L’écrivain Bernard-Henri Lévy s’est “indigné” mercredi du “soutien” de
certains sénateurs à ce qu’il a qualifié de “négationnisme d’Etat” de
la Turquie vis-à-vis du génocide arménien. “Je suis indigné par le
discours du président de la commission des lois (Jean-Jacques Hyest,
UMP), indigné par le discours du socialiste Charles Gautier”, a
déclaré M. Lévy à l’AFP mercredi dans les couloirs du Sénat, où il
assistait aux débats.

“La vraie raison derrière tout cela est liée à la Turquie”, a estimé
l’écrivain. “L’argument de la Turquie revient sans arrêt, je ne
pensais pas qu’ils oseraient le dire de cette façon, publiquement”.
Les opposants au texte ont invoqué notamment un risque de
détérioration des relations entre la France et la Turquie si cette loi
était adoptée.

Le président de la commission des Affaires Etrangères, Josselin de
Rohan (UMP), a par exemple déclaré que “si la France veut jouer un
rôle utile pour conduire la Turquie à accepter son passé, elle ne doit
pas contribuer à envenimer les débats” avec ce pays.
Selon BHL, il y a un “espèce de cynisme” dans le “soutien des
représentants de la nation à un négationnisme d’Etat”.

Le Sénat a rejeté, par 196 voix contre 74, une proposition de loi
socialiste visant à réprimer la négation du génocide arménien de 1915.

aujourd’hui, par 196 voix contre 74, une proposition de loi socialiste
visant à réprimer la négation du génocide arménien de 1915.

Les sénateurs ont voté une motion de procédure qui déclare
“irrecevable” le texte, ce qui équivaut à son rejet. La proposition de
loi proposait de punir d’un an de prison et de 45.000 euros d’amende
la contestation de l’existence du génocide arménien. Elle était
présentée par le sénateur PS du Val-de-Marne, Serge Lagauche, et
trente de ses collègues socialistes dans une “niche” (séance
d’initiative parlementaire) réservée au groupe PS, à la demande
expresse de la première secrétaire du parti, Martine Aubry.

Elle reprenait à l’identique une proposition de loi de députés
socialistes qui avait été adoptée à l’Assemblée nationale en 2006.

Négation du génocide arménien: Le Sénat rejette une proposition de loi
la réprimant

Le Sénat français a rejeté ce mercredi par 196 voix contre 74 une
proposition de loi socialiste qui visait à réprimer la négation du
génocide arménien de 1915 par les Turcs. Le Sénat a rejeté ce texte en
votant une motion de procédure le déclarant «irrecevable». Les groupes
se sont divisés entre partisans et opposants à ce texte, le
gouvernement par la voix du ministre de la Justice, Michel Mercier,
s’en remettant «à la sagesse du Sénat».

Cette proposition de loi du sénateur PS Serge Lagauche (Val-de-Marne)
prévoyait de punir la négation du génocide arménien par un an de
prison et une amende de 45.000 euros. Ce texte reprenait mot pour mot
une proposition de loi déposée par les députés socialistes et qui
avait été adoptée le 12 octobre 2006 par l’Assemblée nationale, ce qui
avait provoqué de vives réactions d’Ankara.

Le chanteur Charles Aznavour ou bien encore l’écrivain et philosophe
Bernard-Henri Lévy étaient venus soutenir ce texte par leur présence
dans les tribunes du public de la haute assemblée. Plusieurs dizaines
de membres de la communauté arménienne étaient venus manifester devant
le Sénat pour soutenir cette proposition de loi. Le Parlement français
a reconnu publiquement le génocide arménien avec la loi du 29 janvier
2001.

(ANSAmed) Turkish citizens maintain unfriendly attitudes toward the
wider world, according to a recent survey conducted by the Political,
Economic and Social Research Foundation, or SETA, as daily Radikal
reports.

The opinion poll revealed many people in Turkey have negative views of
Arabs, Armenians, Jews, Greeks, Russians, and Americans, but views
over Europeans seem to be split, while a certain majority expressed
positive views of Azerbaijanis whose native language is intelligible
to Turks.

