ArmInfo. Within the framework of the VivaCell-MTS Career Development
Program VivaCell-MTS is happy to announce a Legal Essay Program among
the students of law and related disciplines from all universities
of the Republic of Armenia (applications from PhD students are also
accepted). The applications will be accepted in the following legal
fields. The applicants are free to use any direction/scope of the
essay they want within the frames of the below topics:

1. Telecom and Internet law; 2. Armenian Corporate and International
private law; 3. Armenian contract law; 4. Civil Litigation &
Arbitration in Armenia.

Prospective applicants shall hold a valid student card until the
results of the Program are announced. The essay shall be an original
work and shall not be published on the date of submission. The ideal
length of articles is 40,000 characters (without spaces). Shorter
and longer manuscripts are admissible, within reason. Applicants
are free to submit their thesis, dissertations and scientific works,
which have not been published or submitted elsewhere yet. An abstract
of about 150 words should be included. The page format is 2/2/2/2,
1,5 line spacing, font – 14, Arial or Arial AM.

The authors are allowed to submit their essays in three languages
– Armenian, Russian or English. The essay shall be carefully
written with no mistakes – essays will not be considered if there
is significant amount of mistakes or they do not conform the set
requirements. VivaCell-MTS reserves the right to edit the manuscript
not altering its original content.

Prospective applicants will apply directly through [email protected]
until December 1 2010. The best essays will be announced in mid March
2011. The winners will be chosen by the anonymous review done by the
lawyers of VivaCell-MTS.

The winners will get VivaCell-MTS corporate gifts as well as Merit
Certificate officially awarded by VivaCell-MTS. The works of the
winners will be posted on the VivaCell- MTS Career webpage and in
the VivaCell-MTS library.

ArmInfo. British AECOM is to draft a business plan for developing
Armenia’s Southern Tourist Corridor, Executive Director of the National
Competitiveness Foundation of Armenia Bekor Papazyan said today.

He said that this will give the private sector more confidence and
will attract foreign investors in the field of tourism. The latter
will be offered complex projects.

The Southern Corridor (from the Noravank Monastery to Goris) will
part of a bigger complex program. It will offer lots of interest
travelling options. In the future Armenia will have several tourist
zones: the Lake Sevan area, the Central Corridor around Echmiadzin,
the North-Western and the North-Eastern corridors.

The first component of the South Corridor is the project to restore
the Tatev Monastery: to build a ropeway, to implement educational
projects in the humanitarian sphere for making the monastery known to
the wide public and to create a relevant tourist infrastructure. The
total cost of the program is $40mln-45mln.

Powerful Turkey Party came to Armenia, expressed their position and
view of the normalization of the Armenian-Turkish relations shows
that our country is open, and this can only be welcomed, Director of
the Globalization and Regional Cooperation Center Stepan Grigoryan
said at today’s press conference.

H thinks that the visit of the Turkish oppositionists had a
positive effect on the image of our country, which demonstrated its
constructivity by its loyal behavior. “I should say that the National
Security Service also behaved tactfully with respect to the Turkish
party’s leaders. It was a quite delicate moment, and the National
Security Service fully coped with its task”,- he stressed.

At the same time, the political expert pointed out that he was not
sure of Turkey’s willingness to behave the same way with respect to
an Armenian party. By the degree of openness and freedom, Armenia
leaves its western neighbor behind to a great extent.

To recall, Head and Deputy Head of Powerful Turkey Party Tuna
Beklevic and Baybars Orsek were invited to the National Security
Service of Armenia to give testimonies about their crossing of the
state border between Armenia and Turkey. During the conversation with
the National Security Services representatives, Beklevic and Orsek
failed to give any grounded argument to confirm their words. The
Turkish politicians were warned about the inadmissibility of such
behavior and such statements, after which they were offered to leave
the territory of Armenia. To note, earlier the Frontier Protection
Department of the Russian Federal Security Service denied pointblank
the possible crossing of the Armenian-Turkish state border by the
Turkish politicians. “There was no crossing of the Armenian-Turkish
border by Turkey. If there were such an attempt, we would suppress it”,
said Colonel Andrey Guzeyev, Deputy Head of the Frontier Protection
Department of the Russian Federal Security Service.

lasting impact on the relations of two Turkic nations, Turkey and
Azerbaijan”, Ambassador of Turkey to the UK Unal Cevikoz said during
an event entitled “Azerbaijan and Turkey: Redefining the Parameters
of the Relationship” organized by The European Azerbaijan Society on
25 October in the Burton Room of the Institute of Directors, London.

