Pension Reforms Are ‘Absolute Nonsense:’ Hrant Bagratyan

PENSION REFORMS ARE ‘ABSOLUTE NONSENSE:’ HRANT BAGRATYAN

Tert.am
15:56 02.11.10

Speaking at a news conference today, Armenia’s former Prime Minister
Hrant Bagratyan described the current pension reforms as “absolute
nonsense.”

“Such reform was mainly based on the former Soviet system, when the
working generation paid for the elderly who no longer worked. But
now the principle has changed; everyone has to work for his future
pension,” he noted.

Mr Bagratyan also introduced his calculations of the cumulative
pension system. According to him, an income of $300 million USD will
be generated due to the sums paid by those employed and an equal sum
will be generated due to state allocations.

“It makes 600 million. They already export $1 billion USD, so are
they going to export that 600 million too?”

Mr. Bagratyan introduced HAK’s scheme which proposed that pension
deductions from monthly salaries include the taxes as well. And most
importantly, the payments by employers should form part of pensions.

Touching upon the issue why the pension reforms are being postponed
for several years running, the former premier explained that by the
authorities’ inability to realize the plan.

“They are unable to bring those reforms to life,” said he, adding
that the authorities don’t even have the courage to say that they
have erred.

INTERNATIONAL COMMUNITY SEEKS KARABAKH’S RESOLUTION THROUGH “LANDS IN RETURN FOR TEMPORARY STATUS” FORMULA, ARAM KARAPETYAN

Tert.am
15:03 02.11.10

The process of the recognition of the Republic of Nagorno Karabakh
should have started earlier, leader of Nor Zhamanakner (New Times)
political party Aram Karapetyan told today a news conference, touching
upon a draft law by Zharangutyun (Heritage) Party’s parliamentary
faction that proposed to recognize Karabakh’s independence.

The politician approved of the recent delay over the voting of the
draft law since its adoption could lead to regional destabilization.

“Despite the existing controversies, the international community, in
my opinion, wishes to achieve NKR conflict resolution and the opening
of the Armenian-Turkish border by proposing [the plan] Zurich-2. They
seek to resolve the problem through “lands in return for temporary
status” formula,” he said.

Member of Republican Party parliamentary group Artak Zakaryan, also
attending the news conference, noted in turn that his party is against
that draft as it doesn’t want to break the negotiation format.

Touching upon the alleged roadmap to be signed in Astana, he didn’t
consider such possibility realistic.

LEVON SHIRINYAN IS SKEPTICAL OF TURKEY’S REMOVAL OF ARMENIA FROM ITS ‘RED BOOK’

Tert.am
14:45 02.11.10

The rumors that Turkey has removed Armenia~Rs name from its military
doctrine may be disinformation, Doctor of Political Sciences Levon
Shirinyan believes.

~SIf we study the political processes in different states, we~Rll
see that such documents are very changeable. I don~Rt think Turkey
can remove Armenia from the list even if it wishes so, because it~Rs
a country which built its present-day republic and top political
leadership through pillaging Armenians,~T he noted.

Mr Shirinyan didn~Rt, however, rule out the possibility of Turks
organizing a political campaign, such as disseminating the necessary
information.

~SThose who disseminate the information have seen the document. And
if they have seen it, it begs the question: where from?~T the expert
asked, expressing his skepticism about the information.

HHK WILL ACCEPT EVEN A ‘PATH-MAP’ ONLY IF AZERBAIJAN …

Tert.am

Armenia will not agree to any roadmap for resolving the Nagorno
Karabakh conflict unless the status of that country has been
determined, according to Republican Party of Armenia (HHK)
parliamentary faction leader Galust Sahakyan.

“What is said to be a road map is a very mild expression. We are
not going to change our stance,” he told a news conference today,
asked whether a roadmap might be introduced at the upcoming OSCE
summit in Astana, Astrakhan.

Further Mr Sahakyan said that any roadmap is possible, only in case
Azerbaijan declares that Nagorno Karabakh cannot form part of it,
adding that in that case, Armenia will agree even to what he called
a “path- map.”

“Any roadmap is possible, should Azerbaijan declare NKR cannot form
part of Azerbaijan. In that case, we’ll agree even to a path- map,”
Armenian parliamentarian added.

INFLATION TO GO UP TO 7-10% BY DECEMBER, FORMER PRIME MINISTER PREDICTS

Tert.am
14:06 02.11.10

Inflation in Armenia will make 7-10% by the end of the current year,
according to Armenia’s former Prime Minister Hrant Bagratyan.

“The 4% predicted by the government is unrealistic,” he told
journalists on Tuesday.

At that, he noted that hypercentralised production affects price
growth.

“We have information that there are currently disputes over
monopolizing the imports market,” Mr. Bagratyan said, adding that
the current increase in cheese price could have been caused by high
prices on cheese powder in the global market.

Speaking about the Armenia’s economic situation, the former premier
said that no economic growth was observed in the country.

“We haven’t yet managed to recover the 2007 economic indices. There is
very little growth compared to last year’s 22% downfall,” he mentioned.

In addition, Mr. Bagratyan said he predicted no economic growth by
the end of 2010.
