In US diplomatic cables newly released by Wikileaks, Aliyev clan~Rs
rule over Azerbaijan is compared to mafia, specifically to the
Corleones family in the famous ~SGodfather~T movie series. Ilham
Aliyev himself ~Sdescribed alternately as a mix of “Michael” and
“Sonny.” Maintaining ~Sa clever, realistic foreign policy~T that
he inherited from his father, he reminds of the cold-calculated
alliance builder Michael Corleone. But his domestic policies, with
crude retaliation against even minor challenges to his authority and
criticism, resemble the ~Sbrash, impulsive~T Sonny Corleone.

The transcripts give and explaination for the total suppression of
democracy and dissent in Azerbaijan: ~S[Ilham] Aliyev takes the
actions he does in order to eliminate even the semblance of risk
to his political prominence. His goal appears to be a political
environment in which the Aliyev dynasty is unchallenged~T. Do his
repressive domestic policies reflect his real personality and free
choice, or are they the result his insecurity and reliance on ~Sthe
advice of old-line Soviet-style political figures carried forward
from his father’s administration.~T

Continuing the mafia analogy, Ramiz Mehdiyev, the head of
presidential administration under both father and son Aliyevs, is
compared unfavorably to the loyal Corleone consigliere Tom Hagen,
with Mehdiyev lacking Hagen~Rs calm, conciliating qualities. The
cable further raises a question of who is the puppet or who the
puppet-master in Ramiz Mehdiyev~Rs relation with Ilham Aliyev.

The transcripts discount Ilham Aliyev~Rs pronouncements about
Azerbaijan’s right to liberate it~Rs territories in Karabakh
illegally occupied by Armenia as a mere ~Sbluster~T, and note that
the Azerbaijani President ~Sdeveloped a reportedly good rapport with
Armenian President Sargsian~T.

¶1. (S/NF) Summary: Azerbaijan’s President Ilham Aliyev utilizes
distinctly different approaches to foreign and domestic policies. He
typically devises the former with pragmatism, restraint and a helpful
bias toward integration with the West, yet at home his policies
have become increasingly authoritarian and hostile to diversity of
political views. This divergence of approaches, combined with his
father’s continuing omnipresence, has led some observers to compare
the Aliyevs with the fictional “Corleones” of Godfather fame, with
the current president described alternately as a mix of “Michael”
and “Sonny.”

Either way, this Michael/Sonny dichotomy complicates our approach
to Baku and has the unfortunate effect of framing what should be a
strategically valuable relationship as a choice between U.S. interests
and U.S. values. End Summary.

¶2. (S/NF) This striking aspect of President Ilham Aliyev’s governing
style was very neatly summed up recently by the witty, but somewhat
past-his-prime XXXXXXXXXXXX XXXXXXXXXXXX (protect). Commenting on
the GOAJ’s harsh reaction to the YouTube “donkey video” (Reftel A),
XXXXXXXXXXXX quipped to the Charge that what one must understand about
Aliyev, “He’s not Michael Corleone, he’s Sonny.” To some in Baku,
XXXXXXXXXXXX Godfather analogy seems apt – capturing essential truths
not only about Ilham Aliyev, but his father Heydar, who becomes by
implication the “Vito Corleone” of Azerbaijan. With that in mind,
this cable attempts to explain who Ilham Aliyev is and why he does
what h does. Aside from XXXXXXXXXXXX analogy, it also owe much to the
appraisals of Michael and Sonny from “The Godfather Doctrine (2008),”
by John Hulsman and A. Wess Mitchell.

¶3. (C) Ilham Aliyev inherited a newly independent, resource-rich
state, brought to order in the post-Soviet era by this father,
Heydar Aliyev, scarred by a catastrophic war with Armenia that
resulted in occupation of the Nagorno-Karabakh enclave and seven
surrounding Azerbaijani regions. He assumed the presidency in 2003,
concurrent with his father’s death, in an election marked by a lack
of competition and debate, at a time when Azerbaijan’s re-developed
oil and gas resources were being brought on line for export. Dogged
by widespread doubts about his suitability for leadership based
on his age (then 41), lack of achievements and a “playboy” image,
he oversaw the launch of a one million-barrels-per-day oil pipeline,
which has flooded official and unofficial coffers in Baku and serves
as the financial backbone of the country.

