Armenian President Serzh Sargsyan received Bulgarian Minister of
Transport, Information Technology and Communications Alexander
Tsvetkov, who is in Armenia for participation in the 6th sitting
of the Armenian-Bulgarian intergovernmental commission on trade and
economic cooperation.

Serzh Sargsyan noted that Armenia attaches importance to boosting
friendly relations with Bulgaria in all spheres: political, economic
and cultural, while the Armenian-Bulgarian intergovernmental commission
plays an important role in it.

According to the Armenian President, the legal-contractual field
between the two countries creates prerequisites for considerable
development of trade and economic relations. “I strongly believe that
the intergovernmental commission’s sitting will allow the state bodies
and business communities of the two countries to find new aspects of
cooperation,” said Mr. Sargsyan.

Alexander Tsvetkov briefed the President on the results of the
commission sitting, assuring Mr. Sargsyan that the results of
discussions and achieved agreements will be realized in the near
future.

Commercial Director of Spyur information center Karen Javairyan said
that the center is currently collecting information on companies
operating abroad, which belong to entrepreneurs of the Armenian origin.

The company intends to provide extended reference information in
future, including concerning companies operating abroad.

Spyur-register telephone inquiry service provides information on
over 16000 companies/organizations of Armenia and Nagorno Karabakh
registered in Spyur-Register database. Besides, information on
organizations is available in the form of directories (hard copy and
CD version), as well as on the organization’s website. A directory
for mobile phones was issued in April 2010.

A computer class equipped with 20 modern PCs was opened in No56
Stepan Zoryan school in Yerevan. The funding for the equipment of a
new class was provided by Hayastan All Armenian Fund in Syria.

“The gift from the Armenian community of Syria is a proof of
inseparable ties between the two countries,” Armenian Minister of
Diaspora Hranush Hakobyan stated.

Besides, the school was gifted a TV set, projector and DVD player.

Armenian Ambassador to Lebanon Ashot Kocharyan had a number of meetings
with high ranking Lebanon officials.

During the meeting with Lebanon parliamentary speaker Nabih Berri,
intensification of interparliamentary cooperation, as well as regional
issues were covered.

In a conversation with Lebanon Foreign Minister Ali Shami the
Ambassador emphasized the importance of cooperation in international
organizations, briefing the Minister on recent developments in Karabakh
conflict settlement issue.

Possible cooperation between Yerevan and Beirut was discussed with
Beirut Mayor Bilal Hamad. Kocharyan passed the invitation of Yerevan
Mayor Gagik Beglaryan to visit Armenia to participate in October
10 celebrations.

At the meeting with Beirut and Mount Lebanon Chamber of Commerce
official, the necessity to intensify bilateral business cooperation
through creation of Armenia-Lebanon business council was emphasized,
Armenian Foreign Ministry press service reported.

OSCE MG PLEASED WITH AZERBAIJAN’S DECISION TO POSTPONE CONSIDERATION OF ITS RESOLUTION IN UN GENERAL ASSEMBLY

The Co-Chairs of the OSCE Minsk Group, Ambassadors Igor Popov of
Russia, Bernard Fassier of France, and Robert Bradtke of the United
States, released the following statement:

“The OSCE Minsk Group Co-Chairs (Ambassador Bernard Fassier of
France; Ambassador Robert Bradtke of the United States; Ambassador
Igor Popov of the Russian Federation) traveled to Baku, Yerevan,
and Nagorno-Karabakh September 6-9.

On September 8, with the facilitation of the Permanent Representative
of the OSCE Chairman-in-Office Ambassador Andrzej Kasprzyk and the
military authorities of all sides, the Co-Chairs crossed the Line of
Contact (LoC) on foot, en route to Stepanakert, to highlight that the
LoC is not to become a permanent barrier between neighboring peoples
and to demonstrate to all parties that the ceasefire of 1994 must
be strictly respected. This marked the first time the mediators have
crossed the LoC since November 2001.

In their meetings with Azerbaijani President Ilham Aliyev on September
7, with Armenian President Serzh Sargsyan on September 9, and with the
de facto authorities in Nagorno-Karabakh on September 8, the Co-Chairs
presented their work plan for the months ahead, as described in their
press statement of September 6. They stressed that a more constructive
approach by all sides will be needed to be able to implement their
plan and to make progress in the months leading up to the OSCE Summit.

The Co-Chairs held discussions with all parties regarding the
previously agreed Field Assessment Mission to the territories
surrounding Nagorno-Karabakh, which they will conduct between late
September and mid-October. They presented the elements of their
mission, and they will finalize their preparations for the mission
in the nearest future.

The Co-Chairs again strongly urged all parties to respect the
cease-fire and exercise restraint on the ground and in their public
statements, and called for an end to incursions across the Line of
Contact. While all parties reconfirmed their commitment to the 1994
cease-fire, the Co-Chairs reiterated that it is critical that this
commitment is carried out in practice.

