Ridiculous fines of Environmental Inspection

Ridiculous fines of Environmental Inspection

2010-11-27 13:12:00

ArmInfo. 100,000 AMD ($ 300): this is the amount that the State
Environmental Inspection of Nature Protection Ministry fined Zangezour
Copper and Molybdenum Combine for the leak of 50 tons of tails into
the Voghji River, EcoLur says.

The damage itself caused to environment is estimated at 650 thsd AMD
(approximately 1800 USD).

As known, this enterprise tails contain chemicals used for ore
flotation. Besides, tails contain all the metals present in original
ore – copper, molybdenum, as well as such mixtures as rhenium,
selenium, tellurium and bismuth. All these metals are considered as
toxic for environment and health.

Too interesting to find out which standards State Environmental
Inspection was guided by, what kind of analyses were carried out and
how damages and the amount of fine were determined? The content of
which elements exceeded maximum permissible concentration, where,
particularly in which places and when?

Kapan-based “For Ensuring Ecological Safety and Developing Democracy”
NGO shares these fears. NGO representative Artur Ghazaryan said,
“100,000 AMD – this is a fine that can be imposed by a highway
patrolman if to drive under red light. State Environmental Inspection
protects us and our environment in the amount of this sum.

Armenian diaspora mobilizes for potential war with Azerbaijan

Regnum news agency, Russia
Nov 25 2010

Armenian diaspora mobilizes for potential war with Azerbaijan

25 November: Against the background of intensive negotiations on
settling the Nagornyy Karabakh conflict and the forthcoming discussion
at the OSCE summit in Astana of provisions of the so-called Madrid
document, which envisages withdrawal of Armenian troops from the
contact line in the conflict zone, coordination centres of the
Armenian diaspora in various countries have effectively began
preparing for a new war.

Major businessmen of Armenian descent from four countries – Russia,
France, the USA and Uruguay – set up coordination centres to gather
reservists and veterans, according to information that Regnum agency
has received. If military operations are resumed, they are to be
deployed in the conflict zone through Iran’s air space.

Russia leaders, former agents join

A big Russian businessman of Armenian origin, who is one of the men
who initiated the Preventive Mobilization programme, told Regnum on
the condition of anonymity that work is under way within the framework
of the Alliance of Armenian Reservists and Veterans international
Armenian public movement. Information is gathered in one database in
three languages, i.e. Russian, English and Spanish, he said. Activists
of the mobilization movement believe that up to 200,000 Armenians from
38 countries may join it.

“The Armenians of Russia act as the leader of the pan-Armenian
iniatives despite all organizational and content-related shortcomings.
There are many reasons for this, including the presence of the largest
Armenian diaspora (2.5m people), its intellectual, material and
organizational potential, the migration processes in recent decades in
the CIS countries and, undoubtedly, the strategic alliance of Russia
and Armenia,” the source said. He also added that the
“information-analytical backbone” of the mobilization reserve of the
Armenian diaspora has already been formed from a number of former and
acting special agents of several powerful countries. “They are
processing information of the common database and analyze not only
possible scenarios of the course of events, but also scrutinize the
identities of everyone joining the ‘Armenian diaspora army’ to prevent
the infiltration of enemies and spies into our camp,” the source told
Regnum.

