Manoyan believes the agreement between the Armenian and Azerbaijani
Presidents on swap of POWs will be implemented.

“In any case, the parties will work to that end until the December
OSCE summit in Astana to create an impression that they try to fix
progress,” Manoyan said when responding to a PanARMENIAN.Net reporter’s
question during a press conference in Yerevan.

“Azerbaijan has already stated that the meeting was important for them,
as due to the agreement, their servicemen’s body will be returned,”
Manoyan said, adding that the agreement will allow Aliyev to boast
some success in negotiations with Armenia.

“If the information spread by Armenia media proves true, these
politicians will be included into the blacklist,” said Elkhan Polukhov,
a spokesman for the Azerbaijani MFA.

Damien Abad (European Peoples’ Party) and Michele Rivasi (Group of
the Greens/European Free Alliance) accompanied by EPP expert Nicholas
Silberglied and EAFJD chairperson Hilda Tchoboian paid a visit to
NKR on October 28.

The United States welcomed the October 27 joint statement issued by
Presidents Dmitry Medvedev, Serzh Sargsyan and Ilham Aliyev in which
Armenia and Azerbaijan agreed to the exchange of prisoners of war
and the return of bodies with the assistance of the OSCE Minsk Group
Co-chairs and the International Committee of the Red Cross.

“We appreciate President Medvedev’s personal efforts to reach this
agreement, which aims to build confidence between the parties and
to strengthen the 1994 ceasefire,” U.S. Assistant Secretary of State
for Public Affairs Philip Crowley told a daily press briefing.

“This joint statement represents a positive development in the ongoing
OSCE Minsk Group process to reach a peaceful resolution to the conflict
of Nagorno Karabakh and we look forward to seeing its implementation
as soon as possible,” he said.

ARMENIA’S REPRESENTATIVES REJECT FURTHER PARTICIPATION IN MEDIA EXHIBITION IN IRAN

The organizers of the 17th international exhibition festival of
press and information agencies, where Armenia is represented by
PanARMENIAN.Net news agency and Azg newspaper, asked the Armenian
journalists to continue participation in the event but were rejected
due to the failure to return the photograph of the Armenian monument
to the Armenian pavilion.

Therefore, the event organizers said they will not pay for
accommodation of the Armenian delegation any more.

Thanks to the efforts of Armenian Ambassador to Tehran Grigor
Arakelyan, the Armenian journalists will come back to Yerevan on
the night of October 30, several days prior to the scheduled date
of return.

Besides, PanARMENIAN.Net correspondent Yekaterina Poghosyan reported
that yesterday, October 28, the exhibition managers collected the
Armenian delegation’s statement from other participants.

Earlier, when Armenian journalists started distributing the statement,
one of the exhibition organizers approached them and said that
participants have no right to circulate any documents in the exhibit
hall. In response, Armenia’s representatives showed a “book” about
Nagorno Karabakh, which is being distributed by the Azerbaijani
delegation among the other participants of the event.

Representative of the organizing committee said he is unaware of it
and promised to collect those books. However, the attempt to take
away the edition from the Armenian journalists did not succeed.

Although circulation of the statement was barred, the other
participants of the exhibition had a possibility to familiarize
themselves with the text reading: “Dear colleagues, we, the
correspondents of PanARMENIAN.Net news agency and Azg newspaper,
representing Armenia at the exhibition festival of press and
information agencies, apologize for ceasing our participation over the
unsatisfactory organization of the event, during which media freedom
is being infringed and limitations are imposed on materials providing
information about our country. We express our indignation at the
fact that the exhibition organizers disallow placement of We and Our
Mountains monument image on our stand, thus yielding to provocative
acts of the Azerbaijani delegation, which used the event to push on
anti-Armenian propaganda and claims to the historical Armenian land,
Artsakh. With the exhibition organizers failing to keep their promise
and return the photograph of the monument to the Armenian pavilion
as well as to ensure security of the Armenian delegation, we consider
our further participation in the event to be impossible.”

It worth mentioning that the other delegations support the Armenian
journalists and intend to issue a complaint over the improper
organization of the event.

“As the Iranian side failed to keep its promise and return the
photograph of We and Our Mountains memorial, placing a photo of
Yerevan fountains instead, we took the decision to boycott the
event,”PanARMENIAN.Net correspondent Yekaterina Poghosyan said.

A photograph of Artsakh’s symbol – We and Our Mountains memorial which
was featured in the Armenian pavilion at the 17th media exhibition
in Tehran aroused indignation of the Azerbaijani delegation. While
the correspondents from PanARMENIAN.Net and Azg were preparing their
pavilion for opening on October 25, the Azerbaijanis were closely
following the action. After the map of Armenia and Artsakh Republic
was stuck to the stand, they first demanded that the map and the image
of the monument should be removed but then, without waiting for any
decision by the exhibition management, one of them burst into the
pavilion and tore away the map. It’s also worth mentioning that the
Azerbaijanis called the Turkish delegation to protect their interests.

Attempts to draw the infuriated Azerbaijani aside attracted attention
of a dozen of foreign attendees.