¶4. (C) The President and his cohorts, who largely were carried
over from his father’s administration, now seek predictability,
stability and continuity to preserve and protect public and private
fortunes. Ilham Aliyev’s landslide 2008 re-election was followed
by a hastily-called March 2009 referendum, which among other things
removed term limits for the President. Aliyev’s cabinet has changed
very little over the years, with few “reformers” brought in or
remaining in power. The Prime Minister position is largely ceremonial
and weak. Because of family connections, dynastic succession, the
strong arming of the opposition and the creation of an elaborate
patronage/protection network, the Aliyev Administration has developed
an “organized crime” image in some quarters, leading some analysts
to see Ilham Aliyev at times in a mafia-like role.

¶5. (C) In their short study “The Godfather Doctrine,” Hulsman
and Mitchell present brothers Sonny and Michael Corleone from
“The Godfather” as exemplars of two out of three schools of
U.S. foreign policy thought (with consigliere Tom Hagen representing
the third.) However, there are important points they raise about the
two that apply well to Aliyev and his policies abroad and at home.

Michael, they write, is a talented balancer of alliances, aware of
limitations on his own power who, importantly, knows when something
isn’t personal, but only business. Sonny, by contrast, is brash,
impulsive, and puts blind faith in force to address affronts to the
Corleone family. For him, business is personal. Finally, Sonny refuses
to contemplate a present or a future in which the Corleone family
does not dominate New York, despite obvious and growing portents to
the contrary.

¶6. (S) President Aliyev inherited from his father a clever, realistic
foreign policy that he has largely maintained.

With the overarching goal of maintaining and increasing Azerbaijan’s
independence and sovereignty, he encourages involvement with NATO and
Euro-Atlantic security and political structures and supports a policy
of westward transit of Azerbaijani oil and gas through non-Russian
channels. Otherwise, though, he alternates between assertiveness
and appeasement where his powerful neighbors Russia and Iran are
concerned. For example, Azerbaijan routinely accuses Russia of
supplying Armenia with weapons and pointedly absents itself from the
Collective Security Treaty Organization (CSTO), while participating in
GUAM. At the same time, Aliyev constantly plays up his relations with
President Medvedev with frequent visits and has kept open the channels
of negotiation on energy issues, concluding a small but symbolically
important agreement with Gazprom to supply gas to Dagestan (Reftel
B). He is assertive enough to defend Azerbaijan’s prerogative for an
independent policy, but discreet enough that he is in no danger of
joining Saakashvili on Moscow’s hit list.

¶7. (S) In foreign policy, Aliyev has also been able to maintain
generally the distinction between “business and personal.” For
all his bluster about Azerbaijan’s legal right to liberate
the Armenian-occupied territories by force, Aliyev has worked
constructively on the Minsk Group-proposed Basic Principles and
developed a reportedly good rapport with Armenian President Sargsian
– in contrast to the much more confrontational relationship between
the countries’ foreign ministers. Similarly, even as Aliyev regards
with horror the prospect of Turkey-Armenia rapprochement ahead of
Nagorno-Karabakh resolution, the President has instructed SOCAR
to continue gas transit and supply talks with Turkey, and no one
in Baku has dared to consider a cut in oil exports through the BTC
pipeline. The gas transit talks are a hardball affair to be sure,
but Aliyev surely recognizes that Azerbaijan cannot really afford a
total rupture with Turkey and certainly is not going to go so far as
to foreclose on options out of pique while the Turkey-Armenia question
remains open.

¶8. (S) For all of the cool-headed calculation that generally
influences Aliyev’s foreign policy, his domestic policies are another
matter. As Aliyev perceives a challenge to his authority or affronts
to his family dignity, even minor ones, he and his inner circle are
apt to react (or overreact), much to the detriment of the country’s
democratic development and movement toward Western alliances. The
example of the crude retaliation against the young bloggers Emin Milli
and Adnan Hajizade is the most recent and public example (Reftel A).

Earlier, defending his decision to rescind licenses for foreign
broadcasters, Aliyev expressed his anger that Radio

Liberty had mocked his plan to build the world’s tallest flagpole in
the Baku port area, demonstrating exceedingly thin skin (Reftel C).

