Un ancien responsable du Congrès national armenien (HAK) n’a pas mâche
ses mots lundi 28 janvier concernant l’alliance de partis d’opposition
dirigee par Levon Ter Petrossian, en affirmant que la ligne politique
qu’il avait choisie depuis un an avait objectivement aide le president
sortant Serge Sarkissian a conforter son emprise sur le pouvoir. Davit
Shahnazarian, qui avait occupe des fonctions majeures dans le
gouvernement armenien au debut des annees 1990, sous la presidence de
Ter petrossian, a une fois encore critique sevèrement la decision du
leader du HAK de cooperer l’an dernier avec le Parti Armenie prospère
(BHK), ancien partenaire de la coalition au pouvoir qui avait refuse
de reconduire son alliance avec le Parti Republicain (HHK) de Serge
Sarkissian après les legislatives de mai 2012. Il a estime que cette
strategie n’avait rien apporte a la formation de Ter Petrossian et
etait en partie responsable de ce qu’elle n’ait pas ete en mesure de
designer de candidat pour le scrutin a venir ni de soutenir aucun des
candidats en lice, se tenant donc ainsi a l’ecart des urnes au risque
d’une marginalisation sur la scène politique. Il a estime que le BHK
pour sa part pourrait retourner au sein du gouvernement au lendemain
des elections. M. Shahnazarian est l’une des nombreuses personnalites
du HAK qui ont quitte l’allainace d’opposition après les legislatives
de mai 2012, en signe de protestation contre la cooperation tactique
avec le BHK choisie par la direction. Il estime, comme les autres,
que le BHK est sous forte influence de l’ancien president Robert
Kotcharian et garde des liens etroits avec le gouvernement de M.

Sarkissian. M. Ter Petrossian avait balaye ces accusations du revers
de la main, les designant comme “demagogiques”. M. Shahnazarian a
accuse la direction du HAK d’etre en grande partie responsable du
grave declin de l’influence de l’opposition sur la scène politique
de l’Armenie. “La vie politique actuelle de l’Armenie ressemble a un
desert, et il n’existe aucune oasis qui pourrait apporter de l’espoir
a la societe”, a-t-il declare, en constatant que “la societe est
profondement decue par l’ensemble du système politique”. Opposant de
longue date, il a appele a la formation d’une nouvelle “opposition
ideologique” quie serait capable, “au moins de limiter” l’action du
pouvoir en place. Il a souligne a cet egard que M. Sarkissian n’avait
aucunement l’intention de rompre avec “le système oligarchique”
existant. M. Shahnazarian a par ailleurs indique qu’il voterait pour
sa part pour Hrant Bagratian, lui aussi un dissident du HAK lors du
scrutin du 18 fevrier. Mais il a precise qu’il n’apportait pas son
” soutien politique” a H.Bagratianni d’ailleurs a aucun autre des
candidats de l’opposition, qui ne seront pas en mesure selon lui de
contrarier les projets de reelection de M. Sarkissian.

Heritage Leader Visits Yerablur Cemetery

HERITAGE LEADER VISITS YERABLUR CEMETERY

On the occasion of the Armenian Army Day, the leader of the opposition
Heritage party visited on Monday the military cemetery Yerablur to
pay respect to the heroes of the Nagorno-Karabakh (Artsakh) war.

Raffi Hovhannisyan first visited the graves of his deceased friends
and laid flowers on the memorial to the unknown martyrs. He then
approached tombs that had no visitors at all.

“My honor during war years was that I just had meetings with several
freedom fighters and probably visited the front, but not with weapons;
that’s my fault and mistake,” the politician said, when talking to
reporters near the grave of Monte Melkonyan, the legendary Artsakh
war hero killed on the battlefield in 1993.

Praising all the war heroes, Hovhannisyan noted that neither Armenia
nor Artsakh would exist today without their feats. “On this day,
January the 28th, I remind myself of the idea that the Armenian
nation is capable of protecting its interest. When the people turn
into a nation and the citizen into statehood, our losses will not be
considered vain,” he said.

Hovhannisyan, who stands as a candidate in the February presidential
election, considered the meeting an occasion calling for modesty,
obedience and dignity. “This is our homeland, with both its positive
and negative [sides], and we all are proud of our army today. We have
mistakes which need a correction,” he added.

conscript, Junior Sergeant Yuri Hrair Gareginyan deadly wounded
conscript, Senior Sergeant Artak Grigory Galstyan at the chest from
the gun attached to him. Investigation into the cases has started.

