YEREVAN, JANUARY 24, ARMENPRESS: Azeri internal forces used tear
gas, water cannon and opened fire on the demonstration to disperse
hundreds of protesters demanding a local leader’s resignation on
Thursday after cars and a hotel were torched in a night of rioting.

As reports Armenpress referring to haqqin.az mass protests are rare
in Azerbaijan and the crowds’ complaints about wages, unemployment
and oppressive government may send a worrying signal to autocratic
President Ilham Aliyev in an election year.

As reports Armenpress at least one building on fire and the burning
carcasses of vehicles set ablaze by rioters on Wednesday night in
the town of Ismaili, 200 km (125 miles) northwest of the capital
Baku.Police said protesters and police were injured and reinforcements
brought in from outside the town to help restore order. Azerbaijan’s
Turan news agency quoted witnesses as saying the protests ended only
after tear gas and water cannon were used.

The rioting began after a hotel owner drove his car into an electricity
pole and got into a fight with a driver whose vehicle was parked
nearby, witnesses said.

About 3,000 people went to the driver’s hotel, set fire to it and
torched cars in the courtyard, before moving on to the home of regional
governor Nizami Alekperov’s son, where a car and two motorcycles were
set ablaze.

“We are annoyed with unemployment, poverty and an atmosphere of fear,”
one resident, who declined to be identified, told Turan.

Yerevan attaches great significance to Tehran ties: Armenian president

Armenian President Serzh Sargsyan says Yerevan is interested in
expanding relations with Tehran despite US-engineered moves to
downgrade diplomatic ties between the two countries.

Addressing a large crowd of people in the southern Armenian city of
Meghri on Thursday, Sargsyan said Armenia attaches great significance
to the development of ties with Iran.

He also expressed gratitude over Iran~Rs active and efficient
cooperation with Armenia, and praised the Islamic Republic for its
readiness to implement joint projects with its northern neighbor.

The Armenian president stated that Yerevan will seek to further
enhance its relations will Iran, particularly in the field of business
interactions.

Sargsyan went on to say that a section of the North-South Corridor,
which is located on the Armenian soil will be finished by 2017,
connecting Armenia, Iran and Georgia, and opening up new trade
opportunities between the two countries.

The volume of trade between Iran and Armenia reached USD270 million
in 2010. The figure now reportedly stands at USD300 million. The two
countries have taken major strides over the past 20 years toward the
expansion of economic ties, especially in the energy sector.

Armenian Foreign Minister Edward Nalbandian will meet with OSCE
Minsk Group Co-Chairs in Paris. A meeting with Azerbaijani Foreign
Minister may also be organized, the possibility of a meeting between
the Presidents of the two countries is not on the agenda, Minister
Nalbandian told a press conference in Yerevan.

Azerbaijan has recently adopted a law on the use of airspace,
which allows the government of Azerbaijan to declare certain areas
“banned zones and limited zones,” hence allowing to randomly shoot
down civilian aircrafts. Touching upon the issue, Edward Nalbandian
said Azerbaijan has violated its own commitments and the promise to
the mediators. “Azerbaijan is simply trying to politicize the opening
of the Stepanakert Airport,” he said.

“Neither Nagorno Karabakh, not Armenia have taken any steps to
politicize the issue, the Minister said. “Opening of the airport
pursues only civilian and humanitarian objectives,”Edward Nalbandian
said, adding that Azerbaijan does not conceal its main purpose –
to isolate Karabakh and its people. He assured, however, that Baku
will not succeed.

The Parliamentary Assembly of the Council of Europe (PACE) on January
23 encouraged the authorities of Azerbaijan “to step up their efforts
to implement the legislation in the areas crucial for the proper
functioning of democratic institutions” and, against this background,
decided to continue the monitoring of the country’s obligations
and commitments.

According to the adopted text, based on the report by Pedro Agramunt
(Spain, EPP/CD) and Joseph Debono Grech (Malta, SOC), since its
accession Azerbaijan has made progress with regard to the establishment
of the legislative framework in some areas crucial for the functioning
of democratic institutions but, regrettably, “restrictive application
or violations of some laws are resulting in growing concern with
regard to the rule of law and respect for human rights”. The lack of
independence of the judiciary is a concern too, “where the executive
branch, in some particular cases, continues to exert influence on it”.

Since Azerbaijan’s accession to the Council of Europe, not a single
parliamentary or presidential election has fully met democratic
standards. According to the Assembly, “a number of shortcomings and
deficiencies in the electoral process, in particular with regard to
the electoral code, the composition of the electoral commissions,
candidate registration, observers and the complaints and appeals
procedure, must be addressed in time for the next elections”.

