“No resolution on Nagorno Karabakh conflict was adopted at the
Socialist International meeting in Paris yesterday. Armenian
politicians and press try to mislead the world community showing
shamelessness again”, co-chairman of the Azerbaijan Social-Democratic
Party Araz Alizadeh told APA.

Alizadeh said Armenian newspapers spread pre-conceived information
about the adoption of the Nagorno Karabakh resolution quoting the
Armenian Revolutionary Federation – Dashnaksutyun. “It was scheduled
to discuss our and Dashnaksutyun’s proposals on Nagorno Karabakh
conflict at the conference, but there was no opportunity to address
the conference and to adopt the resolution because Iraqi president
Jalal Talabani’s speech exceeded 40-minute time-limit”, said Alizadeh.

ASDP co-chairman accused the Armenians in plagiarism. “First, it is not
correct to introduce Luis Ayala’s speech as a resolution and second,
this is irresponsibility and third, this is ill-mannered action. The
Armenians’ report about the resolution was only quotation from the
Luis Ayala’s personal opinion about the conflict”.

Alizadeh said they would inform the Socialist International leadership
about this issue. Some Armenian news portals reported quoting the
Armenian Revolutionary Federation – Dashnaksutyun as saying that
on November 16, the Socialist International adopted resolution on
Nagorno Karabakh conflict in its meeting in Paris.

cooperating in the sports sphere, deputy chairman of the Belarus
Olympic Committee Genadi Alexeenko said speaking to Armenpress.

According to him, strong relations have been created between the two
establishments: Belarusian ~SStayka~T and ~SRaubich~T sports bases
frequently receive Armenian sportsmen and the Belarus sportsmen often
visit Tsakhkadzor.

Mr Alexeev said the sport sphere is under the limelight of the
President of Belarus Alexander Lukashenko who is also the chairman
of the Belarus Olympic Committee.

Iranian president Mahmoud Ahmadinejad considers that the settlement of
Nagorno-Karabakh conflict between Armenia and Azerbaijan is possible
on conditions of negotiations, justice and mutual respect.

“The peoples of the region must live in peace and friendship. We
are neighbors; we can not ignore our neighborhood. This is
geography and history. If we try to resolve own problems fairly and
friendly, solutions will be found to all problems. The settlement
of Nagorno-Karabakh conflict is also possible on conditions of
negotiations, justice and mutual respect,” Iranian president Mahmoud
Ahmadinejad said in his interview to Azerbaijani TV channel “Lider”.

“This is the reason of the loss of resources, time by both sides, the
creation of nervous tension and it is preventing the development. We
repeatedly announced and assert now that Iran is ready to help to the
settlement of the conflict,”Iranian president said in the interview.

Answering to the question regarding the non-acceptance by Armenia the
Iran’s offer on the mediation in the settlement of Nagorno-Karabakh
conflict, Ahmadinejad said that his country declared the capacity to
promote the solution of the process.

“The first steps are implemented by us. If the result is not achieved
then we will undertake other steps. We think the problem of the region
must be resolved within the region. The interference of foreigners
in such an issue will be the cause of the increased deepening of the
conflict. This is confirmed by the practice. Let the negotiations
to be continued. With the God’s support other ways of exit will be
discovered,” he said.

The construction in the Student Park of Yerevan is carried out with
violations of urban development standards. The construction site is
actually larger than the territory allotted for a café, RA Minister
of Urban Development Vardan Vardanyan stated, responding to a question
by Stepan Safaryan, Chairman of the Heritage parliamentary faction.

He assured the MP that he informed Yerevan Mayor Gagik Beglaryan of
the situation.

In his turn, RA Minister of Nature Protection Aram Harutyunyan gave
assurances that all the construction projects in Yerevan are approved
after in-depth studies by the Yerevan Municipality and other relevant
agencies. He pointed out that the ministry is now considering the
legality of bringing a Pacific white-sided dolphin, southern sea
elephant (Mirounga leonina) and South African fur seal to Armenia.

