Le Conseil de Coordinations des Organisations Armeniennes de France
(CCAF) exprime sa plus vive inquietude au lendemain de la tenue des
elections legislatives en Azerbaïdjan, le dimanche 7 novembre 2010. A
l’issue d’un scrutin marque par un taux de participation officiel
d’a peine 50%, le pouvoir en place remporte largement la majorite
des sièges au Parlement. A cette occasion, le CCAF prend acte de la
decision officielle des observateurs internationaux et europeens (OSCE,
Parlement Europeen, Conseil de l’Europe) selon laquelle ” la conduite
globale des elections ne represente pas un progrès significatif pour
la democratisation du pays “. La mission d’observation a enregistre
l’absence de concurrence loyale entre candidats, des restrictions
a la liberte de la presse et d’assemblee, des irregularites dans le
comptage des voix et des operations de bourrages d’urnes.

Les Etats-Unis ont estime que les conditions du vote etaient ”
eloignees des standards internationaux “. La Russie et la France,
les deux autres co-presidents du Groupe de Minsk de l’OSCE, charge de
la paix dans le Haut-Karabakh ne se sont pas prononcees a cette heure.

Par consequent, le CCAF et tous les Francais d’origine armenienne
demandent a notre gouvernement de prendre publiquement position a
propos de ce scrutin dont les consequences risquent d’aggraver la
situation dans le processus de resolution du conflit du Haut-Karabakh.

Nous demandons egalement a la Presidence de la Republique francaise
de dementir les declarations des autorites azerbaïdjanaises sur un
eventuel voyage du President Nicolas Sarkozy a Bakou entre novembre
2010 et janvier 2011. Notre Republique et ses valeurs humanistes et
democratiques ne pourraient cautionner un tel regime autoritaire,
raciste et adepte de la rhetorique guerrière la plus implacable.

Nous attirons egalement l’attention de la communaute internationale
sur la volonte inebranlable des Armeniens du Haut-Karabakh a vivre
en toute liberte et sans la tutelle de l’Azerbaïdjan. Imaginer
le moindre retour du Haut-Karabakh sous administration de Bakou,
revient a renvoyer 150 000 Armeniens a la mort ou a prendre le risque
de creer les conditions d’une nouvelle guerre. du Haut Karabagh est
une realite incontournable dans le Caucase du Sud. C’est le premier
rempart de la securite des Armeniens face a la menace turco-azerie
qui ne cesse de croître en toute impunite et sans le moindre serieux
avertissement de la part de la communaute internationale. La securite
des Armeniens, victimes du genocide de 1915 et de plusieurs pogroms en
Azerbaïdjan Sovietique entre 1988 et 1990 – les premiers dans l’Europe
post-sovietique – est la priorite de notre combat pour la justice,
la verite et la democratie.

Le Service de securite national (SSN) a declare, lundi 8 novembre,
qu’il a coopere etroitement avec les forces de l’ordre georgiennes
dans le cadre de leur enquete sur un trafic presume d’uranium enrichi
vers la Georgie, qui a conduit a l’arrestation de deux ressortissants
armeniens.

Le SSN a egalement confirme l’arrestation, en Armenie, d’un autre
Armenien qui serait a la source de ce trafic, selon les enqueteurs
georgiens.

Le gouvernement georgien a annonce l’arrestation de deux hommes en
avril, sans divulguer de details sur l’affaire jusqu’a ce que ces
Armeniens aient plaide coupable lors de leur procès a huis clos la
semaine dernière. Il s’agirait de Smbat Tonoyan et Hrant Ohanian. Ce
dernier est un ancien physicien nucleaire.

18 grammes d’uranium saisis Selon le ministère de l’Interieur georgien,
les suspects ont ete arretes a Tbilissi en mars dernier avec en leur
possession 18 grammes (0,6 onces) d’uranium caches dans un paquet de
cigarettes, alors qu’ils essayaient de le vendre, pour 1,5 millions
de dollars a un policier en civil qui pretendait etre un islamiste
extremiste turc.

