COURT FAULTS TURKEY OVER EDITOR’S MURDER

The European Court of Human Rights on Tuesday ruled that Turkey was
guilty of failing to protect ethnic Armenian journalist Hrant Dink
when authorities knew his assassination was imminent, and of then
failing to adequately investigate his murder.

Mr. Dink, the editor of the small, Istanbul-based Armenian-language
daily Agos, was killed with three shots to the back of the head as
he returned to the newspaper’s offices in January 2007. His murder
became a cause celèbre in Turkey, and a symbol of the state’s alleged
protection or even encouragement of nationalist extremists.

“None of the three authorities informed of the planned assassination
and its imminent realization had taken action to prevent it,” the
court found, while “no effective investigation had been carried out”
into those failures.

The decision is an embarrassment for the government of Turkey’s
Prime Minister Recep Tayyip Erdogan, which has pledged to improve the
rights and treatment of the country’s ethnic minorities. The government
recently sought to settle with the family, after withdrawing a defense
of the state’s actions that relied on a precedent that appeared to
compare Mr. Dink’s comments aimed at reconciling Turkish and Armenian
views on the 1915 slaughter of ethnic Armenians with hate speech by
a neo-Nazi.

A spokesman for the ministry of justice didn’t return calls requesting
comment on the ruling. Turkey’s foreign ministry issued a statement
saying the government didn’t intend to appeal the court ruling,
and that “studies for implementation of Dink verdict rulings will
be done and every possible measure for preventing repeat of similar
violations will be taken.”

Mr. Dink’s family brought the case against the Turkish state at the
European court in Strasbourg. Tuesday’s ruling found for the family
on all counts, according to their lawyer Arzu Becerik, awarding Mr.

Dink’s widow ~@100,000 ($128,760) in damages.

Police launched an investigation into the young Turkish
ultranationalist who allegedly carried out the murder. They
investigated 17 others, though not the police chiefs and regional
governors the family believe were complicit in obstructing prosecution
of those responsible, Ms. Becerik said in an interview. A video taken
immediately after the assassination appeared to show police smiling
and posing with the alleged killer, Ogun Samast, a high-school dropout
then 17 years old.

The government is pursuing an alleged “deep state” organization in
a series of massive court cases. It has said it is trying to clean
up state institutions and bring them under full government control,
where for decades they had acted as a law unto themselves, on occasion
toppling elected governments. Ms. Becerik, however, said the government
needed to do more in the case of Mr. Dink.

“We will take this decision as a basis to renew our criminal complaints
[in Turkey] and take those responsible to court,” as well as demand
the current investigation be widened, said Ms. Becerik.

“These people cannot be taken to court because the regional governors
did not give permission. The governors are civil servants and they
answer to the government, which can take them to court.”

Ms. Becerik said the family hadn’t accepted the government’s offer
of an amicable settlement, partly because it came too late, but also
because a negotiation would follow in which the family would be asked
to compromise on their efforts to secure justice.

— If you asked people what country they thought was the chocolate
capital of the world, we bet you might get answers including Belgium
and Switzerland. (Go ahead, ask a few people; we’ll wait.)

Now, did anybody say Armenia? Probably not, but maybe they should have.

Over the weekend, the Guinness World Records folks certified that
the largest bar of chocolate was created by the Grand Candy Factory
in Yerevan, Armenia. The bar of dark chocolate was made with cocoa
beans from the African nation of Ghana. And there had to be a bunch of
beans to create this 9,702-pound bar, which measured 224 inches long,
110 inches wide and 10 inches thick.

The best part: The chocolate will be served to the public next month.

If you want to go to Armenia for some free chocolate, you need to
know where it is, right? The country, which was part of the former
Soviet Union, is bordered by Turkey, Azerbaijan, Iran and Georgia.

Azerbaijani forces have detained an Armenian reconnaissance agent at
the contact line separating Armenian and Azerbaijani forces.

The detained Armenian was part of a group who attempted to cross the
northwestern section of the contact line at about 17.00 (12.00 GMT)
on 11 September, the Azerbaijani Defence Ministry reported.

The reconnaissance group tried to escape when they realized they
had been spotted, but the Azerbaijani forces managed to detain scout
Manvel Mamikonovich Saribekyan.

