Festival traditionnel armenien au coeur de Bucarest

Entre les 2 et 4 août a eu lieu a Bucarest le festival de la communaute
armenienne. Ils ont offert des concerts, des evenements traditionnels,
des plats specifiques, des temoignages et une incursion dans la
culture de l’Armenie.

Des membres des autres communautes culturelles de Roumanie – grecque,
israelienne,… – y ont ete presents egalement. La musique et les
danses très rythmees et vivantes de cette region orientale ont resonne
dans la rue Armeneasca pendant ces jours et on a pu les ecouter mais
aussi apprendre a danser comme les Armeniens.

C’etait un moment de grande emotion quand les representants de
la communaute armenienne ont adresse des remerciements au peuple
roumain qui les a recus avec chaleur il y a bien des siècles, quand
ils ont dû fuir la “furie” ottomane qui detruisait leur pays ; tout
en precisant que la Roumanie fut le premier pays qui leur a offert
son aide. Et c’est bien de savoir que tout au cours des siècles,
on a toujours tente de garder cette bonte de l’âme envers les gens.

Une belle lecon de culture et d’histoire ! Rendez-vous l’annee
prochaine, le 2 août 2014, dans la rue Armeneasca, pour un nouveau
festival.

Un depute du parti Armenie prospère (PAP) a dit que leur groupe
parlementaire a propose des amendements a la loi sur l’egalite entre
les sexes qui a stimule des debats houleux dans le public et les
milieux politiques après avoir recu l’approbation du legislatif.

La proposition vise notamment a interdire la caracterisation des ”
Genres ” comme un comportement social acquis.

” En mai, le Parlement a adopte le projet de loi sur l’egalite des
droits et des chances entre les hommes et les femmes. Sa deuxième
clause a suscite un grand tapage dans la societe et les reseaux
sociaux. Je partage les preoccupations existantes- en tant que membre
du Parlement – sur la definition du genre. Le terme sexe a ete declare
comme un comportement acquis dans le cadre du projet de loi ce qui
est tout a fait inacceptable ” a declare la secretaire de la faction
du PAP au parlement, Naira Zohrabyan.

” J’ai officiellement mis le projet d’amendement en circulation et
ai propose l’exception du terme de ” comportement social acquis “.

J’espère que mes collègues vont soutenir la proposition lors de
la session Septembre, et que la clause qui a donne lieu a tant de
preoccupations sera entièrement supprime ” a-t-elle dit.

ANKARA: Transport Projects To Boost Cooperation Among Turkic States

TRANSPORT PROJECTS TO BOOST COOPERATION AMONG TURKIC STATES

President Abdullah Gul has stated that the Turkic speaking states
are going to change the regional order with transportation projects
developed and implemented together.

Attending the Third Summit of the Cooperation Council of Turkic
Speaking States (CCTS), also known as the Turkic Council, hosted by
Azerbaijan in the city of Gabala on Aug. 15 and 16, Gul said that the
center of global economic power is shifting from the North Atlantic
area to the Asia-Pacific region and that “the establishment of the
modern Silk Road will contribute to the growth of the welfare level
of the Turkic world.”

Noting that the council member states are located in a very important
geographic area that links Europe to China and Southeastern Asia
via the Caucasus and Central Asia, President Gul said: “Turkey has
already been working for a while on reliable railways that can be
alternatives to the available lines between the East and the West. The
Baku-Tbilisi-Kars railway project is the main branch of the modern Silk
Road developed with Azerbaijan. The work to realize this huge project
that is going to change the dynamics of the region continues and we are
doing our best to complete it as soon as possible.” Gul spoke at the
Council of Heads of States, held on the sidelines of the Third Summit
of the Turkic Council on Friday. He added that the Baku-Tbilisi-Kars
railway project will provide continuous, uninterrupted and rapid
transport opportunities among the Turkic Council member states and
that it will make a significant contribution to the development of
the economic and trade relations in the region.

