OSCE TO CONDUCT MONITORING ON THE LINE OF CONTACT

Under the mandate of the Personal Representative of OSCE
Chairman-in-Office, a regular monitoring on the Karabakhi-Azerbaijani
line of contact is scheduled for November 3.

The monitoring is planned to conduct in the neighborhood of Mezem
village, Kazakh region.

>>From the Azerbaijani side it will be conducted by Field Assistants
of the Personal Representative of OSCE Chairman-in-Office Antal Hediks
and Christo Christov, Azerbaijani news agency APA reports.

Coordinator of the Personal Representative of OSCE Chairman-in-Office
Imre Palatinus and Field Assistants William Pryor and Zhaslan Nurtazin
will carry out the observation the Armenian side.

US Congress mid term elections start today with the American citizens
to elect the entire staff of the House of Representatives (435)
and 37 Senators out of 100 Senate mandates.

The elections have cought media spotlight in Turkey. Turkish media
tries to analyze how Republicans~R victory in these elections
can affect the future of the Armenian Genocide Relolution and the
Turkish-American relations.

~SUS President Barak Obaman~Rs Democratic Party currently hold
majority in both chambers of the Congress. But the results of the
exit polls conducted in the United States show that the Republicans
will defeat the Democrats in today~Rs midterm elections and will form
a majority both in the House of Representatives and in the Senate,~T
writes Turkish daily Gunes, adding that Republicans~R win would have
both positive and negative effects for Turkey.

~SShould the Republicans win a majority in the House of Representative
of the US Congress, Speaker of the House of Representatives Nancy
Pelocy, known for her anti-Turkish and pro-Armenian views, will in
all probability have to concede her place to pro-Turkish John Bohner,
which will be of significant importance for Turkey. During a 2007
voting on the Armenian Genocide resolution in Congress Bohner had
stated that the issue should not be discussed by political figures
in Washington, but rather by historians,~T writes the newspaper,
adding that though the Republicans attach far more importance to the
Iranian and Israeli issues.

Journalist Among Georgians Accused Of Spying For Russia

JOURNALIST AMONG GEORGIANS ACCUSED OF SPYING FOR RUSSIA

The Georgian media have found out the names of 4 people arrested on
suspicion of espionage. One of them is Petre Davrishadze, an inhabitant
of the Georgian resort town of Cobuleti.

Earlier, it was reported that at least two of the detainees –
entreprenuers Armen Gevorgyan and Ruben Shikoyan – were Armenians.

The fourth person is Ruslan Galogre who worked in one of the hotels
in Batumi.

Reuters reported earlier that Georgian police detained 20 people
suspected of spying for Russia.

The country’s Interior Ministry refrained from comments, stating
that an official announcement will be made at a press conference on
November 5.

ICRC’s Yerevan Office Has Received No Requests On POW Repatriation

ICRC’S YEREVAN OFFICE HAS RECEIVED NO REQUESTS ON POW REPATRIATION

To date, no request or claim on organizing the repatriation of
either Armenian or Azerbaijani refugees has been submitted to the
International Committee of the Red Cross (ICRC), according to Ashot
Astabatsyan, Communication Programs Coordinator at ICRC Yerevan Office.

~SThe International Committee of the Red Cross has the status of a
neutral mediator, and its activities towards organizing repatriation
derive from such status,~T he told Tert.am.

According to Mr. Astabatsyan, there are currently 8 prisoners of war,
6 civilians as well as 3 dead bodies on Armenian and Azerbaijani
territories.

In a recent meeting in Astrakhan, Russia, Armenian and Azeri Presidents
Serzh Sargsyan and Ilham Aliyev reached an agreement on exchanging
prisoners of war and returning the dead bodies of all those killed
as a result of ceasefire violation.

On 1 November President of the Artsakh Republic Bako Sahakyan received
member of the Montreal City council (Canada) Harout Chitilyan and
head of the governmental relations office under the Canadian diocese
of the Armenian Apostolic Church Hakob Arslanyan.

