The number of voters in Armenia totals 2.507.004 people as of Jan 29,
the Police press-service reports. 135 people out of the total number,
who are registered in another community, have been temporarily
including in the additional electoral registers on the place of
location on the day of voting.

Another 2 people have no registration in Armenia, but their names were
included in the electoral registers at a polling station of their
location of the day of voting. To note, in compliance with Article
6.8 of the Electoral Code of Armenia, the Police publishes the total
number of voters included in the electoral registers 30,20, and10
days before the presidential election and on the eve of the voting.

Thus, the presidential candidates are as follows: incumbent
president Serzh Sargsyan from the Republican Party and former prime
minister Hrant Bagratyan from the Liberty Party. All the remaining
are self- nominated candidates: Leader of the Union for National
Self-Determination Party Paruyr Hayrikyan, Leader of Heritage Party
Raffi Hovannisian, Advisor for Political Issues of the Refugees and
the International Law Civil Society Network, ex-foreign minister of
NKR Arman Melikyan, Leader of National Accord Party Aram Haroutiunyan,
political expert Andrias Ghukasyan, and specialist in epic Vardan
Sedrakyan. The elections will be held on Feb 18 2013.

The Parliamentary Assembly of the Council of Europe (PACE) is gradually
becoming a more and more strange organization, head of the Armenian
delegation to PACE Davit Harutyunyan told the reporters on Tuesday,
claiming that the self-will of the Azerbaijani delegation seem to be
forgiven in this establishment.

“For instance, one of the PACE rapporteurs was forbidden to enter
Azerbaijan but it was forgiven, previously there was such attitude
toward another rapporteur and the latter refused to deal with the
issue, and such phenomena are becoming more and more frequent with
the PACE being rather forgiving,” he said.

Davit Harutyunyan said it is strange for him that Safarov’s case was
not included in the report. “With certain difficulties we managed to
make the PACE conduct hearings over the issue. We suppose that these
hearings took place few months ago and it was to be reflected in the
report that speaks about democratic achievements. And now you will see
only one line in this report saying that PACE conducted hearings on
Safaraov’s case. Who is Safarov, what case? Nothing is mentioned,” he
said, adding that such phenomena are gradually becoming more frequent.

PACE rapporteur on political prisoners in Azerbaijan Christopher
Strasser presented for the Assembly’s discussion the report authored
by him on political prisoners in Azerbaijan, which Harutyunyan said
received no response.

Harutyunyan said it of course will harm the organization’s image.

YEREVAN, JANUARY 29, ARMENPRESS. On January 29 the Supreme Patriarch
and Catholicos of All Armenians His Holiness Karekin II conveyed his
blessing and congratulations to the newly elected Armenian Patriarch of
Jerusalem Archbishop Nourhan Manoogian on the occasion of his election.

In his congratulatory address Karekin II states: “Praise be to God,
that the Armenian Patriarchate of Jerusalem efficiently carries out
its most holy mission in the Holy Land and now it will experience
new blossom due to the activity of such a brave patriarch, like you.”

The Grand Sacristan of the Armenian Patriarchate of Jerusalem
Archbishop Nourhan Manoogian has been elected the Armenian Patriarch
of Jerusalem. Solely celibate members of the convent could participate
in the patriarchal elections. The patriarchal election was held in
two stages. Five candidates were chosen in the first stage of the
elections by secret polling. In accordance with the Statute of the
Jerusalem Convent (1882) 35 year old archimandrites and bishops can
become patriarchal candidates. The patriarchal throne remained vacant
since the after long illness at the age of 93 Armenian Patriarch of
Jerusalem Rev. Archbishop Torkom Manoukyan passed away.

What Is Happening In Samatya?

WHAT IS HAPPENING IN SAMATYA?

Samatya is one those neighbourhoods of Istanbul inhabited by Armenians
and witnessed a series of atrocities that they have been targeted
throughout the last month. The bilingual (Armenian and Turkish)
weekly journal Agos pioneered the media in bringing the aggressive
acts against Armenians in Samatya to the public attention.

Agos is founded in 1996 by Hrant Dink, the journalist that has been
the ardent defender of Armenian minority rights and stood against
the discriminatory policies of the Turkish state. Following his
brutal assassination on 19 January 2007, Agos, remained true to his
intellectual legacy and editorial tradition, in continuing with
determination to bring the problems of the intimidated Armenian
community to the attention of the public opinion.