Les representants du ministère a affirme que l’uranium saisi etait
enrichi a près de 90 % et utilisables pour une ogive nucleaire.

Les deux suspects encourent chacun dix ans de prison. Le procès se
deroule a huis clos. Le porte-parole du ministère de l’Interieur
georgien, Chota Outiachvili, cite par l’agence de presse AFP, a
explique que le secret est necessaire pour proteger les enqueteurs.

A Erevan, le SSN a declare que les services speciaux armenien et
georgien travaillent en ” etroite collaboration “. Cette cooperation
aurait conduit, selon l’organisme, a l’arrestation en avril dernier, en
Armenie, de Garik Dadayan, l’homme accuse d’avoir fourni l’echantillon
d’uranium a Tonoyan et Ohanian.

Garik Dadayan a l’origine du trafic Dadayan avait deja ete arrete par
les gardes-frontières georgiens en 2003 avec 200 grammes d’uranium
hautement enrichi. Il a ensuite ete juge par un tribunal armenien et
condamne a 2 ans et demi de prison.

Il aurait ete relâche un an plus tard.

Le SSN a indique que Dadayan sera juge en Armenie pour contrebande
de matières nucleaires. Cette infraction est passible d’une peine
d’emprisonnement de quatre a huit ans.

Les enqueteurs ont reussi a remonter jusqu’a Dadayan après que les
autorites russes les aient informes qu’il s’etait rendu, en 2003,
de la Georgie a Novossibirsk, en Russie, où se trouve une usine
de fabrication de combustible nucleaire. Plusieurs disparitions de
materiel dans cette usine avaient alors ete signalees.

Elabore pour des armes nucleaires Ashot Chilingarian, directeur de
l’Institut de physique d’Erevan (IPE), a insiste, lundi 8 novembre,
sur le fait que l’uranium saisi par les autorites georgiennes n’a pas
ete produit en Armenie, en arguant que le pays n’a pas d’installations
d’enrichissement d’uranium. Il a par ailleurs suggere que cet uranium
etait specialement destine a des armes nucleaires.

Chilingarian a egalement confirme, a RFE / RL, que Ohanian est un
ancien employe de l’IPE. Le scientifique, âge de 59 ans a travaille
au departement du rayonnement cosmique de l’Institut de 1975 a 1995
et n’a garde aucune relation avec lui depuis.

Tonoyan, l’autre suspect, ex-proprietaire d’une laiterie, a perdu sa
fortune au jeu. Les autorites georgiennes ont indique qu’il s’est rendu
a plusieurs reprises en Turquie via la Georgie avant son arrestation.

Selon Associated Press, l’uranium saisi ainsi que son emballage ont
ete envoyes aux Etats-Unis pour analyse genetique. L’affaire a par
ailleurs ete signalee a l’Agence internationale de l’energie atomique
(AIEA). Le porte-parole de l’AIEA, Ayhan Evrensel, a confirme que
l’agence travaille avec la Georgie sur l’affaire.

Commentary: Why I Am No Longer Allowed To Be Armenian

COMMENTARY: WHY I AM NO LONGER ALLOWED TO BE ARMENIAN

Half way through my 63rd year, I have realised I cannot be an Armenian
any more.

Of course, I cannot change the genetics or the character; though
I could do something about the tell-tale name. I cannot erase my
knowledge of the language as if it were a file on a hard disk. In a
way, I may have started my mutation earlier by marrying a non-Armenian,
and then realising my children had no interest whatsoever in that
side of their roots.

I find it impossible to be an Armenian because Armenians are their
own worst enemy. This is why I think they will never achieve neither
a dynamic modern homeland, nor an unconditional recognition of the
Genocide, nor the survival of the Diaspora beyond an academic and
folkloric community of limited following.

Those who know me may find these affirmations surprising, as I have
dedicated some 45 years, since my late teens, to Armenian causes. I
fought, with mixed success, with media misrepresentation, joined
non-political organisations, stayed away from divisive groups, and
did such diverse things as promoting the Armenian presence at the
Cannes film festival by sinking (the word is used advisedly) more
than a quarter of all my savings into helping people in Armenia with
a cultural sponsorship and individual assistance.

