The UN Country Team together with the Deputy Prime Minister of Armenia,
the Minister of Education and other senior government officials
presented today Armenia’s Progress Report towards Achieving the
National Millennium Development Goals (MDGs).

The participants in this important event discussed the achievements and
success stories as well as the challenges that remain to be addressed
by the Government of Armenia with the support of international and
national development partners.

This second progress report contains a dedicated analysis of the
post-crisis socio-economic situation and the impact of the crisis on
the progress towards the achievement of the MDGs.

Ms. Dafina Gercheva, UN Resident Coordinator said: “Armenia notably
reduced poverty from 2004 through 2008. The share of the poor people
fell from 34.6 per cent in 2004 to 23.5 per cent in 2008. Progress has
been also marked in the enrollment of children in schools. Reforms in
special education have resulted in closure of a number of boarding
schools and establishment of inclusive schools. Today more than
1000 children with special needs have an opportunity to study in 49
mainstream education schools.”

“The UN Country Team will continue to provide all necessary support
to the country’s efforts aimed at achieving National MDGs by 2015,” Ms.

Gercheva added.

Government officials, civil society experts, international community
and media representatives discussed progress, issues and priority
areas related to each of the MDGs to be achieved by 2015. The Report
and its findings and recommendations will be used by the Government
and donor community to better target development assistance and ensure
enhanced development effectiveness.

Armen Gevorgyan, Vice Prime Minister and Minister of Territorial
Administration commented: “Accepting the commitments of Millennium
Development Goals, Armenia headed towards their implementation,
registering notable progress in different socio-economic spheres of
the country. The financial economic crisis had a negative impact
on Armenia’s economic development indicators as well. In the This
Report shows the possible insights to meet the MDGs in the light of
the crisis. RA Vice-Premier reaffirmed the commitment and will of
Armenian authorities to reach by 2015 the indicators foreseen by MDGs
towards a sustainable development.”

On September 9 Azerbaijan withdrew its proposed draft resolution
A/64/L.57 from consideration and voting at the UN General Assembly,
requesting to move the relevant agenda item to the agenda of the 65th
Session of the GA.

We are thankful to all those UN member states and in particular to
the OSCE Minsk Group Co-Chair countries, which through their stance
prevented Azerbaijan from deviating and damaging the negotiation
process of the settlement of Nagorno-Karabakh problem and not allowing
the adoption of an unconstructive draft resolution presented by
Azerbaijan in the UNGA.

The OSCE Minsk Group Co-Chairs’ field-assessment mission in the
territories surrounding Nagorno-Karabakh is in no way connected to the
draft resolution proposed by Azerbaijan at the UNGA. In their statement
of September 6, 2010, the OSCE Minsk Group Co-Chairs noted that an
agreement had been reached with the sides about the field-assessment
mission already before summer, that is, weeks ahead of Azerbaijan’s
submission of the draft resolution to the UNGA.

Azerbaijan should refrain from its continuous attempts to shift
the settlement process, currently underway within the Minsk Group
framework, to other formats and it should refrain from provocative
and bellicose statements and actions so that the negotiation process
could proceed in a more constructive and effective course.

The Unprecented Success Of The Second Ars Cruise

THE UNPRECENTED SUCCESS OF THE SECOND ARS CRUISE

Encouraged by the success of the Mediterranean Cruise which took place
two years ago, the ARS Central Executive Board organized a second
European cruise — this time to the Baltic countries — coinciding
with the ARS Centenary.

The August 22 to Sept. 3, 2010 Cruise, set sail from Amsterdam on board
the ~SCelebrity Constellation~T with 360 participants consisting of
ARS members and supporters from twenty different countries, present
and past members of the Executive Board, accompanied by their spouses.

The cruise ship excelled in size and luxurious accommodations.

The first port of visit was Waremunde, Germany, from where visits to
Berlin and Rostock were made possible, thanks to the tours organized
by the cruise ship.