Saribekyan said during his first interrogation that the group had been
trained and sent to the Azerbaijani side by the Armenian intelligence
services. A full investigation is under way.

Reports of exchanges of fire on the contact line have recently become
more frequent, with at least two Azerbaijani soldiers killed in close
fighting on 31 August.

The OSCE Minsk Group, mediating a settlement to the conflict, on 9
September urged all parties to observe the cease-fire.

Alexander Arzumanyan ‘Baku withdrew the project only after the
OSCE Minsk Group stated the intention to send a monitoring group
to the liberated lands.’ The fact that on September 9 Azerbaijan
removed the draft resolution on the situation in the occupied lands
of Azerbaijan from discussion and voting in the UN General Assembly
and postponed it for the 65th session of the General Assembly means
the only thing that from the next week and until September of the
next year this project will be hanging over Armenia like a Damocles’
sword, said Armenian former FM, representative of the opposition
Armenian National Congress Alexander Arzumanyan.

“Baku withdrew the project only after the OSCE Minsk Group stated
the intention to send a monitoring group to the liberated lands.

Azerbaijan got what it wanted that respectively it is senseless to
put the project for discussion. I think Armenia must respond to such
resolutions for all 365 days a year.

The military of the Armed Forces of Nagorno Karabakh (NKR) have denied
the information spread by Azerbaijan that a soldier of the NKR Armed
Forces had been captured.

In particular, Azerbaijani media released reports Monday that on
September 11 in the north-eastern direction of the line of contact
between Azerbaijan and Nagorno Karabakh a diversionary group of several
armed persons crossed the border and invaded in the opposite side. One
of the soldiers was captured, said local media.

However, a press office of the Armed Forces of Azerbaijan released
a statement reading the following: “The spread information goes
wrong with the reality and is a traditional disinformation of the
Azerbaijani side. There was not such kind of incident across the
Armenia-Azerbaijan line of contact either. This disinformation one
more tome shows that Azerbaijan’s authorities go on destabilizing the
situation in the region through false information and are trying to
mislead the international community and are ignoring the OSCE mission
aimed at settlement to the Karabakh conflict.”

Walter Kaelin To Visit Armenia On September 16

Special Representative of the United Nations Secretary-General on
the Human Rights of Internally Displaced Persons Walter Kaelin will
pay a visit to Georgia on September 13-16 within the framework of a
travel to the South Caucasus region, Voice of America reported.

Mr Kaelin will visit Tbilisi, then Sukhumi and Gali (a town of a
break-away region of Georgia), of which population are ethnical
Georgians.

On September 16, Mr Kaelin will travel to Armenia following a press
conference in Tbilisi.

The press office of the United Nations said that travel’s goal is to
discuss with authorities and civil public the highlights related to
the issues of the displaced persons.

The ratification process to set diplomatic ties between Armenia and
Turkey is failed; editor-in-chief of “Agos” daily Robert Kobtash
told Armenian journalists who arrived in Turkey, Panorama.am reporter
tells from Istanbul.

“Communication via closed borders is impossible, open borders were
important for us and in this respect we hailed the protocols,” Robert
Kobtash said.

To our question what side should be blamed for withdrawing the process,
Kobtash said: “Turkish state is.”

According to him, Turkish Government faces deeper challenges now –
forthcoming elections and pressures of the nationalists.

On September 12 RA NA Speaker Hovik Abrahamyan received the Deputy
Assistant Secretary for European and Eurasian Affairs of U.S.

Department of State Tina Kaidanow.

RA NA Speaker highly assessed the level of the existing relations
between Armenia and USA and thanked for the support being shown in
different spheres. Hovik Abrahamyan expressed willingness as Speaker
of Parliament to support the further strengthening and development
of the Armenian-American relations.

The Deputy Assistant Secretary for European and Eurasian Affairs
of U.S. Department of State also highly assessed the level of
the relations between Armenia and USA, expecting that cooperation
would continue. In that process he considered necessary the role of
the parliament. In Tina Kaidanow’s opinion, the Armenian-American
relations will continue to have positive developments, and the visit
of the U.S. Secretary of State Hillary Clinton paid to Yerevan was
a signal that the U.S. is willing to develop the bilateral relations
with Armenia. The U.S. expects to continue the cooperation in different
spheres over the regional problems and the NK issue.

