Azerbaijani Diaspora is planning to launch a campaign in favor of
Matthew Bryza’s candidature as US ambassador to Azerbaijan, according
to Azerbaijani news agency APA.

“The Armenian Diaspora has been doing everything possible to oppose
Matthew Bryza’s candidature as Ambassador to Azerbaijan. They have
been trying to bring issued on the agenda that have nothing to do
with Bryza and specially his work in Baku,” – said Fariz Gasanov,
an Azerbaijani Diaspora activist.

“Right now we are sending letters to the members of the Senate and the
newspapers, regional experts, to explain them that Bryza’s issue is
just another political game for Armenians,” – said Samira Valiyeva,
Azerbaijani Diaspora member.

“Armenians would oppose just any initiative that might do anything
good to Azerbaijan”, – she added.

On August 3 US Senate Foreign Affairs Committee confirmed more than
30 nominations as US ambassadors, while Bryza’s candidacy was not
voted on due to a request by Senator Barbara Boxer.

The voting has been postponed till the end of the Senate summer recess.

the closing ceremony of the first general camping of the scout movement
“Sons of Artsakh” in Shoushi, President’s press office reported.

The Head of the State rated positive the initiative of the “Hayk’s
Generation” organization to found a scout movement in Artsakh with
the participation of youth from Armenia and Diaspora noting that
it will promote patriotic upbringing of younger generation, further
strengthening the Armenia-Artsakh-Diaspora trinity and deepening ties
between them.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan, Artsakh Republic Ministers of Education
and Science, Culture and Youth Affairs, other officials attended
the ceremony.

Their bread is the toast of Sheepshead Bay.

An Armenian family’s new bakery has become an overnight success after
word got out that they were the only ones in New York baking lavash,
a traditional bread from their homeland.

The Badalyan family opened Brooklyn Bread House on Jerome Ave.,
which sells Russian, Georgian and Armenian-style pastries and
breads. Their shelves are also lined with imported candies, cheeses,
pickled vegetables, nuts and dried fruits.

But it’s the lavash – a long, thin, chewy flatbread – that’s the
big seller.

“Nobody makes it fresh here,” said Samson Badalyan, 28, who tends the
bread in a customized oven that bakes it in seconds. “Everything is
from L.A. [which has a large Armenian population] and is frozen.”

The Badalyans, who moved to Sheepshead Bay from Armenia in 2001, had
been planning to open the business for months, but only decided to
include lavash after friends and neighbors clamored for an alternative
to the store-bought brands.

“When we got together at parties, everyone would complain about the
lavash,” said Mariam Margaryan, Badalyan’s sister-in-law. “So we
started trying out the oven and giving away the lavash. Then people
started calling to order it.”

Lavash is customarily eaten by tearing off pieces and rolling them up.

Chunks are also sunk into a hearty beef soup traditionally eaten in
the morning.

To prepare lavash, bakers stretch out the dough and slide it into a
narrow, handmade oven where it cooks for just 20 seconds.

“It’s the best bread you can ever try,” said Geenrietta Arakelova,
40, a doctor who said the bakery’s bread was as good as what she ate
in her native Armenia. “This reminds me of that flavor.”

Merchants from other Armenian shops that stock lavash shipped from
Los Angeles also praised the newcomers from Brooklyn.

“It’s a very good bakery and [lavash] is very tough to make,” said
David, the manager of Sevan Armenian Bakery in Bayside, Queens,
who declined to give his last name.

There are only 12,445 people of Armenian descent in New York, according
to a 2008 estimate by the U.S. Census Bureau, but their cuisine is
popular with immigrants from throughout Russia.

Margaryan said Armenians became good cooks because it was only recently
that fast-food restaurants opened in her native country.

“Before that, everyone was eating at home, so that’s how we became
famous as cooks,” she said.

Director of the Institute of History at the National Academy of
Sciences of Armenia Ashot Melkonyan considers that the Peace Treaty
of Sevres liquidated the state that had become a prison for many
peoples as well as created new geopolitical reality.

“It became a peculiar Nurnberg precedent from the point of view of
resolution of the Armenian Cause,” Melkonyan said adding that many
peoples in the Ottoman Empire became de jure independent as the treaty
was signed, and historical truth was restored.