Though I found it ridiculous, I learned to live with the divisions and
subdivisions of the various communities who spent more time fighting
each other than pursue common aims. I accepted, with some exceptions,
the idiosyncrasies of Armenia itself, thinking that they have had a
hard time and deserved some positive discrimination and patience.

In less than one year, all my dreams and ideals came apart.

In late 2009, I realised that financial circumstances would not allow
me to pursue my sponsorship in Armenia, and advised the 40 or so people
involved of the fact. Most said that they understood and it did not
matter, as I had done enough for 13 years. They insisted that their
love and gratitude would endure whatever. “Parole, parole, parole”,
as the Italian song went.

After sending my last contribution, I never heard from them again;
even when I pursued them. Not even an Armenian Christmas greeting.

Much later, I asked a member of our community in Chile visiting Armenia
who had been instrumental in my initial involvement, to find out why
I was so ignored. He did not even bother to report back.

I resigned myself to try to help our small and struggling community in
Chile, where we have no embassy, school or church; just a rundown old
clubhouse where we meet up three or four times a year . The Armenian
ambassador, serving Chile from his post in Argentina, had asked me
to be his informal liaison man. I can say without false modesty that
I leaned over backwards to comply. We managed to have a Genocide
resolution passed unanimously by the Chilean Senate, and have been
omnipresent in the local media whenever the need or occasion arose.

I liaised with friendly embassies and reported on the activities of
the Turks. I sent a weekly situation report on what was going on in
all aspects of the country and also maintained contact with Armenian
communities in Latin America and beyond.

I visited Armenia 13 times, met up with the Foreign and Diaspora
ministries, and wrote papers ranging from geopolitics to diplomacy. On
several occasions I was asked to lecture on aspects of Armenian
affairs both in Chile and abroad.

Suddenly, in March 2010, all communications to me from official
Armenia stopped. Messages were not answered or even acknowledged,
and no explanation given. Last week, I learned that a Chilean lawyer
with no link to or knowledge of Armenia had been formally accredited
two months ago as Honorary Consul in Santiago. I was never advised
in advance. This happened despite my supposedly being the “Embassy
Liaison” and “Community International Adviser”

Not just I, but the community in general was never advised. Nor did
the appointed person make contact with his newly acquired flock. When
I complained, I got a purposely distorted “explanation” that made
no sense.

Forgotten in Armenia and thrown away by the Diaspora, there is nowhere
left to go in my being an Armenian. Continue to behave like that
‘Oh Armenians’, and see how far it will get you.

An apology to the memory of my maternal grandfather Levon Hazarabedian,
whom I never met, but who, on his deathbed, advised his family –
“never become involved in Armenian affairs”.

LONDON (Combined Sources)-Turkish President Abdullah Gul, who is in
Great Britain to receive the “Man of the Year” award from Chatham
House said Monday that for Ankara “it is impossible to ignore the
occupation of Azerbaijani territories,” during an address at the
Royal Institute of International Affairs in London.

“Although there are talks underway on Nagorno-Karabakh, it is well
know that seven Azeri regions are occupied. The United Nations says
these lands are occupied. Armenia itself is even aware that these
territories do not belong to it,” Gul claimed during his speech.

Saying that frozen conflicts must be solved for the sake of the
region’s security, Gul cited the 2008 Georgia-Russia war as an example
and the effects it has had on the region.

“The current de-facto situation is not acceptable to anyone. There
are some problems in the matters of Azerbaijan-Armenia, Turkey-Armenia
and Georgia and they require dialogue to resolve them,” said Gul.

Gul also spoke about the normalization process between Armenia and
Turkey and said that although Turkey was one of the first countries to
recognize Armenia’s independence, some problems persist. He neglected
to mention Turkey’s unilateral decision in 1993 to blockade Armenia
as an expression of solidarity with Azerbaijan.

