ARMENIA OPTIMISTIC AND WARY AHEAD OF MALTA CLASH

The Times of Malta
June 5 2013

Armenia will seek to collect six points in the two upcoming World
Cup qualifiers against Malta and Denmark, the team’s midfielder,
Marcos Pizzelli, said after training with the national squad.

Armenia face Malta on Friday and Denmark on June 11.

ArmeniaNow.com said any points lost in these matches would mean that
Vardan Minasyan’s men wpuld also lose all chances of vying for a
qualifying spot in Group B that also includes Italy, Bulgaria and
the Czech Republic.

“Armenia demonstrated great football two years ago. Now we often fail
to show similar results. But we must train hard to get six points,”
said Pizzelli.

Armenia newcomer Norayr Aslanyan was also optimistic. “Soccer is
unpredictable, but we are stronger than Malta and have no right to
lose,” said the 22-year-old striker, who also believes Armenia is
also capable of beating Denmark.

Gas Equals Power In Russian-Armenian Relations

GAS EQUALS POWER IN RUSSIAN-ARMENIAN RELATIONS

Institute for War and Peace Reporting, UK
IWPR Caucasus Reporting #690
June 5 2013

Russian-controlled monopoly is bumping up fuel prices for
cash-strapped Armenians.

By Armen Karapetyan – Caucasus
CRS Issue 690,

The Russian-controlled firm that holds a monopoly over natural gas in
Armenia has secured an increase in retail prices, as part of a move
towards charging the same as western customers pay.

The state commission that regulates prices for monopolies allowed
ArmRosGazprom to raise its prices by 18 per cent. That was not the 67
per cent the company wanted, but experts warn that even the lower
increase will harm the country’s already fragile economy.

>From July 8, Armenian consumers will pay 156,000 drams, 374 US dollars,
for 1,000 cubic metres of gas compared with the 132,000 drams they
currently pay. The increase will have a knock-on effect on the price
of electricity, since 40 per cent of Armenia’s power is generated by
gas-burning stations.

ArmRosGazprom’s argument for charging 221,000 drams per 1,000 cu m
was that it was paying more for the gas it bought, and as a result
it had been operating at a loss for two years.

The Russian gas giant Gazprom has an 80 per cent stake in the firm,
and the Armenian government owns the remaining fifith.

Gagik Makaryan, head of the national Union of Employers, said rising
gas and electricity prices would be a “major blow” to productivity.

“Even if the gas price increases by 18 rather than 67 per cent,
there’s no guarantee that we won’t see… electricity becoming more
expensive,” he said. “That will have a negative impact on small and
medium-sized businesses, which have still not recovered from the
financial crisis of 2008-09.”

Armenak Chatinyan, economics columnist for the Orakarg daily, predicted
that the forthcoming limited price increase would not be the last.

“I want to remind you that Gazprom’s leadership has said many times
that from 2015, the price of gas sold to Armenia has to be the same
as the international price,” he said. “We can therefore expect an
increase next year as well.”

Armen Poghosyan, head of the Union of Consumers, warned that higher
energy prices would have an inflationary effect across the economy.

“It’s no secret that gas and electricity play an important role
in shaping the prices of key goods. If gas and electricity prices
rise, this will result in increased prices for many foodstuffs and
transport,” Poghosyan said. “To put it mildly, that isn’t the best
news for Armenia, where a third of the population officially lives
below the poverty line.”

Officials promised that the government would take steps to limit the
effects on the poorest members of society, but opposition members
doubted that would be possible.

“While this government has been in power, 200,000 people have
left Armenia, mostly because of the socioeconomic problems. Those
problems still exist,” Artsvik Minasyan of the Dashnaktsutyun party
said. “When the government says it will take steps… I don’t take
it very seriously.”

Armenia imports its gas through two major pipelines, one coming
from Russia via Georgia, and the other from Iran. Both belong to
ArmRosGazprom.

Chatinyan says current ownership structures leave Armenia over-reliant
on Russia.

“In recent years, the government has taken no steps to diversify the
energy system and at least partly remove it from Russian control. They
built the Iran-Armenia pipeline in 2007, but the government handed
it over to ArmRosGazprom,” he said. “Why did they do that? Why has
financial management of the entire gas and electricity distribution
network, the Hrazdan power station, the Sevan-Hrazdan hydroelectric
plant, and the Metsamor nuclear power station been transferred to
Russian companies?”

Last year, ArmRosGazprom imported two billion cu m of Russian gas
and another 500 million cu m from Iran, most of which is burned by
power stations rather than households.

Asked why Armenia remained so dependent on Russian gas, Energy Minister
Armen Movsisyan said the Iranian fuel was more expensive. He did not
furnish any more details, and many experts remained unconvinced.

“Because of the international sanctions, Iran has no access to markets
and lacks the options that Russia has for exporting gas. So Tehran
tries to remain competitive by lowering prices,” Ruben Mehrabyan,
an expert at the Armenian Centre for Political and International
Studies, said.

Mehrabyan said Moscow had a habit of using energy supplies for
geopolitical ends.

“You mustn’t forget that supplying gas through a pipeline is political
leverage which Russia will naturally use against Armenia just as it
does against other countries,” he said. “Russia has made it its aim
to maintain its political influence in Armenia and to get Yerevan to
join the [proposed] Eurasian Union.”