The next scheduled stop was Stockholm, capital of Sweden, where the
voyagers were met by local ARS members who had prepared a special
welcoming program consisting of visits to local landmarks ~V such
as the royal palace ~V as well as a luncheon, attended by the local
parson, Father Daniel and noted community leaders.

After Stockholm, the cruise ship anchored at Helsinki, capital of
Finland, to sail the next day to St. Petersburg, Russia, the high
point of the scheduled cruise.

The group spent two days in this grand capital city built by Peter the
Great, enjoying, among other things, a performance of Tchaikovsky~Rs
~SSwan Lake~T in the city~Rs ballet theatre.

The next stop was Estonia~Rs capital Tallinn, followed by the capital
of Denmark, Copenhagen, and return to Amsterdam, from where the
participants of this memorable cruise returned to their countries.

To emphasize the Armenian aspect of the cruise, the ARS had organized a
celebration of the Centennial, Armenian style festivities and parties,
as well as an evening of Armenian songs. Also, in a gathering of ARS
members on board from various countries, were discussed the concluding
Centennial functions in Armenia and Artsakh.

The Centennial was celebrated on board with appropriate pomp and
circumstance. The opening remarks at this function were delivered
by Central Executive Board member Shakeh Basmajian, a film about
the ARS was presented, followed by the message of the ARS Central
Executive by Mayda Melkonian, one of its officers. The festivity
continued with personal impressions shared with the audience by a
young woman who had recently climbed to the summit of Mt. Ararat,
while some of the voyagers participated in the artistic program on the
piano, delivering recitations and monologues. Talented singer, Suzan
Margarian of Armenia enchanted the audience with her songs. In high
spirits, spontaneous donations were made to the ARS Centennial Fund
during the banquet/dance as the 100th Anniversary cake was being cut.

On the occasion of the unprecedented success of the second ARS
Cruise,~T stated Shakeh Basmajian, the ARS Central Executive Board
member responsible for the Cruise, ~Sfirst and foremost, I wish to
thank all ARS members and executives, whose efforts made possible the
participation of people from twenty different countries; I also thank
all participants who merged the pleasurable with the productive. The
income from this cruise will help the ARS in its endeavors across the
Diaspora and the Homeland,~T concluded Mrs. Basmajian, promising to
get together at the next ARS Cruise.

Brian Magee Defends Euro Title With World Bout In Sight

Belfast boxer Brian Magee is preparing to face Roman Aramian in the
first defence of his European super-middleweight title

Brian Magee defends his European super-middleweight belt in Dublin on
Saturday knowing that victory is likely to land him a world title shot.

Magee put himself back in the world title picture with a surprise
stoppage of Mads Larsen to land the European belt last January.

The 35-year-old Belfast man defends his European title against
Armenia’s Roman Aramian at Dublin’s National Stadium.

Aramian has lost eight of his 38 bouts and Magee should take the
verdict.

Magee has been in the vicinity of earning world title fights before
only for his hopes to be wrecked by defeats at the hands of former
WBC champion Carl Froch and Vitali Tsypko.

The Belfast man fought superbly against Froch before being knocked
out in the 11th round in their 2006 bout.

A year earlier, Magee had been on the receiving end of a dreadful
points decision against Tsypko in a European title fight in Germany.

Magee’s days as a super-middleweight seemed over as he moved up to
light-heavyweight but he shifted down again after a controversial
draw against Tony Oakey in a British title bout in Dublin.

In truth, Larsen was expected to comfortably handle Magee in Denmark
last January but the Northern Irishman produced the performance of
his life to reignite his hopes of a world title bout.

Magee insists that the prospect of a world title fight will not lead
to a failure of nerve on Saturday evening.

“Everything hangs in the balance yet again but I’m kind of used to
it by now,” Magee told BBC Sport.

I believe I can be even better than I was against Larsen

Brian Magee “There is a brick wall if I don’t get past him.

“I’m well aware of other boxers who were in similar circumstances
and then came a cropper because they looked too far ahead.

“I won’t allow this to happen because I know that a successful defence
of my title will guarantee me a world title fight next time up.