“During the last one to two years, we’re seriously trying to resolve
these problems and will continue to do so. Russia, Azerbaijan, Armenia
and Turkey have serious work ahead. It’s necessary to be persistent
in the Caucasus in order to restore stability in the region,” said Gul.

Gul also told European leaders that the EU needs his country as a
member if it wants to remain a global force, reported Euronews.

In an address to London-based think-tank Chatham House, Gul said the
27-nation bloc should see Turkish membership as “imperative”.

“It is sad to observe that some European leaders do not properly
see the future of the world in the span of 20, 50, 70 years time,”
Gul said.

“Given the fact that the international balance of power tends to shift
towards the East and Asia, it is, indeed, a strategic imperative for
the EU to have Turkey as a member.”

“This short-sighted vision is the major impediment before the idea of
the EU as a global actor, capable of assuming greater responsibilities
on political and security issues complementing its economic clout.”

Gul’s comments appear to be a veiled attack on France and Germany. The
two countries oppose Turkey ever gaining full membership. They promote
instead the idea of a “privileged partnership.”

Turkey began formal negotiations to join the European Union five years
ago but talks have slowed over Ankara’s 36-year military presence in
northern Cyprus.

The European Commission is set to release a progress report on Turkey’s
bid for membership later on Tuesday. It is expected to criticize the
speed of reforms to guarantee the freedom of the press.

The number of Turkish citizens in favor of EU membership has dropped
from 48 percent in 2009 to 38 percent now, according to a German
Marshall Fund poll published in September. The same survey found the
rate of people against it rose from 22 to 31 percent.

That poll also reported that only 26 percent of Turks believe the
country will ever join the EU. The year before the rate was 32 percent.

“We present a mechanism to produce indistinguishable single-photon
pulses on demand from an optical cavity. The sequences of two laser
pulses generate, at the two Raman transitions of a four-level atom,
the same cavity-mode photons without repumping of the atom between
photon generations,” scientists in Armenia report.

“Photons are emitted from the cavity with near-unit efficiency in
well-defined temporal modes of identical shapes controlled by the
laser fields. The second-order correlation function reveals the
single-photon nature of the proposed source,” wrote A. Gogyan and
colleagues, Armenian National Academy of Science.

The researchers concluded: “A realistic setup for the experimental
implementation is presented.”

Gogyan and colleagues published their study in Physical Review a
(Deterministic source of a train of indistinguishable single-photon
pulses with a single-atom-cavity system. Physical Review a,

“The Aragats Space Environmental Center facilities continuously
measure fluxes of neutral and charged secondary cosmic ray incidents
on the Earth’s surface. Since 2003 in the 1-minute time series we have
detected more than 100 enhancements in the electron, gamma ray, and
neutron fluxes correlated with thunderstorm activities,” scientists
in Yerevan, Armenia report.

“During the periods of the count rate enhancements, lasting tens
of minutes, millions of additional particles were detected. Based
on the largest particle event of September 19, 2009, we show that
our measurements support the existence of long-lasting particle
multiplication and acceleration mechanisms in the thunderstorm
atmosphere,” wrote A. Chilingarian and colleagues.

The researchers concluded: “For the first time we present the energy
spectra of electrons and gamma rays from the particle avalanches
produced in the thunderstorm atmosphere, reaching the Earth’s surface.”

Chilingarian and colleagues published their study in Physical Review
D (Ground-based observations of thunderstorm-correlated fluxes of

According to recent research from Yerevan, Armenia, “The Ising model
in two dimensions with the special boundary conditions of Brascamp and
Kunz (BK) is analyzed. We derive exact finite-size corrections for the
free energy F of the critical ferromagnetic Ising model on the M x N
square lattice with Brascamp-Kunz boundary conditions [Hi. Brascamp,
H. Kunz, J. Math. Phys. 15 (1974) 66].”

“We show that finite-size corrections strongly depend not only on the
boundary conditions but also on the shape and pattern of the lattice.

In the limit N → infinity we obtain the expansion of the free
energy and the inverse correlation lengths for infinitely long strip
with BK boundary conditions,” wrote N.S. Izmailian and colleagues.

