Close relations between Ankara and Moscow lead to progress in
resolution of the Karabakh conflict, Turkish President Abdullah Gul
said in an interview with Reuters.

President Gul stated that Turkey jointly with Russia plays major role
in attempts to resolve the Nagorno-Karabakh conflict, adding that
he had discussed the issue with Russian President Dmitry Medvedev at
the OSCE summit in Astana.

According to him, although there is no breakthrough at the moment,
certain steps are taken. There is a silent and determined diplomacy,
he stressed.

“I sincerely believe that the de facto situation in the Caucasus is
not in the interest of any one of us,” Gul said.

On December 1 the Chairman of the NA Standing Committee on Defense,
National Security and Internal Affairs Hrayr Karapetyan had a lecture
on the theme The NA Role in the Issues of Armenia’s Defense and
Security for the listeners of the senior course and more than 100
representatives of professors and leading staff members of the NATO
Defense College, which is deployed in Rome.

First, Mr. Karapetyan introduced to the guests the structure and
activity of the National Assembly, then he presented the parliamentary
and civil control towards the defense and RA security spheres,
in particular, emphasizing the adoption of the laws regulating the
activity of the armed forces, the ratification of the international
treaties, the approval of the state budget report, the implementation
of the control of the budget through Control Chamber the mechanism of
the parliamentary question and answer. The speaker also highlighted
the visits of the committee members to the structures of the defense
sphere, the direct contacts with the soldiers and officers, the active
cooperation with the NGOs, the fulfillment of the obligations assumed
by Armneia within the framework of Armenia-NATO Individual Partnership
Action Plan and the implementation of the reforms of the sphere in
conducting the civil and parliamentary effective control towards the
sphere of defense.

Hrayr Karapetyan also answered the listeners’ questions, which related
to the challenges of Armenia’s national security, Armenia’s adopted
stance on the peaceful settlement of the Karabakh issue through
negotiations and the European integration processes being implemented
in the country.

WikiLeaks has published the U.S. diplomat Donald Lu’s message,
which contains an unflattering description of Azerbaijani President
Ilham Aliyev.

“Azerbaijan’s President Ilham Aliyev utilizes distinctly different
approaches to foreign and domestic policies,” says the message.

“He typically devises the former with pragmatism, restraint and a
helpful bias toward integration with the West, yet at home his policies
have become increasingly authoritarian and hostile to diversity of
political views. This divergence of approaches, combined with his
father’s continuing omnipresence, has led some observers to compare
the Aliyevs with the fictional ‘Corleones’ of Godfather fame, with
the current president described alternately as a mix of ‘Michael’
and ‘Sonny’.

According to the message, Heydar Aliyev “becomes by implication the
‘Vito Corleone’ of Azerbaijan.”

“The President and his cohorts, who largely were carried over from
his father’s administration, now seek predictability, stability and
continuity to preserve and protect public and private fortunes.

Aliyev’s cabinet has changed very little over the years, with few
“reformers” brought in or remaining in power. The Prime Minister
position is largely ceremonial and weak. Because of family connections,
dynastic succession, the strong arming of the opposition and the
creation of an elaborate patronage/protection network, the Aliyev
Administration has developed an “organized crime” image in some
quarters, leading some analysts to see Ilham Aliyev at times in a
mafia-like role.

“President Aliyev inherited from his father a clever, realistic foreign
policy that he has largely maintained… He encourages involvement
with NATO and…supports a policy of westward transit of Azerbaijani
oil and gas through non-Russian channels.

“For all his bluster about Azerbaijan’s legal right to liberate
the Armenian-occupied territories by force, Aliyev has worked
constructively on the Minsk Group-proposed Basic Principles and
developed a reportedly good rapport with Armenian President Sargsian
[Serzh Sargsyan] – in contrast to the much more confrontational
relationship between the countries’ foreign ministers.

“Similarly, even as Aliyev regards with horror the prospect of
Turkey-Armenia rapprochement ahead of Nagorno-Karabakh resolution,
the President has instructed SOCAR to continue gas transit and supply
talks with Turkey…The gas transit talks are a hardball affair to
be sure, but Aliyev surely recognizes that Azerbaijan cannot really
afford a total rupture with Turkey and certainly is not going to go so
far as to foreclose on options out of pique while the Turkey-Armenia
question remains open.