“I’ve prepared well. I’ve been hard at it in the gym and when I go
into the ring (in Dublin) I will be 100 per cent.

“If the sparring I have had is any indication of my form and condition
then my fans are going to see something special again.

“I believe I can be even better than I was against Larsen.

“I feel that with Bernardo Checa’s coaching I am still learning and
improving and I will demonstrate that on the night.”

If Magee does take care of business in Dublin, a fight with Germany’s
WBA super-middleweight champion Dimitri Sartison will be on the cards.

The Dublin bill will also feature a second European title bout between
Spain’s Kiko Martinez and Arsen Martirosyan.

Martinez knocked out Bernard Dunne in one round to win the European
title in 2007 but then lost the belt in his first defence against
England’s Rendall Munroe.

Interview with Eugene Chausovsky, Eurasia Analyst at Stratfor

Will, you, please, comment on the visit of the President of Russia to
Armenia ? How may the results of this visit influence the situation
development in the region?

Medvedev’s visit to Armenia solidified the military deal that has long
been discussed between the two countries. Russia now officially has
much greater control over the country from a military and security
standpoint, expanding the term of the lease to Russia’s military base
in the country to 49 years and allowing Russian troops to move anywhere
they want within the country. Russia has therefore strengthened its
presence in Armenia and its leverage throughout the Caucasus.

In the course of the visit, Medvedev pledged the support of Yerevan
in the Moscow ‘s proposal on the “New European security Treaty”. How
much weighty is the stance of Armenia in the issue that is certainly
the subject for discussions between NATO, OSCE, Russia and other
security bodies? What is the purpose of Moscow ? What is the interest
of Yerevan ?

The pledge of support from Armenia for Moscow’s European security
treaty proposal was a show of loyalty from Russia’s ally, but it
has little to do with Armenia directly. One of the country’s that
has become a focus within the context of the new security treaty is
Moldova, particularly its breakaway region of Transniestra, as a test
of European security cooperation with Russia – and this is an area
which Russian relations with Germany are a key factor.

How do you estimate a possibility of Moscow sales C-300 to Baku ?

Won’t it change the power balance in the region? Is there any danger
for Yerevan ?

It doesn’t appear that Russia has sold the system to Azerbaijan
as of right now, and this has been a topic of debate between Baku
and Moscow for many years. While there is much speculation that the
S-300s would be used against Armenia, the system is meant to defend
against modern aircraft, which Armenia simply doesn’t have. But the
symbolic nature of signing such a deal with Baku would be something
that Yerevan would not be happy with.

Russians and Armenians signed a Treaty on building new energy units
in the nuclear energy station. How do you estimate this strive of
Armenia to develop its nuclear energy?

Russia signs many nuclear deals with many countries, but frequently
these deals are long term with little traction in the foreseeable
future. One case in point is the Bushehr nuclear plant that Russia
has been constructing in Iran, which also took many years and had many
delays to deadlines. But this was a much more political and strategic
project than any nuclear plans for Armenia, and so has now actually
come online. However, Russia already runs Armenia’s main nuclear plant
and so either modernizing that plant or creating new ones is not as
difficult as starting from scratch in other foreign countries. Also,
Rusisa holds major pieces of Armenia’s nuclear industry, which would
allow Russia to more easily build new infrastructure.

How much in your opinion a prolongation of the military base of Russia
in Armenia for 49 years will facilitate its key task – support of peace
in the South Caucasus ? How will the fact impact on the geographic
policy of the region?

The extension of the military base lease in Armenia – along with
other moves Russia has made in the Caucasus, such as the placement of
S-300s in Abkhazia – shows that Russia is expanding its presence and
influence across the Caucasus. Russia wants to make sure its foothold
in the Caucasus is strong, and any potential conflict in the region,
as well as other outside powers like the US and Turkey making their
own overtures without coordinating with Russia, are directly against
Moscow’s interests.

