Political analysts describe the first week of campaigning in Armenia’s
presidential election as “quiet and uninteresting,” which is unlikely
to break the indifference and distrust towards the electoral processes
rooted in the public.

The situation created in Armenia when the second most powerful
political force (Prosperous Armenia Party) in the country quits the
race before its official start and the largest opposition force does
not field a candidate for the most important election (based on its
leader’s age claim) is unclear not only to broad sections of the
Armenian public, but also to international observers and ambassadors.

The start of the campaign was marked by a controversial note made by
British Ambassador Catherine Leach on her personal blog. She described
it as “disappointing” that “three of the key non-government parties in
parliament are neither putting up a candidate of their own nor backing
any other.” Her Majesty’s ambassador meant the Prosperous Armenia
Party, the Armenian Revolutionary Federation (Dashnaktsutyun) and
the Armenian National Congress, which made such decisions in December.

The election-related concerns voiced by the ambassador evoked a
critical reaction of the Armenian authorities some of whom went as far
as qualifying it as interference in Armenia’s domestic affairs by a
representative of a foreign state. But in reality the ambassador did
not raise any issue that would not be of concern to any local resident.

Meanwhile, the main question concerning the ongoing election campaign
is whether it is a true competition of ideas and platforms or a
‘staged’ event, an event during which the main discussion is going
around not those taking part in it, but those not participating.

Political analysts believe that the current president will have
no problem getting reelected and that his main challenge will be
motivating people to go to the polls, but they do not agree with the
qualifications that the current election is “noncompetitive”.

“What does a noncompetitive election mean? There is a competition
going on, simply it is not against Serzh Sargsyan, but among the other
candidates, for example, [Heritage party leader] Raffi Hovannisian,
[Liberty party leader] Hrant Bagratyan, [National Self-Determination
Union chairman] Paruyr Hayrikyan. They are competing for the voter,”
says director of the Yerevan-based Caucasus Institute Alexander
Iskandaryan.

According to Iskandaryan, politicians are taking part in the
presidential election not only to become presidents, but for other
purposes as well.

“Their participation addresses other issues – ensure their political
presence, make it more prominent, mobilize their electorate for further
campaigns, or to simply become known by public,” says Iskandaryan,
assuring that it’s normal and is a common practice in many countries.

Expert Shushan Khatlamajyan, project coordinator at Civil Society and
Regional Institute, believes that “the campaign is fully adequate to
the political and social situation in the country and the opposition’s
backing down half-way was to be expected and a natural thing to
happen”.

“It’s very easy to be oppositional, when the main requirement is
speaking, even if with facts, but as soon as it comes to actions,
they realize they can’t offer anything new, the re-branding of former
authorities [the reference is to first president Levon Ter-Petrosyan
now leading oppositional Armenian National Congress) was unsuccessful
and soon lost its influence,” she told ArmeniaNow.

Khatlamajyan believes that the lack of competition is the result
of not only the monopolization of the political field, but also the
opposition’s strategic mistakes.

Last week President Sargsyan said in an interview to RFE/RL that
“it is not the authorities’ job to cultivate and nurture opponents. I
believe that the authorities’ duty is to create a competitive field,
competitive atmosphere.” And he believes it has been “accomplished”.

Meanwhile political analyst Edgar Vardanyan from the Armenian Center
for National and International Studies (ACNIS) says “it is simply
unacceptable to speak about a competitive field when we are dealing
with clan agreements and showdowns”.

Nonetheless, Vardanyan is convinced that regardless of everything “the
participation of the oppositional forces in the elections wouldn’t
have made a difference given the current situation”.

“I disagree with the speculations and opinions that their refusal to
participate has made the elections uncompetitive. Considering the
public attitude of late towards these political forces, I can say
that even in theory their participation couldn’t have stirred strong
civil movement,” says Vadanyan.

As an important characteristic of this campaign, the analyst points
out Sargsyan’s new strategy: rather than using black PR and criticism
against his opponents, the president is using pro-establishment
media to picture them as “not serious, uninformed, or, as people say,
simpletons”, while there are candidates among them who have taken a
long and thorny way leading to this moment.

Property Of Armenia’s Rubber Factory Could Be Auctioned Off

YEREVAN. – The matter of seizing the property of Nairit Rubber
Factory of Armenia is included in the duties of the Justice Ministry’s
Compulsory Enforcement Service of Judicial Orders (CESJO). Its chief,
Justice Major General Mihran Poghosyan stated this during a press
conference on Friday.

The ArmRusGazprom Company and VTB Bank (Armenia) have filed a petition
against Nairit toward the seizure of its property. The total debt is
about 1.5 billion drams (approx. $3,685,370).

As per the CESJO chief, they are attempting to design graphics so
that Nairit is able to gradually repay debts, since the activities
of this plant greatly impact the economic system of Armenia.

Last year the business activity index was 7.2%. According to the
National Statistics Service, considerable growth was reported in
almost all the branches: manufacturing 8.8%, gross agricultural output
9.5%, 9trade 3.6%, foreign trade 3.9%.

According to official statistics, last year the average monthly
nominal wage has grown by 5.1%.

Member of Parliament Artsvik Minasyan of ARF, economist, says the
reported 7 % growth has not improved the quality of life. Minasyan
told Lragir.am that the business activity index could have been even
higher without affecting the quality of life.

“Formal economic growth is nothing unless it results in improvement of
quality of life. There may be several oligarchs who will ensure their
products sell well but it will affect neither salaries and quality of
life, nor budget revenues. It will have no implication of a feeling of
unity in the society,” he says.