He also said that the establishment of a ferryboat connection
between Baku harbor, Kazakhstan’s Aktau harbor and Turkmenistan’s
TurkmenbaÅ~_ı harbor would be an asset.

Azerbaijani President İlham Aliyev also said in his remarks in that
the projects being implemented in the fields of transportation
and energy cannot be separated, as the construction of the
Baku-Tbilisi-Ceyhan oil pipeline paved the way for the establishment
of an international energy corridor and that led to the opening of
the transportation corridor in the region.

“For the first time in history, the Caspian Sea has been linked
to the Mediterranean Sea and this historic event, which is a great
achievement, at the same time also led to the implementation of other
significant projects,” Aliyev was quoted as saying by Trend news agency
on Friday. He also said that these projects bring the member nations
much closer and contribute to the development of their economies.

Kazakh President Nursultan Nazarbayev also noted the need to develop
transportation links between the states of the Turkic Council, which,
he considers will be the basis for the development of economic ties.

Nazarbayev said that Kazakhstan plans a 10-fold increase in goods
transit by 2050 and is working to meet this goal. He also noted
that the Baku-Tbilisi-Kars railway project will create many new
opportunities in the Turkic speaking states.

Kyrgyzstan’s President Almazbek Atambayev said in his remarks at the
council meeting that the Turkic speaking states are becoming a model
of economic development. Underlining the importance of implementing
joint projects in the region Atambayev said that these projects would
ensure a good future. “The unity of the Turkic-speaking countries
that we are creating will yield very good results in future. We
want these states to develop, prosper and reach greater results,”
Atambayev was quoted as saying.

Calling the Turkic Council Summits a powerful indicator of the unity
and equality that are growing as a result of the common desires of the
Turkic countries in the region, Gul made similar comments, saying,
“The decisions made under this roof and the messages sent out serve
the joint desires and expectations of our nations.”

“Today, the values that make us the representatives of the same
ethnicity are not merely the common language, religion, history,
culture and our common fatherland, but also the common desire and
willingness to build our bright future together. The harmony between
our nations was never based on having overcome any discrimination or
conflict,” Gul said.

Gul also noted that the cooperation and solidarity created among the
Turkic speaking countries will doubtless contribute to the peace,
stability and welfare in the Afro-Eurasia region.

Following the council meeting, the leaders of the four member Turkic
speaking states — Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey
— signed the Gabala statement codifying the agreement for mutual
cooperation and coordination among the member countries in different
fields.

Karabakh preferred as next Azerbaijani host of Summit of Turkic Council

Mentioning the importance of diplomatic unity and political
cohesiveness among the Turkic speaking nations, Gul expressed his wish
that when Azerbaijan next hosts the Summit of the Turkic Council,
that it would be in Nagorno-Karabakh, Azerbaijani territory that is
currently occupied and controlled by its neighboring country, Armenia.

Noting the Nagorno-Karabakh conflict as the primary issue on the
foreign affairs agenda of the whole Turkic world, Gul said that the
occupation of 20 percent of Azerbaijani lands is “not acceptable”
and that Ankara will continue to do its utmost until the settlement
of the Nagorno-Karabakh conflict restores the territorial integrity
of Azerbaijan. “Until this occupation and armed extortion ends,
giving support to you is part of our brotherhood commitment.”

The next Summit of the Turkic Council is scheduled to be held in
Turkey and Gul said, “Our biggest desire is to see all the Turkic
states represented as a whole at these summits and we still hope that
Turkmenistan and Uzbekistan will join us for the next meeting.”

Azerbaijan Clamps Down On Karabakh Visitors

Azerbaijan has placed hundreds of foreign nationals on a blacklist
because they have visited Nagorny Karabakh.

The list of 335 people banned from entering Azerbaijan includes
journalists, politicians, and Spanish opera singer Montserrat Caballe.