According to the research, some 36.6% of participants have a favorable
view of Europeans, while 35% expressed unfavorable sentiments. Some
40% of the younger generation also expressed more favorable views
regarding Europeans, whereas those who were over 61 years of age
tended to have a more negative opinion. On Americans, 64.8% of those
surveyed indicated unfavorable views, with only 13.8% expressing
favorable views. Some 33.2% of those surveyed said they had positive
attitude toward Arabs, up against some 39% who said they had a
negative perception of them. Men also seemed to be slightly more
unfavorable toward Arabs than women, with some 42% of males, as
opposed to 36% of females, expressing negative sentiments regarding
Arabs.

President Sargsyan Met with Owners of Mining Companies

Yerevan . OREANDA-NEWS . May 03, 2011. President Serzh Sargsyan
invited a meeting at the administrative office of the Vellex Group
companies, which was attended by the managers and owners of the mining
companies operating in Armenia. Before the meeting, the President was
briefed on the investment programs of the Vellex Group companies and
results of the activities of the companies comprising the Group in
mining, metallurgy, tourism and other areas.

At the beginning of the meeting, Serzh Sargsyan underscored that the
main goal is to discuss with the representatives of the companies
issues pertinent to the present and the future of mining industry in
Armenia, development programs of the companies engaged in that area,
their cooperation with the government and the State Revenue Committee
as well as to speak about problems existing in the area of mining and
avenues to address them.

As you already know, we have started the process of reformation in the
tax and customs areas, and a couple of days ago, at the sitting of the
National Security Council we approved a three-year plan of reforms in
the tax and customs areas which is aimed at easing the burden for the
taxpayers and simplification of the entire system.

Several day ago, the government came up with a new initiative which
has already been qualified by the experts as tax amnesty. In fact, its
not a tax amnesty. Its a proper approach which created exceptional
opportunities for the companies to work with the State Revenue
Committee, develop the timetable for the cancellation of the unpaid
taxes from the previous years and let off fines and penalties. It is
beneficial for the businesses, and it is beneficial for the state. I
believe, many of you have already started to work electronically with
the tax structures, and it undoubtedly opens a new page in our
interrelations. There will be no shortage of alike initiatives in the
future, President Serzh Sargsyan said at the meeting with the
representatives of the business community.

President Sargsyan noted that interaction between large, as well as
small and medium enterprises will be based on cooperation – work style
that leads to the creation of artificial problems is unacceptable for
the state. Serzh Sargsyan underscored that in the process of
reformation there must be no reduction of budget receipts, I simply
rule it out, because we cannot reduce social, educational, health
care, or defense expenses. There will be no unpaid or long overdue
pensions or wages. We simply rule it out. Thus, during the process of
reformation, we all need to be very constructive, since such
approaches emanate for the interests of the businesses and the state
alike, and I anticipate that your joint activities will be continuous
and efficient.

I have started my series of meetings with major businesses from the
mining area because mining is an important part of our economy. Todays
prices at the international market of non-ferrous metals allow to draw
new programs for development and look toward the future with greater
confidence. Thats another reason why I urge you all to expand, to
create new programs. On one hand, the owners will get more profit, on
the other, new jobs will be created, and the state, naturally, will
get additional tax revenues, President Sargsyan said.

At the meeting, the Minister of Economy Tigran Davtian presented the
general economic outline of the mining industry, of the current
problems and state approaches on the resolution of these problems and
designs for the development of the mining area. Later, the Head of the
State Revenue Committee Gagik Khatchatrian spoke about the
peculiarities of the mining area and tax policy which is based on that
peculiarities. He also presented the dynamics of the areas development
and, respectively, tax collection rate; he also spoke about
cooperation between the SRC and the companies engaged in mining.
Afterwards, there took place a discussion on the presented approaches
and proposals.

Candidacies for parliamentary elections in Cyprus to be submitted

Candidacies for the parliamentary elections of May 22 will be
submitted on Tuesday, for the 56 seats of the House of Representatives
and the three seats for the religious groups of the Latins, Maronites
and Armenians.