The MP says official indices have nothing to do with real life. The
current situation requires transition from titular indices to real
change.

Aliyev Criticism Provokes E-Mail Avalanche From Azerabaijan

ALIYEV CRITICISM PROVOKES E-MAIL AVALANCHE FROM AZERABAIJAN

The Organized Crime and Corruption Reporting Project (OCCRP) publishes
dozens of juicy stories every year.

But very few of them generate the kind of response the group has
received this month after naming Azerbaijani President Ilham Aliyev
corruption’s “person of the year” for 2012.

“There has been a coordinated attempt to spam us with a significant
amount of e-mails,” RFE/RL quoted Drew Sullivan, the editor at OCCRP,
an investigative-journalism NGO based in Sarajevo and Bucharest, as
saying. “Most of them are very similar [and] seem to follow a format
or a couple different formats. I have received approximately 4,000
of them.”

RFE/RL, which covered the original story on January 2, has also been
targeted by the spam attack, receiving a similar amount of mail.

The spam assault seems to be part of a stepped-up effort by Aliyev
supporters – possibly prompted by the Azeribaijan government –
to take control of the narrative about Azerbaijan on the Internet,
analysts and activists say.

Most of the messages received by OCCRP and RFE/RL are signed and appear
to come from real individuals. However, for the most part they contain
very similar messages in English, Azeri, or Russian. OCCRP computer
specialist Dan O’Huiginn estimates that 5-10 percent of the messages
are from automated servers (bots), while the rest seem to be cut and
pasted or forwarded by actual people.

The messages do not address the specifics of the corruption charges
against Aliyev and his family but rather state that Azerbaijani
citizens love their president and are impressed with the progress
the country has made since gaining independence.

‘Upclassing Of Our Country’

Azerbaijani blogger Hebib Muntezir reported on January 15 that the
Education Ministry had issued a directive to teachers and students
urging them to send complaining e-mails to OCCRP and RFE/RL. The
ministry’s message, which Muntezir also posted online, included
sample complaints in Azeri, Russian, and broken English, as well as
the e-mail addresses to which the messages should be sent.

The addresses provided in the alleged instruction from the Education
Ministry that Muntezir posted were the ones that received the spam,
and many of the received messages contained one or more of the proposed
sample letters.

The suggested English message says:

“It was very upset, having read information on our president on a
site Because, all of us are happy with works on
development and an upclassing of our country.”

The spam campaign may be part of a broader effort by pro-government
forces in Azerbaijan to bolster their presence online.

“In Azerbaijan, essentially most of political life now takes place
on Facebook,” says Katy Pearce, assistant professor of communication
at the University of Washington who studies the use of Internet
technologies in the former Soviet Union. “Because, as most people know,
there is very little room for freedom of expression in real life,
so to speak. So the Azerbaijani political Facebook world is very,
very active.”

Until recently, Pearce says, the Azerbaijani opposition had the virtual
realm almost to itself, but over the last year or 18 months she has
seen an increasingly organized phalanx of pro-government youths posting
on Facebook, Twitter, and other social-media sites. She notes that
they have been using very aggressive tactics, including spamming the
walls of opposition-minded Azerbaijanis and flagging their posts as
“offensive” and asking Facebook to remove them.

Suspicious Tweets

One of the people targeted by such online campaigns was RFE/RL
Azerbaijani Service correspondent Khadija Ismayilova, who also
cooperates with OCCRP.

Ismayilova has written many of the investigative reports into
corruption by Aliyev and his family that were the basis of OCCRP’s
decision to name Aliyev corruption’s “person of the year.”

Pearce has been studying the patterns of pro-government posts on
Twitter regarding a recent protest in Baku and how those posts
intersected with the campaigns against Ismayilova. She found that
many of the tweets came from recently created accounts that had very
few contacts on Twitter and had posted very few tweets in the past.

In her analyses of these patterns on Twitter, Pearce said she believes
it is likely the messages were either sent by one person logging
into multiple accounts or that an automated program was connected to
multiple accounts.

“Most of the evidence points to some sort of organized campaign to
use Twitter accounts to post the same message over and over again,”
she said. “And if there are actual real people behind those accounts,
I can’t tell.”

OCCRP editor Sullivan agreed that the latest spam campaign out
of Azerbaijan is something new. He says the organization’s many
previous reports on corruption in the country were soundly ignored
by the authorities.

However, he added that the current spam campaign is a mere “annoyance”
that will not affect the OCCRP’s work.

“We get lots of much more negative responses to our work,” Sullivan
says. “It is a slight annoyance, but we can set filters to move most
of this out. It is too bad. We would love to hear from the people of
Azerbaijan if it was real. We just suspect from the way that this is
written that these are not real people with real concerns. This seems
to be somewhat of a bullying tactic. And that’s not going to work.”

gouvernement turc pour que lui soit rendu justice”.

La sociologue turque Pinar Selek a annonce jeudi soir a Strasbourg
qu’elle allait demander l’asile politique a la France. L’universitaire
de 41 ans, qui vit en exil a Strasbourg, avait ete acquittee a trois
reprises avant que la justice ne la condamne jeudi a la prison a vie,
pour un attentat meurtrier commis en 1998 a Istanbul.

Emprisonnee en Turquie a l’âge de 27 ans, elle avait ete liberee en
2000 après la publication d’un rapport attribuant l’explosion a une
fuite de gaz.
