The Astrakhan meeting aimed to relieve the tension that resulted from
Aliyev’s bellicose statements and incidents at the line of contact,
Head of the Armenian Revolutionary Federation (ARF) Bureau’s Hay Dat
and Political Affairs Office Kiro Manoyan told a press conference
today.

According to him, the meeting did not give more than this and could
not give because of the position of Azerbaijan, which does not see
Karabakh outside Azerbaijan’s jurisdiction.

Kiro Manoyan does not think any documents will be signed during
the OSCE summit in Astana. “The more the Presidents meet, the less
possibility of resumption of military actions. Anyway, it’s better
just to meet than not to meet at all,” he stated.

“The negotiation process on teh Karabakhc onflict settlement is
important event if it produces no serious reults, because it shows
that the parties are trying to solve the issue in a civilized way,”
Republican MP Hamlet Harutyunyan told a press conference today.

“There is no step forward, but there is no step backward either,”
Hamlet Harutyunyan said, commenting on the outcome of the Astrakhan
meeting between the Presidents of Armenia, Russia and Azerbaijan.

Accoridng to him, teh meeting further delayed the possibility of
resumption of war. “The neutralization of the threat of war is a
priority issue for both Armenia and Azerbaijan,” he said.

Hamlet Harutyunyan considers that some document will be signed at
the OSCE summit in Astana.

The newly appointed Ambassador Extraordinary and Plenipotentiary of
Israel to Armenia Shmuel Meyrom presented his credentials to President
Serzh Sargsyan.

President Sargsyan congratulated the Ambassador on appointment and
voiced hope that the Armenian-Israeli relations would further reinforce
and develop during his tenure in office. The President underlined that
the two ancient nations, which share many similarities due to deep
historic roots and by the will of fate have to have close relations
and actively cooperate in political, economic and cultural spheres.

Ambassador Shmuel Meyrom assured he would do his best to contribute
to the development of bilateral relations. According to him, aspiring
to establish peace and friendship in the region, Israel and Armenia
can do much to reach that objective through cooperation.

The issue of recognition of Nagorno Karabakh’s independence is
anti-constitutional and should not have been put on National Assembly
agenda, leader of the Constitutional Right Union Hayk Babukhanyan
told a press conference today.

“With the declaration of December 1st, 1989 and the current Armenian
legislation, the Nagorno Karabakh Republic is considered a region
reunited with Armenia,” Babukhanyan said.

According to him, Azerbaijan actually recognizes that decision,
since it holds talks with the President of Armenia.

“Azerbaijan recognizes that Nagorno Karabakh is a territory united with
Armenia, and when we speak about the recognition of NKR independence,
it is concession. That means we are yielding one of our regions and we
agree that it becomes an independent state,” Hayk Babukhanyan stated.

The newly appointed Ambassador of France to Armenia Henri Reynaud
presented the copies of his credentials to Armenian Foreign Minister
Edward Nalbandian.

Congratulating the ambassador on appointment, Minister Nalbandian noted
that the relations between Armenia and France were on the highest
level in political, economic and humanitarian spheres and voiced
hope that Ambassador Reynaud would contribute to the reinforcement
of traditionally friendly relations between the two countries.

The Ambassador underlined that France attaches special importance to
the development of relations with Armenia. He assured that he would
do his best to contribute to the further deepening and expansion of
bilateral cooperation.

The interlocutors exchanged views on the a number of bilateral,
regional and global issues.

France welcomes the adoption at the initiative of President Medvedev,
of the joint declaration by Presidents of Armenia, Azerbaijan and
Russia, says a press statement of the Foreign Ministry of France.

The Foreign Ministry also welcomed the personal commitment of the
Russian President to resolving the conflict.

“The measures agreed by the parties in Astrakhan can help reduce
tensions and violations of the cease-fire that have multiplied in
recent months. That is why France expects them to be implemented
without delay,” the statement reads.

It is through dialogue and openness that Nagorno-Karabakh conflict can
be resolved to ensure a future of peace, stability and prosperity in
Armenia and Azerbaijan, as well as for the whole region, the French
Foreign Ministry stated.

The US welcomes the October 27 joint statement by Presidents Medvedev,
Sargsyan and Aliyev in which Armenia and Azerbaijan agreed to the
exchange of prisoners of war and the return of bodies with the
assistance of the OSCE Minsk Group co-chairs and the International
Committee of the Red Cross, US Assistant Secretary of State Philip J.
Crowley told a daily briefing.

“We appreciate President Medvedev’s personal efforts to reach this
agreement, which aims to build confidence between the parties and
to strengthen the 1994 ceasefire. This joint statement represents
a positive development in the ongoing OSCE Minsk Group process to
reach a peaceful resolution to the conflict of Nagorno-Karabakh and
we look forward to seeing its implementation as soon as possible,”
Crowley stated.

On October 27-28, over 25 ceasefire violations by the Azerbaijani
side were registered at different parts of the contact line between
the armed forces of Nagorno-Karabakh and Azerbaijan.

The units of Azerbaijani armed forces fired at Karabakh positions
from different types of small arms, including sniper rifles in the
directions of Hadrut, Martuni, Askeran and Martakert, NKR Defense
Ministry press service reported.

The enemy was silenced by the response action taken by the divisions
of the NKR Defense Army.

On October 29, GeoProMining Gold company presented a project on
reconstruction of Ararat gold recovery plant and construction of a
new plant with introduction of Albion innovative technology.

The presentation was held by international specialists of leading
mining companies in the world, such as Xstra Tecnology, Core Resources,
as well as FRASER ALEXANDER and epoch, which are specialized in
modernization of tailings dams. A delegation of GeoProMining Group
management led by President of the Group Roman Khudoliy also partook
in the presentation.

Roman Khudoliy told journalists that a feasibility study of Albion
technology, as well as all design works by international specialists
will be completed by June 2011. They will be followed by the launch
of construction works of the new plant with introduction of the new
technology. The works will be finished in 2013. According to him,
the volume of investments in the project may amount to USD 100mln.

A refrigerated store of fruits and vegetables opened in Zaritap
village of Vayots Dzor region, Armenia.

The coolhouse was constructed through financing of Water to Market
program of Millennium Challenge Fund-Armenia SNCO and program on
social security of Oxfam British organization. It belongs to Zaritap
and Gerger consumer cooperatives with participation of 64 farmers. The
cell with an area of 140 cubic meters is supplied with refrigeration
equipment and secures storage of above 40t of agricultural products.

Oxfam Armenia Subsidiary Director Margarita Hakobyan said that it is
one of the projects of the five-year program on sustainable social
security of rural areas that will be implemented in Vayots Dzor and
Tavush regions in 2010-2015. “The program will assist 4,000 farmers
from 40 communities of the regions. The program assists poor rural
communities and promotes production of ecologically clean agricultural
products,” she said.

Water to Market Team Leader Richard Harelbrink said that Armenia needs
similar cold stores to expand and develop the country’s fruit farming.

“They provide farmers with more stable market opportunities. Similar
facilities provide with the opportunity to decrease losses during
harvesting,” he said.