“On August 10, 1920, head of Armenia’s delegation Avetis Aharonyan
signed the treaty with a special gold pen, according to which the
Republic of Armenia received vitally important conditions – exit
to the outer world with a territory of 161 thousand square meters,”
Melkonyan mentioned.

“The Armenian Genocide differs from other genocides since we were
deprived of our homeland, Armenian people’s extermination on the
ethnic or religious ground pursued the goal of banishing us from our
native land and seizing Western Armenia, Director of the Institute
of History at the National Academy of Sciences of Armenia, historian
Ashot Melkonyan told a press conference.

According to the historian, to speak about a real compensation today
which was legally recorded on August 10, 1920 by great powers is
“to speak about Armenia’s security, to voice to the world the fact
that, unfortunately, Armenia deals with the same country committing
genocide.”

“The Turkish policy of denial is continuation of the very policy of
genocide,” Melkonyan stressed.

The 90th anniversary of signing the Treaty of Sevres is marked today.

The Treaty of Sevres was signed on August 10, 1920 in Sevres, France.

According to the Treaty, Turkey committed itself to return part of
historical Armenia – 100,000 square meters to Armenia, to recognize
Armenia as independent state.

A march dated to the treaty anniversary is scheduled today in Yerevan.

According to Hayazn Youth Union report, the demonstrators will deliver
letters to the Embassies of France, Italy, United States.

BAKU: Absence Of Envoy Rather US Problem

Rahman Hajiyev The appointment of the US envoy in Baku has remained
the main agenda of the US-Azerbaijani relations for several months.

As is known, the position of the US ambassador in Azerbaijan has
remained vacant for a year since the completion of the term of
ambassador Anne Derse who left Azerbaijan in July 2009.

Though some experts mostly link the absence of the envoy with purely
technical aspects of the procedure of appointment of US diplomats,
in reality, such a long delay can be explained by political motives.

As is known, Azerbaijan’s position on two “US” projects of the last
year-the Turkish-Armenian rapprochement and Iranian issue clearly
differed from the one that was prepared by US strategists for him.

Baku has made it clear on the Iranian issue that its participation in
any operations against the southern neighbor is merely impossible. In
addition, Azerbaijani officials have repeatedly stressed the friendly
relations between Tehran and Baku.

The second US regional project on the opening of the Armenian-Turkish
border on which the consensus seems to have been reached between all
concerned parties (including Russia, US, Armenia and even Turkey)
was, in turn, suspended due to irreconcilability of Baku that clearly
stated the impossibility to open borders between Turkey and Armenia
without parallel resolution of the Karabakh conflict or at least
serious achievements in the peace process (later the United States
admitted that these two processes cannot be separated and they must
go on par-author).

The Turkish-Armenian rapprochement gripped in Azerbaijan’s vice has
been frustrated by Armenia itself.

First the Constitutional Court of this country released the full
text of the resolution on protocols fixing the regulations with
prerequisites as well as formulations contradicting to the spirit
and contest of protocols. Later Armenian President Serzh Sargsyan
passed a decision to suspend the ratification of the two protocols
signed by Yerevan and Ankara in Zurich in October of the last year
thus showing its nonconstructiveness.

Undoubtedly, this foreign policy of Azerbaijan annoyed the United
States. In addition, this was accompanied by some single-time
complications in energy sphere.

Turkey, which is the main artery of the West for pumping energy
sources to Europe, failed to agree with Azerbaijan on gas tariffs.

Meanwhile, in line with national interests Azerbaijan continued
searches of alternative markets to sell its gas.

The agreement with Russian Gazprom which expressed wish to purchase
as much gas as Azerbaijan can supply has become one of the variants.

Throughout the whole period of “confrontation”, Azerbaijan has
repeatedly urged the United States to review its priorities in the
region and pay attention to Azerbaijan as one of the most important
partners in spheres of energy, security and fighting international
terrorism.

In the result, there appeared a thaw in the relations between the
countries dating to the climatic warming.

Azerbaijan and Turkey agreed on gas issue in spring 2010.