The soprano’s trip to Karabakh in early June caused a minor diplomatic
row between Baku and Madrid.

It is easy to cross from Armenia to Karabakh, which has been under
a separate Armenian-run administration since a war with

Azerbaijani forces ended in 1994 with a truce but no lasting
settlement. Azerbaijan insists that since Karabakh remains its
sovereign, albeit occupied territory, travellers should go through the
same visa and entry procedures that apply to the rest of the country.

The blacklist includes parliamentarians from Britain, Canada,
France, Russia, Argentina and Uruguay, eight members of the European
Parliament, as well as journalists, photographers and others.

Elman Abdullayev, spokesman for the foreign ministry in Baku, said
those on the list were not welcome in Azerbaijan, but added that
their exclusion was not necessarily permanent.

“Any individual who has visited the occupied territory without our
permission can apply to the relevant agencies in Azerbaijan to be
removed from the blacklist,” he said. “The majority of those listed
were fooled into entering the occupied territory. The Armenians gave
them the false impression that they were just visiting the territory
of Armenia.”

Abdullayev said many others escaped the ban by seeking Baku’s
permission before entering Karabakh.

“In most of those cases, we responded in the affirmative, and hence we
have not included these individuals on the blacklist,” he said. “For
example, we heard from American journalists, representatives of
the International Crisis Group, and a host of other international
non-government organizations before they entered occupied Azerbaijani
territory.”

Margarita Akhvlediani, a journalist who heads the Go Media group in
Georgia, said she was stunned to find herself barred from entering
Azerbaijan.

“I have worked as a journalist and editor across the whole of the
Caucasus for more than 20 years, and I regularly travel to all the
various regions, because journalistic work requires one to be there
in person, otherwise one might miss significant trends and view,
particularly in remote areas,” she said.

Akhvlediani confirmed that she visited Karabakh in June 2011, but
disputed the legal basis for blacklisting her.

“Azerbaijan still has a rule that you only need to get approval for
a visit to Karabakh if you need a visa to enter Azerbaijan, [but]
Georgian nationals don’t need a visa,” she explained. “Azerbaijan is
now planning to change the law … and it’s possible new requirements
will be put in place. But it would seem that punishment comes first,
while legislation will be passed only later.”

Zarina Sanakoeva is a journalist from South Ossetia, a territory
which broke away from Georgian control at around the same time Nagorny
Karabakh declared independence. She too has been barred from Azerbaijan
for visiting Karabakh.

“Leaving aside the fact that it’s an ill-conceived move, and unjust in
purely human terms, I think it’s doubtful that there’s any political
benefit to be gained from it,” she said.

Eldar Zeynalov, director of the Human Rights Centre of Azerbaijan,
conceded that the government was within its rights to ban people
who interfered in the Karabakh dispute, but questioned what it would
achieve by barring entry to journalists, charity workers and artists.

Zeynalov said the list itself had “a very unfinished look to it”,
with photographs next to some names but not others, and the section
giving specific reasons for each individual’s travel ban frequently
left blank.

“All this suggests the document was prepared in a hurry, primarily
for internal consumption,” he said.

Zeynalov also noted that the list had been published only in
Azerbaijani. Although the language uses the Latin alphabet, foreign
names are transliterated. That means that, for example, Montserrat
Caballe appears on the list as “Monserrat Kaballye”, French member
of parliament Francois Rochebloine is called “Fransua Rosbluan”,
and Caroline Cox of Britain’s House of Lords becomes “Baranessa
Karolayn Koks”.

As Zeynalov pointed out, “That means many people who type their names
into search engines won’t find themselves listed as persona non grata.”

ACTIVISTS FILE AN ACTION IN THE COURT AGAINST DECISIONS TO INCREASE THE GAS AND ELECTRIC POWER TARIFFS IN ARMENIA

A group of civil activists have filed an action in the Court of Appeal
against the decisions to increase the gas and electric power tariffs
in Armenia. This is the third claim of the activists, as the first
two were rejected. Activists say they will create “their own public
court” if their third claim is also rejected. Pinning no hopes with
the court, the activists complain that the tariffs were increased
neglecting the public opinion.