Head of the Central Electoral Service and Assistant Chief Returning
Officer Demetris Demetriou told CNA that today ‘the candidacies for
the new House of Representatives and the three representatives of the
religious groups are being submitted today.’ Demetriou noted that the
candidacies will be submitted from 0900 till 1230 local time (0600 –
0930 GMT) for the five electoral districts.

He added that the tenth combination has been clarified as a party, namely ZYGOS.

The political parties participating in the elections are now AKEL, the
Democratic Rally, the Democratic Party, the Movement of Social
Democrats EDEK, the European Party, the Green Party, the National
People’s Front ELAM, the Cyprus Progressive Cooperation KYPROS, the
Citizen Rights Office LASOK, and the Movement of Independent Citizens
ZYGOS.

Parliamentary elections take place every five years, for the 56 seat
House. This will be the 10th parliamentary poll since the Republic of
Cyprus was established in 1960. Polling day has been set for May 22.
Cypriot nationals who live abroad will also be able to vote.

According to the 1960 Constitution, 50 deputies are elected to the
House. In June 1985, the House by a unanimous decision increased this
number to 80 (56 from the Greek Cypriot community and 24 from the
Turkish Cypriot community by virtue of the Law of Necessity.

The Constitution stipulates that “the Greek community of Cyprus”,
comprising Greek Cypriots, Latins, Armenians and Maronites, elects its
own representatives to the House and “the Turkish community of Cyprus”
its own deputies by a ratio of 70% to 30 %. The Turkish Cypriots
withdrew unilaterally from Parliament in 1964 following intercommunal
fighting and as part of their rebellion against the government.

Six political parties are currently represented to the House of
Representatives: the leftwing AKEL which received 31.16% (18 seats),
the rightwing Democratic Rally (DISI) with 30.33% (18 seats), the
Democratic Party (DIKO) with 17.91% (11 seats), the Social Democrats
Movement EDEK 8,91% (5 seats), the European Party (EVROKO) with 5.73%
(3 seats) and the Ecologists with 1,95% (1 seat).

Today the House has seven women deputies, as opposed to six in the
previous House, representing AKEL (3), DISI (2), DIKO (1) and EDEK
(1).

Following a House plenary decision, an additional seat has been
allocated to Larnaca district and the distribution of seats at present
is as follows: 20 in Nicosia District, 12 in Limassol District, 11 in
Famagusta District, 6 in Larnaca District, 4 in Paphos District and 3
in the Kyrenia District.

Armenians, Maronites and Latins, who belong to the Greek Cypriot
community, elect their representatives to the House, who do not have
the right to vote. Vartkes Mahtesian was elected representative of the
Armenian religious group, Antonis Hatzirousos of the Maronite group
and Benito Mantovani representative of the Latins.

Armenian GDP Growth Sags, Exports Still Vigorous in March

The newly introduced monthly indicator of economic activity by the
Armenian National Statistical Service suggests annual expansion of
just 0.3% for March. This gain marks some further deceleration
compared with the revised February growth rate of 0.9% year-on-year
(y/y), which had represented notable weakening in performance after
the January growth rate of 6.1% y/y. In month-on-month (m/m) terms,
the economy expanded by a rapid rate of 18.5% in March. Although total
output still managed a positive annual growth rate, further details
from the Statistical Service show that agricultural production
suffered a contraction of 2% y/y. Industrial output increased by 5.9%
y/y, while construction activity contracted by 5.2% y/y. Domestic
trade increased by 5% from the same month a year earlier, but other
service sectors saw supply clearly decrease in annual comparison.
Meanwhile, external trade figures show that exports in March soared by
21.8% y/y, still a strong gain even if growth slowed from the 32.0%
y/y surge seen in February. Import growth accelerated to 12.2% y/y,
following a gain of 7.2% y/y in February.

Significance:Armenian recovery momentum has started to weaken, even if
exports still enjoy a clear boost from high global commodity prices
that benefit the mining sector. This is also reflected in relatively
robust industrial growth. Assuming a recovery in agricultural output
following the devastating agricultural contraction last year, and
persistently fairly robust industrial and export performance in the
near term, annual growth should not remain on any persistent weakening
path. Then again, as reflected in the overall weakness of the service
sector, momentum of domestic demand still remains muted. The
government’s official growth projection of 4.6% for 2011 stands
subject to some downward risks, especially given the fragility of the
global recovery together with the increased Armenian inflation
expectations. Meanwhile, despite the recent improvement, the trade
deficit still is wide enough to present a key source of vulnerability
for the economy. Imports are partly surging due to demand for
industrial goods, for example for the important mining sector, but
Armenia also still imports a significant amount of consumption goods,
including food.