The due agreement between the parties was signed in early June. The
contract fixed the price of sale of Azerbaijani gas to Turkey, as
well as the cost of its transit to Europe, which means Azerbaijan
is among the most real suppliers of gas for Nabucco, lobbied by the
United States.

Head of Pentagon Robert Gates paid an official visit to Azerbaijan too.

It does not matter whether the coincidence of the two crucial events
was at random. It is more important that Gates has come to Baku
with a “button” to restart the relations between the United States
and Azerbaijan.

In this case the message of Obama in which the US leader tried
to explain the important contribution of Azerbaijani partners in
international anti-terror coalition played a role of a button.

In addition, Obama recognized Azerbaijan’s leadership in regional
processes and stressed Azerbaijan’s contribution to regional energy
security.

The US president voiced confidence that the complex issues between
the countries will be settled.

The restart button has been pressed and we had to wait for the results
which took not too long to appear.

The next visit of US Secretary of State Hillary Clinton to the region
brought more confidence that the new US administration, reviewing
the situation in the region, has taken a right decision to continue
the course of restarting relations with Azerbaijan.

The priorities of relations with Azerbaijan, indicated by Clinton,
have clearly illustrated the intentions of restart. She listed the
resolution of the Karabakh conflict, regional security and raising
Azerbaijan’s sovereignty, as well as the development of human capital
among the main trends of development of ties between Washington
and Baku.

But it should be noted that this all occurred on the background of
the absence of the due level of US communications in Baku. The US
envoy in Azerbaijan was not appointed yet.

Undoubtedly, the absence of the ambassador is more a problem of the
United States than Azerbaijan but it cannot stay unnoticed in the
Azerbaijani side since sound relations can hardly be built without
due communications.

In addition, the absence of the “main” US diplomat in the country can
be regarded either as a proof of the insufficiently serious approach
to partner relations or as a result of the resistance of concerned
parties to the establishment of ties between our countries.

I think both moments were present in this case.

In turn, it should be noted that Bryza’s candidacy for the post of
the US embassy in Azerbaijan nominated by Persident Obama has faced
the unprecedented black PR campaign organized by the Armenian diaspora.

The campaign launched by the Armenian National Committee of America
was supported by the “lawyers” of Armenians who accused Bryza of
almost all sins. He was accused of being incompetent as a diplomat,
failures of the US policy in the region and even the war between Russia
and Georgia. In other words, this was a whole set of accusations.

The Armenian diaspora and lobby have chosen the Senate as the main
target of their influence. They have sufficient methods of influencing
this body.

These are the so-called representatives of the interests of their
(pro-Armenian) sponsors-congressmen and senators like Frank Pallone
and the permissibility of lobbying interests with the use of the
financial tool…

Anyway, the Senate hampered Bryza’s appointment by results of
discussions in the Committee of International Affairs of the US Senate
putting it off for at least a few months.

This “attack” against Bryza showed the way a state (in this case
Armenia, in the face of its US supporters) can influence the
relations of the United States with their crucial regional partner
whose importance was stressed by both the president and the Secretary
of State.

The State Department and the White House admitted the need to build
relations of the new level with Azerbaijan and thereby indicated the
sphere of national interests of US in the South Caucasus…

Nonetheless, the US national interests turned out to be on the back
burner due to the shortcomings in the US political system based on
the so-called checks and balances principles.

As is known, curbing of a branch of power with two others is the
main postulate of this system but the architects of the US political
system hardly created these balances to curb implementation of national
interests in different parts of the world.

Anyway, the Azerbaijani light blinking on the US radar of the South
Caucasus started to dim again under the influence of different
concerned groupings tending to hamper the restarting process of the
US-Azerbaijani relations by all means.

It is a matter of time whether Obama’s administration will be able
to resist this impact and bring the relations with Azerbaijan to a
new level not only on words but also in action.

But one thing is clear by 100%-the real cooperation with Azerbaijan
complies with the real national interests of the United States and it
is not limited to the role of Azerbaijan in the anti-terror campaign
in Afghanistan (which is undoubtedly invaluable). Meanwhile, the
development of US relations with the South Caucasus is impossible
without Azerbaijan.