As the aggressive acts against aged Armenian women perpetuated,
liberal-democratic daily newspapers such as Taraf and Radikal, started
to give large coverage to the Samatya events, following suit of Agos.

Particularly on January 22, when Sultan Aykar, an old Armenian lady
is attacked at her ground floor apartment and another anonymous old
Armenian lady was tried to be kidnapped, the Samatya events finally
captured the attention of the mainstream media like the daily Milliyet
which focused on the developments in depth and gave equally a wide
coverage. While the atrocities in Samatya are presented to the public
knowledge through full page interviews conducted with the inhabitants
of the neighbourhood, the commentators carried the issue to the
op-ed columns.

First in the chain of aggressive acts committed against the Armenian
inhabitants of Samatya had been the beating at the street of an
Armenian lady who is 87 year of age in the beginning of December 2012.

That was followed at the end of the month, on December the 28th when
Maritsa Kucuk, an Armenian old lady was brutally murdered. The victims
have something in common that they are people of very modest incomes.

That fact strengthens the impression, that as opposed what initially
it was, the crimes perpetrated has nothing to do with the intention of
robbery. One other common aspect was that all the women involved were
regular church-visitors and the aggressive acts were committed when
they were returning home from the church in the neighborhood. All
these provided certain evidence that they have been followed by
their aggressors. Devouring real estate which has been initially and
allegedly put forward as the main reason behind the aggressive acts
in Samatya proved to be far from convincing.

As the atrocities found a wide coverage in the main stream media, the
statement of the Governor of Istanbul who interpreted the events as
“individual” acts, similarly, considered as unconvincing. Those who
recall the first official statements on the assassination of Hrant
Dink, who six years ago also on a January day slaine on the pavement
in front his newspaper Agos, will not be satisfied with such an
interpretation. Those official statements had claimed that the murder
of Hrant Dink was not an organized crime, but an “individual act”,
committed with no political connection to it.

As a matter of fact, we witness in the last couple of days that the
civil society is getting mobilized. In two separate demonstrations,
thousands of people marched with slogans reflecting the awareness of
the society against those perpetrated crimes against the Armenians.

The slogans read, “Do not touch to my Armenian neighbour”, “I don’t
let my sister and brother to be touched”, “We are one with the Armenian
people”, No passage to racism”.

Because we do not have sufficient information yet, I do not want to
speculate on by whom the aggressive acts are done and why now. These
events need a serious and thorough inquiry.

I have always said and keep on saying the following: The day Hrant
fell on the pavement of his newspaper in daylight, before the eyes
of us all, with his dead body, he formed a bridge linking 1915 with
the present day. From that moment on, he kept telling us more than he
did while he was alive. Those who wanted to silence him and spared
from him the justice cannot prevent his voice to resonate even more
strongly and higher. The media is no longer like the former, neither
the civil society, nor the Armenian community is like the former
intimidated one! Let me conclude by a tweet of an Armenian citizen
circulated at the social media: “Let it be known that we opened our
eyes in Samatya and will close them in Samatya. Nobody will be able
to send us from there!”

Born in 1948, Tuba Candar completed her education in the United
States after secondary schooling in Austria High School in Turkey. She
graduated from the International Relations Department of the Ankara
University Faculty of Political Science. She lived in Germany
following March 12 military coup. Returning to Turkey, she became
the editor-in-chief of “Bizim Almanca” magazine under Cumhuriyet daily.

She also worked as an editor at “Gergedan” magazine. At Yeni
Yuzyýl daily, she wrote culture and arts and travel pieces. She
had a “Portraits” column in “Gazete Pazar.” Her first book about
the life of Mualla Eyubýðlu Anhegger, “Hitit Guneþi” (Hitite Sun),
was in 2003. In 2007, she had “Murat Belge Bir Hayat” (Murat Belge
A Life). Her latest book, “Hrant” came out on the birthday of Hrant
Dink on Sept. 15 in 2010.

Mikheil Saakashvili Sets Precondition For Restoring Railway Via Abkh

MIKHEIL SAAKASHVILI SETS PRECONDITION FOR RESTORING RAILWAY VIA ABKHAZIA

Georgian President Mikheil Saakashvili will support the restoration
of the Abkhazian section of the railway only in case of de-occupation
of Georgia.

“Otherwise, it would legitimize the occupation,” he said during a
meeting with students and professors of the Sukhum University in
Tbilisi, Novosti Gruziya reported.

The issue of restoring the Abkhazian section has been raised since
Bdzina Ivanishvili’s Georgian Dream came to power.

