Star Divide, the holder of Armenia’s largest trade network Star will
announce about a re-branding deal on May 5 and will introduce its new
stakeholder to the public.

Earlier in February Viest Assets Ltd, a company registered in the
British Virgin Islands, acquired 100% of Star’s shares.

The parties have now reached the last stage of legal documentation.

Star’s new brand has been developed by Dunlop Consultancy, a
consulting firm that developed such brands as Alfa bank, Dewars’,

Azbuka Vkusa, Malina, Kvadrat, Bombay Sapphire and Bank Ruski Standard.

The re-branding process will be over by mid 2010.

Tatev Abrahamyan is a chess chamption

GLENDALE – For the last month and a half, Tatev Abrahamyan, a senior
majoring in Psychology at Cal State Long Beach and a nationally
renowned chess champion, has been volunteering every week at the AYF
Central Office in Glendale in an effort to give back to her community.

`I really enjoy volunteering at the AYF,’ said Abrahamyan. `Every day
I see and hear about people who go out of their way to be involved in
their community and make an impact, which is really motivational. I
hope my contributions are also helpful.’

Abrahamyan initially approached the AYF in mid-February, looking to
volunteer as part of a requirement for a university course. She wanted
to fulfill her volunteer hours working with an Armenian organization
rooted in the community because, as she explains it, `At times I felt
isolated from my culture and not as involved as I should be.’

After meeting with AYF Executive Director, Serouj Aprahamian, Tatev
was welcomed as an intern and given a series of specially-tailored
projects related to the AYF’s Haytoug magazine, community outreach
initiatives, translation, and grant research.

`There is always an abundance of work to do here at the AYF so, of
course, we were glad to hear from Tatev when she contacted us,’ said
Aprahamian. `We are a volunteer-based organization that opens its
doors to any and all youth interested in serving the community.’

In addition to being a student and volunteer, Tatev is an accomplished
chess player. She gained a love for the sport in Yerevan, where she
was born, and carried on her passion after moving to the US. She has
competed in both national and international competitions since 1996,
earning 2nd place in the 2011 US Women’s Championship and tying for
3rd place during the 2010 Women’s Olympiad. She has her sights set on
one day being designated as a Grandmaster, the highest title awarded
by the world chess organization.

She also plans to continue her education in psychology and eventually
become a college professor. `I have a lot of respect for education,’
said Abrahamyan, `and I want to be able to make my own contribution.’

The AYF continues to accept interns and volunteers on a year-round
basis. It also recently inaugurated the second year of its annual
`Karekin Njdeh’ Future Leaders Program, an intensive 8-week program
for students seeking to gain experience in community activism.

Founded in 1933, the Armenian Youth Federation is the largest and most
influential Armenian American youth organization in the United States,
working to advance the social, political, educational and cultural
awareness of Armenian-American youth.

Georgia’s opposition will surely strive for the early resignation of
President Mikhail Saakashvili, parliamentary ex-speaker Nino
Burdzhanadze, who heads the opposition party Democratic
Movement-United Georgia, said on Monday.

Burdzhanadze, who is also a member of the leadership of the People’s
Assembly of Georgia, noted that the opposition movement “is ready to
bring to a conclusion its peaceful fight and peaceful actions for
Saakashvili’s early resignation, which will allow to hold the
democratic elections.”

“The democratic elections are impossible during Saakashvili’s
presidency,” she said in an interview with the Tbilisi-based newspaper
Asaval-Dasavali. “Therefore we will continue our peaceful fight for
Saakashvili’s early resignation.”

“This summer will be the last summer of his presidency,” she said.

The People’s Assembly of Georgia was set up in November 2010. It is
chaired by five-time world champion chess player Nona Gaprindashvili.
Among its leaders are Nino Burdzhanadze and heads of some other
opposition parties.

Meanwhile, Saakashvili announced that he “gains support of the
majority of the population” and expressed confidence that “the
opposition is unable to force him to step down until his term in
office expires.”

EURONEST PARLIAMENTARY ASSEMBLY

On May 3 the constituent meeting of the EURONEST Parliamentary
Assembly began with the participation of the heads and national
delegations of the Eastern partner countries. RA NA delegation in the
EURONEST Parliamentary Assembly led by Hovik Abrahamyan took part at
the Meeting. The delegation comprised of Vahan Hovhannisyan (Head of
RA NA delegation in EURONEST PA), Alexander Sargsyan, Artak Zakaryan,
Khchik Harutyunyan, Lilit Galstyan, Armen Melikyan, Styopa Safaryan,
Vardan Bostanjyan, Hovhannes Sahakyan, Vahe Enfiajyan.