The interlocutors touched upon the NK issue settlement. Hovik
Abrahamyan noted that Armenia adhered to the peaceful settlement
of the issue through negotiations within the OSCE Minsk Group and
welcomed the efforts of the USA in that direction.

Tina Kaidanow agreed that the negotiations should go on within the
OSCE Minsk Group, and raising the issue in other instances could not
be useful for the settlement process.

The counterparts also touched upon the legislative reforms and the
role of the parliaments in the regional security problems.

Syrian affiliate establishes fully equipped computer room
at Yerevan’s No. 56 School

For students and teachers of Yerevan’s No. 56 School, the start of the new
academic year this month was all the more joyous thanks to the opening of a
state-of-the-art computer room on campus. The much-needed new facility,
which includes all necessary fittings and audiovisual learning equipment in
addition to computers, was made possible by the Hayastan All-Armenian Fund’s
Syrian affiliate.

The opening of the computer room was celebrated on September 10 with a
festive ribbon-cutting ceremony attended by many dignitaries and guests
including Hranush Hakobyan, Armenia’s minister of Diaspora Affairs; Ara
Vardanyan, executive director of the Hayastan All-Armenian Fund; Hrair
Muradian, chairman of the fund’s Syrian affiliate; Gayane Soghomonyan, head
of the Yerevan Municipality’s Education Department; Hamlet Margaryan,
administrator of Yerevan’s Arabkir district; Grigor Shahnazaryan, deputy
administrator of the same district; and several alumni of the school.

The establishment of the computer room is the maiden project of the Syrian
affiliate, which was launched in April 2009. Its donation, worth about 8
million AMD (U.S. $22,000), comprises 20 latest-model computers, a printer,
a scanner, a DVD player, a television set, projectors, computer desks, and
chairs.

In remarks addressed to faculty and students during the opening ceremony,
Syrian-affiliate chairman Hrair Muradian said, “I bring you warm greetings
from Syria. I’m so very impressed by the sight of this beautiful and
well-maintained school, and commend you for keeping it in such pristine
condition. May this new computer room thoroughly serve its purpose and may
you enjoy it in your quest for knowledge.”

Following the ribbon-cutting ceremony, the guests looked on with pride as
upper-level students used their new computers to write individual essays on
the theme of benevolence.

Although the No. 56 School stands apart among the Armenian capital’s high
schools with its well-appointed campus and up-to-date furnishings, up till
recently it was seriously lacking in terms of advanced technological
learning tools, a computer room in particular. As soon as the fund’s Syrian
affiliate was informed of this critical need, it took urgent action, soon
afterwards making the creation of a computer room on campus a reality.

A highly dedicated faculty and academic excellence are hallmarks of the No.
56 School. In addition to its core curriculum, for the past 15 years it has
offered free afterschool classes in physics, chemistry, history, French, and
needlecraft as well as gymnastics programs. The school also has a choir,
which frequently performs in concerts.

Another area at which the school has always excelled are its various
cultural events, which help students acquire a deeper awareness of Armenian
history and culture, shape their world view, and go on to become model
citizens. Thus it was not accidental that the idea of student and teacher
participation in the Hayastan All-Armenian Fund’s annual National Giving
drive was born and began to be implemented at the No. 56 School. For the
past 14 years, the entire student body and faculty have joined forces to
make monetary contributions to projects carried out by the Hayastan
All-Armenian Fund in Armenia and Artsakh.

In her speech during the computer room’s opening ceremony, principal Mariam
Hovhannisyan eloquently expressed the message which the school’s teachers
have for years conveyed to their students. “The gift we have received is
undoubtedly great, but its spiritual value is greater still,” she said.
“Thanks to this wonderful project, our school has in a very real sense
become part of the bond between Armenia and the diaspora. Just as we
appreciate the Syrian-Armenian community’s largesse and feel that it is our
duty to take good care of its gift, we are gratified by the fact that today
our students were once again reminded of the importance of a good deed. They
learned that being engaged in altruism is always a rewarding experience.”

On his part, Ara Vardanyan of the fund congratulated the students and
faculty for their new computer room. “I am so happy that students of the No.
56 School will be able to acquire computer literacy, which is an advantage
of crucial importance in our time,” he said.

“A rapturous reception” of Belarusian President Alexander Lukashenko

the Russia’s political elite.

According to the biweekly, the Armenian oligarch was sternly warned by