Gas and electric power tariffs increased in Armenia following the
rise in the tariff of the Russian gas imported in Armenia. Thus,
starting July 7, gas tariff increased from 132 to 156 AMD per cu
m. Electric power tariff increased from 20 to 30 AMD.

ARMENIA URGES ICRC TO INCREASE EFFORTS TO FREE ARMENIAN CAPTIVE IN AZERBAIJAN

YEREVAN, August 16. / ARKA /. Armenia’s deputy foreign minister Ashot
Hovakimian has urged today the International Committee of the Red
Cross to step up efforts to bring back to Armenia an army conscript
Hakob Injigulyan, who crossed the Azeri border on August 8 and was
subsequently captured by Azeri troops. Hovakimian said this as he
met with Dragana Rankovic, a representative of the ICRC.

Earlier Armenia offered to free an Azerbaijani prisoner of war as it
continued trying to secure the release of Injigulyan

Rankovic said that the Armenian office of the International Committee
of the Red Cross is doing everything so that representatives of ICRC in
Baku obtain permission of Azeri authorities to meet with the captured
Armenian conscripts.

Earlier the Armenian defense ministry said Injigulyan accidentally
strayed into Azerbaijani-controlled territory east of Nagorno-Karabakh
and was captured by Azeris. It said an investigation is underway in
order to determine the details of the incident and adopt the necessary
measures for the safety of the captive.

Earlier this week, Injighulyan was shown by an Azerbaijani television
saying that he defected to the Azerbaijani side after being assaulted
by one of his commanders. The Armenian defense ministry dismissed
that statement, saying that the 22-year-old was forced to present a
false version of events.

It also condemned the televised appearance as a violation of
international conventions on the treatment of POWs.

The resolution of the Nagorno-Karabakh conflict will be a significant
progress in providing peace, stability and prosperity in Eurasian
area, according to the joint declaration adopted at the third Summit
of the Cooperation Council of Turkic-Speaking States held in Gabala
(Azerbaijan) on Friday, the Turkish Weekly reports.

The summit was attended by the President of Azerbaijan Ilham Aliyev,
President of Turkey Abdullah Gul, President of Kyrgyzstan Almazbek
Atambayev and Kazakh President Nursultan Nazarbayev.

In a joint declaration the parties reiterated the importance they
attach to the peaceful settlement of the Nagorno-Karabakh conflict,
which is one of the main obstacles to lasting stability and regional
cooperation.

The parties emphasized the aim at strengthening political and
economic security of the States in accordance with the principles
of sovereignty, territorial integrity and inviolability of borders,
non-interference in internal affairs.

‘Putin Adjustments’ to Near-abroad

Russian Federation President Vladimir Putin’s visit to Azerbaijan may
not have attracted much attention at a time when the public agenda is
dominated by the Middle East.

However, this visit closely interests Turkey at least as much as it
does Russia – particularly in terms of its Caucasus aspect where the
interests of the two countries intersect, where the priorities of
[Russia’a] “near-abroad policies” lie, and which is the scene of an
overt and covert power struggle.

No doubt, Azerbaijan, an oil-rich fraternal country, lies at the
centre of this power struggle.

The bridging role of Azerbaijan between the Caucasus and Central Asia
and its “gateway status” with respect to the Middle East in Russia’s
“towards the South” policy gives this country a strategic status that
is quite important for the security of the countries of the region,
especially Turkey and Iran.

Russia-Turkey-Iran Triangle

This leads us to Russia’s “near-abroad policy.” Azerbaijan plays a
prominent and considerably important role in the future of Russian
“Eurasianism,” which was formulated by [Russian political thinker
Aleksandr] Dugin.