The President of the European Parliament Jerzy Buzek gave a welcoming
speech, after which the heads of the EURONEST parliaments delivered
speeches.

RA NA President Hovik Abrahamyan was the first to give a speech.
Addressing those present RA NA President said:

“On behalf of the Armenian National Assembly may I congratulate us all
on this significant event, as well as say thank you to Dr. Jerzy Buzek
for his kind invitation to be present here.

I would also like to thank the heads of all national delegations and
political groups represented in the EURONEST for their consistent work
due to which this particular initiative became a reality.

As far back as in 2004 when the European Neighborhood Policy was
launched the long-term goal of the European Union was to provide
assistance to the Eastern partner countries and through accomplishment
of similar programs to facilitate their transition phase towards real
democracy.

Within this context the originality of EURONEST is evident. The
Eastern partners do not simply become members of the already existing
European structures, but are the founders of a similar European
institution.

During the whole period of its activity the European Parliament has
proved its commitment to the universal values encouraging nations to
unite around the idea of freedom, solidarity, justice and stability,
against the temptation of creating obstacles and dividing lines, which
is so easier on the political arena.

The Republic of Armenia has constantly proved its commitment to these
universal values and has been an advocate of cooperation, supporting
the development of normal relations with its neighbors and deepening
the regional cooperation.

The EURONEST Parliamentary Assembly should become the venue that
should help give a parliamentary assessment of the Eastern
Partnership, express our commitment to the principles of international
law and fundamental values and achieve mutual understanding and
full-fledged regional cooperation. In this context with its diversity
Europe serves as a role model for achieving solidarity.

Armenia also attaches great importance to the intercultural dialogue
in the region through the establishment of the climate of trust and
cooperation between diverse religious and ethnic communities. This, in
its turn, will promote democratic development, prosperity and create
necessary prerequisites for peace, stability and security. The same
principles are also reflected in the Prague Declaration.

It is common knowledge that the implementation of reforms is
impossible if trust, confidence in them and political will are
lacking. In our view the parliamentary dimension of the Eastern
partnership is the institute through which we could assist the
implementation of the EU Eastern Partnership Policy, note progress and
predict challenges. It will also become a specific forum for the
exchange of information and best practices, facilitate understanding
and elaboration of common positions between the European Parliament
and the parliaments of partner states.

This inter-parliamentary assembly is the parliamentary dimension of
the Eastern Partnership Policy, which should create conditions needed
for advancing the political association and economic integration
between the European Union and the eastern partner states. It can
become a strong tool for the enhancement and development of
partnership.

In case of Armenia, our Christian values, historical, linguistic and
cultural factors ensure our presence in the EU institution, once again
reaffirming Armenia being an inseparable part of the great European
family. Full integration of almost one million of European Union
citizens of Armenian origin in the political, economic and cultural
spheres of Europe is the best proof thereof. With this in view, we
focus on the process aimed at visa facilitation for the Armenian
citizens traveling to the European Union.

I wish to particularly stress that less than a year has passed since
the launch of the negotiations on the Association Agreement with the
European Union. At the moment we have already concluded sixteen
chapters of the negotiated document. I am aware that some of our
partners have achieved more. Let us seize this unique opportunity to
accelerate this process and not try to make the EURONEST a place for
senseless disputes. I sincerely hope that all our partners share the
same approach. It is also my strong belief that it is among the tasks
of the EURONEST to engage Belarus in the process and try to encourage
further reforms in the country to enable the Byelorussian delegation
to fill the vacant seats in the near future.

Over the past period the Armenian National Assembly has reaffirmed its
commitment to the EURONEST process being the first to shape a national
delegation and actively engage in the preparations.

In the current era of globalization the role of diversity is of
paramount importance and the issues of human rights and fundamental
freedoms should be high on our political agenda. I would like to
inform you that the Armenian National Assembly is about to finalize
the hearings on the new Electoral Code by bringing it in compliance
with the recommendations of the Venice Commission of the Council of
Europe. The new law on “Freedom of Speech and Assembly” has already
entered into force in our Republic.

The involvement of the three South Caucasus countries in the EURONEST
might be extremely useful in making our region more predictable. The
Republic of Armenia shares this view of the European Union. EURONEST
could also provide a new impetus to the current relations between us
given the importance of parliamentary diplomacy and become an
additional incentive for the enhancement of ties between our
parliaments and the societies at large.

Before concluding my speech I would like to underscore that I regard
EURONEST not as simply an institution, but a bridge to future
cooperation, that Armenia is resolute to pass.”