Medvedev’s visit cleared up also a stance of Russia in Nagorno Karabakh
process settlement. It became obvious that the very mediating efforts
by Russia are the mainstream in the resolution of the problem.

Do you agree with the statement?

Russia is the biggest and most important player in the region,
and that applies to the Nagorno Karabakh talks as well. Moscow’s
strategy is to use these negotiations to advance its interests –
building influence in both Armenia and Azerbaijan – and be the ultimate
decision maker as far as how other players, namely Turkey but also the
West, can go in this region. It is in Russia’s interests to prevent an
escalation of tensions or possible war between Armenia and Azerbaijan
as that would destabilize the region and possibly spread beyond into
Russia proper, but a resolution the problem is not likely in the
near future, not one that Moscow would push too far. In the end,
this is about Russia controlling the situation as a whole, whether
it be to improve relations or allow them to further deteriorate–
Moscow wants to ensure whatever the future is in Nagorno Karabakh
that it will be according to Russia’s agenda.

Do you envisage any progress in the process of finding final solution
to the Karabakh problem in the light of recent developments in
Russia-Armenia relations? Where are the interests of other mediators –
USA and France here?

Any progress on resolving the Nagorno Karabakh problem is not likely
to materialize in the near future, and the recent military agreement
between Russia and Armenia will only affect talks negatively, as it
is viewed by Azerbaijan suspiciously. As far as other players, US
is simply too distracted with other engagements in the Middle East,
and France does not have the kind of clout that Russia does in the
region, despite its ties to Armenia.

The Armenian Vote: The Democrats Are Losing Solid Constituency

THE ARMENIAN VOTE: THE DEMOCRATS ARE LOSING SOLID CONSTITUENCY

When it comes to the U.S. Congress, the Armenian American community-a
constituency as politically diverse as any in America-has been, by
and large a steady backer of Democrats, since the days of FDR and
the New Deal.

That’s not to say that the Armenian community doesn’t have its full
share of Republicans. It does, and they are active, and effective,
and eloquent, just like their Democratic brothers and sisters.

On one election day after another, however, Armenian American voters
have cast their ballots, time and again, for a Pallone or a Pelosi,
a Sherman or a Schiff, a Bonior or a Kennedy, a Coelho or an O’Neill.

The list goes on. And for good cause. These powerful leaders and
Democrats generally, by any measure, have been the overwhelming
majority of active champions and reliable foot-soldiers on Armenian
issues, from Armenian Genocide recognition and support for Artsakh
to aid to Armenia and the full range of other community priorities.

Republicans have been very helpful, often decisively so, but any
honest observer would agree that the Armenian Lobby on Capitol Hill
is primarily driven by the Democrats, a fact that has been widely
recognized and steadily rewarded at the ballot box.

Here, it gets more interesting.

Against this backdrop of Armenian community appreciation for Democratic
Congressional leadership, we’ve seen a steady demographic shift,
as many Armenian American-like so many other ethnic groups-migrate,
from generation to generation, rightward politically on economic
and social issues. This pro-Republican shift is clearly evident-as
any dinner-table conversation in an Armenian home will prove-but
has yet-until very recently-begun to translate into changing voting
patterns on Congressional races. The reason is simple, an Armenian
American voter, who might otherwise vote his pocket book or social
issues for a Republican, ends up voting his identity-keeping faith
with his community and cause-by pulling the lever for a Democrat.

All that’s about to change.

The Democrats are about to lose another traditionally solid
constituency.

Why?

Well, the first prize for this rightward shift goes to President
Obama, who ran a campaign of high promises and higher expectations on
Armenian issues, only to break every one of his pledges-most notably
his commitment to recognize the Armenian Genocide. In so openly and
offensively breaking faith with an entire community, on the most
sensitive of issues, he destroyed the credibility of all who went to
bat for him during his campaign, denying his reelection effort and,
more importantly, other Democrats moral standing or credible community
allies. He personally-and remarkably quickly-squandered generations of
good will fostered by the hard work of Democrats dating back decades.

