Perched on a hill above the capital city of Yerevan stands a sacred
memorial for Armenians around the world. It’s called the citadel or
fortress of swallows. It’s a place named for the bird that is known
to return to its nest, even after its the nest is destroyed.

The Tzitzernagapert museum and memorial in Yerevan is a metaphor for
those who survived the Armenian Genocide but were dispersed to the
four corners.

Armenia Fund Completes Reconstruction Of Shushi Library

ARMENIA FUND COMPLETES RECONSTRUCTION OF SHUSHI LIBRARY

ASBAREZ

The exterior of the library

New plans include digitizing entire book collection

YEREVAN-Earlier this year, the Shushi Library began operating in a
completely renovated and newly furnished space. The transformation
of the venerable landmark, at a cost of approximately $227,000,
was sponsored by the Armenia Fund U.S. Western Region.

The library now is poised to function as not only an extraordinary
destination for reading and research, but a hub for a range of
educational and cultural events. It will serve Shushi, Stepanakert,
and nearby rural communities, helping enrich the lives of students
and the population at large.

The new shelves will house books The renovation project has resulted in
a complete makeover of the library, which comprises a two-story main
building and a single-level administrative unit, with a total area of
624 square meters. Both structures were reinforced and rebuilt around
new floor plans, the roofs were replaced, and the floors were covered
variously with ceramic tiles and hardwood. Improvements also include
the installation of up-to-date electrical and climate-control systems.

The administrative building consists of an entrance hall and
four offices. The main building comprises a large reading hall,
a storehouse, and a basement used for various library needs.

The people of Shushi have long cherished the dream of seeing their
city restored and teeming with Armenian life, says Mikayel Khachatryan,
deputy head of the Shushi Administration. Today that dream is becoming
reality, through key improvements including rebuilt roads and the
refurbished roofs of over ten apartment complexes as well as ongoing
redevelopment projects such as the renovation of the Shushi Cultural
Center and the Abovyan School, and installation of an internal
potable-water network.

Khachatryan has high hopes that the Shushi Library will regain its
former stature as a regional intellectual center. In the Soviet era,
he says, the library had up to 60 visitors a day. Moreover, it hosted
a regular stream of lectures and book presentations featuring renowned
authors and scholars. All that came to a grinding halt with the onset
of the Artsakh War. In 1992, when the residents of Shushi returned
to their native city, what they found was utter devastation. Their
beloved library, like all of Shushi’s once-vibrant institutions,
was far from being able to resume its activities.

Now that the library has received a new lease on life, its management
is hard at work to optimize it. The library’s book collection,
comprising over 16,500 volumes, will shortly be moved back to the
renovated premises, after having been temporarily stored at the
Muratsan School. The management has already taken steps to considerably
expand the collection. Another significant addition will be realized
thanks to Moscow-based ethnographer Karen Yuzbashyan, who has donated
his private collection of ethnographic studies, totaling 265 pieces,
to the library.

Currently the library employs a staff of seven, with plans to expand it
in the near future. One critically important position the management
is seeking to create is that of a bibliographer. Another top priority
is to digitize the entire book collection.

“One after the other, redevelopment projects launched in 2009 are
coming to fruition,” says Ara Vardanyan, executive director of the
Hayastan All-Armenian Fund. “And with the completion of every single
initiative, we feel proud for bringing hope and joy to Shushi, as
we continue to do our share in helping restore and beautify this
magnificent city-fortress of our ancestors.”

Azerbaijan Can’t Overcome Karabakh Forces, Says Ex US Envoy

AZERBAIJAN CAN’T OVERCOME KARABAKH FORCES, SAYS EX US ENVOY

Asbarez
Wednesday, February 23rd, 2011

Ex US Ambassador to Baku Anne Derse

State Department cables show US scrambling to “buy” Azerbaijan’s
silence on the Turkey-Armenia rapprochement process.

Azerbaijan’s military spending has not translated into an advantage
for Baku, according to former US Ambassador to Azerbaijan, who in US
diplomatic cable obtained by Wikileaks, said that the Nagorno-Karabakh
Republic Army has an advantage over Azeri forces in the event of war.