¶9. (S/NF) It is examples like these that inspired XXXXXXXXXXXX quip
to the Charge about Sonny and Michael. XXXXXXXXXXXX elaborated on the
point in that conversation, recalling times when he was an XXXXXXXXXXXX
and similar situations arose. Heydar would never have allowed himself
to be goaded into ridiculous reactions, he said. (Note: XXXXXXXXXXXX
memory on this might be a little selective, but he has a point that
the space for opinion was wider under the last President, a view often
echoed by journalists who look back to the 1990s nostalgically. End
Note.) Ilham Aliyev, in XXXXXXXXXXXX view, is not inclined to subtlety
or deliberation in his response to these kinds of issues.

¶10. (S) Aliyev takes the actions he does in order to eliminate
even the semblance of risk to his political prominence. His goal
appears to be a political environment in which the Aliyev dynasty is
unchallenged, which was demonstrated by the hastily organized March
2009 constitutional referendum removing presidential term limits.

This strangled the hopes of any and all pretenders to succession,
including his wife (who in Azeri politics is thought of as a rival
Pashayev, not an Aliyev).

¶11. (S) The dissonance between Aliyev’s sensible approach to
foreign affairs, manifested by the cosmopolitan image he presents to
Western visitors, with his tailored suits and flawless English, and
the unpleasant reality of his approach to domestic issues raises the
obvious question of how these two realities coexist. One explanation
is that Aliyev is insecure in domestic politics and relies heavily on
the advice of old-line Soviet-style political figures carried forward
from his father’s administration, such as Presidential Chief of Staff
Ramiz Mehdiyev. Alternatively, Aliyev’s domestic actions are free
choices made in accordance with his instincts, with Mehdiyev and
others playing the “heavy.”.

¶12. (S) Occasionally, Aliyev’s confident tough-guy image gives way to
an impression that he is yielding on domestic issues. Outside pressure
does not always fail. A recent positive example was the outcome of the
parliament’s initiative to ram through a Russian-style law on NGOs. In
the face of a domestic outcry – including from government-supported
NGOs, the Presidential Administration intervened to prevent the law
as drafted from passing (Reftel D). Likewise, the President recently
rejected a bill from parliament that would have required foreign-based
entities to hire vetted Azerbaijanis citizens as deputy directors. The
business community strongly opposed this bill (Reftel E).

Also, the government earlier this year released one of the prominent
journalists whose imprisonment was widely believed to have been
politically motivated (Reftel F).

¶13. (S) Comment: It is clear that Azerbaijan’s future development
would better suit United States policy goals if Aliyev pursued his
domestic policies in a manner that resembled his foreign policy
methods, however imperfect they may be. A full-scale democratic
conversion, however, is an unlikely outcome, and the record of
presidents in this region leaving office voluntarily is rather
thin. What is desirable and perhaps achievable, however, is that Aliyev
would govern as a manager of alliances, viewing the political space
occupied by dissents as a source of ideas and a warning system for
when policies are hurting the national interest; and ceasing to feel
that he should strike hard at every criticism that arises, or that
he can do so without consequences. At least this type of evolution
would better prepare Azerbaijan for the post-Ilham Aliyev era, whenever

that begins.

¶14. (S) Comment Continued: Here is where the Godfather analogy
begins to break down. In Azerbaijan the role of loyal consigliere to
the father and the son is played by the long-time head of Presidential
Administration Ramiz Mehdiyev.

Mehdiyev is no calm, conciliating Tom Hagen. We do not know if
President Aliyev personally ordered the many iron-fisted domestic
initiatives, although he almost certainly approved them, even if
after-the-fact. We do see Mehdiyev’s fingerprints all over the arrests
of journalists, the stifling of opposition leaders, the closure of
mosques, the restrictions on the media and the general law-and-order
approach to governance. Is he the puppet or the puppet-master? At age
71 and often seen in frail health, this is an increasingly important
question. While the rule of 47-year old Ilham Aliyev could continue
for decades, it would be most likely without the benefit of his
consigliere.

Without Mehdiyev, it is not clear whom Aliyev will turn to for help
in maintaining the same firm grip on the instruments of power.

¶15. (U) “Don Corleone, I need a man with powerful friends .