The damage done by President Obama’s betrayal is compounded by the
unwillingness of Congressional Democratic leaders to act on their own
long history of promises to the Armenian American community. Today,
with a bipartisan majority supporting the Armenian Genocide
Resolution and Turkey on the defensive like never before, the House
leadership-with a large majority of their own-has failed to act on
its golden opportunity to pass this human rights legislation. They’ve
got an endless series of excuses, but the fact remains that getting
this measure adopted on the floor-a promise that has proven to be a
solid vote-getter since the 1970s-is well within their power.

It’s not about what the Democrats have the power to do, it is really
about what they want to do. And it does not seem that they want to
pass the Armenian Genocide resolution.

That makes them, well, just like the Republicans.

And, if there’s no difference on Armenian issues, the question for
Armenian American voters becomes: “What’s holding me back from going
Republican?”

As a Democrat myself, I find this sad but painfully true.

The Democrats in the White House and Congress have made their
decision. And now Armenian American voters will make theirs.

We’ll see the results on Election Day.

The Armenian government is negotiating new gas tariff policy, Armenian
Prime Minister said.

“ArmRusgasprom will announce the results of the talks in 2 months,”
Tigran Sargsyan told reporters on September 10. “The issue was
discussed during Russian President’s visit to Armenia and ArmRusgasprom
was instructed to employ international practice in Armenia.”

By decision of the Public Services Regulatory Commission, the gas
prices have risen 37.5%, totaling AMD 132 against the previous AMD 96
for ordinary consumers, and 13%, totaling USD 243.13 for 1 thousand
cu m for enterprises respectively since April 1, 2010.

Gazprom is expecting a new rise in prices for Armenia, Moldova and
Belarus in 2011.

Reconstructed Central Veterinary Laboratory Opens In Yerevan

RECONSTRUCTED CENTRAL VETERINARY LABORATORY OPENS IN YEREVAN

On September 10, the World Bank together with the Government of
Armenia opened the newly reconstructed Central Veterinary Laboratory
in the Erebuni district of Yerevan. The event was attended by Mr.
Tigran Sargsyan, Prime Minister of the Republic of Armenia, and Mr.
Philippe Le Houerou, World Bank Vice President for Europe and
Central Asia.

The Central Veterinary Laboratory, or as it is formally called
Republican Veterinary Anti-epizootic and Diagnostic Center SNCO,
was rehabilitated through the financing under the Avian Influenza
Preparedness Project. The total rehabilitation and renovation costs
were around US$ 1.5 mln financed by IDA loan plus around US$ 100,000
for the design financed by Multi-donor trust fund from Avian and
Human Influenza Facility. The original building of the laboratory
was fully redesigned to meet the modern standards of bio-safety and
laboratory operation. The design was done by a Lithuanian company,
which specializes in laboratory designs and operations.

The laboratory would now be able to meet the international
accreditation standards for bio-safety level 2+. This means that the
laboratory would be able to conduct necessary tests and analysis for
identification of dangerous pathogens in animals and in food. With
the further accreditation, which could be completed within 5 years if
necessary efforts are taken by the laboratory and by the government
of Armenia, the laboratory would be able to become the national
reference laboratory for Armenia. This means that its tests would
be recognized by other countries and by international organizations,
such as OIE (World Organization for Animal Health). If this is done,
this would ensure much speedier response to animal disease outbreaks
and much speedier identification of pathogens and diseases.

Current rehabilitated and renovated laboratory facilities would allow
conducting the range of tests most widely used in identification of
pathogens and diseases in animals and food contaminants. The laboratory
now encompasses about 3200 sq. meters of space when compared to the
700 sq. meters available prior to rehabilitation. Each laboratory
unit now has its purpose built facilities; whereas previously several
different tests were conducted in one room. This means that the
tests are conducted in designated laboratories with higher accuracy,
repeatability and lower rates of cross-contamination.

The upgraded air flow, filtration and ventilation systems ensures
that the laboratory air could be fully isolated from outside air,
and thus reduces the possibility of release of pathogens to outside.

