Leader of the Union of the Constitutional Law Hyke Baboukhanian said
that Armenia should respond to Azerbaijan, which is set to introduce
a resolution into the UN General Assembly, by raising the issues of
own territories and in particular, Armenia should raise the issue
of occupied territories of Nagorno Karabakh, among them Shaumian,
Gardrut, Martakert, and the issue of total displacement of Armenians
from Nakhichevan (Naxcivan).

“Nearly 500 Armenian refuges haven’t yet received any compensation,
and Armenia as a state representing the legislative rights of
genocide-affected persons should introduce a range of resolutions
claiming punishment and compensations,” said Baboukhanian.

Politician said that Armenian authorities should say that Nakhichevan,
which is now part of modern Azerbaijan, closes the only link between
Armenia and Iran. “Armenia should raise this issue using language of
ultimatum in reference to Russia or Turkey which act as guarantors
of security of Nakhichevan, or Armenia should resort to military
solution to the issue,” he said.

Foreign Minister Edward Nalbandyan today received NATO Secretary
General’s Special Representative for South Caucasus and Central Asia
Robert Simmons, MFA press office reported.

Welcoming the guest Minister Nalbandyan said Armenia attaches
importance to mutually beneficial cooperation with NATO and is going
to strengthen it by paying special attention to Armenia-NATO IPAP.

Nalbandyan mentioned that Armenia will keep cooperation within the
framework of NATO Euro-Atlantic Partnership Council (NATO/EAPC),
by taking part in peacekeeping operations, fight against terrorism,
liquidation of consequences of natural disasters.

In return, Simmons declared that NATO attaches importance to
cooperation with Armenia, and the Individual Partnership Program
gives large opportunities for maintaining the cooperation level.

The interlocutors said that the NATO disaster response exercise
“ARMENIA 2010” proceeding in these days in Armenia is a good example
of efficient cooperation.

Cross Of Surb Khach Church Delivered To Akhtamar Island

On September 14, the cross of Surb Khach Church was brought to Akhtamar
Island from the Van Museum. Van Deputy Governor Aray Uslu himself
participated in the transportation of the cross, Turkish Hurriyet
daily reports

According to a local official, the Armenian clergymen in Istanbul
will arrive in Van in two days and place the cross wherever they want.

“Turkish Ministry of Culture and Tourism allowed the cross to be
installed on the church. However, it is impossible to install the
cross on the dome for technical reasons,” he said.

The 2.5 meters high and 1.3 meters wide 100-kg cross will be guarded
by security officers.

Interestingly, Van businessmen promised to have the cross installed
on the dome of the church before the September 19 liturgy.

The Armenian Revolutionary Federation (ARF) will abstain from voting
on the bill on recognition of the Nagorno-Karabakh Republic (NKR)
submitted by the Heritage Party, Armen Rustamyan, an ARF Executive
Council member, told NEWS.am.

According to him, the party’s voting against the document may be
misinterpreted inside and outside Armenia. “But we are against putting
the issue on the agenda in this way,” Rustamyan said.

Proposed by the Heritage Party, the bill was criticized by the Standing
Committee on Foreign Relations chaired by Armen Rustamyan.

However, the document was put on the agenda of the next four-day
session scheduled for this October.

The speaker of the Azerbaijan parliament Ogtay Asadov said he supports
the appointment of a special representative of the UN Secretary-General
for the Nagorno-Karabakh conflict. Such an appointment was proposed
by former Latvian president Vaira Vike-Freiberga during a visit to
the region this week.

During a meeting with Vike-Freiberga, Asadov said that UN resolutions
on the Armenia-Azerbaijan Nagorno-Karabakh conflict is very important
for Azerbaijan, the parliamentary press service told Trend.

The UN must appoint a special representative for the
Armenian-Azerbaijani Nagorno-Karabakh conflict, Vaira Vike-Freiberga,
the president of Latvia from 1999 to 2007 and special envoy to the
UN Secretary General and Vice-Chairman of the Group of Experts on
the long-term development of the European Union, earlier told media
in Baku.

She said that the appointment of a special representative could
accelerate the settlement of the conflict.

“However, we consider that some reforms should be carried out at
this authoritative international organization [the UN], which is the
guarantor of peace and security in the world. This is because [it]
should not stay silent over ignorance [shown by] the occupier Armenia
of UN decisions and resolutions,” Asadov said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the UN Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

to protect Armenian-Turkish journalist Hrant Dink from a murder plot,
or properly investigate his killing.