Today since very morning the path leading to military pantheon Yerablur
is crowded. On occasion of anniversary of formation of Armed forces
the people hurry to pay tribute to memory of people who gave their
lives for defending our country and had a great contribution in
formation of the Army.

Some minutes ago the Armenian leadership was in Yerablur headed by RA
President Serzh Sargsyan, NA speaker Hovik Abrahamyan, Prime Minister
Tigran Sargsyan, Defense Minister Seyran Ohanyan. The people still
come to pantheon.

The events dedicated on 21st anniversary of the Army have kicked off
since January 25. High ranking intellectuals from Diaspora are in
Armenia to attend the festive events.

S.Sargsyan: Armenian Armed Forces are argument for peace preservation

Armenian President Serzh Sargsyan sent today a congratulatory message
on the occasion of Army Day.

According to the presidential press service, the message reads:

“No nation probably suffered serious and tragic consequences of the
absence of their armed forces as much as we did. Perhaps this is the
reason why our army has felt special treatment of our people since
the moment of its formation. It has been a people’s army since the
day of its formation.

We did not intend to form and maintain such an army as we have today.

We had to organize our forces so as to organize our defense in the war
forced upon us. We had to become organized so as to prevent massacres
and ethnic cleansing committed methodically before our eyes and the
eyes of the whole world. Moreover, there were public and official
threats to commit new massacres and new ethnic cleansing against us.

These threats were more than real. Some of them were carried out at
that time, some – later.

It was at that crucial moment that the Armenian people formed their
army from scratch. Under conditions of the war, blockade and hunger,
the Armenian people formed their army so as to say the following words:
“That’s enough!” A language of threats must not be used when speaking
to an Armenian and someone else in the world. The Armenian army rose
in the way that the enemy did not and could not expect. Our heroes
fell – they returned our right to life and dignity at the expense
of their lives. We bow our heads before the memory of those, thanks
to whose courage we call our army today a victorious army – a force
that compelled the enemy to accept a ceasefire and relative peace,
a force that maintains peace and stability in our region and that
has been and will be a reliable rear of Artsakh.

I am convinced that the war against Armenia and Artsakh was unleashed
and occasionally broke out mostly for one reason: our strength and
potential were underestimated. This had a severe impact on everybody
and tragic consequences for the peoples of Armenia, Artsakh,
and Azerbaijan. Today the Armed Forces of Armenia can hardly be
underestimated. This is a serious argument for peace preservation. No
one believes anymore in fairy tales about fast and easy wars.

We have never begun and will not begin a war. This is obvious. Even at
the moments when we definitely had an advantage on the battlefield, we
kept saying the Artsakh problem had no military solution. We wish you
to show your professional and high moral qualities only during military
exercises. I wish you not to use your abilities on the battlefield”.

Russian Defense Minister On Official Visit To Yerevan

YEREVAN, January 28 (RIA Novosti) – Russian Defense Minister, Army
Gen. Sergei Shoigu, arrived in the Armenian capital Yerevan on Monday
on an official visit, the minister~Rs spokeswoman Darya Zatulina said.

Upon his arrival, the minister was greeted by the country~Rs President
Serzh Sargsyan.

During the visit, Shoigu will also meet with Armenian Defense Minister
Seiran Oganyan to discuss bilateral military cooperation.

YEREVAN.- This Monday National Security Council Secretary Arthur
Baghdasaryan received high-ranking officers of the Armenian Diaspora,
who arrived in Armenia on the occasion of the Army Day.

“For us, having worthy and deserving countrymen like you, is very
important. You visited Armenia on a very symbolic day, the Day of
the Army, and I applaud you. I wish that your connection to your home
became stronger, because, in fact, your experience is very important
for us. You know that nowadays Armenia is implementing reforms in
the armed forces to improve security systems, and your contribution
and merit can be very helpful to us,” Baghdasaryan said.

Senior officers said that they are attentively following the processes
taking place in the Armenian army. They also touched upon the ongoing
reforms in the armed forces, emphasizing their importance to enhancing
the army’s combat capability.

Secretary of the Security Council noted that as a part of the reform,
Armenia is cooperating with the CSTO, NATO and the EU. In many
areas large-scale works are performed, aiming to further enhance and
strengthen the combat capability of the armed forces.

“Today, our armed forces can defend the homeland from any external
aggression along the line Armenia’s borders,” Arthur Baghdasaryan said.

During the meeting, the guests expressed their opinion on the work
carried out not only in the armed forces, but also on the ongoing
processes in economy, culture, and foreign policy.

Radical changes are due in the Armenian Armed Forces relating to the
officer and army titles, names of military divisions.