According to a release by Karabakh’s presidential administration,
Bako Sahakyan noted the importance of their to Artsakh, underlining
that it would contribute to closer introduction to the Motherland,
as well as establishing mutual ties.

Mr Sahakyan also said that visits create good opportunities for
elaborating joint programs of cooperation.

An investigation over Ergenekon ~V an alleged clandestine,
ultra-nationalist and terrorist organization in Turkey ~V has revealed
new surprising details.

According to Turkish news agency Cihan, the materials of a case called
~SErgenekon-2~T and prepared by the Istanbul Prosecutor~Rs Office,
Erhan Keskin, a defendant in this case, has pledged that Ergenekon
once sent agents to Armenia, Nagorno Karabakh and Azerbaijan.

Keskin, arrested over a murder plot has plead guilty and confessed
that he was instructed by a Turkish warrant officer named Sedat Dincer.

He has also confessed that together with some other agents once he
was sent to Armenia, Nagorno Karabakh and Azerbaijan tasked with
collection of information.

~STogether with warrant officer Sedat Dincer I went to Diyarbakir where
I was introduced to Jimshit Aksu and to his brother Ridvan. After
having taken a course in Armenian from a woman named Anush we were
sent to Yerevan, Baku and Nagorno Karabakh with a special task to
collect information,~T Keskin confessed with no mention as to what
information he meant.

French President Nicolas Sarkozy will pay his first visit to
Azerbaijan, Azerbaijani news website News.az reports.

During the visit, the leader of the OSCE Minsk Group co-chairing
state is planning to discuss his country’s role in Karabakh settlement
process, Azerbaijani Ambassador to France Elchin Amirbekov said.

“We are at the moment clarifying the timeframes of the French
president’s visit. The bilateral negotiations during the visit will
focus on France’s role in the resolution of Karabakh conflict, as
well as the activities of OSCE MG French Co-Chair Bernard Fassier,”
the diplomat stressed.

All the parliamentary political powers, as well as the Armenian
National Congress (HAK) currently have chances to win in the upcoming
parliamentary elections, leader of the Republican Party parliamentary
faction Galust Sahakyan finds.

“I think HAK as a pro-opposition power has good chances to win if it
works properly,” he told a news conference on Tuesday.

Touching upon his party’s activities, Mr. Sahakyan noted that the
Republicans had fulfilled most of their promises, although that may
not satisfy the people.

As one of the key achievements of the party, he pointed to the fact
that they managed to overcome the financial-economic crisis, without
reducing the budgetary expenses.

Armenia’s Foreign Minister Edward Nalbandyan received Monday more
than 30 journalists from different European countries.

During the meeting, Mr. Nalbandyan introduced the basic trends and
priorities of Armenia’s foreign policy.

Upon the guests’ requests, the Minister touched upon Armenia’s European
integration policy. He also briefed them on the recent developments in
Karabakh peace process, Armenia’s bilateral relations with different
countries and its approach to different regional issues.

Car Imports To Armenia Have Increased

CAR IMPORTS TO ARMENIA HAVE INCREASED

Armenia imported 14,079 cars during the first nine months of 2010,
which is more compared to the same period in 2009 – 12,858 cars.

According to the customs service of the State Revenue Committee of
the Republic of Armenia car imports have resulted in levying 17,193
million drams in taxes this year.

Only 1,178 cars imported have been made in Russia.

Of all the cars imported the price of 4,467 cars has been $5000 USD
and less, the price of 4,467 cars has ranged between $5,000-10,000 USD.

Prices of 1,293 cars imported have ranged between $10,000-15,000 USD,
while with 1,364 cars the prices have fluctuated between $15,000-30,000
USD.

The prices of only 908 cars have been $30,000 and more.

Car imports were significantly reduced in 2009 due to the global
financial-economic crisis. If in 2008 41,910 cars had been imported
to Armenia, in 2009 that numbers had already shrunk to 17,296.
