LE TAUX D’INFLATION AUGMENTE, MAIS PAS LES SALAIRES

Selon le Service national des Statistiques, par rapport au premier
semestre de l’annee precedente, le taux d’inflation s’est eleve a 4,1%
pour la meme periode de cette annee. Le salaire moyen n’a toutefois
augmente que de 2,1%, ce qui conduit Haykakan Jamanak a suggerer que
le pouvoir d’achat des citoyens a baisse. Le quotidien precise que ce
taux d’inflation ne tient pas compte de la hausse des tarifs du gaz
et de l’electricite qui ont augmente a partir du 7 juillet. Haykakan
Jamanak rappelle aussi les propos du President Sarkissian, le 18 mars,
selon lesquels un Gouvernement qui n’est pas en mesure d’assurer une
hausse des salaires par rapport a l’inflation doit demissionner…

Joint Statement by High Representative Catherine Ashton and
Commissioner Stefan Fule on completion of negotiations on the future
Association Agreement with Armenia

Catherine Ashton, High Representative of the Union for Foreign Affairs
and Security Policy, and Stefan Fule, EU Commissioner for Enlargement
and European Neighbourhood Policy, made today the following statement:

“We are delighted to confirm the substantive completion of the
negotiations on the future Association Agreement between the
European Union and Armenia, including the establishment of a Deep and
Comprehensive Free Trade Area (DCFTA), on which negotiators reached
agreement in Yerevan yesterday.

This is a very positive development, and we look forward to the
initialling of this Association Agreement at the next Eastern
Partnership Summit to be held in Vilnius on 29 November 2013, and
to the subsequent signing of the Agreement as soon as the technical
procedures are completed.

The completion of these negotiations, launched in 2010, represents a
significant achievement for both the European Union and Armenia. The
Association Agreement will allow the EU and Armenia to drive forward
together a programme of comprehensive modernization and reform based
upon shared values, political association and economic integration.

The Agreement will have a direct positive impact on daily life and
will bring Armenia and all its citizens closer to the European Union.

We express our appreciation to the negotiators on both sides for
reaching this excellent outcome”.

21-year-old resident of Gyumri Henrik Poghosyan, according to the
accusation, being a victim of a criminal case examined in the
Investigative Department of RA Shirak Marz and being informed of the
criminal liability for false testimony, during the pre-trail gave a
testimony in connection with the accusation of the gross crime by A.
Kurghinyan, and in the scope of the trail denied the testimony given
in the process of pre-trial and `gave false testimony’.

In the mentioned case, 20-yearls old witness, resident of Gyumri
Karapet Poghosyan is also charged with a similar offence, giving a
testimony in the pre-trial process, later refused his own testimony
and `gave false testimony’.

The victim and the witness are charged with part 1 of paragraph second
of article 338 of RA Criminal Code: obviously false testimony or
obviously false conclusion in connection with grave or particularly
grave crimes. Signature for not leaving is chosen as a pecuniary
measure.

Two cases are separately assigned to Shirak Court of first instance
presided by Edward Manukyan.

Let’s them hang the women’s rob in the residence of RA government and
the ruling political power The nationalists, when intentionally
deprived prominent journalist Hrant Dink of life, and the Turkish
justice concealed the organizers and provokers of the murder, we
remained silent. But a few days ago in the result of terrible car
accident near the village Podolsk Oznobikhino, which took 18 lives and
40 people were injured, we strongly protest as to why the Russian law
enforcement brought the citizen of Armenia, suspected Hrachya
Harutyunyan from the hospital to the court dressed in women’s robe.
The matter reached to the point that the participants of the action
hung a lady’s robe on the wall of the Russian Federation Embassy, and
demand sending a note to Russia for this humiliation. In addition, the
information sources are filled with the said topic, one says that the
driver needs to be justified, the other to be extradited a day early,
and individual politicians have politicized the case, and attribute to
exerting pressure by Russia to Armenia, reckoning with the immigrants,
and so on. In fact, there are cases in court practice when the victim
or suspect due to circumstances participated in trial operation
dressed in hospital clothes, and it has never been viewed as
humiliation. I think that instead of inflaming passions it would be
better if Hayazn and other officials send their condolences and
condole to the relatives of innocent victims, sufferers and the
Russian Embassy to Armenia. We all know that Hrachya left for Russia
to earn money for the tomb of his son, killed in the army, so it would
be better to hang the women’s robe in the residence of the government