According to Tert.am’s information, they will be corresponded to
national-historic springs.

For instance, ‘captain’, ‘lieutenant’, ‘general’ and other titles
will be replaced with others. Besides, with the order of the Armenian
Armed Forces, an Armenian Army badge has been prepared having hexagon
star form.

According to Tert.am’s sources, the process of reforms will be of
continuative nature and will demand much time and discussions.

YEREVAN. – Armenian presidential contenders-opposition Freedom
Party Chairman, former PM-Hrant Bagratyan-opposition National
Self-Determination Union Chairman-Paruyr Hayrikyan, and-opposition
Heritage Party Chairman, former FM-Raffi Hovannisian released a
statement and presented their shared concerns with respect to the
forthcoming election.

“Sadly, we have not yet been able to create the Armenia where
the rule of law, the universal democratic standards, and national
values prevail. This situation requires us to come up with several
initiatives:

We find it necessary [for the authorities] to publicize the lists
of the citizens [of Armenia] that are absent from the republic, of
those-[and] in violation of Armenia’s Constitution-that are deprived
of the opportunity to exercise their right to vote, so as to rule out
the incidents of voting in lieu of the citizens that are absent from
the country.

All candidates must assume a responsibility to exclude the use of
their administrative resource. The mode of action of mongering fear
and of terrorizing the citizens that are working in the state system
must be ruled out.

At the same time, we consider it our duty to inform about our
conviction that it is possible to change the current situation in our
Motherland solely by way of consistent work and active struggle. So,
we call upon all citizens of Armenia to participate in the presidential
election to be conducted on February 18,” Bagratyan’s, Hayrikyan’s,
and Hovannisian’s joint statement specifically reads.

PRESIDENT SERZH SARGSYAN’S CONGRATULATORY MESSAGE ON ARMY DAY

Dear Compatriots,
I cordially congratulate you on the occasion of Army Day.

The nonexistence of the armed forces had never had such tragic and
grim repercussions for any nation as it had for us. Probably that’s
the reason that from day one of its creation our Army has been enjoying
a special attitude of our people; from day of its creation, it’s been
a national army.

It would be appropriate to recall that we – as a nation and a society,
were not thinking of creating and maintaining a kind of army we are
having today. We were compelled to consolidate our forces to defend
ourselves in the imposed war. We were compelled to consolidate to
prevent the massacres and ethnic cleansing that had been carried out
against us systematically – right before us and the world. Moreover,
we were publicly and officially threatened with new massacres and new
ethnic cleansing, and those threats were very real. Some of them were
even carried out in those days and later.

It was at that fateful moment that our nation, almost from scratch
created its army. The Armenian people created our army living under
war, blockade and famine conditions to be able to say just one thing –
Enough is enough. Armenians, or anyone else for that matter, may not
be talked to in the language of yataghans and threats.

The Armenian Army stood up in a way that the opponent had not been
able to imagine or conceive. Neither our adversaries with their
propaganda, nor those who were misled by that propaganda suspected
the existence of the generation of Red Vartans who descended on the
battlefield. They came to say – Enough is enough. There had come
heroes who paid with their lives for our right to live and for our
dignity. We bow to their memory; it is through their heroism that
today our army is rightfully called the Victorious Army. It’s been the
force which subdued the adversary into a ceasefire and relative peace,
the force which today maintains peace and stability in our region,
the force that has been and will be reliable support for Artsakh.

Dear Fellow Citizens,

I firmly believe that the war against Artsakh and Armenia was unleashed
and regularly fueled essentially for one reason: our power and our
potential were underestimated. They really thought that could win nice
and easy. This miscalculation was dearly paid for by all and had sad
consequences for the peoples of Armenia, Artsakh, and Azerbaijan.

Today, it is difficult to underestimate the Armenian armed forces. And
this is the most substantial argument in favor of preserving peace.

Nobody believes in swift and easy wars any more.

Dear Soldiers and Officers of the Armenian Army,

We did not and will not start a war; there is no doubt about that.

Even in the times when we had explicit advantage on the battlefield,
we didn’t stop to insist that the Artskah issue has no military
solution. I wish you manifest your high professional and great moral
skills only during military exercises, as we have witnessed on many
occasions in the past. I wish that these skills are never called for,
that you are not compelled to use them on the battlefield.

Dear Compatriots,

This day is our Army’s birthday which we celebrate nation-wide. I once
again congratulate you on this great and glorious holiday. I wish you
all good spirits and peaceful skies. For these peaceful skies we are
deeply indebted to our Army.