Concerning the functioning of pluralist democracy, some well-known
Azerbaijani opposition parties are not represented in parliament,
the ruling party is the only one which is eligible to establish a
political group and “regrettably, there is no political dialogue”
with the opposition parties outside parliament.

The situation with regard to basic freedoms, including freedom of
expression, freedom of assembly and freedom of association, “is
preoccupying”. The Assembly expressed its alarm at reports by human
rights defenders and domestic and international NGOs about the alleged
use of so-called fabricated charges against activists and journalists.

“The combination of the restrictive implementation of freedoms with
unfair trials and the undue influence of the executive, results in
the systemic detention of people who may be considered prisoners of
conscience,” the adopted text underlines.

Recently adopted amendments to the Criminal Code and the Administrative
Code, which have increased penalties for the organisers of, and
participants in, “unauthorised” gatherings, also raise concern, as do
alleged cases of torture and other forms of ill-treatment at police
stations, during the investigation period and in penal institutions,
as well as the impunity of perpetrators.

Finally, despite the progress achieved in the introduction of a
legislative framework aimed at fighting corruption and organised
crime, the main challenge lies in “the effective application of
that legislation.”

We must note that members of the Armenian delegation considered as
unacceptable the report by Pedro Agramunt and Joseph Debono Grech.

Following a debate, PACE voted to reject a draft resolution on “the
follow-up to the issue of political prisoners in Azerbaijan”, presented
by Christoph Strasser (Germany, SOC) on behalf of the Committee
on Legal Affairs and Human Rights. The Armenian delegates were for
adopting the resolution. 79 deputies voted for, 125 against and 20
abstained. Members of the Russian delegation were against the report.

During a news conference after the vote, Christoph Strasser stated
that this is the end of his mission. He referred to the vote as a
disgrace and expressed regret that the report, which mentioned the
names of all 85 political prisoners, was rejected.

He noted that during his work, he received threatening letters via
e-mail, including from the Embassy of Azerbaijan in Berlin.

YEREVAN. – An Armenian analyst disagrees with the view that the
Patriot missiles in Turkey pose a potential threat to Armenia.

“The Turkish Patriots pose no to real threat to Armenia,” military
analyst Arkadi Grigoryan told Armenian News-NEWS.am, commenting on
the statement that was made by Anatoly Kornukov, former Commander of
the Russian Air Force.

As per Kornukov, the aforesaid missiles, which Turkey has deployed
along its border with Syria, are primarily directed against Russia and
CIS countries-including Armenia. Also, the former Russian commander
had noted that this situation threatens the security of Armenia.

“We are close to the border. Azerbaijan is a supporter of Turkey.

Armenia is under a threat,” Anatoly Kornukov had stated.

de l’Universite Galatasaray a Istanbul – qui est liee a l’universite
Paris I par un partenariat qui a fete ses vingt ans en 2012 – vient
de brûler. La structure en bois d’epoque ottomane a ete tellement
endommagee par les flammes et l’eau qu’il sera impossible de restaurer
ce magnifique monument tel qu’il etait. Pour ceux qui l’ignoraient
– et parce que ce n’est pas mentionne dans l’article du Hurriyet
Daily News que le Collectif VAN a traduit ci-dessous – ce joyau
etait l’oeuvre de l’architecte armenien Sarkis Balyan. Souhaitons
que toutes les merveilles dont les architectes armeniens ont pare
Istanbul – qui s’appelait encore Constantinople – ne subissent pas
le meme sort. Car la Perle du Bosphore perdrait alors grandement sa
beaute et sa specificite (voir le lien ICI qui mène a la liste des
bâtiments construits par les architectes de la famille Balyan). Comme
l’avait ecrit en 2007 Mehmet Altan dans le journal turc Star, > Mais ca,
rares sont les guides touristiques qui le disent.

Nous nous etions interroges a l’epoque : > en France, a egalement oeuvre pour l’annulation de tables rondes
qui devaient se tenir dans son universite, sur le thème des droits
humains des Kurdes.

– Ethem Tolga a, par ailleurs, valide de facto des attaques odieuses
contre l’un de ses professeurs, Ahmet Insel, accuse par les journaux
islamo-fascistes et antisemites turcs, de soutenir le PKK.

– Ethem Tolga a aussi signe une lettre ouverte contre un president
d’universite qui avait ose soutenir ses propres etudiants, brutalises
par les forces de l’ordre d’Erdogan…

Pourquoi Ethem Tolga changerait-il d’ethique alors qu’elle lui a
valu la Legion d’honneur, remise le 11 mars 2011 par l’ambassadeur
de France ?