Safaryan responded by pointing out numerous cases of environmental
damage ignored by the ministry. The minister~Rs only answer to the

Armenian Judoists Participate In Championship Of Europe

YEREVAN, NOVEMBER 17, ARMENPRESS: Four Armenian athletes participate in
the European Championship for 23 year old judoists, which kicked off
in the capital of Bosnia and Herzegovina – Sarajevo. Participant and
award-winner of numerous international competitions Artyom Baghdasaryan
(73 kg) is among them.

Chief Coach of the Armenian judo team of this age group Karen Simonyan
said that Armenian judoists can pretend on medals of the tournament.

Before leaving Bosnia and Herzegovina, they have conducted teaching
and training match, getting prepared for the championship.

The tournament will last for three years.

The first championship of Europe for 23 year old judoists has been
conducted in Yerevan.

Upon the initiative of the Culture and Youth Affairs Ministry of the
Nagorno Karabakh Republic, ‘Arpi’ state junior ensemble and song
and dance ensembles of Artsakh performed November 15 in Vardut,
Goghtanik and Shalua communities of the region of Kashatagh with a
concert program.

Lyudmila Sargsyan, head of NKR Culture and Youth Affairs Ministry’s
department of art and national creations, told Armenpress that the
local schoolchildren of the regions, the ensembles visited, performed
during the concerts, too.

Lyudmila Sargsyan said that such concerts in the liberated territories
will be continuous and frequent, as President of Nagorno Karabakh Bako
Sahakyan gave such an assignment to the department, headed by her,
during a recent meeting with the employees of the Ministry.

Yerevan is out of control of the RA Ministry of Urban Development. The
city is full of illegal structures, Lilit Galstyan, a member of the
Armenian Revolutionary Federation Dashnaktsutyun (ARF-D), stated
in Parliament.

“The residents’ constitutional rights are violated because of
businessmen’s interests,” she said. Galstyan applied to the Ministry
of Urban Development for information on the legality of three
construction projects in Yerevan. According to her, the ministry
did not provide any information, particularly that on environmental
examination. The MP pointed out that no public discussions were held,
which is a violation of the RA Law on Urban Development.

The post of head architect was instituted in 2008, but its functions
have not so far been determined. “After all, it is not a caliphate,
but a country with a Constitution and laws that must be protected by
official agencies,” Galstyan said.

In response, RA Minister of Urban Development Vardan Vardanyan only
confirmed such problems in Yerevan. He added that the situation can
be improved through cooperation rather than accusations.

Intellectual Festival In Artsakh

The annual Artsakh Intellectual Festival will be conducted November
21 in Nagorno Karabakh Republic, at which the Armenian delegation
headed by blogger Tigran Kocharyan will be present as well.

Head of the NKR Ministry of Culture and Youth Affairs Tigran Atanesyan
told Armenpress that teams consisting of 6 members will participate
from different regions of Artsakh and 8 teams will be involved from
Stepanakert. “Overall 15 teams will participate, among which there will
also be teams of departments – of ministries, youth organizations,
etc,” Tigran Atanesyan said. The best three will be selected among
the participant 15 teams, for who monetary awards and certificates
are intended.

The festival is conducted on the initiative of the NKR Culture and
Youth Affairs Ministry and of “What, Where, When” club of Artsakh.

According to Tigran Atanesyan, the Ministry intends to award Tigran
Kocharyan with an appreciation diploma and souvenir for outstanding
contribution and for conducting the game for 2 years.

Ankara and Yerevan are not holding any talks now, RA Foreign Minister
Edward Nalbandian stated, commenting on the Turkish side~Rs statements
that Turkey and Armenia entered a new stage.

If Ankara is sincerely seeking relations with Yerevan, it has to ratify
and implement Armenian-Turkish protocols without any preconditions. If
Turkey will not accept this way, Armenian-Turkish process is doomed
to failure.
