On November 2, Artsakh Republic President Bako Sahakyan held a working
meeting attended by heads of regional administrations addressing
socio-economic situation in the regions and formation of the state
budget for 2011.

During the meeting, B. Sahakyan stressed importance of regional
development as a basis for country’s socio-economic progress.

Today on the meeting with the journalists answering the question
whether it is possible to present a road map on the OSCE summit in
December in Astana the head of the Republican Party Galust Sahakyan
said that the road map is very soft word.

“We will not change our dispositions. There can be no road map without
the Karabakh’s status. If they openly state that Karabakh can’t be
a part of Azerbaijan, we will agree not only with the road map but
also with the track map,” mentioned G. Sahakyan and added that for
them the status of Karabakh is significant.

Minister of Transport and Communications Manuk Vardanyan received
Kazakhstan’s Ambassador to Armenia Ayimdos Bozzhigitov on Tuesday,
according to the press service of Armenia’s Ministry of Transport
and Communications.

Upon his guest’s request, the minister briefed him on the transport
infrastructures in Armenia, and particularly the current projects
being implemented in the sector.

Mr. Vardanyan also informed his guest that the preparation for the
feasibility studies of “North-South” railway is currently underway.

The construction will be carried out in two stages. Three companies
have submitted claims for participating in the open contest and their
documents are currently under review.

Ambassador Bozzhigitov noted in turn that the absence of transport
corridors reduces product turnover between the two countries.

He also informed the Mr Vardanyan that an Armenian-Kazakh business
forum scheduled for December will focus on a number of issues related
to the mechanisms of increasing bilateral product turnover.

On 2 November President of the Artsakh Republic Bako Sahakyan convoked
a working consultation with the participation of the heads of regional
administrations.

Issues related to the socioeconomic situation the Artsakhi regions
face and the formation of the 2011 state budget were discussed during
the consultation.

According to a release by Artsakh’s presidential administration, Mr
Sahakyan noted that the development of the regions was a basis of the
republic’s socioeconomic progress and in this respect underlined the
importance of active participation of the regional administrations
in budget formation.

According to Bako Sahakyan the programs stipulated by the budget should
be realistic and reflect pivotal directions of both the regions and
the republic in general.

Artsakhi Prime Minister Ara Haroutyunyan and other officials also
took part in the consultation.

Around 30 local and foreign companies are involved in the construction
of the new terminal of Zvarthnots airport in Yerevan. One of them is
a Turkish organization which, as a subcontractor, is engaged only in
installing the facade windows, Press Secretary of Zvarthnots Airport
Gevorg Abrahamyan told Tert.am.

He denied Turkish media reports on the construction being carried
out by Turkish specialists.

Ismayil Kahraman, reporter of Turkish Gebzegazetesi website, who had
a three-day visit to Armenia and had shot a documentary, has written
an article in which he mentioned that the new terminal is being
constructed by Turkish specialists who use construction materials
imported from Turkey.

“I have always taken pride in Turkish businessmen’s success in many
countries of the world. But to see their success in Armenia was quite
a different pride. Turkish products are sold almost everywhere. An
Argentinean businessman of Armenian decent who decided to reconstruct
Yerevan airport to help Armenia has given preference to Turkey. The
technical specialists participating in airport construction come from
Turkey. And the construction materials are imported from Turkey as
well,” the Turkish journalist writes.

Touching upon the Armenian Genocide issue, Ismayil Kahraman states
that Armenians will not succeed in their efforts to exert pressure
on Turkey.

“By inventing such a lie as Genocide, Armenia will never manage to
drive Turkey to a tight corner. An Armenian citizen is not even aware
of Armenian lobbyist organizations’ genocide campaign. I wish Armenian
lobbies and Armenian Diaspora directed all sums the spend to Armenia’s
development. Armenia suffers most from closed borders. If this goes
on, Armenia will no longer have a young population demanding lands
from Turkey and the country will no longer be capable of protecting
even its present day territory,” the Turkish author says in conclusion.

Newly appointed Canadian Ambassador to Armenia John Clayburn Sloan
submitted his credentials to Armenian President Serzh Sargsyan
on Tuesday.

Congratulating the diplomat on his new appointment, President Sargsyan
wished him further success.

Both parties emphasized the importance of using the full potential of
bilateral cooperation in trade-economic, cultural, local government
and other sectors.

They also stressed the role of Armenian-Canadian community in
strengthening the relationship between the two states.

The Ambassador expressed satisfaction with effective bilateral
cooperation within different international organizations, particularly
United Nations and OSCE. He promised to do his best for further
strengthening and development of Armenian-Canadian ties.

This fall turned out a productive period for Armenian singers. They
have been very active, some giving solo concerts and others releasing
new CDs.

A solo concert by Mr. X is scheduled for October 20 in Aram Khachaturyn
concert hall in Opera HOuse. The singer will perform his famous songs
and introduce new ones to the public.

The Public Syphonic Jazz Group is also taking part in the concert.

The Republican Party of Armenia will do its best to take hold of
all the resources in the next presidential elections, Leader of
Nor Zhamanakner Party (New Times) Aram Karapetyan said at a press
conference today.

“That is the classic way of retaining power through oligopoly,”
said he, adding that his party will remain committed to the radical
opposition.

Mr Karapetyan believes that elections will not change anything
in Armenia unless systemic changes are introduced in the country.

Asked why then he remains active in the political arena, Mr Karapetyan
said: “To use the political moment to carry a revolution.”

Further he spoke about what Armenia’s ruling authorities are planning
to do in 2013 – the year to hold the next presidential elections.

According to Mr Karapetyan the authorities will not register two
presidential candidates. One will be Aram Karapetyan himself, and
the other -Raffi Hovhanissian, the leader of Zharangutyun (Heritage)
Party.

Instead, according to him, a candidate will represent the opposition
whom Armenia’s current President Serzh Sargsyan will “defeat.”

“I know the name of that person, but I won’t give it yet. That
is not Levon Ter-Petrosyan, nor is he [former president] Robert
Kocharyan. A new person will be elected,” said he, adding that the
person mentioned will, however, be experienced in politics.

Asked whether or not that person is Arthur Baghdasaryan, Secretary
General of Armenia’s National Security Council, Mr Karapetyan gave
a negative response.

ArmInfo. Yerevan Internet-provider Ucom has spread coverage at Arabkir
region. The company offers customers Internet services, IP television
and fixed telephone communication. Armenian Deputy Economy Minister
Vahe Danielyan said at the opening ceremony of the Ucon office that it
is very much important that Internet communication is available. ‘It
is in line with the policy of the state on building of the high
quality telecommunication net if the pan-national scale in Armenia’,
– Danielyan said and added development of e-gov will become one of the
projects on the basis of wide availability of Internet-communication.

Director General of Ucon Hayk Yesayan said the market is prospective
and the company strives to make its services as much available as
possible for the users. At present the number of Internet Ucon users
is about 4thsd people, and the number of IP-television users will
become 1 thsd people by the end of the month.

In future Ucom is going to extend coverage at other districts of
Yerevan too.