truck driver, accordingly, the court has selected a preventive measure
of capture of two months against presumed guilty of the accident
Hrachya. With regard to the incident, a criminal case has been
initiated by the RF Criminal Code, Article 264, Paragraph 5, which is
violation of road traffic and transportation operating rules, causing
the death of two or more people, and sentenced for up to 7 years in
prison (the same act is punishable by RA Criminal Code to 4-10 years
in prison). The direct object of discussed crime is considered the
safety of road traffic and vehicle operation, and the subject is the
car, tram, and other mechanical means of transportation. Road traffic
is a system of social relations that occurs during transportation (or
without it) of people and cargo with the help of transport means
within the road, and is regulated by special regulations act (RF `Road
traffic rules’, 23.10.93). Exceeding the speed, railway crossing,
breaking the rules of crossing the crossroads, making wrong
overtaking, and so on are considered violations of traffic rules.
Operation of transport means is not allowed when the effective work of
the brake system is not provided, the hydraulic braking mechanisms are
hampered, and so on. This relationship is regulated by basic laws on
responsibilities of officials to ensure road traffic and permit (right
to access) to operate the transport means, as well as by other
regulations and instructions. The objective aspect of the crime is
expressed: a) in violation of the rules on road traffic and operation
of transport means, b) when there is severe damage to human health, c)
when there is a causal connection between the act and the consequence.
The subjective aspect of the crime is highlighted in the norm, is
characterized by display of negligence towards the consequences. Note
that for the accident near Podolsk, there is only the consequence
(people with severe health damage and death), and which rules of road
traffic and operation of the vehicles are violated, and in which they
are clearly expressed, still are not clear, in other words, the above
mentioned circumstances listed in the objective side of the crime, as
well as the key issue of having the technical possibility for the
drivers of transport means to prevent the accident under such
emergency situation, or being deprived of the possibility, is not
assessed. The investigation is connected with specific professional
knowledge, and a judicial-auto-technical complex expertise should be
assigned. In such a case, making noise around innocence or guilty of
the drivers of the transport means, or the official person permitting
to operate vehicle, is unnecessary. The issue of extradition,
according to the `European Convention’ in Strasbourg dated 13 December
1957, and related Article 2 of two additional protocols of Paris,
extradition of guilty persons and suspected in the crime, shall be
permitted, but the point is that Hrachya’s sin is not still specified
whether he is alleged guilty of the crash performance, so it is
appropriate to wait for the end of the investigation of the criminal
case and the trial.

`Resettlement after the cease-fire in Artsakh, Armenia and the Diaspora is
one of the most important subjects, which is always talked about from the
tribune. We must be somehow related to the topic,’-said Deputy Prime
Minister of Artsakh Arthur Aghabekyan, and added that one of the most
frequently asked questions to the governments of Armenia and Artsakh is why
the resettlement in Artsakh is slowed down. Mr. Aghabekyan says that these
criticisms are basically correct, but `when they listen to the governments
of two countries, they also see that we are right.’

Arthur Aghabekyan, whom a group of journalists from Armenia met on July 25,
said that the issue of resettlement must always be up-to-date. He also
notes that settler must be, the so-called, `blind’, have no information as
to where to go and what to expect. `Without knowing what kind of problems
they are going to face, many compatriots decided to come and resettle,’

said Arthur Aghabekyan and assured that the government supports the settler
who is ready to build and adapt a house with its own efforts in the
construction provided. But he also had to notice that they have limited
resources to carry out wide-scale resettlement. Deputy Prime Minister said
that there are villages in Artsakh with 50 residents, which are a heavy
burden for the state, and Deputy Prime Minister considers the
implementation of social programs in these villages a failure. `For a
village with up to 200 residents, the village mayor will do his best to
increase the number of population.

‘ According to Deputy Prime Minister of Artsakh, resettlement will be gain
greater impetus in 2014. For the Deputy Prime Minister, bringing residents
from Armenia to Artsakh is not a resettlement but a displacement.

Kashatagh, Hadrut, Karvachar, there are many villages in these provinces,
where the number of residents reach 1,000 and resettlement in these
villages is justified.

Arthur Aghabekyan also spoke about the new lottery initiated in Artsakh,
which provides great opportunities. The prize, according to the Deputy
Prime Minister, is not a monetary fund. At least 40% of the profits from
buying tickets will be used for the resettlement program. `They win carpets
produced in Artsakh and symbolic apartments.’ A lottery ticket costs 2,000
drams. On December 28, the tournament will start as a sign of the
establishment of NKR. `Let’s take the lottery ticket as a national duty,
that we become a part in realization of a very important concept.’

Movsisyan and Aras Ozbilis have been invited to Armenian national
football team. “Armenpress” reports that about this informs official
website of Moscow club. Striker Yura Movsisyan and midfielder Aras
Ozbilis will take part in friendly match between Albania and Armenia
on August 14.

During the previous match Armenia played draw 1:1 with Luxemburg. The
match was held French city Valance.