Azerbaijan is an unquestionable leader of the region, its gate to the
energy rich Caspian Sea located between Russia and Iran and connecting
the West and the East and Islamic world with the European citilization.

Azerbaijan is likely the most stable US partner both in economic and
political issues which has repeatedly been proven within many years
of cooperation.

Time will show whether the executive branches of US power will have
a strength to remove curbing on the part of the groupings influencing
the Senate…

Or will this curbing remain without due resistance?

Russia has always been Armenia’s strategic ally but Yerevan is
concerned over Russia-Azerbaijan rapprochement, Director of the
Institute of History at the National Academy of Sciences of Armenia
Ashot Melkonyan told a press conference.

“Unfortunately, Azerbaijan is a weighty country for Russia due to
the oil factor,” speaker said.

According to Melkonyan, Russia is likely to take serious steps that
would be favorable for Azerbaijan, “thus we need to specify a number
of issues with our strategic partner”,- Aysor.am reported.

“I have always had pro-Russian disposition, however, the point is
we should know that Azerbaijan means something to Russia in terms
of oil factor and Russia could take steps in favor of Azerbaijan,”
the historian said, Panorama.am reported.

Melkonyan thinks that it’s high time for Armenia to clarify some
issues with its strategic partner. “Particularly it goes about an
attack by a CIS state on a CSTO member state. It’s vague as to what
steps the CSTO will undertake in case a CIS state attacks on a CSTO
member state,” he highlighted.

HAYK DEMOYAN: ‘TREATY OF SEVRES IS A DOCUMENT OF HISTORICAL SIGNIFICANCE’

The Treaty of Sevres is a document of historical significance,
according to Hayk Demoyan, director of the Armenian NAS Genocide
Museum Institute. In the interview with Armenpress he said that
the possibility of real force of the treaty depends on the concrete
historical period and political situation.

‘Today Turkey attempts ‘to play a superpower’ in the region,’
the historian said. He added that in case Turkey tries to come out
from the horizon of the US or NATO, corresponding measures will be
undertaken against it. One of such measures may be making the Treaty
of Sevres actual.

Levon Shirinyan, political scientist, said that the logic of the
Treaty of Sevres can be repeated and it may become possible in case
the balance of the international forces is changed. He added that the
Treaty of Sèvres is a kind of reminiscence for the Armenian nation;
it reminds about the historical debt.

‘As to the legal part of the treaty, it is perfect, but the matter
is the real political possibility of its implementation,’ Levon
Shirinyan said. He added that the Ottoman Turkey and the current
Republican Turkey have always got their power from abroad, so in case
the balance of forces is changed, the Armenian nation should present
its demands and remind about the exclusive role of the Armenian nation
in the World War I.

YEREVAN, AUGUST 10, ARMENPRESS: As part of “Artist-in-Residence”
program undertaken by “Akos” NGO, four foreign art figures will
arrive in September in Armenia to implement the projects proposed
by them beforehand. Chairman of “Akos” NGO Mkrtich Tonoyan told
Armenpress that arriving in Armenia, first they will meet with the
representatives of the program and discuss the peculiarities of their
projects to start their implementation.

“The main goal of this program is to try to conduct our policy by the
language of culture. Let’s suggest, a foreign director comes to Armenia
and screens a film about Artsakh. In future he/she will circulate
that film in the whole world by presenting at numerous festivals,”
Mkrtich Tonoyan noted. According to him, by “Artist-in-Residence”
program “Akos” not only supports the flow of international literary
works with new standards and manifestations to the region, but
contributes to cooperation of local and international artists as well.

According to M. Tonoyan, if an artist’s project is connected with
Yerevan or different sites of Armenia, the organization supports
offering territory for dwelling and working. “The artists who are
interested in this variant must inform us about that beforehand. The
program may last for a year and more. It includes the place of living,
the joint studio and familiarizing tours in Armenia. Individual studios
are provided, too, if the participant is ready to incur the expenses,”
the chairman of the NGO said.

According to him, only the potential of the NGO is not enough for
implementation of the project, state support is also needed, with
expectation of which he is going to present his project to the
government of Armenia.