After the speeches of the heads of the parliaments the constituent act
of the EURONEST Parliamentary Assembly was signed and the statute was
adopted. We’ll note that the head of the RA NA delegation in EURONEST
PA Vahan Hovhannisyan was elected Deputy Co-chair of EURONEST PA.

President Serzh Sargsyan, being on official visit to the Swiss
Confederation, met with the President of Switzerland Mrs. Micheline
Calmy-Rey in Bern, after which the presidents of the two countries
hold a joint press conference. According to president Sargsyan, the
presence of the two resident embassies in the two counties will
contribute to new dynamics and to the development of the further
bilateral cooperation (he mentioned the fact of the establishment of
Swiss Embassy in Yerevan). He said that he has suggested to his Swiss
counterpart to carry out on the mutual partnership basis cooperation
in jewelry, watch making, agriculture, as well tourism, education and
science, culture fields, indeed by encouraging the representatives of
those fields to implement business projects. He has expressed his
sincere gratitude to Swiss government for Armenia’s participation to
the 25th International Book and Press Fair as an honored guest
“Armenia’s participation in this fair gives rise to numerous events
designed to mark the 500 anniversary of the Armenian printing and the
proclamation of Yerevan by UNESCO World Book Capital in 2012”. At the
press conference the president also touched upon the Armenia – Turkey
issues: “We seek to establish relations with Turkey without
preconditions. Unfortunately, high-ranking Turkish officials spare no
effort to turn away this striving. Instead of taking steps towards
ratification of the protocols, Turkey maintains its effort to drive
wedge between Armenia and the Diaspora. Turkey will be constantly
losing our trust in the rapprochement (which has been already reduced
to a minimum) while it is maintaining its effort.”

“I am surprised that Turkey does not realize that the Diaspora that
emerged due to the Genocide is an integral part of the Armenian
people, is our pride and power. The Diaspora Armenians are Ambassadors
of Armenia spread all over the world, for instance, Charles Aznavour
is the Armenian Ambassador to Switzerland, and many act voluntarily,
upon the dictates of their hearts. Deserved citizens of the countries
that gave them refuge, they are also able to make a contribution to
progress and development of our country,” said president Sargsyan and
added that Switzerland condemned that horrible crime against humanity,
which did not hinder Switzerland from supporting the Armenia-Turkey
rapprochement after a short while: “The example of Switzerland is
certainly the best one in this respect, and many countries worldwide
must learn by the example of Switzerland”.

The upper house of the French parliament on Wednesday failed to
approve a bill that would make denial of the Ottoman-era genocide of
Armenians punishable under the Fifth Republic’s law.

After a long debate 196 senators voted to back a committee motion not
to put the bill to vote. Only 74 members voted against this proposal.

According to agency reports, during the debate and subsequent vote
representatives of the Armenian community of France were holding a
protest outside the Senate building demanding that senators adopt the
bill.

The French National Assembly, the lower chamber of the country’s
bicameral parliament, passed the Armenian Genocide Bill in 2001. Five
years later it also approved a bill penalizing the denial of the
Armenian Genocide that needs the Senate’s vote to be enforced.

Denial of the Armenian Genocide is legislatively recognized as a crime
in Switzerland, Argentina and Uruguay.

The government, concerned by the demographic situation, approves
strategies for improving health of mothers and children as well as
reproductive health.

One in five Armenian families are unable to have children, with
doctors saying women’s fertility has been damaged by stress and
abortions, while men are harmed by ill health.

The situation has improved from that in the 1990s, but experts worry
that the country’s demographic future could be threatened if more is
not done to reverse the dire trend.

`Although the results of past investigations (32 per cent of women
were infertile compared to 17 per cent now) significantly differ from
the current indicators, the level of infertility in Armenia continues
to be dangerous,’ said Karine Saribekyan, the head of the mother and
children’s department at the health ministry.

A report into the problem jointly produced by the United Nations, the
health ministry and other organisations said that `treatment is hard
to access in Armenia because of the high cost, the low level of
awareness among the population, and also its low effectiveness’.

Saribekyan blamed a range of conditions for the problem including
venereal diseases and hormonal problems, however experts said many of
the reasons could be traced back to the economic collapse and poverty
of the 1990s.

`People from the generation of the 1990s, who during the war [against
Azerbaijan] lived in conditions without electricity, in cold and with
constant stress, are now coming to us as potential mothers. It is
specifically these women who have problems with getting pregnant,’
Eduard Hambardzumyan, director of the Centre of Human Reproduction,
said.