In addition, to the physical rehabilitation of the laboratory, it was
supported also with technical advice and guidance from international
experts. In particular, the Project provided an international
accreditation expert who helped develop the laboratory management and
quality control guidelines. Quality control is essential for ensuring
accurate and reliable results in such laboratories. The comprehensive
design of the laboratory facilitated other donor projects to support
the laboratory with necessary equipment. In particular, the laboratory
has already been supported by several other donors (Greek government,
USAID, FAO, US DTRA) and plans are that more international support
would be provided through lab equipment and technical assistance.

The full rehabilitation of the laboratory was made possible after
the Avian Influenza (AI) preparedness project was restructured to
address a broader spectrum of diseases that are important both from
the public health and economic perspective. Originally, it was planned
that the Avian Influenza Preparedness project would help Armenia to set
up important resources to combat the potential AI epidemic. However,
as AI was not reported in Armenia, and as other diseases have become
more important (e.g. African swine fever, Brucellosis), the authorities
requested that the project help build a broader capacity in animal
and human health services to combat such disease outbreaks, and to
reduce threats.

The Avian Influenza Preparedness Project was financed by an IDA
credit of US$ 6.25 mln, Japanese PHRD grant of US$ 0.804 mln, and
by multi-donor AHI Facility Grant of US$ 2 mln. The project became
effective September 5, 2006 and on closed on July 31, 2010.

Armenian Prime Minister Tigran Sargsyan said that Armenia’s long-term
development will be discussed during a forum titled “Armenia after
the Crisis: Challenges and Opportunities” to be held on September 11
in Dilijan resort (Tavush region, Armenia).

“The forum will focus on Armenia’s 20-year path, lessons taught by
the crisis, economic reforms, as well as the model by which Armenia
should be guided, relative advantages and weaknesses of our economy and
other matters,” Sargsyan told journalists on September 10 in Yerevan.

For his part, World Bank Vice President for Europe and Central Asia,
Mr. Philippe Le Houerou, who is on a four-day visit to Armenia,
said that he is not ready to comment on Armenia’s macroeconomic
development. “This is my first visit. I have already familiarized
myself with numerous figures and looked through various schedules. On
September 11, I have a meeting with the RA government, moreover, famous
experts from different countries, including the Polish ex-minister of
finance, ex-president of Chile, a specialist of Harvard University, are
invited to Armenia. And we will try to answer the existing questions,”
he said.

Philippe Le Houerou noted that Armenia is a country with a small
open economy, which is rather vulnerable to external impacts. “But we
know that high centralization and low volumes of export are observed
here, like in many other similar economies. And I agree with the
Prime Minister that it is necessary to define the ways for Armenia’s
development. Meanwhile, it is much more difficult in the post-crisis
period than in a pre-crisis one,” concluded Mr. Philippe Le Houerou.

On September 10, the World Bank together with the Government of Armenia
opened the newly reconstructed Central Veterinary Laboratory in the
Erebuni district of Yerevan. The event was attended by Mr. Tigran

including the processing industry and agriculture,” PM Sargsyan said
after familiarizing himself with the center’s activity.

According to him, the modern equipment of the center is a necessary
but not enough condition for its compliance with international norms,
as normative documents should be introduced, as well as all required
procedures should be followed from the very first up to the last stage.

Meanwhile, the Prime Minister added that the first step has been taken
in the country for a rapid response to cases of poisoning that allows
undertaking preventive measures to decrease such risks.

For his part, Mr. Philippe Le Houerou said that this is the first but
required step for Armenia on its way towards international standards,
“after which the doors of international markets will be opened for
the country.” According to him, “here people’s life is at stake,” and
farmers working in the region should be confident that their animals
are healthy, what it its turn will allow promoting people’s health.

“We believe that animal husbandry can help development of Armenia’s
economy, specifically to increase export volumes,” he said.

Besides, Mr. Philippe Le Houerou expressed hope that similar fruitful
cooperation between the RA government and WB will continue.