Georgia Blows Bubbles With Armenia’s Gas

GEORGIA BLOWS BUBBLES WITH ARMENIA’S GAS

On November 24, volumes of gas supplied to Armenia, declined.

Currently, gas is supplied via 700 mm diameter pipeline, the maximum
capacity of which is 4.5 million cubic meters a day. However, during
winter period gas consumption dramatically increase, making at least
6 million cubic meters a day, which can only be provided by a 1200
mm diameter gas pipeline. Thus, Armenia receives 1.5 million cubic
meters a day, less gas than needed.

NEWS.am reporter tried to find out at ArmRosGazprom, when Armenia
will start receiving necessary amount of gas and what is causing
the reduction of supply. The Public Relations department said that
Georgia’s gas transporting company is conditioning reduction in
supplies by pipeline repair works without specifying any possible
time frame for completion of these works. ArmRosGazprom refused to
give other comments.

So we were not able to find out in what section of the gas pipeline the
accident occurred. Taking into account the work style of the Georgian
company, we would not be surprised if it turns out that they did not
consider it necessary to even notify their Armenian partner.

Independent expert Alexander Aramyan said that one week is sufficient
to eliminate even the most serious accidents, but it is already the
8th day that the gas pipeline is not operational. According to the
expert, Tbilisi spread misinformation on an accident. “There is no
accident, or the Georgian side is not actively working to fix it. In
all likelihood, Georgia once again tries to use the pipeline to put
pressure on Armenia”, Aramyan told NEWS.am reporter.

It is likely that this pressure is connected with Georgia’s intention
to sell the pipeline to the Azerbaijani gas company. This coincided
with the Georgian Energy Minister Alexander Khetaguri’s visit to Baku
on November 30, where he held talks with the Azeri SOCAR company.

SOCAR president Rovnag Abdullayev once again reminded the Georgian
minister, his readiness to buy Georgian section of the north –
south pipeline, which supplies gas to Armenia. It is noteworthy that
this section of the pipeline does not promise significant economic
dividends. Georgia gets only 10% of the gas supplied to Armenia in
exchange for transit from Russia.

It is also possible that Georgia wants to raise the transit fare,
perhaps, taking the example of Belarus. However, existing transit
tariff is already high, it accounts on international prices.

Anyhow, Georgia is blowing another bubble, lying about the accident on
the pipeline. Unfortunately, these bubbles are inflated with Armenia’s
gas, disregarding the interests of the Armenian consumers.

Abdullah Gul of Turkey and Dmitry Medvedev of Russian Federation
had a meeting in Astana on the sidelines of OSCE Summit, Turkish
“Cumhuriyet” reports. The presidents had a panel discussion related to
the conflicts of Caucasus region. President of Turkey underscored that
the negotiations over Nagorno-Karabakh, Armenian-Turkish relations
and developments in Georgia have been intensified during Medvedev’s
presidency.

“We surely have telephone discussions over these issues. Surely,
Turkey is an important figure in the settlement of those issues,” Gul
said adding that regional conflicts are a whole for him. According to
him conflicts that Turkey, Armenia and Azerbaijan have are encouraged
to be settled in that whole, which would greatly contribute to the
regional countries. President of Turkey stated the current situation
isn’t beneficial for neither Turkey, nor Armenia, nor Azerbaijan,
nor Russia. “In this respect we share our opinions and will continue
the negotiations.”

Referring to relations with Armenia, Gul said no process is dead,
that they are determined to irrespective of anything. “We still are
decisive and signify the settlement under everyone’s interests. Delay
of those settlements is dangerous. We should remember incidents
occurred between Russia and Georgia 2 years ago. Those things should
be prevented,” President of Turkey said.

for the Armenian church in Baku is an increase of confidence”, said
head of Armenian Analytical Centre for Globalization and Regional
Cooperation Stepan Grigorian in Baku during the 3rd South Caucasus
Security Forum, APA reports.

Saying that yesterday he got acquainted with the Armenian church in
Baku, he thanked the Azerbaijani government for the protection of
this church.