Soyons fous : revons que cette detestable politique, financee par
les fonds publics de la Republique francaise, soit egalement partie
en fumee ce 22 janvier 2013.

Incendie a Istanbul sur le campus de l’universite près du Bosphore

Un incendie a eclate a l’Universite Galatasaray le 22 janvier a
19:30h. Aucune victime n’est a signaler mais d’importants degâts
materiels sont a prevoir. Selon les premières informations, l’incendie
s’est declare au troisième etage du bâtiment principal où les bureaux
des professeurs sont situes.

Des vents forts ont permis a l’incendie de se propager aux trois
autres etages et au toit de l’immeuble. Selon les informations, une
partie du toit s’est effondree et les gens a l’interieur du bâtiment
ont ete evacues.

Les pompiers ont ete depeches sur les lieux et ont maîtrise le feu aux
environs de 23:00h. Les pompiers ont egalement travaille a eteindre
le feu a partir de bateaux sur le Bosphore.

Cause probable: La prise de courant

Les premiers rapports citent les prises electriques comme causes
probables de l’incendie.

Après avoir entendu les nouvelles, un certain nombre d’etudiants est

Le Parti socialiste soutient la militante Pinar Selek

Le 22 Janvier 2013 par Adeline Hazan, Secrétaire nationale aux droits
des femmes du Parti Socialiste

Pinar Selek, sociologue et écrivaine, militante féministe et
antimilitariste de nationalité turque lutte contre un acharnement
politique et judiciaire sans précédent qui l~Ra contrainte à l~Rexil.

Elle vit aujourd~Rhui en France, à Strasbourg.

Son procès, pour un attentat qu~Relle n~Ra pas commis, dure depuis 14
ans et a déjà donné lieu à trois acquittements, mais la justice de son
pays réclame toujours contre elle une peine de détention à perpétuité.

Les raisons de cet acharnement sont directement liées aux sujets
de recherche de Pinar Selek, qui s~Rintéresse à la situation des
minorités dans son pays. Elles sont directement liées à son combat
pour les droits des femmes, contre le sexisme et l’homophobie. Elles
sont directement liées à ses positions antimilitaristes et à sa
dénonciation du nationalisme.

Le Parti Socialiste observe avec inquiétude que, dans ce procès, la
défense est chaque fois appelée à redémontrer l’innocence de Pinar
Selek, comme si les décisions d’acquittement prononcées en 2006,
2008 et 2011 n’avaient pas valeur de jugement définitif.

Strasbourg, capitale européenne des droits humains, a accueilli Pinar
Selek dans le cadre de son doctorat en sociologie. Partout en France,
des chercheurs, des défenseurs des droits humains, des associations
féministes peuvent échanger avec elle, bénéficier de son expérience,
de sa curiosité intellectuelle et de son ouverture d~Resprit. Que
les plus hautes autorités judiciaires de la Turquie choisissent en
connaissance de cause de priver leur pays de ses compétences et de
son talent paraît incompréhensible.

Le Parti socialiste s~Rassocie au mouvement de solidarité qui s~Rest
mis en place autour de Pinar Selek, en France comme à l~Rétranger,
et qui rassemble des universitaires, des responsables politiques,
des syndicalistes, des féministes, des citoyens et des citoyennes~E

Le Parti socialiste tient à affirmer publiquement son soutien à
Pinar Selek et veut croire que le 24 janvier le tribunal prononcera
un verdict d~Racquittement qui mettra un terme définitif à un procès
injuste, contraire à toutes les règles du droit turc et international.

Après l’assassinat de Marissa Kuchuk (Kucuk),une veille femme
armenienne de 84 ans(mise a nue, gorge tranchee, poignardee a sept
reprises, une croix taillee sur sa poitrine) le 29 decembre dernier
a Istanbul, la tentative d’enlèvement le jour du noël d’une autre
femme armenienne se rendant a l’eglise apostolique, l’assassinat le 10
janvier d’un enseignant turc d’une ecole armenienne (gorge tranchee),
une autre femme armenienne âgee a ete agresse mardi soir a Istanbul
dans le quartier de Samatya, a rapporte le journal Agos.

La femme a ete attaquee près d’un commissariat de police local.

L’agresseur etait âge d’environ 35 ans et il portait des vetements
noirs.

Cette personne a ete sevèrement battu, notamment au visage, ce qui a
cause des dommages a un oeil necessitant une intervention chirurgicale
mercredi matin.

Le Bureau d’Istanbul de l’Association des droits de l’homme de Turquie
a appele a une manifestation mercredi a 16 heures, contre ces violences
a motifs xenophobes.