All means good enough for war

When asked which methods the diaspora will employ should the war erupt
in the Nagornyy Karabakh conflict zone, the source said: “The war is
at the gates! And all means are good enough for war. I do not say that
we will practice Usamah Bin Ladin’s methods. No! We will act openly
and more severely. At present it is quite obvious that Karabakh is in
danger. If there is no Karabakh, there will be no Armenia. And if
there is no Armenia, there will be no Armenians. The nation is in
danger and every Armenian who enlists in the reserve, no matter where
he lives – from Iran to [Georgia’s breakaway region of] Abkhazia to
Javakhk [Georgia’s Samtskhe-Javakheti Region], from Ukraine and
Bulgaria to the USA and Argentina, realizes this. You would not
believe it, but even non-Armenians who believe that our cause is right
are enlisting. The most anti-Turkish peoples – Serbians, Bulgarians
and even Italians – are the most active in this sense. As ex-president
Robert Kocharyan used to say, Armenia with diaspora and without it is
in different leagues. We will show Azerbaijan our real weight and
power, so that it will stop relying on its oil. On the other hand, we
will prove the deficiencies and the injustice of the opportunism of
those international powers and transnational corporations that fail to
realize the danger of the current situation. Gambling on oil and gas,
lobbying their projects for the extraction and transit of
hydrocarbons, they are ignoring the self-determination right of the
people of Nagornyy Karabakh, pile pressure on Armenia and the Armenian
people. Well then, the cornered people are ready to demonstrate that
there is a commodity dearer than oil and gas. And the name of this
commodity is the people’s will,” the Russian businessman said.

In response to a question “does the Armenian state and authorities
support this endeavour”, he said: “In this part I will not be opening
the paranthesis for the time being. It will all become clearer after
Astana”.

relations with Armenia.

“The current situation in Caucasus is not to the interests of Eurasia,

and Asia. If these problems are removed, there will be more
cooperation in several areas such as energy,” he said.

Replying to a question, Leuthard said that Switzerland was open to
multiculturalism, but there were some rules that should be obeyed by
everyone.

Regarding the ban on the construction of minarets, the prayer towers
of mosques, in Switzerland, Leuthard said that it was a construction
ban and it did not prevent anyone from worshipping in mosques. It was
a referendum and it should be respected, she said.

Gul said that different cultures and languages were living together in
Switzerland and everyone could pray in a way that he/she wanted. Gul
added but there was no need to be afraid of minarets.

Leuthard said that many countries suffered from global economic
crisis, stating that Turkey and Switzerland weathered economic crisis
successfully.

tourists visited Turkey annually, she said.

Turkmenistan and Armenia, give a proper impetus to intensify bilateral

The President of Turkmenistan noted that it particularly concerned the
belief in the need to enhance steadily and maintain global peace,
security and stability, further promote broad international and

realities dictate the need to develop new, I would rather say,
innovative approaches to addressing burning problems of achieving
global security in various aspects – political, economic,
environmental, energy, food and others, continued the Turkmen leader.
These aspects are interrelated nowadays, and therefore they require a
comprehensive, systematic, universal approach. Concerted efforts of

cooperation.

Vast opportunities for partnership were opened up in the transport and
communications sectors. This is conditioned by the specificity of the
geographical location that let the two countries them play a great
role in building transport corridors between Asia and Europe. In this
regard we view Armenia as a promising partner in the framework
bilateral relations and as an important link of our cooperation with
other regions, said the Turkmen leader. In this context we welcome
Armenias participation in joint transport and communications projects.

Focusing on the importance of cultural, humanitarian and scientific
contacts for interstate cooperation, Gurbanguly Berdimuhamedov noted
that the history of relations between the peoples of Turkmenistan and
Armenia was more than one century old. This was evidenced by extant
Turkmen historical monuments located in the territory of Armenia and
the pieces of medieval literature that we regarded as our common
heritage. Also, this display the layers for joint work for Turkmen and
Armenian historians, anthropologists, literary critics to revive the
rich heritage of the Turkmen-Armenian historical ties.

Cooperation between the Academies of Sciences of the two countries,
educational institutions of Turkmenistan and the Republic of Armenia
in training highly qualified specialists and conducting research was
deemed to be relevant in the regard. Calling for strengthening and
promoting cooperation in the spheres of science and culture, the
President confirmed that collaboration in this field would be
continued.

Focusing on the importance of the issues put on the agenda of the
Turkmen-Armenian talks, the Turkmen leader noted that the agreements
reached in Ashgabat confirmed once again that Turkmenistan and the
Republic of Armenia had found mutual understanding and confidence and
intended to build up efforts to turn bilateral relations into close
and long-tern cooperation.

and an opportunity to visit Turkmenistan bound with Armenia with
long-standing ties of friendship and fruitful cooperation, Serj

coincided. In this context the President of Armenia expressed belief
that the efforts to intensify the bilateral political dialogue,
promote trade and economic and business relations, expand scientific

peoples and contributed to strengthening regional security and
stability.

