SOLDIER DIED AT MILITARY UNIT

YEREVAN, JULY 31, ARMENPRESS: At one of the military units of the
Defense Army of the Republic of Armenia death of a soldier has
been registered. As Armenpress was reported by the Department for
Mass Media and Public Relations of the Ministry of Defense of the
Republic of Armenia, on July 31 at about 13:20 the term serviceman
of the military unit N of the Ministry of Defense of the Republic
of Armenia Manuchar Meruzhan Manucharyan, being at the checkpoint
observatory unit, according to preliminary data, caused himself a
deadly gunshot wound with his weapon.

A criminal case was instituted by the Investigation Department of the
Ministry of Defense of Armenia on the incident in accordance with the
1st part of the 110th article of the Criminal Code of theRepublic of
Armenia (suicide).

A State Urban Development Committee will be established in Armenia,
Haykakan Zhamanak says. It is already known that the committee will
be headed by Yerevan’s chief architect Narek Sargsyan, who suggested
establishing the committee. By heading the committee, he will get
further powers. It will be a super-department in the area of urban
development, the paper says.

On behalf of “Hello Yerevan” faction, Anahit Baghshyan sent a letter
to RA Minister of Justice Hrayr Tovmasyan asking to clarify whether
the mayor’s decision to appoint his counselors as sphere executives
is legitimate or not.

Note that Taron Margaryan made such a decision on June 18.

Thus, according to “Hello Yerevan” faction, it turns into a situation
when people holding discretionary positions receive a right to make
orders and instructions to the professional of public sector –
public officials. Besides that it turns out that 4 Deputy Mayors
have received a right to control the work of the public officials of
the municipality.

“Hello Yerevan” faction in its letter to the Minster of Justice
addresses a timely question for these days. “In particular Mayor’s
counselor Alik Grigoryan, according to the abovementioned decision,
coordinates and supervises the work of the Department of Transportation
of the Mayor’s Office and is responsible for that. It means that the
head of Department of Transportation Henrik Navasarday is responsible
to the counselor of the Mayor, being a discretionary position, while
the position of Head of the Department of Transportation is of a
community servant,” the letter of “Hello Yerevan” faction reads.

TEHRAN (FNA)- Al Qaeda-linked terrorists in the Eastern Syrian city
of Raqqa abducted a prominent Italian Jesuit priest.

The terrorist group’s members kidnapped father Paolo Dall’Oglio on
Monday while he was walking in the city, which had fallen under the
control of militant extremist brigades, the sources in Raqqa province
told Reuters.

The unrest in Syria started in March 2011, when pro-reform protests
turned into a massive insurgency following intervention of western
and regional states.

Many Syrians who sided with the opposition at start of the protests
have now turned to side with the government and the army to defend
their country against foreign-backed extremists.

EXCAVATIONS DISCOVERED ENTRANCE PILLARS OF KHALD TEMPLE IN EREBUNI

YEREVAN, JULY 30, ARMENPRESS: Armenian-French excavation group this
year chose such part for excavations in Erebuni which had been
studied less during the previous years. About this informed head
of Armenian-French excavation group Stefan Deshamp during press
conference on July 30. “There are several issues which did not
receive answers during excavations in 1950-s and 1960-s. This year
we chose the territory near temple of Khald god in order to answer
many questions. The main question of the excavations was to find out
what connection had the temple of Khald and great hall with pillars
which had been excavated in past,” he said, reports “Armenpress”.

In his words during 2012 excavations they discovered the street
art around the temple and this year continued excavations in the
above-mentioned s street which possibly is the oldest street in
Yerevan. “This street allows making chronological adjustments,” said
the leader of the excavation group. He mentioned that in result of
current year excavations they came to conclusion that Erebuni greatly
suffered from the earthquake which happened in the second art of 7th
century. Besides entrance pillars of Khald god temple were discovered.

Armenian-French archaeological excavation group implements excavations
in Erebuni temple since 2008. On July 30 was summed up the 6th stage
of excavations. The excavations will continue till 2015.

IN MID SEPT 2013 A TENDER TO BE ANNOUNCED FOR THREE ARMENIAN AIR CARRIERS OF ARMENIA

In mid Sept 2013 the General Department of Civil Aviation of
Armenia will announce a tender for three Armenian air carriers,
Nelly Cherchinyan, Spokesperson of the Department, told ArmInfo’s
correspondent.