The poet and writer Vahe Arsen who voiced about Genocide and Baku
massacres in the Finnish literary festival, in an interview with
“Aravot”, told that recently he introduced Armenia in the Lahti 26th
international literary festival in Finland. The theme was “Breaking
the Walls”. “For the 26th year, this festival is being held, attended
by writers from around the world, from Africa, Europe, Latin America
and so on,”- said our interlocutor. He added that in the literary
festivals he is first introduced as a writer and is pleased with
poetic readings. “My poems were translated from Finnish, and readings
were held in “Sibelius hall” in Lahti, which is a huge hall. I was
reading in Armenian, the attendees were following the Finnish with
the book. There were also round tables. Especially, on the last day,
I took a very active part in the round table and spoke in the context
of the topic “Breaking the Walls” of the festival. I addressed the
issue of genocide, because in the countries where people live a better
life, it is talked a lot about breaking the walls never existed, but
when the matter comes to the real case, nothing is done. I brought
the well-known example as to how the British ships did not rise the
mountains in Armenia, I spoke also about Azerbaijan as to how the
Armenians were subjected to genocide in that country, and again no
one spoke about it, except for a few writers. By the way, there was
a writer, Olga Gryaznova, who was born and grew up in Azerbaijan,
who thanked for raising that issue. She has seen with her own eyes the
Baku massacre and fled from this country to Germany. Olga has written
a book about the massacre in Baku,”- said Vahe Arsen. The poet said
that he tries to introduce Armenia in “outside” as rich as possible
within the limits of his potential. “I talk with the foreigners about
our alphabet, because I think the Armenian language is the supreme
genetic entire condensation of Armenians, and, of course, I introduce
the Armenian church, which is also our unique form of disclosure of
gene. It was the Christianity that gave us Narekatsi and Tatevatsi,
and, generally, the rise of our culture is linked to the Christianity.

I always take with me souvenirs in the form of alphabet and churches.

By the way, this time we were also astonished, asking whether we are
so old. In Finland, they took us to their oldest church, which was
built in the 18th century. For us, it may seem something humorous.

They have adopted Christianity in the 14th century.” Vahe Arsen
notes that such literary gatherings are the best ways of recognizing
internationally, and, in the past two years, he has been participating
in the 4th international festival. “My poetry is of great interest,
many online journals asked for my translations.” At the end of our
conversation, the poet said,- “We, Armenians, have so many things to be
proud of, but we are falling after shameful things, today, the culture
is pushed to the second plan, we have become the slaves of everyday

La presse d’opposition rend compte des limogeages au sein du Ministère
de l’Education.

La presse independante et d’opposition du 3 juillet rend compte
de l’officialisation du nom de Rustam Ibrahimbekov, en qualite du
candidat unique du Conseil national des forces democratiques cree le
28 mai dernier.

Dans une interview accordee au journal Azadlyg, le directeur de
l’agence de presse Turan Mehman Aliev a confirme la probabilite de
la candidature de la Première Dame pour les elections de cette annee.

La mission d’observation de l’APCE des presidentielles de 2013 a ete
definie, cette delegation constituee de 32 membres sera conduite par
le parlementaire britannique Robert Walter.

Bizim Yol du 3 juillet publie un grand reportage sur un très grand
nombre d’Azerbaidjanais qui partent se soigner en Iran.

La presse d’opposition du 4 juillet informe que le jeune membre du
parti Front Populaire Dashqin Malikov (22 ans, handicap physique) a ete
condamne pour 2 ans 6 mois de prison, pour detention de stupefiants. La
famille et les membres du parti protestent contre cette decision,
qu’ils considèrent etre directement liee a son orientation politique.

Les journaux couvrent la concretisation par le consortium du gisement
Shahdeniz du projet d’exportation en faveur du projet TAP, certains
experts qualifient ce choix de la victoire de la Russie. ” Yeni Musavat
” n’exclut pas un accord entre l’Azerbaïdjan et la Russie a ce sujet.

Relations armeno-azerbaidjanaises

525-ci qazet et Ekspress annoncent un eventuel entretien entre les
MAE azerbaidjanais et armenien dans la deuxième moitie du mois de
juillet a Paris.

L’Ambassadeur de France a Bakou a reagi aux informations diffusees
sur une vente alleguee d’armement de production franco-allemande a
l’Armenie. Il a fait savoir a l’agence de presse azerbaïdjanaise APA
que l’Allemagne et la France appliquent l’embargo de l’OSCE concernant
les ventes d’armement a l’Armenie et l’Azerbaïdjan. L’exportation de
materiel de guerre serait en contradiction avec ces sanctions et la
partie francaise, pour l’heure, recherche des informations sur cette

Cette annee en Armenie la production d’abricot (prunus armeniaca-prune
d’Armenie en latin) a ete excellente. Quant a l’exportation de
l’abricot, elle a presque double. Au 23 juillet, l’Armenie avait
exporte 20 888 tonnes d’abricot contre seulement 11 500 l’an dernier
a la meme epoque. 11 905 tonnes d’abricots sont parties egalement
en conserves, compotes ou confitures, contre 4 155 l’an dernier. La
production et la mise en conserves d’autres fruits et legumes sont
egalement en hausse. Ainsi 12 977 tonnes de fruits furent mises en
conserves ainsi que 477 tonnes de legumes. L’exportation totale des
fruits et legumes a represente 34 996 tonnes, chiffres du 23 juillet.

Le ministre de l’Agriculture, Serko Garabedian s’est declare très
satisfait de ces chiffres et a remercie les conserveries qui ont
redouble leurs efforts pour l’achat et la mise en conserve de fruits
et legumes. L’agriculture disposant une part de 6% dans le produit
interieur de l’Armenie, cette hausse de la production agricole est
jugee importante par le gouvernement armenien. ” Nous devons tous
soutenir les agriculteurs ” dit S. Garabedian.