After talks with Armenia’s Ambassador to Iran Grigor Arakelyan,
the organizers promised to return the photo but then went back on
their word.

efforts in the settlement of Karabakh issue, Kazakh President Nursultan
Nazarbayev stated.

Addressing the participants of St. Petersburg-hosted international
conference on Kazakhstan’s OSCE chairmanship, he said “we continue
to keep protracted conflicts in the scope of our attention.”

“5 + 2 format consultations on Transdniestria problem were held in
May 2010 under the aegis of current OSCE chairman. We’re also taking
significant mediator efforts in the settlement of Karabakh issue,”

has said that the main goal of the presidential meeting in Astrakhan
was to relieve tensions, which emerged as result of a regular wave
of Azerbaijan’s threats and incidents at the line of contact.

Russian President’s initiative was successful enough, according to him.

However, Mr. Manoyan noted that people should not anchor hopes on
the forthcoming OSCE summit in Astana.

Asked why the Presidents of Armenia and Azerbaijan continue to meet if
they can’t achieve any agreement, he said, “The more the Presidents
meet the less frequent are the incidents at the frontline. Anyway,
it’s better just to meet than not to meet at all.”

said that both the Karabakh conflict and Armenian-Turkish normalization
are important, as their escalation may lead to destabilization of
the region, i.e. to a war.

However, answering a question whether the launch of Bushehr NPP in Iran
may push aside the Karabakh conflict settlement or Armenian-Turkish
normalization for the international community, Manoyan said that the
Iranian problem has already become a priority for the international
community in the region.

“The current developments in the region should force the international
community to prevent wars,” he said, adding that if a war bursts out
between Artsakh and Azerbaijan, it may have unpredictable consequences.

YEREVAN, October 29. /ARKA/. Zharangutiun (Heritage) faction in
Armenian National Assembly doesn’t view postponement of the vote on
recognition of Nagorno-Karabakh Republic’s independence as retreat.

Armen Martirosyan, a member of the faction, said “nobody announced
a war to retreat”.

On Thursday, Armenian National Assembly decided to postpone the
vote on the Zharangutiun-proposed bill calling for recognition of
Nagorno-Karabakh Republic’s independence for December 9.

The bill remains on the agenda pending for the OSCE summit scheduled
for December 1.

Safaryan said that the decision was made after parliamentary factions’
consultations.

Karabakh conflict broke out in 1988 when Karabakh, mainly populated
by Armenians, declared its independence from Azerbaijan.

On December 10, 1991, a few days after the collapse of the Soviet
Union, a referendum took place in Nagorno-Karabakh, and the majority
of the population (99.89%) voted for secession from Azerbaijan.

Afterwards, large-scale military operations began. As a result,
Azerbaijan lost control over Nagorno-Karabakh and the seven regions
adjacent to it.

Some 30,000 people were killed in this war and about one million
people fled their homes.

On May 12, 1994, the Bishkek cease-fire agreement put an end to the
military operations.

Since 1992, talks brokered by OSCE Minsk Group are being held over
peaceful settlement of the conflict. The group is co-chaired by USA,
Russia and France.

YEREVAN, October 29, /ARKA/. In response to concerns that delivery of
Russian natural gas to Armenia via a pipeline running across Georgia
may be jeopardized after an Azerbaijani company

Oil & Gas Construction Trust has won a tender announced by Georgian
government for supply of pipes and other materials for repair of the
North-South pipeline, Shushan Sardarian, a spokeswoman for Armenia’s
natura gas operator ArmRosGazprom, said all questions that may arise
during the pipeline’s overhaul in Georgia’s territory will be settled
as spelled out by related agreements signed by ArmRosGazprom with
the supplier.

In September 2008, Georgia received additional funds from the U.SD.-
government-run Millennium Challenges Corporation to finance the second
stage of repairs to the pipeline.

The Azerbaijani company will have to supply pipes and other materials
within 120 days.

ARG is the only company dealing with import and distribution of
Russian natural gas coming to Armenia from Russia via Georgia. It was
established in 1997. Russian Gazprom holds the majority stake in it,
the rest is owned by Armenian government.

Armenia’s Natural Gas Operator Pays More Taxes Than Any Other Compan

ARMENIA’S NATURAL GAS OPERATOR PAYS MORE TAXES THAN ANY OTHER COMPANY

YEREVAN, October 29, /ARKA/. Armenia’s natural gas operator ZAO
ArmRosGazprom, paid a total of 12.9 billion Drams in various taxes
in the first nine months of the year, more than any other company,
the State Revenue Committee said in a report.

According to the report, the total amount of taxes paid by Armenia’s
largest corporate taxpayers grew by 18% year-on-year to 254.7 billion
Drams. But the growth was due to rise in indirect taxes which grew
in the reporting period of time by 29% year-on-year to 139.4 billion
Drams. The volume of direct taxes slashed by 5.5% to only 52.44
billion Drams.

Compared to the first nine months of 2009 the share of direct taxes
paid by largest taxpayers slashed from 26% to 21% this year.

Other largest taxpayers are Alex Grig company (12.3 billion Drams),
K-Telecom (trading as VivaCell-MTS, 12.2 billion Drams) ArmenTel
telecommunications company (11.1 billion Drams) and Zangezur copper
smelter (8.8 billion Drams).