Turkmenistan and the Republic of Armenia last year as an example of
successful partnership. The President of Armenia continued that the

bilateral trade which needed to be employed. The textile and carpet
exhibition of Turkmenistan and the Turkmen-Armenian business forum in
Yerevan and the business forum as well as the commodity exhibition of
the Republic of Armenia in Ashgabat were to achieve these goals.

Future that meant the achievement of a broad and stable international
consensus on key aspects of development. The distinguished guest noted
that Armenia had supported ardently Turkmenistans initiatives,
including that on the establishment of the Energy Council under the
aegis the United Nations. In this context, Serj Sargsyan reaffirmed

regional issues was the good groundwork for mutually advantageous
cooperation in the global arena, said the leader of Armenia noting

collaboration between the foreign ministries of our countries.
Furthermore, Armenia was ready to develop further cooperation with
Turkmenistan in the framework of international and regional
organisations.

Only 15% Indian women are overweight: Study

by Kounteya Sinha

NEW DELHI: This could come as a bit of a surprise. Contrary to popular
perception, Indian women aren’t all that fat. In an interesting study,
conducted by researchers from Harvard School of Public Health (HSPH),
which looked at percentage of women who were overweight in 54 low and
middle-income countries, India figures in the bottom five
worst-affected countries.

According to the study, the average Body Mass Index (BMI) of an Indian
woman is 21, and only 15% – aged between 15-49 – are overweight.

Researchers said women with BMI above 25 was assigned as overweight.
The study was published in the American Journal of Clinical Nutrition
on November 20.

S V Subramanian, associate professor in the department of society,
human development and health at HSPH, told TOI, “India is among the
bottom five countries in terms of its BMI. So, overall India is still
far from hitting the overweight mark. The overall prevalence of
overweight in India is also among the lowest at 15%. But, it varies
dramatically as per socio-economic status – the rich are heavier and
poor are lighter.”

Besides India, countries with lighter burden of overweight women
include Ethiopia (6.3%), Cambodia (7.3%), Nepal (7.9%), Cameroon
(9.2%), Madagascar (10.4%), Chad (11.3%), Congo (12.9%), Bangladesh
(13.8%) and Malawi (13.9%).

Ethiopia (20.4), Bangladesh (20.9), Nepal (20.6), India and Cameroon
(21) boast of women with lowest BMI. Egypt leads the way as far as
heavier women is concerned – the average BMI being as high as 28.7 –
followed by Jordan (28.3), Swaziland (26.4), Turkey (26.7), Nicaragua
and Bolivia (25.5).

When it comes to percentage of female population being overweight,
Egypt again tops the chart (75%), followed by Jordan (69%), Bolivia
(46.7)%, Armenia (43.3%) and Colombia (42%).

According to Dr Subramanian, the study found that high BMI in
developing countries remains primarily a problem of the rich. The
findings suggest that the shift towards overweight and obesity among
the poor that has already happened in wealthier countries has not yet
happened in developing nations. Subramanian and his colleagues
analysed data from nationally representative samples of 538,140 women
– aged between 15 and 49 – drawn from Demographic and Health Surveys
conducted in 54 low to middle-income countries between 1994 and 2008.
The researchers found an association between BMI and wealth in every
country. Globally, a 25% rise in wealth index was associated with a
54% spurt in BMI and a 33% increase in overweight.

“Previous research has assumed that the burden of obesity is shared by
everybody within these countries; we found that the social patterning
of weight continues to closely resemble the unequal distribution of
income,” he added. The researchers claim that these findings could be
due to a number of factors, including that women in higher-income
groups are more likely to have diets richer in animal fats than those
from lower-income ones.