Presidential Election: Performance In An Empty Hall

The key trends in upcoming presidential election in Armenia are
the statements by some candidates that the election outcome is
predetermined, which sounds like hysteria and political absurd.

However, like “a fly in the ointment of the Republican Party”, the
other candidates could spoil the presidential election scheduled for
February 18…

Eights candidates are currently running for president of Armenia
instead of the initial 15: Incumbent president Serzh Sargsyan, former
prime minister Hrant Bagratyan from the Liberty Party. Leader of the
Union for National Self-Determination Party Paruyr Hayrikyan, Leader
of Heritage Party Raffi Hovannisian, Advisor for Political Issues
of the Refugees and the International Law Civil Society Network,
ex-foreign minister of NKR Arman Melikyan, Leader of National Accord
Party Aram Haroutiunyan, political expert Andrias Ghukasyan, and
unemployed Vardan Sedrakyan.

This poor list of candidates makes the Armenian public think that
the election is non-competitive and the incumbent president is in
the lead in the presidential race, for he has enough administrative,
information, financial and other resources to retain power.

It is noteworthy that the authorities have already introduced the
scenario and the outcome of the election in figures with help of
Aharon Adibekyan, head of the Sociometer Research Center. Thus,
in line with that scenario, there will be one round of election and
Serzh Sargsyan will enlist the support of at least 72% of voters. The
previous elections show that Sociometer has turned into a bureau of
faultless political forecasts supported by the leading participants
in the political processes. It is noteworthy that another department
where David Copperfield’s fans are working has emerged in the country:
Department for Visas and Passports of the Armenian Police. According
to the given department, the number of voters in Armenia has grown
amid growing migration, when dozens of thousands of citizens leave
Armenia every year. Thus, on the eve of the parliamentary elections in
May 2012 the electoral registers comprised 2,485,844 people, while the
preliminary number of voters as of Jan 6 2013 grew by 25,053 people.

In conditions when political heavyweights, Armenian National
Congress, ARFD and Prosperous Armenia parties, and ex-presidents
Robert Kocharyan and Levon Ter-Petrosyan refused to run for president,
the ruling Republican Party of Armenia can easily make president not
only the experienced politician Serzh Sargsyan, but also anyone. As a
result, after election the president-elect will get a full legitimacy
that was under question after March 1 2008. However, the political
influence will obviously weaken as a result of the above forces’
refusal to participate in the election. The Republicans headed by
Sargsyan already have to persuade the public that the election is
competitive. The situation is delicate because most voters support
those who refused to run for president and will hardly vote for the
Republican candidate just because the so-called opposition does not
run for president. That is why the forecasts of sociologists and
some politicians are far from severe reality, because the 3/4 of the
citizens cannot support corrupt officials, oligarchs and monopolists
and impunity and outrage in the country.

Nevertheless, it is obvious that the stereotypes developed in the
mentality of the citizens over the long years of political processes
in the country cannot be changed easily. Negligence towards public
will and prevention of fair elections has led the people into a
deep apathy and disappointment. And even the hunger strike of a
candidate for president Andrias Ghukasyan, who demands the CEC to
cancel registration of the incumbent president Serzh Sargsyan, has
remained without a response by the Armenian public that has become
absolutely indifferent to everything taking place in the political
area. Such negligence is characteristic mainly to authoritarian and
totalitarian countries because elections are not an answer to any of
the questions the public is really concerned about.

Incidentally, even against the background of the above-mentioned,
there is a way out, which by 100% finds room in the Constitution.

Except the RPA member Sargsyan, all the rest 7 candidates for president
come forward like the opposition and the enemies of the incumbent
power. Stemming from this logic, the only way for the so-called
oppositionists to prevent the victory of the candidate from the
power may be the refusal of candidates to take part in the process,
which they themselves call farce. In that case, Serzh Sargsyan will
remain the only actor on the scene, on which the authorities have
been again performing a tragi-comical farce called the presidential
election. And in that case, the authors of this farce have to work
hard so that to return the candidates, or to create new candidates
for the election. However, in both cases they will be forced to spend
much money on delivery of the true power levers, re-distribution
of the influence spheres and the pieces of the economic pie. This
will undoubtedly result in the domino effect and at least cracks in
the ice coated political reality. However, for such development of
events, we have to look for something that these 7 candidates lack:
at least conscious, political responsibility and aspiration to act
not in favor of their own interests but in favor of the interests of
their own people. Against such a background, the Armenian voter will
have only one hope that the incumbent as well as future president of
Armenia will display the above-mentioned accomplishments.