The president said that “the core issue is where the Georgian border
guard will stand after the railway is restored.”

“Until there is no answer to this question, the railway will be a
foothold for Russia’s influence on the Caucasus,” Saakashvili said.

President of Georgia noted if the Baku-Akhalkalaki-Kars railway
project is implemented, Georgia will become a strategic player,
and the government has to think about it.

Heydar Aliyev Foundation Petition Posted On White House Website

PanARMENIAN.Net – A petition on Nagorno Karabakh conflict has been
posted on the website of the White House website. The text, cited
from Heydar Aliyev Foundation, alludes to “1 million refugees and 20%
of Azerbaijani territory.”

The petition, which also refers to “Armenia’s failure to fulfill 4
resolutions of UN Security Council”, may be put on the agenda of the
U.S. Congress, once it attracts 100 000 supporters until Feb 22.

It also noted the U.S. as an OSCE Minsk Group Co-Chair pursuing
mediatory activity on Karabakh conflict settlement.

Another petition urging for opening of Armenian-Turkish border was
earlier posted on the White House website. However, it didn’t garner
the necessary number of votes.

GeoProMining, a diversified international group of mining companies,
is pleased to announce that the Agarak Copper-Molybdenum Combine
(ACMC) has launched a closed water circulation system. Introduction
of the new advanced circulation system is part of a large-scale
modernization programme at ACMC. The budget of the project, which
started in September 2011 amounted to USD4.5 million.

The new system of closed water circulation allows to completely
excluding ingress of technical water into the environment, including
the cross-border Araks River. A multilevel system includes two
separate pools for cleaning, located on the territory of the tailing
site Davazami. Backup power systems of water transmission provide
uninterrupted circulation of water from the pools to the complex and
back. The new system will also allow sharply reduce the volume of
clean water used in the production process.

“Caring about the environment, compliance with international
environmental standards, using advanced technology are fundamental
principles of sustainable development of the GeoProMining companies.

Modernization of GPM’s facilities had several primary tasks: it
combined both restoring the economic potential of the mines and
plants and creation of a high-technology production process adhering
to highest standards of efficiency and environmental safety. The new
system of water circulation at ACMC is a good example of GeoProMining
performance in Armenia”, said GeoProMining President Roman Khudoliy.

Agarak Copper-Molybdenum Complex is part of the international group
of companies GeoProMining. In 2009-2012 the complex and mine were
completely renovated and reached the processing capacity of the 3.5
million tonnes of ore annually. The complex is located in the most
southern city of Armenia Agarak and produces copper and molybdenum
concentrate.

GeoProMining, founded in 2001, is an international, privately held
company with a diversified base of gold and other metals assets.

GeoProMining engages in mining activities in Armenia and the Russian
Federation. In Armenia GeoProMining owns two companies: the Agarak
Copper and Molybdenum Plant and GPM Gold company developing the Sotk
gold mine and managing the Ararat gold factory.

Head Of Commission: Armenian Government Foreign Debt Grew By Almost

HEAD OF COMMISSION: ARMENIAN GOVERNMENT FOREIGN DEBT GREW BY ALMOST $300MLN IN 2012

YEREVAN, January 29. /ARKA/. Armenian government’s foreign debt grew
by almost $300mln to $3bln 859mln in 2012 compared to 2011, head
of parliament commission for finance, credit and budget issues,
member of the ruling Republican Party of Armenia Gagik Minasyan told
journalists Saturday.

“According to the projections, Armenian government’s external debt
is to amount to $3bln 859mln by the end of 2012 against $3bln 568mln
in 2011”, Minasyan said.

The head of the commission also said that the debt of Armenia’s Central
Bank is about $800mln and it is financed not from the state budget.

Minasyan also stressed that foreign debt of Armenian government
constitutes 37% of the country’s GDP, which is considered an average
or low debt burden.

According to Armenia’s national statistical service, Armenia’s external
debt was $3.7bln as of the end of September 2012, which was a 4.8%
increase over the amount recorded as of the end of December 2011.

The population of Azerbaijan’s sole Russian village is facing
increasing pressures by the local authorities, the Russian Pravda
reported.

The residents of Ivanovka (Ismaili region) were earlier reported to
have staged a massive unrest, protesting against corruption, land
appropriation and other pressures.

Ismail Shabanov, an activist dealing with ethnic minorities’
protection, said the village’s population should not rely on the
government. “These processes causing the ethnic minorities to
leave their native lands stem from the Azerbaijani president’s
administration,” he was quoted as saying.