The Co-Chairs welcomed the decision by Azerbaijan to postpone
consideration of its resolution in the United Nations General
Assembly. At the same time they reiterated that the OSCE Minsk
Group remains the sole framework for a peaceful settlement of the
Nagorno-Karabakh conflict.

Before they return to the region to carry out the Field Assessment
Mission, the Co-Chairs will travel to Washington, D.C. and then to
New York to work with the sides on the margins of the United Nations
General Assembly, as they had previously announced.”

will pay an official visit to Iran in the second half of October.

“Additional information on the visit will be announced when available,”
Assistant to the Prime Minister Aram Ananyan told a PanARMENIAN.Net
reporter.

Earlier, Armenia’s Ambassador to Iran Grigor Arakelyan said in an
interview with Fars Iranian news agency that the Prime Minister will
arrive in Iran in late October to boost the Armenian-Iranian relations.

the processes over the upcoming liturgy in Surb Khach (Holy Cross)
Church, Aghtamar, political analyst Alexander Iskandaryan told
Armenpress, according to who Turkey wants to show the West that
it is a democratic state. He said that after the suspension of the
regulation process of Armenian-Turkish relations, Turkey needed to
restore its reputation; that is why it has undertaken this action
connected with Aghtamar.

“Through this Turkey says it is true, the diplomatic process is
suspended, but something is happening at regional and religious
levels,” the political analyst said, underscoring that the solution
of this issue cannot be found only bin the circles of civil society,
it also regards the decisions adopted by the state. “Of course,
the civil societies of the two countries can continue to cooperate,
which they currently do,” Alexander Iskandaryan said, adding that we
must take into consideration to what extent Turkey tries to use the
liturgy to obtain dividends in the “foreign market”.

“The situation is quite complicated; it is true, in many cases it
is presented as a personal issue, but I am sure that it will be
politically used somehow,” the political analyst said, adding that
the Armenian-Turkish relations are in such a state that no matter
what happens, it will be politicized.

YEREVAN, SEPTEMBER 10, ARMENPRESS: RA Prime Minister Tigran Sargsyan
answered today the questions of journalists after the opening ceremony
of RA agriculture ministry’s republican veterinary anti-epidemic and
diagnostic center in Yerevan.

– Mr. Prime Minister, the Russian ‘GasProm’ company announced about
raising the tariff of gas supply 2011. What kind of measures is the
Government undertaking for relieving the consequences of the rise in
gas tariff?

– The issue of rise in gas tariff was discussed during the visit of
President of Russian Federation Dmitry Medvedev to Armenia. The issue
is always on focus of the RA Government, and the corresponding bodies
always hold consultations on it. A concrete task is assigned to the
board of ‘ArmRosGazProm’ company to continue the talks for making the
gas tariff policy and methodology foreseeable. Within several months
the company board will provide concrete information on the results
of the talks with the Russian side.

– Mr. Sargsyan, economic declines have been registered in the
agricultural sphere. What can you foresee for the near future?

– In the first seven months of 2010 the agricultural sphere was not in
a good state; because of weather variations we suffered serious losses
in the fruits-vegetables production. The agricultural decline was quite
enormous and all the general macroeconomic indices went bad because of
agriculture. It is too difficult to foresee the weather conditions of
spring and autumn sowing; however it is evident that we are effecting
reforms of utmost seriousness in the agricultural sphere. For the first
time in the recent 10 years we adopted a program for seed farming.

Despite Russia’s embargo on wheat exportation, we will import 1000
tons of high-quality wheat. We selected those companies, which are
able to be engaged in seed farming in the provinces. We have an aim to
achieve the level of producing 30,000 tons of elite seeds within the
forthcoming 5 years. This will ensure 15-20% rise in productivity. We
hope that the issue will be solved completely within that period. We
have adopted a program of organic fertilizer production, using the
local research potential. In this sphere we implemented pilot projects
in all the provinces; the results were positive.

Due to this project our dependence on imported fertilizers will be
reduced. Besides, the Armenian fertilizers will be twice cheaper
than the imported ones. We established regional support centers for
holding consultations with villagers. The systems of irrigation
is being improved as well. It was the first time the program of
agricultural reforms was put to public vote. A program for supplying
the agricultural sphere with equipments was adopted as well.

This concept is aimed at extending farms and increasing the
agricultural efficiency. It is significant that we connect the concept
on development of agriculture with rural development; the complex
development of villages and creation of jobs in rural communities
are quite important for the symmetric territorial development of
the Republic.

– Mr. Sargsyan, a discussion on ‘Armenia in Post-Crisis Period:
Challenges and Opportunities’ will be held tomorrow in Dilijan. What
kind of issues does the state face in the post-crisis period? What
kind of issues are expected to be discussed at tomorrow’s event.

– We will discuss not only the issues of the post-crisis period,
but also the long-term development of Armenia, taking into account
the lessons of the crisis, the rout, we passed during the recent 20
years, the economic reforms, the further model of development, the
relative advantages and vulnerable parts of our economy. We will have
conceptual discussions; it will give the Government an opportunity
to make clear the programs and strategies, which are on the basis of
the economic policy.
