Russian President Dmitry Medvedev’s upcoming official visit to Armenia
has not been delayed, Tert.am learned from its own diplomatic source.

The source also said that the visit will take place on August 19,
as planned previously, and that at the close of this week a Russian
delegation will arrive in Armenia to prepare the visit.

Earlier today MP Vardan Khachatryan said that a conference planned to
take place after the Collective Security Treaty Organization summit
to be attended also by the Russian President Dmitry Medvedev in the
framework of his upcoming visit to Armenia, had been delayed.

A conference planned to take place after the Collective Security Treaty
Organization summit to be attended also by the Russian President
Dmitry Medvedev in the framework of his upcoming visit to Armenia,
has been delayed, MP Vardan Khachatryan told a press conference today.

Mr Medvedev was also expected to deliver a speech at that summit.

Mr Khachatryan said he was told from the National Assembly that the
conference is delayed till September. That means, according to Mr
Khachatryan, that Mr Medvedev’s visit to Armenia is also being delayed.

But at the same time he mentioned the information he had was not
finally checked out.

Earlier Russian press reported that Mr Medvedev would visit Armenia
on August 19.

It was expected that Russia’s President would sign an agreement that
would prolong the presence of the Russian military bases in Armenia
for 49 more years.

While extending its military reach, Moscow is simultaneously trying
to assume the role of primary mediator in the territorial dispute over
Nagorno-Karabakh. But that does not mean it is intent on resolving the
conflict, Ariel Cohen, senior research fellow in Russian and Eurasian
Studies and International Energy Policy at the Heritage Foundation,
said in a recent article published in The Wall Street Journal.

Speaking about the recent developments in the region, Ariel Cohen
mentions that while the Obama administration praises soft power,
Russia still stands belligerent.

“In the past two years it has built five military bases in Abkhazia
and South Ossetia. Later this month, during President Dmitry Medvedev’s
visit to Yerevan, Moscow will provide military guarantees to Armenia,
assuming a ‘joint’ responsibility to protect the country’s borders
against Azerbaijan and Turkey. Prime Minister Vladimir Putin has
prepared a draft protocol for President Medvedev’s signature that
would commit Russia’s troops at its military base near the Armenian
city of Gyumri to the country’s defense and sell advanced weapons to
Yerevan. Baku and Ankara must be livid,” explained he.

According to Cohen, Russia’s pledge to defend Armenia, puts Azerbaijan
in an untenable situation. It’s a clear warning against any Azeri
attempt to regain the Nagorno-Karabakh region or the seven adjacent
regions currently under Armenian rule.

“The subtext is clear as well: Azerbaijan should scale back cooperation
with the West or face the consequences.”

On August 10, the NKR Vice Prime Minister, Minister of Finance Spartak
Tevosyan convoked a conference with participation of responsible
persons of big bakeries to discuss the issue of dramatic price rise
of bread in the Republic. At the conference to which the NKR public
services and Hakob Shahramanyan, the Head of State Commission on
Economic Rivalry Regulation, and Artak Balayan the Head of the NKR
Government adjunct State Statistic Service, were present causes for
price increase were discussed. According to heads of flour producing
organizations, the development is preconditioned by deficiency of
wheat in local market, which in its tern is connected with the price
indefiniteness. Heads of flour producing organizations appealed to
the Government with a request to perform strict control of wheat
export from the Republic.

According to bakerys’ chiefs, increase of prices on first-necessity
food staffs depends on the flour price. For baking high quality bread
they import flour from Armenia as well: prices there during the last
two days were also increased. Though, by the Vice Prime Minister’s
words, the dramatic price rise is not substantiated, as the bread is
still baked by the flour obtained by former prices.

On 10 August President of the Artsakh Republic Bako Sahakyan held
a meeting with the head of the General Staff of the Republic of
Armenia’s Armed forces Colonel-General Yuri Khachaturov, according
to a release issued by the NKR presidential office.