Experts also blamed abortions for damage to women’s reproductive capabilities.

`Previously pre-marriage sexual relations did not exist, but you see
that now. As a result of those relations, accidental pregnancy is
common, and women try to end that with abortions, which can have
fateful consequences for them,’ said Karine Arustamyan, deputy
director of the Scientific-Research Institute of Obstetrics and
Gynecology in Yerevan.

According to studies conducted by the health ministry, the highest
levels of childless families are in Yerevan itself, and in the
Armavir, Ararat, Gegharkunik and Shirak regions. In Yerevan and
Gegharkunik, some 12 per cent of men are infertile, which experts link
to the high incidence of men from these regions travelling abroad to
earn money.

`Around 40 couples come to our clinic every month suffering from
reproductive problems. In 70 per cent of cases it turns out that the
man is the cause of their infertility,’ Christina Melikyan, a
gynecologist from the Shengavit medical centre, said.

Hambardzumyan said that male infertility was often caused by a poor
lifestyle: drinking too much, smoking, eating poor-quality and fatty
food and lack of exercise. Saribekyan also said that men were
reluctant to visit the doctor, and so were often unaware of the
problem.

`It has always been acceptable to blame women for infertility. Often
men divorce their wives after several years of marriage if they
haven’t had a child, then it turns out that it was they who were
infertile not their wives,’ she said.

If doctors cannot find a specific reason for infertility, they
describe it as of `unknown cause’. Some 8.2 per cent of Armenian men,
and 10.5 per cent of women fall into this category, and treating them
is often impossible.

`Often it is necessary to undergo treatment several times. And since
these procedures are very expensive, after a couple of rounds couples
often give up. Either they don’t have enough patience, or enough
money,’ Hambardzumyan said.

The government, concerned by the demographic situation in the country,
has approved strategies for improving mother’s and children’s health
as well as reproductive health. Currently, there are 3.2 million
people in Armenia, the population having fallen by around 50,000 since
1991. Last year, 44, 810 children were born in Armenia, which is one
percent more than in 2009.

The government has charged doctors with attempting to improve the
fertility situation, and they confirm that a lot needs doing if
Armenia is to return to Soviet levels when women on average had two or
three more children than they do today.

Doctors say that fertility treatment is expensive and unavailable to
the majority of Armenians, and even those who can afford it are not
guaranteed results.

Anahit and Karen Zorikyan, for example, have been trying to have a
child for four years. They have appealed to several specialists,
undergone courses of treatment, but without result. They do not even
know the reason for their infertility.

`We have spent several thousand dollars on analysis, on medicine, on
doctors and on treatment. Our only hope now is in-vitro fertilisation,
but that is too expensive here in Armenia,’ Anahit said.

In-vitro fertilisation costs around a million drams (2,700 US
dollars), which is out of reach of the vast majority of people in a
country where the average salary is 300 dollars. Using a surrogate
mother is even more unaffordable at 20-30,000 dollars.

Le texte réprimant la négation du génocide est débattu aujourd’hui au
Sénat. Une délégation de 80 personnes partira de Lyon pour appuyer un
vote loin d’être acquis

Une dizaine de jours seulement après la commémoration du 96 e
anniversaire du génocide arménien de 1915, la communauté d’origine
arménienne française se mobilise à nouveau aujourd’hui.

Après une attente de plus de quatre ans, la proposition de loi
sanctionnant la négation de ce génocide sera débattue aujourd’hui au
Sénat. Elle avait été approuvée en première lecture à l’Assemblée
nationale le 12 octobre 2006 mais n’a jamais été présentée ensuite
devant la Haute assemblée.

Un blocage vilipendé régulièrement par nombre d’associations
arméniennes. Le génocide arménien avait été reconnu par la loi du 29
janvier 2001 alors que Jacques Chirac était président de la République
et Lionel Jospin, Premier ministre.

Le Conseil de coordination des organisations arméniennes de France a
appelé les adhérents des associations qui le composent à se
rassembler, aujourd’hui dès 14 heures, devant le Sénat pendant le
débat sur la proposition de loi qui sera présentée par le sénateur
socialiste Serge Lagauche.

Quatre-vingts personnes environ doivent ainsi prendre ce matin le
train à Lyon, pour faire entendre leur voix. La communauté arménienne
de la région lyonnaise, estimée à environ 80 000 membres, est l’une
des plus importantes de France, après celles de Paris et Marseille.