He said that the principles of resolution of Nagorno Karabakh
conflict meet the interests of both countries. S.Grigorian said that
the resolution of the conflict is not so hard: “Signing of these
principles by the co-chairing countries, including Azerbaijan and
Armenia gives a chance to resolve this conflict” He noted that the
statement issued in Astana yesterday must be regarded as a framework
agreement. Estimating the efforts of OSCE Minsk Group he said that
after Madrid Principles the negotiations entered the active phase.

A senior Azerbaijani official has accused Armenia of undermining the
Karabakh talks process whenever rapprochement is in the offing.

Ali Hasanov, head of the Presidential Administration’s public policy
department, was commenting to journalists today on the OSCE summit.

“Serious efforts for a resolution of the Nagorno-Karabakh conflict
were made at the OSCE summit in Astana. The super powers showed their
position and said the states must compromise for a peaceful solution to
the conflict. Unfortunately, we did not see this, as the Armenian side
dodged a solution by exaggerating the controversial issues,” he said.

“You remember how the authorities were changed in Armenia in 1999,
although the sides were very close to agreement. So the whole world
has seen once again that Yerevan is not constructive. However,
our president set out the position of Azerbaijan in his speech and
said that he could not bear a situation in which Azerbaijani land
is occupied.”

Asked whether he meant that Azerbaijan’s patience was running out,
Hasanov replied that “Azerbaijan’s patience is not infinite”.

“No-one should be surprised, if one fine day Azerbaijan exercises its
right and moves to liberate its occupied territory. Nevertheless, for
now we still support a continuation of the peace talks and hope that
after the Astana meeting the Minsk Group will step up its efforts. But
I repeat once more that our patience is not infinite. Armenia and
the international community should draw conclusions from Yerevan’s
unconstructive position.”

Ali Hasanov said that Azerbaijan had signed the summit protocol with
one condition: “It is noted that the international community will
strengthen its role in the peaceful solution to the conflict. If
Armenia does not back this, Azerbaijan will preserve the right to
liberate its territories.”

The OSCE Minsk Group mediators on the Karabakh conflict had hoped
that the two leaders might meet on the sidelines of the Astana summit.

Armenian media claimed that it was Azerbaijani President Ilham Aliyev
who refused to meet the presidents of Armenia and Russia at the summit.

‘Mutual trust should be created on par with political resolution of
Karabakh conflict’, said Armenian political scientist Stepan Grigoryan.

Azerbaijan and Armenia should adopt measures to raise mutual trust to
facilitate the resolution of the Karabakh problem, Stepan Grigoryan
said.

‘There is a need to raise trust to improve the strained atmosphere
between us and this process must go on par with the political
resolution of the Karabakh conflict’, Grigoryan said speaking at the
third forum on security in the South Caucasus held in Baku.

He called the visit to the Armenian church in Baku to be one of such
positive steps.

‘This is also a kind of a measure of trust, upon arriving home I will
certainly speak of what I have seen. This is what is dear to Armenians
and is under protection of the Azerbaijani state. Certainly, such an
attitude speaks in Azerbaijan’s favor’, he said.

According to the political scientist, raising measures of trust must
occur along with such political steps on the resolution of the Karabakh
conflict as transforming the document on Karabakh at the OSCE summit
in Astana into the framework agreement on the conflict.

Grigoryan also said the opening of the Armenian-Turkish border will
reduce Armenia’s dependence on Russia and facilitate the Karabakh
resolution.

‘Unfortunately, not everything depends on us, there are external
factors, primarily Russia. For the resolution of existing problems,
there is a need to minimize the influence of external factors, which
means to open the Armenian-Turkish border’, he said.

The expert said he sees the future of the South Caucasus countries
in integration with the Euroatlantic space.

Wikileaks webpage materials have become a matter of world scandal,
including Georgia. The information revealed details of what really
goes on in the political backstage, showing politics in a very cynical
light. The world received information on how political figures and
apparent friends actually think of each other. It revealed some awkward
and clumsy phrases and the scandal is continuing. Altogether several
thousand documents have already been made public and, it is presumed,
more than 250 thousand documents will eventually be released. They are
published individually so that the scandal is likely to run and run.