She said that initially the tender was to be held in July. It was
postponed due to the fact that the Armenian Government applied to
McKinsey & Companг (USA) to prepare a package of proposals on
enhancement of competitiveness of air carriages in Armenia. The
company’s recommendations will be taken into account in the process
of preparation of the tender documents, Cherchinyan said. The tender
will cover three main destinations: Europe, the CIS and Russia,
as well as the Middle East. The main terms of the tender are the
technical condition of the planes, the ticket sales system, flight
safety and financial stability of the carriers.

Cherchinyan said that only one Armenian air company, Air Armenia,
had applied to the General Department of Civil Aviation and received
a temporary permit to make flights till mid September. The company
will contest a right to get a license to make flights for 5 years.

To recall, in May 2013 the Government of Armenia adopted a concept
on liberalization in the air service field. The concept envisages no
preferences or exclusive rights for the national air carriers. To
recall, Armavia, the national air carrier of Armenia stopped its
flights on 1 April 2013 owing to financial problems.

Turkey Freezes Agreements With Egypt

TURKEY FREEZES AGREEMENTS WITH EGYPT

Turkey has decided to freeze a number of agreements with Egypt,
Sabah newspaper reported on Tuesday, ANSAmed reports, citing the
Sabah newspaper.

The bilateral agreements reportedly addressed the transport, education
and health care sectors. In addition, Turkey has suspended deliveries
of Turkey-made ANKA unmanned aerial vehicles to Egypt. Voyages of
ro-ro type cargo ship between the two countries, which have been
carried out from the Turkish port of Iskenderun to the Egyptian port
of Port Said were also suspended.

There has been some tension in relations between Turkey and Egypt
after the overthrow of ex-President Morsi. Ankara called the events
in Egypt, “a military coup” and said that the new regime in Egypt
is not legitimate. On July 3, the Egyptian army ousted Islamist
President Mohamed Morsi, suspended the constitution and asked the
head of the Constitutional Court to act as the country’s head during
a transitional period. Egypt’s court made a decision to arrest Morsi
for 15 days under the ongoing investigation, on July 26.

Bogosian To Make $36 Million At Winnipeg Jets

BOGOSIAN TO MAKE $36 MILLION AT WINNIPEG JETS

WINNIPEG. – The National Hockey League (NHL) team Winnipeg Jets have
agreed to terms with defenseman Zach Bogosian on a new seven-year
contract worth $36 million, the team’s official website informs.

Bogosian, 23, played in 33 games with the Winnipeg Jets last season,
and he recorded 14 points (5 goals, 9 assists).

“I’m just real happy that Winnipeg believed in me, gave me another
chance to prove myself. I didn’t exactly have the best start to my
career in Atlanta. Moving up to Winnipeg gave me a new chance to play
in a hockey market,” said Zach Bogosian, who is of Armenian descent.

ZHOGHOVURD: MIGRATION FROM ARMENIA ASSUMES ALARMING SCALES

Migration from Armenia assumed increasingly alarming scales in the
past six months, with a total of 39,897 Armenian citizens having left
the country only by air, the paper says, citing the latest report by
the General Aviation Department.

The findings have revealed that some 363,009 Armenian citizens departed
from and another 330,484 arrived at the Zvarthnots International
Airport in the reporting period, says the paper, adding that the
departure and arrival rates at Gyumri’s Shirak airport have proven
to be 19,693 and 12,339, respectively.

Yet, there are many migrants who choose to take buses as a means of
transport, the paper continues. Citing further its sources, it says the
authorities are doing their best to postpone the publication of exact
figures. According to the paper, the National Statistical Service’s
regular report, which was due on Monday, was not published on purpose
as the index was also expected to address the migration rate.

ZHAMANAK: PROSHYAN ADMINISTRATION STAFF SUBMITS APPLICATIONS FOR RESIGNATION

The entire staff of Proshyan village administration submitted
applications yesterday to newly elected head of administration Arthur
Muradyan for resignation from their positions, Zhamanak daily says.

The step was a surprise to Muradyan, who learnt the news from
electronic media.

Of 15 employees, 13, speaking to the paper, explained the move by
the fact that the mastermind of former village head Hrach Muradyan’s
murder has not yet been revealed.