Azerbaijan’s demographic makeup, the history it shares [with its
neighbours], and its geographical and cultural traits – as much as its
strategic location – put this country in a vital position in Russian
Eurasianism (which is also described as the “Russia-Turkey-Iran
triangle”).

Consequently, full control over Azerbaijan in Moscow’s new
Turkic-Islamic-focused Eurasia policy is of great importance for the
future of Russia’s regional and global policies.

At the same time, we must also note that Moscow is not ignoring the
“destabilizing role” Azerbaijan may play with respect to Russia’s
security, that it holds many cards – chiefly the Karabakh and the
Caspian problems – to maintain control over Azerbaijan, and that it
plays these when necessary.

A Russia that loses Azerbaijan cannot hold on to the North Caucasus,
let alone the South Caucasus. Indeed, even its Caspian policy may take
a big blow if this happens. The agreements signed in Putin’s most
recent visit [to Azerbaijan] are seen as a demonstration of Russia’s
resolve on this issue.

Oil Politics

Consequently, the dimensions assumed by relations between Russia and
Azerbaijan, a central state of South [Caucasus] and a key country of
regional politics, is of great importance not only for Turkey’s energy
policies but also the future of the security of its surroundings and
its regional policies focused on the Caucasus and Central Asia.

We can also not ignore Azerbaijan’s prominent place in [Turkey’s]
energy security policies by virtue of its energy resources as well as
its status as a route country and its importance for the supply
security of Caspian energy.

Indeed, this is why Azerbaijan has been the scene of an intense
struggle in “neft [oil in Azeri] politics,” which played a big role in
the rise and shaping of the “Great Game” that has been continuing
since the 19th century and that is still remembered by many people
with the phrase “one drop of blood for one drop of oil.”

The dissolution of the USSR created the opportunity for this game to
resume from where it left off [in the early 20th century] and made
Azerbaijan’s oil an important piece of the “New Great Game.” The share
of Western companies – through the consortia they have formed – in
Azeri oil resources and the fight over those shares are some of the
most obvious signs of this.

Consequently, Azerbaijan has become an indispensable element of the
TRACECA [Transport Corridor Europe-Caucasus-Asia] and INOGATE
[Interstate Oil and Gas Transportation to Europe] programmes that the
EU has started to minimize its dependence on Russia in terms of energy
resources and routes.

Israel’s ‘Near-abroad Policy’

Because of this, Azerbaijan’s status within the framework of the new
geopolitics of the Caucasus and the role it can play in it are
important factors of balance and cooperation for Turkey’s eastern
policy as well as its relations with the West.

This “delicate position” also gives Azerbaijan prominence in the eyes
of other forces. Chief among these is Israel.

Azerbaijan has recently become a favourite country in Israel’s
encirclement policies with respect to Turkey and Iran. It also
occupies an important place in Tel Aviv’s “Eurasia Triad” centred on
Israel, Turkey, and Russia.

Russia is probably also following closely these notable developments
in Israel-Azerbaijan relations.

We will continue to comment on this issue in the context of Putin’s
recent visit to Azerbaijan and the “near-abroad” aspect of Russia’s
foreign policy.

on the Armenian Defense Ministry’s readiness to exchange Azerbaijani
captive Firuz Farajov for Armenian captive Akop Injigulyan. Spokesman
for the Azerbaijani Defense Ministry Eldar Sabiroghlu told APA that
they were informed about the proposal of Armenia’s Defense Ministry:
`Firuz Farajov has been held captive for more than a year and basing
on his interviews with Armenian media, we can say that he always
wished to go to a third country in accordance with instructions. What
has changed suddenly that he has come to such a conclusion? It is not
difficult to understand. Such a statement of the Armenian Defense
Ministry is related with the fact that Armenian serviceman has been
captured by Azerbaijan. I would not like to express decisive position
in this regard. These issues are in the competence of another relevant
body.