Une délégation du CCAF, conduite notamment par son co-président Mourad
Papazian et Ara Toranian, a été reçue samedi dernier par le président
de la République pour s’entretenir avec lui sur ce débat. Elle
rapporte qu’il a indiqué « que le gouvernement laisserait le Sénat
libre de déterminer son vote et qu’il ne donnerait pas de consigne de
vote à sa majorité et ne s’opposerait pas au vote de cette loi ».

Le CCAF précise que Nicolas Sarkozy aurait affirmé « maintenir sa
décision de combattre le négationnisme du génocide arménien en France
».

S’il prend acte de cette « avancée présidentielle » le CCAF reste
conscient que la commission des lois du Sénat s’est prononcée le 13
avril dernier, à l’unanimité, pour l’irrecevabilité de ce texte. Son
adoption est donc encore loin d’être acquise.

Le gouvernement français a annoncé mercredi des actions pour lutter
contre la négation du génocide arménien, qualifié de massacres par
Ankara, alors que le Sénat rejetait une proposition de loi visant à la
pénaliser.

Le ministre de la Justice Michel Mercier a annoncé qu’une circulaire
serait adressée à tous les procureurs avec l’objectif “d’organiser la
répression des infractions dont sont susceptibles d’être victimes les
membres de la communauté arménienne du fait de leur origine” et “du
fait qu’ils ont subi un génocide”.

“Nous rappellerons l’ensemble des dispositions pénales de nature à
être mises en oeuvre”, a-t-il précisé, soulignant que “sur la base du
droit commun”, des “actions peuvent être menées”, la loi française
sanctionnant toute provocation à la discrimination, à la haine ou à la
violence raciale.

Le Sénat a rejeté mercredi en fin d’après-midi par 196 voix contre 74
une proposition de loi, adoptée par l’Assemblée nationale en 2006,
prévoyant que toute personne niant la réalité du génocide arménien
serait punie d’un an de prison et d’une amende de 45.000 euros.

Ce texte devait compléter une loi de 2001 qui avait déjà marqué la
reconnaissance par la France du génocide arménien. La France était
ainsi devenue le premier grand pays européen à reconnaître ainsi le
génocide arménien.

Les massacres et déportations d’Arméniens entre 1915 et 1917 dans
l’Empire ottoman ont fait plus de 1,5 million de morts selon les
Arméniens, 300.000 à 500.000 selon la Turquie, qui récuse la notion de
génocide.

Tous les groupes politiques du Sénat étaient divisés sur ce texte,
mais une majorité d’élus, tant à droite qu’à gauche, était opposée à
la pénalisation de la négation du génocide, de même que le
gouvernement.
Plusieurs centaines de personnes, dont le chanteur franco-arménien
Charles Aznavour, ont manifesté devant le Sénat pour soutenir cette
proposition de loi et ont exprimé leur colère contre le président
français Nicolas Sarkozy, qui avait en 2007, juste avant son élection,
promis aux associations arméniennes de soutenir cette pénalisation.

sur la pénalisation de la négation du génocide arménien au Sénat.

“La reconnaissance du génocide arménien et la pénalisation de sa
contestation, sont des combats du Parti Socialiste.
(…)
Je ne reviendrai pas ici, sur cette funeste date du 24 avril 1915 qui
a vu l’élite arménienne de Constantinople massacrée par les agents
d’un régime aveugle, massacre qui a conduit à l’extermination de plus
d’un million de personnes.
Il s’agissait là, Monsieur le Ministre, Mes Chers Collègues, du
premier génocide du 20ème siècle.
(…)
En reconnaissant l’existence de ce génocide, la République française a
donc symboliquement rendu au peuple arménien la part que certains ont
cherché à effacer, à détruire, il y a plus de 80 ans.
Et l’Assemblée nationale à l’initiative de Christophe MASSE, alors
Député socialiste, présent ici et que je salue, a voté le 12 octobre
2006 la pénalisation de la négation du génocide arménien.

Aujourd’hui, le débat sur la légitimité du Parlement à légiférer ou
pas est dépassé, elle relève du passé!.
Aujourd’hui, nous avons un devoir de cohérence en reconnaissant les
moyens de sanctionner la négation du génocide.
Un parlementaire ne peut accepter que l’on puisse contrevenir
impunément à une loi de la République.

Je conclus mon propos en réaffirmant que garantir à chacun le respect
auquel il a droit en tant qu’être humain est un instrument efficace
pour combattre le communautarisme.
Et enfin je pense que la société turque semble plus courageuse que bon
nombre d’entre nous puisqu’elle est capable d’organiser des
manifestations pour le 24 avril obligeant ainsi son Gouvernement à