Dink was shot dead outside his Istanbul office in January 2007.

Several people linked to extreme nationalist groups were later charged
with the killing in a trial that’s ongoing. Dink had been prosecuted
for insulting Turkish identity by writing about the massacres of
Armenians in the Ottoman Empire during World War I, which Turkey
doesn’t recognize as genocide.

The European Court of Human Rights in Strasbourg, in a judgment
announced on its website today, said that Turkish authorities had
failed to take any action to protect Dink when they were given
information about the plot against him.

The court also ruled that Turkey didn’t carry out an adequate
investigation into this failure, even though some police officers had
shown signs of sympathy with Dink’s killers. With the exception of
two junior officials, “all the proceedings in which the authorities
were implicated had been discontinued,” the court said.

Turkey also breached its obligations under the European Convention
on Human Rights by failing to protect Dink’s freedom of expression
before he was killed, the court said.

Turkey has prosecuted several writers and intellectuals for comments
about the 1915 killing of Armenians. Many European countries and
members of the U.S. Congress have criticized the country for failing
to acknowledge the events as genocide.

‘Historical Truth’

Dink was writing “in his capacity as a journalist on an issue of public
concern” and as part of a legitimate effort “to seek historical
truth,” the court said. By prosecuting him over the articles,
Turkish authorities had helped to make Dink “a target for extreme
nationalists,” it said.

Turkey was ordered to pay 105,000 euros ($135,000) in compensation to
Dink’s widow, children and brother, who brought the case to court. The
ruling can be appealed within three months at the ECHR’s Grand Chamber.

Robert Simmons, NATO’s Special Representative for the Caucasus and
Central Asia, who has arrived in Armenia within the framework of the
Armenia-2010 exercises, RA Foreign Ministry press service informed
NEWS.am.

Nalbandian stressed Armenia attaches importance to the cooperation
with NATO and places special emphasis on NATO Individual Partnership
Action Plan. According to him, Armenia continues cooperation within
Euro-Atlantic Partnership Council (EAPC) and peacekeeping missions.

In his turn, Simmons made a point of the expansion of bilateral
relations and stressed NATO highly appreciates cooperation with
Armenia. He expressed hope the EAPC will give a good opportunity for
further cooperation.

The officials also exchanged views on the Armenia-2010 military
exercises.

Yerevan is hosting Armenian-Belgian business forum. To strengthen the
trade economic cooperation and expand the business relations between
Armenia and Belgium the Belgian delegation arrived from Wallonia,
one of the leading states of Belgian Kingdom. The organizers of the
business visit are Armenian Development Agency and “ArmenWal” project,
which is implemented along with the close cooperation of UNIDO.

“ArmenWal” project implementation started in 2009 by AWEX agency
(Wallonia’s Export and Investment Agency), Armenian Development Agency
and UNIDO (UN Industrial Development Organization) and Belgium Chamber
of Commerce. AWEX goal is to promote the business cooperation between
Armenians and Belgians, attract investment in Armenia and develop
new technologies.

Armenian Minister of Economy Nerses Yeritsyan, Ambassador Extraordinary
and Plenipotentiary of the Kingdom of Belgium to Armenia Stephan de
Locker, General Director of Foreign Trade and Investment Agency of
Wallonia Philip Siunen attend the forum.

The economic cooperation and development prospective will be discussed
between the two countries. About 23 companies representing different
industrial sectors arrived from Belgium – virtual communication,
electronics and communication, fresh seafood, cereal products, animal

UNESCO declared Yerevan a capital of the book for next year. However,
books are hardly in demand in Armenia now, the MP of the Prosperous
Armenia Party (PAP), Chairwoman of the Committee for European
Integration Naira Zohrabyan stated in Parliament.

“I do not want speak of the bookshops turned into cafes or
greengroceries. I would like to address a specific problem, the Book
Palace of Armenia. I recently happened to be there. I can tell you
that the Book Palace of Armenia looks even worse than Dresden after
bombings during World War II. It is not strange that a large part
of the documents was spoiled,” Zohrabyan said. She called on the RA
Government to budget funds for renovation works at the Book Palace
for next year. “Otherwise I promise you I personally will take guests
visiting Armenia to the Book Palace,” Zohrabyan said.