Of course Georgia is not the number one topic for the Wikileaks
scandal, however there are already some documents, which give extra
details about the 08.08.08 war. In particular it is very interesting
to see who started the war and although Moscow and Tbilisi are
interpreting the situation differently, the preliminary study of
the documents show that Russia’s claim that Georgia started the
hostilities could be under a big question mark. Officially, Tbilisi
has already responded to the “news” and chair of the Parliament Davit
Bakradze stated that once again it has become clear that Georgia was
a victim and not an aggressor. Though there are some other details,
which show the shortcomings of Georgian policymakers during the war.

For instance, Georgian Foreign Ministry already had to defend the
statement by the Georgian ambassador to Latvia, Konstantin Korkelia,
who labeled Georgia’s move as an “occupation of South Ossetia.” But as
Wikileaks authorities promise, this is only the beginning as further
detailed information will be distributed little by little. As they
promise, there are 1735 documents about Armenia, 1569 documents about
Azerbaijan and 1167 about Georgia waiting to be published. So the
South Caucasus should be expecting more scandalous information.

President Saakashvili’s press service has not made any official
statement on his behalf and, like the whole world, the Georgian ruling
administration is on standby mode waiting for further new scandalous
information to be revealed. So, first the documents should appear,
then they will be followed by the questions and later, the time will
come to answer those questions. So Georgia, as well as the whole world,
is in suspense. What’s next?

Armenian, Hungarian Presidents Discuss Armenia-EU Relations

ARMENIAN, HUNGARIAN PRESIDENTS DISCUSS ARMENIA-EU RELATIONS

On December 2, Armenian President Serzh Sargsyan met with Hungarian
President Pal Schmitt on the sidelines of OSCE Summit in Astana.

The Presidents stressed the friendly relations between the two states
and emphasized Armenia-Hungary inter-parliamentary friendship groups
greatly contributed to their expansion, RA Presidential press service
informed NEWS.am.

Serzh Sargsyan expressed his gratitude to Hungarian authorities
and people for their warm attitude towards the Armenian community
in Hungary.

The officials also discussed the cooperation within international
agencies and Armenia-EU relations, taking into account Hungary will
take over OSCE chairmanship in 2012. Pal Schmitt stressed the necessity
for cooperation within EU-initiated “Eastern Partnership” project.

Armenian Journalists Recognised For Excellence In Covering Forestry

ARMENIAN JOURNALISTS RECOGNISED FOR EXCELLENCE IN COVERING FORESTRY ISSUES

Journalists reporting on forest issues in Armenia have been
recognised in the ‘Forests of Armenia’ competition, an ENPI-FLEG
Programme-supported initiative.

A selection committee comprised of well-known environmental experts
and journalists named winners in four categories: Best Television
Report, Best Radio Report, Best Printed Article, and Best Online
Material. Two additional incentive prizes were also awarded.

The competition aimed to encourage comprehensive and consistent
coverage of forest-related issues in the Armenian media. During
the award ceremony, the selection committee emphasised the role
of journalists covering forest related issues, such as helping law
enforcement agencies to initiate criminal proceedings against illegal
actions and pushing for the dismissal of corrupt individuals.

The committee also recognised an evolution in recent coverage of forest
related issues. They found that while previously journalists reported
mainly on official events, they now dig deeper into the political,
economic and social aspects of existing problems.

Journalists from Yerevan, Vanadzor, Gyumri, Ijevan, Alaverdi and
Stepanavan submitted materials produced between 1 October 2009
and 1 October 2010. Issues such as forest management, protection,
conservation, use, illegal logging and its consequences were covered.

The results of the competition were announced on 25 November 2010.

The ~@6 million ENPI Forest Law Enforcement and Governance (FLEG)
programme supports governments, civil society and the private sector in
the development of sound and sustainable forest management practices,
including the prevention of illegal forestry activities.

AZG: FAMOUS TURKISH WRITER ARRESTED FOR ARMENIAN GENOCIDE RECOGNITION

According to the information at Azg daily’s disposal, a protest action
will be held in Germany against the illegal arrest of a German citizen,
an ethnic Turk, writer and human rights activist Dogan Akhanli.

The protest action will be held near German Parliament, on December 4.

Later on December 6 and 8, acts of protest will be organized in
Cologne and Istanbul respectively.

The newspaper writes famous writer, recognizing Armenian Genocide
Dogan Akhanli was arrested at Istanbul airport on August 10, 2010,
when he was coming to see his seriously ill father.