“Azerbaijan, even with its focus on improving its military
capability, is unlikely anytime soon to structure a force large or
well-equipped enough to overcome the terrain advantages enjoyed by
the NK Self-Defense Force and the Armenian army,” said Derse in a US
Embassy cable released by Wikileaks and published in the Moscow-based
Russian Reporter Magazine.

The State Department cables show a rift between Turkish and Azeri
leaders in the wake of the Turkey-Armenia rapprochement process and
Azerbaijani President Ilham Aliyev’s efforts to pressure the US to
give in to its demands of higher military aid and other diplomatic
overtures.

“Azerbaijan’s negative reactions to Turkey are fueled by [Turkish
Prime Minister Receop Tayyip] Erdogan and [Turkish President Abdullah]
Gul’s unfriendly treatment of Aliyev. Aliyev believes the Turks would
have sold Azerbaijan out months ago without even the courtesy of
a consultation. Azerbaijan’s trepidation about the process is also
magnified by the drift I perceived in its relations with the United
Stats, whom Baku perceives more and more to be responsible for the
Turkey-Armenia process,” explained Derse in the cable.

“While the extent of Aliyev’s influence on the Turkey-Armenia process
is debatable, what is obvious is that the U.S. is steadily losing
influence in Azerbaijan as the process moves forward,” added the cable.

“It is plain that the United States cannot give President Aliyev what
he really wants, which is an explicit linkage of the border opening to
a solution of NK,” said the cable, which highlighted that Aliyev asked
Ambassador Derse to explore: -Progress on walking back Section 907;
-Defensive military sales, particularly air defense; and -High-level
actions to show commitment to solving NK,” outlined the cables.

“Either delivering on one of these items or showing a willingness
to have serious dialogue on these requests could be enough to ‘buy’
Azerbaijani silence on Turkey-Armenia,” added the cables.

ANKARA: Zirve Prosecutor Asks Testimony Of Witness Mentioned In Book

ZIRVE PROSECUTOR ASKS TESTIMONY OF WITNESS MENTIONED IN BOOK

Today’s Zaman
Feb 22 2011
Turkey

A specially authorized prosecutor overseeing the case into the
2007 Zirve publishing house murders has demanded the court listen
to a secret witness that a recently published book says previously
testified to İstanbul prosecutors.

The witness is mentioned in “Bi Ermeni Var: Dink Operasyonunun
Å~^ifreleri” (There’s this Armenian: The Codes of the Dink Operation)
authored by journalist Adem Yavuz Arslan, who seeks to shed light
on some of the suspicious aspects of the murder of Turkish-Armenian
journalist Hrant Dink, who was shot dead by a nationalist teenager in
broad daylight in front of his office four years ago. The book also
has a section on the Zirve murders, which the author says were part
of the same plot to kill Dink.

The Anatolia news agency reported yesterday that the Malatya specially
authorized prosecutor sent a statement to the İstanbul Chief Public
Prosecutor’s Office and demanded all related documents be sent to
Malatya. He also asked the Malatya 3rd High Criminal Court, which is
currently hearing the Zirve case, to hear the secret witness.

In the book, Arslan quotes the secret witness who reportedly testified
to İstanbul prosecutors in late 2010, saying the gendarmerie organized
the Zirve murders.

In April 2007, two Turkish nationals, Necati Aydın and Ugur Yuksel,
and a German national, Tilman Ekkehart Geske, were tied to chairs,
tortured and repeatedly stabbed at the Zirve Publishing House in the
southeastern Anatolian city of Malatya before their throats were slit
as police arrived on the scene. The publishing house they worked for
printed Bibles and Christian literature.

Suspects Abuzer Yıldırım, Cuma Ozdemir, Salih Gurler and Hamit Ceker
were apprehended at the scene and immediately taken into custody,
while Emre Gunaydın jumped from a third-story window in an attempt
to escape from police and was taken into custody after being treated
for injuries. A total of nine men have been charged in connection
with the murders.