Mukhin: In Case Of War Russia Will Fulfill Its Obligations To Armeni

MUKHIN: IN CASE OF WAR RUSSIA WILL FULFILL ITS OBLIGATIONS TO ARMENIA

Wednesday,
June 05

A resump”A resumption of hostilities in Nagorno Karabakh is possible
only in case of an escalation of relations in the Middle East and North
Africa. Unfortunately, these conflict spots are connected with each
other. The presidential elections in Azerbaijan will change almost
nothing, but may provoke worsening of the climate around disputed
territories,” Director General of the Russian Center for Political
Information Alexey Mukhin said in an interview with Vesti.az.

When asked how Moscow will act in case of an Armenian-Azerbaijani
war and if a repeat of the Georgian scenario is possible (that is,
Moscow will bring troops into the conflict zone and fight on the side
of its ally in the CSTO – Armenia), Mukhin replied: “Russia will take
a peacekeeping position. The Kremlin is not interested in a full-scale
conflict between Armenia and Azerbaijan. It will play a restrictive
role. Moscow has certain obligations to Armenia and it will fulfill
those obligations”.

YEREVAN. – The Humanitarian Demining and ExpertiseCenter and the
Swiss Foundation for Mine Action (FSD) Armenia Office presented to
news reporters the results of the non-technical research on the affect
of landmines, Chorrord Inknishkhanutyun (CI) daily reports.

“CI attempted to find out from the [FSD] Armenia Office representative,
[Johannes] Odendaal, as to why [Armenia’s] Shirak Region is not
included in the list of the other regions that were studied in Armenia,
considering that two children had died from a mine explosion nearby
Vahramaberd village [in this region].

‘If the international organization enters a country that has a
problem in connection with non-exploded units, it usually cannot
take any responsibility upon itself. We have not had a proposal from
the [Armenian] authorities to work in the given area,'” Chorrord
Inknishkhanutyun quotes Odendaal as saying.

Ex-Interior Minister Of Azerbaijan: Heydar Aliyev Was At The Head Of

EX-INTERIOR MINISTER OF AZERBAIJAN: HEYDAR ALIYEV WAS AT THE HEAD OF REBELLION BY SURAT HUSEYNOV

18:49 05/06/2013 ” REGION

Former Interior Minister of Azerbaijan Iskender Hamidov, made a
statement on the events that took place on June 4, in 1993. In an
interview with “Moderator.az” he accused the Colonel Surat Huseynov
the KGB General Heydar Aliyev of holding a rebellion, as a result of
which the latter came to power in Azerbaijan.

According to the Azerbaijani portal “Haqqin.az” the former Minister of
Internal Affairs of Azerbaijan, stated, “The events of June 4 were a
true rebellion, and it was directed against the legitimate government.

At the head of the rebellion was Heydar Aliyev. If it was not a
rebellion, why did S. Huseynov take public officials as hostage? All
of these events have been planned. ”

Note that Surat Huseynov, who was a director of primary wool processing
factory in Yevlakh, since beginning of the Karabakh conflict,
started forming militias, who went to war against the Armenians
of Nagorno-Karabakh. On July 2, in 1992 Huseynov was appointed the
deputy prime minister and the plenipotentiary of the President of
Azerbaijan about Karabakh. In September 1992, he was awarded the title
of “National Hero of Azerbaijan” “for his military achievements in
Karabakh.” In February 1993, after the defeat of Azerbaijani troops
at the front, Huseynov was dismissed of his position by the Special
Representative of President of Azerbaijan.

On June 4, in 1993 the Azerbaijani authorities attempted to disarm
Huseynov’s troops that were stationed in Ganja, however, they didn’t
manage this, and on June 10 his units began to move to Baku.

Azerbaijani President A. Elchibay invited Huseynov together with the
former general of KGB Heydar Aliyev for talks. Negotiations were
unsuccessful, on June 10, Isa Gambar, resigned from his position
of chairman of the parliament, and on 15 June, the parliament
elected Aliyev as a President. On June 15, in 1993 the Parliament
of Azerbaijan elected Heydar Aliyev as a chairman. Since 1998, this
day is celebrated in Azerbaijan as a “day of national salvation”,
despite the fact that after Heydar Aliyev’s taking the office, the
Azerbaijani army was knocked out of 6 districts.

On June 18, at night, President of Azerbaijan A. Elchibay left
Baku and was deported to Nakhichevan. Heydar Aliyev appointed rebel
colonel S. Huseynov as a prime minister. On June 25, the Azerbaijani
parliament voted to strip Elchibay of his presidential powers and to
appoint Heydar Aliyev, the Speaker of the parliament, as a president.

After the end of hostilities in Karabakh, in October 1994, a detachment
of special police of Azerbaijani Interior Ministry started a mutiny,
which was suppressed by governmental troops. Heydar Aliyev accused
Surat Huseynov of holding negotiation; the latter rejected the
allegations and fled to Russia. In 1997, the Russian Federation gave
Huseynov to Azerbaijan, who was sentenced to life imprisonment at
home. On March 17, in 2004 Surat Huseynov was pardoned and released.

Iskander Hamidov served as Minister of Internal Affairs of Azerbaijan
in the period from 26 May in 1992 to 16 April 1993. On March 17,
in 1995 after the suppression of the rebellion Hamidov was arrested.

Former interior minister was accused of embezzlement of public funds
in the amount of $ 400 thousand, as well as aiding the escape of the
criminal N701 from the police custody and of the abuse of his duties.

Court sentenced Hamidov to 14 years imprisonment with confiscation of
property. The Council of Europe and Amnesty International considered
him a political prisoner. He was released being sentenced for 9-years
in accordance with the decree of pardon from December 30, in 2003.