Issues related to army building and cooperation between the two
Armenian states in this sphere were discussed during the meeting.

Artsakh Republic defense minister Movses Hakobyan partook at the
meeting.

Three Armenian Brothers Drowned In Don

THREE ARMENIAN BROTHERS DROWNED IN DON

Three Armenian citizens were drowned in Don River, Russia, reports
Russian daily RBK-daily.

The Russian rescue services found their bodies on the left bank of
the river following an emergency phone call.

The three were brothers. The elder brother was born in 1981 and the
other two, who were twins, were born in 1990.

According to Rostov’s bureau of emergency situations the boys drowned
because they swam in a forbidden area.

Argentinean-Armenian tennis player Davit Nalbandian beat David Ferrer
(Spain) at a 7:5, 3:6, 6:3 score in the ATP Tennis Championship held
in Toronto, reports RIA Novosti.

Nalbandyan will compete with Tom Robredo in the second round of this
championship which has $2,430,000 USD prize fund and will be over on
August 15.

>>From 1995 on Armenia has been participating in the international
Venice Biennale which was founded in 1895. Up to now the Armenian
modern art has been presented through the programs curated by the
Armenian Center for Contemporary Experimental Art (NPAK). Armenia is
preparing for the 54th Biennale in a new way, writes local Armenian
daily Aravot (Morning), adding that the commissary of Armenia’s
pavilion in this Biennale will be supervised by Victor Mnatsakanyan,
Head of Staff and Chief Advisor to the Chairman of the National
Assembly of Armenia.

Talking to the paper Mr Mnatsakanyan said that the face of Armenia’s
pavilion will be shaped not arbitrarily, but rather through efforts of
experts, the best minds of the modern art both in Armenia and abroad,
so that Armenia will duly represent itself to the world so that our
conceptual mind will be able to be competitive in abroad.

Further he assured the newspaper that only serious sums of money
won’t be enough, and therefore support will be provided by the
National Assembly of Armenia, by Yerevan City Hall, Minister of
Culture Hasmik Poghosyan and generally by all the people who are
concerned about Armenia’s cultural rating. So, for the first time,
there will be an artistic board, strong curator’s team, a relevant
fund, and the proposals by all artists and art critics active on the
field will be taken into account.

“In so far as Armenia’s participation in the Biennale and the
organization of the Armenian pavilion assumes serious sums of money,
we tried to find out the amount. Our interlocutor said that it is
around $200,000 USD; talks are being held to occupy a place in an
authoritative area, like Giardini or Arsenal or to be as close to
them as possible. More than 20 million people attend the Biennale,
and if half of that visit the Armenian pavilion, as Mnatsakanyan says,
[and if] Armenia’s name and face appear in serious cultural magazines
and publications, our country will appear in a favorable situation”
writes Aravot, adding that in mid August the name of the curator of
Armenia’s pavilion will be known, the curator’s group established,
the face of Armenia’s pavilion outlined.

The Armenian pavilion will be presented also in Armenia.

As part of the GeoProMining GOLD company’s investment program, Bucyrus
hydraulic mining excavator RH-90C was delivered to Armenia in July.

The excavator was put into operation in Sotk mine, in addition to
four BelAZ-75131 dump trucks with carrying capacity of 130 tons.

This unique mining equipment will significantly increase the volume
of stripping operations and help reduce the self-cost of ore.

underground mining. Bucyrus surface equipment is used for mining

BarCamp Artsakh 2010 conference kicked off in Stepanakert on August
11, bringing together about 70 participants from Artsakh and Armenia.

As head of the IT development department at the Artsakh Ministry of
Culture Vladimir Grigoryan told a PanARMENIAN.Net reporter, the main
goal of the event is to establish contacts between representatives
of youth interested in information technologies.

“We have already received cooperation proposals,” he said.

According to Artsakh Culture Ministry Narine Aghabalyan, IT has been
a priority during the past several years. “Its development depends
on the interest of the youth,” she noted.