The researchers concluded: “Our results are consistent with the
conformal field theory prediction for the mixed boundary conditions.”

Data On Astronomy Published By A.M. Mickaelian And Colleagues

“A new method for combined calculations of proper motions (PMs)
based on accurate measurements of POSS1 and POSS2 epoch plates is
given. The positional accuracy of various surveys and catalogues is
estimated, and statistical weights for each of them are established,”
scientists in Armenia report (see also Astronomy).

“To achieve the best positions, weighted averaging of direct
measurements on DSS1/DSS2, and data from APM, MAPS, USNO-A2.0,
USNO-B1.0 and GSC 2.3.2 catalogues were used. The rms accuracy of
positions achieved for POSS1 is 119 mas in each coordinate and 168
mas total, and for POSS2 it is 69 mas in each coordinate and 98 mas
total. Using these accurate positions and the large separation in
years between POSS1 and POSS2, we calculated the best possible PMs:
3.9 mas yr-1 in each coordinate and 5.5 mas yr-1 total. We developed
methods to control and exclude the accidental errors that appear
in any survey. We compared and combined our PMs with those given in
USNO-B1.0, SDSS DR7 and Tycho-2 catalogues and obtained even better
results: 3.0 mas yr-1 in each coordinate and 4.2 mas yr-1 total PM.
This approach was applied to the First Byurakan Survey blue stellar
objects, containing significant numbers of white dwarfs and subdwarfs.
In total, 640 objects were revealed with PM >= 10 mas yr -1, the
detection limit for this method, and an electronic table of these
objects is given. For more confident PMs, we adopt the limit 20 mas
yr-1 (333 objects). Adopting a 50 km s-1 upper limit for tangential
velocities, we calculated maximum distances and absolute magnitudes
and estimated luminosity types for these objects, obtaining 185
probable white dwarfs (M > 8 mag), 69 possible white dwarfs (6 < M< 8 mag), and 42 candidate subdwarfs/white dwarfs (3 < M< 6 mag)," wrote A.M. Mickaelian and colleagues. The researchers concluded: "Given that we rediscovered 141 genuine white dwarfs among the classified objects, the success rate for the discovery of white dwarfs is estimated as 83 per cent, and as 38 per cent for our probable and possible white dwarfs, respectively." RESEARCH REPORTS FROM NATIONAL ACADEMY OF SCIENCE PROVIDE NEW INSIGHTS INTO SILICIC ACID

According to recent research from Yerevan, Armenia, “This paper
reports the results of experiments on ultra fine layered silicates
Na-fluorotaeniolite and Na-fluorotetrasilicic mica synthesis in the
melts prepared from reaction blends based on synthetic silicate
raw material, namely synthetic magnesium silicate dihydrate
(MSDH, MgO.SiO2.2H(2)O). The MSDH-Na2SiF6-LiF, MSDH-Na2SiF6-MgF2
and MSDH-Na2SiF6-NaF blends, whose compositions are close to the
stoichiometry of the Na-fluorotaeniolite (NaMg2Li[Si4O10]F-2) and
Na-fluorotetrasilicic mica (NaMg2.5[Si4O10]F-2) were studied in the
temperature range 1080-1225 degrees C. Magnesium silicate dihydrate,
the phase composition of synthesis products and layered silicates
(Na-fluorotaeniolite and Na-fluorotetrasilicic mica) were examined
using the crystal optical, X-ray diffraction at room and high
temperatures, differential thermal and chemical analyses.”

“It has been shown that studied blends possessed a high reactivity,
owing to which the layered silicates were synthesized at lower
temperatures (similar to 180-300 degrees C) and the duration of
the synthesis was shortened severalfold. The maximal yield of the
Na-fluorotetrasilicic mica was observed in the reaction blend with
the Na2SiF6 and NaF as halogen-containing compounds,” wrote L.A.

Khachatryan and colleagues, National Academy of Science.

The researchers concluded: “The specific effects of MSDH on the
physicochemical processes proceeded during heat treatment of the
reaction blends were described.”