“Nothing can negatively affect the Turkish-Azerbaijani brotherhood”,
the ambassador said. He went on to illustrate this fact by citing
the Agreement on Strategic Partnership and Mutual Assistance,
signed between President Aliyev and Turkish President Gul in August;
energy agreements ratified by the Turkish BOTAS and Azerbaijani SOCAR
companies; and the recent strategic agreement signed during the Summit
of Turkic- speaking countries.

“Turkish-Azerbaijani relations, as far as I can see, are bound to
continue, grow and intensify in a new global, political, economic and
cultural order”, the ambassador said. He thinks that there will be
a continuation of solidarity with respect to primary foreign policy
objectives.

The Ambassador then described the linguistic, religious and cultural
links between the two countries, recalling that Heydar Aliyev, former
Azerbaijani President, considered the relationship to be represented
by the phrase: “single nation, two states.”

Ambassador Cevikoz referred to the post-independence relationship
as having three phases – an emotional period, reuniting two Turkic
nations (1991-93); a decade when strategic partnerships were developed
(1993-2003); and the maturity era (since 2003).

ArmInfo. The agreement between the Armenian and Azerbaijani presidents
on exchange of POWs and return of the bodies of the killed is the
maximum the parties could reach in the current situation, member
of the Public Council under Armenia’s Defense Ministry, military
psychologist David Jamalyan told journalists today.

The expert thinks that neither Armenian nor Azerbaijani public are
ready for a big compromise. When speaking of the agreement of the two
country leaders, reached upon the results of the trilateral meeting
of the Armenian, Azerbaijani and Russian presidents in Astrakhan, the
expert said he does not rule out that it will be realized, however,
Jamalyan thinks one should not suppose that there will be no more
shots on the contact line after reaching this agreement.

To recall, on October 27 Armenian President Serge Sarkisian and
Azerbaijani President Ilham Aliyev met in Russia’s southern city
of Astrakhan under the mediation of President Dmitri Medvedev and
agreed to exchange prisoners of war and victims’ bodies with the
assistance of OSCE MG cochairmen and International Committee of Red
Cross, as well as be guided by these approaches in future based on
the exclusively humanitarian nature of such issues.

ArmInfo. The Azerbaijani party keeps on misinforming the world
community. Information on the upcoming November 3 OSCE monitoring on
the contact line of Armenian and Azerbaijani AF has become a regular
cause. According to APA Agency, the monitoring by Azerbaijan will
be carried out by field assistants of OSCE Chairman-in-Office Antal
Herdich and Hristo Hristov.

There is another interesting detail: “Monitoring from the opposite
side of the troops’ contact line, internationally recognized as
a territory of Azerbaijan, will be carried out by coordinator of
the OSCE Office Imre Palatinus and field assistants William Pryor
and Zhaslan Nurtazin”. One should just guess since when Noyemberyan
region of Armenia “has been internationally recognized a territory
of Azerbaijan”.

Of course, one may write this typo off to a misprint: the Azerbaijanis
became so much accustomed to write the given phrase with and without
any cause, that they have already lost a sense of moderation and
reality. However, it is not ruled out that this is a regular attempt
to misinform the work community and groundlessly blame Armenia for
aggression.

“The shootings are not against soldiers, but rather against the
public,” says Jamalyan.

An Armenian military psychologist, member of the Public Council at
Ministry of Defense of Armenia, believes that the sniper shootings
from the Azeri side at the Karabakh-Azerbaijan line of contact have
a political context in that the Azeri side wants to keep Armenians
in tension, and make them concede.

“The shootings are not against soldiers, but they are rather against
the public. The panic is less in the line of contact, soldiers put
up with irregular shootings easily and there is even a military
psychological term – adaptation under conditions of danger,” said
military psychologist Davit Jamalyan, at a press conference on Tuesday.

More than 15 cases of ceasefire violation were registered in different
sections of the Karabakh-Azerbaijan troops’ line of contact in the
early hours of November 1 and throughout the day, press service of
Nagorno-Karabakh Ministry of Defense reports.

According to Jamalyan, with the shootings Azerbaijan tries to show
the international community that it does not agree with the recent
developments over the Karabakh issue.

“Azeri mass media preaches that the Armenian side violates the
ceasefire regime all the time, and they respond to the shootings in
their turn. This is one of the elements of anti-Armenian propaganda,”
the military psychologist says. “If caution and security rules were
obeyed on the border, we would not have victims.”

The government of the Artsakh Republic has decided to rename Aghdam
town as Akna.

Local administration representative Sergey Nasibekyan told a
PanARMENIAN.Net reporter that Anka will have a status of a district
and belong in Askeran.

Currently, Akna has about 360 residents. Founded in the 18th
century, the 28-thousand town was completely destroyed during the
Azerbaijani-Karabakh war in early 1990ies.
