturally in recent years (Jennifer
Lopez and Rihanna were recently in the capital city of Baku, playing
to crowds of more than 30,000 excited spectators). The gala event is
one of the Alliance’s first efforts to export news of Azerbaijan’s
success to the United States, where increased cross-cultural dialogue
will be of great benefit to this small but determined powerhouse from
the Caucasus.

I imagine that the gala will be an eye-opener for many of the
Americans in attendance, including myself. There will be no shortage of
authenticity. The cuisine and music will transport us to Azerbaijan,
while the evening’s entertainment-including the country’s 2012
Eurovision finalist and National Dance Ensemble-is flying in all the
way from Baku for the gala.

Globally, Azerbaijan is a little-known and underappreciated U.S. ally
situated in one of the world’s most turbulent regions. Sharing cramped
geographic quarters with Iran, Russia, Georgia, and Armenia is no
easy task, yet Azeris in this Muslim-majority country enjoy one of
the most pro-Western, liberalized societies in the region (consider
that women gained the right to vote in pre-Soviet Azerbaijan in 1919,
narrowly beating out the enactment of the Nineteenth Amendment). The
country is also a strong supporter of Israel, both economically and
diplomatically, and has consistently supported that country and the
U.S. in efforts to combat global terrorism.

The Azeri people also provide a notable cultural counterbalance to
Iran to the south. One might say that Azerbaijan provides an example of
what a free Iran would look like. An Azeri official, commenting on the
recent Western concerts, told the Washington Post in October that “you
could almost feel the Iranians seething…This stuff makes them crazy.”

Economically, Azerbaijan is in a unique position. Its abundant
natural resources, in the form of crude oil and natural gas,
position the country as a key energy supplier to Europe. A major
energy boom over the past few decades has allowed for significant
economic transformation and helped the country escape the global
economic downturn that has ensnared so many other countries, both in
the region and elsewhere.

The Azeris have put their substantial wealth to good use, reinvesting
domestically by modernizing the country’s infrastructure, developing
a contemporary banking and financial network, and spurring growth in
the telecommunications and automotive sectors-all with room to grow.

Ideally, our relationship with Azerbaijan will be one that continues
to expand both economically and diplomatically in the coming years,
as the country has already proven itself to be a key ally in a region
of tumult.

The November 14th gala clearly aims to put a spotlight on the
synergies that the U.S. and Azerbaijan already share. While I’ve yet
to visit Azerbaijan myself (though I plan to), I have no doubt that
this event will increase understanding through cultural exchange and
further strengthen our alliance with one of the most interesting and
pro-American countries in the Caucasus region.