“For all of the cool-headed calculation that generally influences
Aliyev’s foreign policy, his domestic policies are another matter. As
Aliyev perceives a challenge to his authority or affronts to his
family dignity…The example of the crude retaliation against the
young bloggers Emin Milli and Adnan Hajizade is the most recent and
public example.”

The message also mentions Aliyev’s decision to rescind licenses for
some foreign broadcasters. Heydar Aliyev would never have allowed
himself to be goaded into ridiculous reactions.

The explanation for the dissonance between Aliyev’s foreign and
domestic policies is that he is insecure in domestic politics and
relies heavily on the advice of old-line Soviet-style political
figures carried forward from his father’s administration, such as
Presidential Chief of Staff Ramiz Mehdiyev.”

“It is clear that Azerbaijan’s future development would better suit
United States policy goals if Aliyev pursued his domestic policies in
a manner that resembled his foreign policy methods, however imperfect
they may be,” the message reads.

President Ilham Aliyev’s refusal to meet with his Russian and Armenian
counterparts, Dmitry Medvedev and Serzh Sargsyan, on the margins of
the OSCE Summit once more proved he escapes unfavorable circumstances,
Artak Davtyan, a member of the Republican Party of Armenia (RPA)
parliamentary faction, told journalists Dec. 2.

“It is, to an extent, a character trait. Aliyev is actually unable
to get over the deserter syndrome,” he said.

According to him, Aliyev’s “buddy-buddy manners” is revealed not only
at the negotiation table, but also in WikiLeaks-published documents.

EU is taking a passive meditative position on conflicts in the South
Caucasus.

The statement came from Milli Majlis depity Rasim Musabeyov speaking
with a report on conflicts in the South Caucasus and round it at
the International forum on security in the South Caucasus, organized
in Baku by the German Fund of Conrad Adenauer, Center of Strategic
Research of Azerbaijan and the Polish embassy.

He said there are three international conflicts in the South Caucasus
and there is a range of hot spots around the region.

“In particular, there are hot spots in the North Caucasus and the
republics of the Russian Federation. Also there is the Turkish-Armenian
conflict and Azerbaijani-Iranian differences. This whole range of
problems poses a serious threat for regional security”, he said.

Musabeyov stated with regret that the European Union is taking a
passive meditative position on conflicts in the South Caucasus. He
called EU’s definite activeness in the suspension of the
Russian-Georgian war of 2008 as an exception.

Speaking of Yerevan’s destructive position, he noted that Armenia
thought Azerbaijan will always say ‘no’ to the OSCE Minsk Group
which will help the Armenian side protract the negotiation process
for many years.

“However, Azerbaijan has said ‘yes’ to the renewed Madrid principles,
thus demonstrated the real face of the Armenian leadership, which
is in the complex situation for the failure to voice its position on
these documents”, the deputy said.

Speaking about the reasons of the failed dialogue between President
Aliyev and Sargsyan within the framework of the OSCE summit in Astana,
Musabeyov accused Armenia of this.

“Astana has given nothing in the issue of the peace settlement of
the Karabakh conflict. Military risks are growing, the militarization
of the conflict is going on. There are serious reasons for this. The
Azerbaijani president has recently visited the frontline settlement
Horadiz, which suffered much in the result of Armenian aggression.

There Ilham Aliyev attended the opening of social facilities and
residential complexes, made a statement that Azerbaijan wants the
peaceful resolution of the conflict, but if it is not reached, Baku
will be obliged to return its lands by force. Meanwhile, from the
opposite side of the front Armenian President Serzh Sargsyan comes to
the occupied lands and directs the military exercises, where he says,
in particular, that Armenia will take all efforts for the soonest
resolution of the conflict with Azerbaijan”, Musabeyov said.

He believes that such provocative and fantastic statements of Sargsyan
in the occupied lands of Azerbaijan undermined possible dialogue
in Astana.

On December 2, in accordance with the earlier achieved agreement with
the NKR authorities, the OSCE mission conducted Á regular monitoring
of the line of contact of Nagorno Karabakh and Azerbaijani Armed
Forces in the Askeran direction, NKR MFA Press Service reported.

>>From the positions of the NKR Defense Army, the monitoring was
conducted by Coordinator of the OSCE Office Lieutenant-Colonel Imre
Palatinus (Hungary) and Field Assistant of the Personal Representative
of the OSCE Chairman-in-Office Hristo Hristov (Bulgaria).

>>From the opposite side, the monitoring was held by Field Assistants
of the Personal Representative of the OSCE Chairman-in-Office Antal
Herdich (Hungary) and William Pryor (Great Britain).

The monitoring passed in accordance with the planned schedule. No
violation of the cease-fire regime was registered during the
monitoring.

The monitoring mission from the Karabakhi side was accompanied by
representatives of the NKR Ministries of Defense and Foreign Affairs.

Preparations have started for 1st assembly of Azerbaijan-Turkey
High-Level Cooperation Council, said Turkish envoy to Azerbaijan
Hulusi Kilic said.

To him, the preparations started last week. The delegation led by
Turkey~Rs Prime Minister Recep Tayyip Erdogan will arrive in Azerbaijan
to attend the council~Rs assembly.

According to the Ambassador, date of the assembly has not been
specified yet.

‘I don~Rt think that materials published on WikiLeaks will
negatively effect on Azerbaijan-Turkey cooperation’, Hulusi Kilic
told journalists.

The ambassador said the Turkish officials were making sincere
statements and they were expressing their ideas sincerely in

‘Why it should damage the relations? We have healthy relations. We
don~Rt establish our relationship on the basis of rumors or press.

Turkey always supported Azerbaijan like in 1918 or 1991. Such
statements can not damage the relations’.

Hulusi Kilic said he had no details about the OSCE Astana Summit,
but noted that the Turkish officials held series of meetings and
discussions before the summit.

‘We see that. There is injustice situation in the region. Armenia
continues the occupation. We want stability in the region and therefore
we want soonest solution to Nagorno Karabakh conflict’.

Responding the question about the Turkey~Rs support if Azerbaijan uses
other means to secure its territorial integrity: ‘Turkey was always
together with Azerbaijan. Turkish leaders expressed their support to
Azerbaijan everywhere. Nagorno Karabakh is very important issue and
we will always be with Azerbaijan’.

The ambassador said Turkey has not opened its borders with Armenia
for that reason so far.

‘Heydar Aliyev is a great leader, a man of genius recognized by all
over the world. It is not in favor of anyone to write such things
about the great leader. All of these publications are about Turgut Er.

There are 73 million people in Turkey and he is one of them. His
publications are not official views of Turkey. Everyone in Turkey
appreciated the great leader~Rs work and knows about his rise in
Soviet period. There is freedom of expression in Turkey. Turkish
people notice all of these. I don~Rt know is it possible to prevent
such publications or not. It is difficult for me. The Turkish press
is free and they criticize the prime minister and president as well’.

World-renowned photograph of Armenian origin Ara Guler attended the
opening ceremony of the avenue named after him in Shapingarahisar,
Turkey.

The decision to rename the avenue was made by the city council. The
council also decided to exhibit a film on the famous photojournalist’s
life and works.

Ara Guler made a speech at the opening ceremony saying he is happy an
avenue after him opened in his native town. “I am a photojournalist,
this is my job. I share my photos with you,” he said.

Mayor of Shapingarahisar stated Guler’s family had emigrated from
the city in 1910.

“We wished to open an avenue after Guler for our children to inherit,”
he noted.

Ara Guler is a photojournalist of Armenian decent, nicknamed “the
Eye of Istanbul” or “the Photographer of Istanbul”. He was born in
1928 in Istanbul. In 1950 he joined the staff of the newspaper Yeni
Istanbul as a photojournalist.

In the 1970s he held photographic interviews with such notable
politicians and artists as Winston Churchill, Indira Gandhi, Salvador
Dali, Pablo Picasso and many others.

The five-sided statement made at the Astana Summit confirmed the
superiority of the OSCE Minsk Group format and indirectly confirmed the
Madrid principles, Hovsep Khurshudyan, Spokesman for Heritage Party,
told journalists December 2.

The statement contains a reference to the statements of Presidents
Medvedev, Sarkozy, and Obama, at L~Raquila on July 10, 2009, and
at Muskoka on June 26, 2010, which clearly highlight the Madrid
principles, without highlighting the final status, terms or referendum,
as well as the withdrawal of Armenian forces from the liberated
territories,~T Khurshudyan said. A third document has been approved
without Nagorno-Karabakh~Rs participation and consent, he said.

Azerbaijan is obviously dissatisfied with the meeting. The Summit
did not address Azerbaijan~Rs violations, the Armenian MP said.