Former mayor an anti-Semite, say Jewish groups opposed to city plan to
name archives building after her

The controversial views of former Ottawa mayor Charlotte Whitton will
once again be front and centre this week as Jewish groups oppose city
council’s proposal to name the new archives building after the woman
who some say was an anti-Semite who lobbied to keep Jewish orphans out
of Canada during the Second World War.

Council’s finance and economic development committee will consider
today a proposal to name the new facility “Charlotte Whitton Archives
and Library Building.” The council chambers at the old City Hall on
Sussex Drive was named after Whitton, but as that complex is now owned
by the federal government, the current council is considering
transferring the name to the new archives.

The Canadian Jewish Congress says that would be “more than objectionable.

“There’s a process here, and the reason the process is in place is to
ensure that everyone has a level of comfort renaming this building,”
argues Bernie Farber, chief executive of the CJC. “And now it is quite
clear what Charlotte Whitton’s history was, and now they can correct
the mistake they made in the past.”

According to the 1982 book by Irving Abella and Harold Troper, None is
Too Many, Whitton lobbied against a proposal to allow eastern European
orphans, most of whom were Jewish, into Canada in the late 1930s, even
though other groups were in favour. As secretary of the Canadian
Welfare Council, the authors said that Whitton was an “influential
voice” in Ottawa.

Fraidie Martz’s book, Open Your Hearts: The Story of the Jewish War
Orphans in Canada, says Whitton espoused a “scientific” racism that
viewed groups such as Jews and Armenians as “undesirable” immigrants.

Farber acknowledges that anti-Semitism “was rife” in Europe as well as
North America during those times.

“But to actively lobby against ensuring that Jewish orphan refugees
that could have been saved not come to this country, that is pure,
active anti-Semitism,” he says. “That is acting out on your hatred.
That’s what she did, and she was in a position do to so.”

Whitton was the first female mayor of a major Canadian city and served
as Ottawa’s top elected official from 1951 to 1956, and again from
1960 to 1964. She has a long list of honours attached to her name,
including Officer of the Order of Canada, which she received in 1967.

Her accomplishments are well-documented in the council committee’s
report, except for one thing: her controversial role in keeping Jewish
children out of Canada.

“Politicians can only be as good as the reports that are given to them
in order to make a decision,” Farber says. “If this is the report
that’s given to them, I can see why this would be seen as a pro forma
kind of move.”

Dave Mullington’s biography of Whitton -Charlotte: The Last
Suffragette -mentions the incident in passing when discussing
Whitton’s efforts to bring British children to Canada during the
Second World War.

“Charlotte, who had earlier opposed the acceptance of European child
refugees, most of whom were Jewish and whose evacuation was supported
by the Canadian National Committee on Refugees under Cairine Wilson,
now welcomed British youngsters,” Mullington wrote. (Wilson was
Canada’s first female Senator.)

However, he pointed out in a letter to the Citizen last year that the
women of Toronto’s B’nai Brith organization named her their Woman of
the Year in 1964. In that same letter, Mullington also says that
Whitton’s lobbying efforts against the Jewish orphans “appears to be
greatly exaggerating her efforts.”

That was the same year that Whitton refused a $500,000 gift from
Ottawa’s grocery magnate, Bert Loeb, for a cancer centre at the Civic
Hospital. Whitton said the city could not afford the upkeep of the
addition; she was the only one on city council who thought so. Critics
said that Whitton couldn’t bear the idea of a Jewish name on the
Ottawa hospital. (Loeb gave the money to a grateful Carleton
University instead.)

Yet she was a supporter of Lorry Greenberg, Ottawa’s first Jewish mayor.

“She’s a woman of contradictions,” Mayor Jim Watson says. “That’s the
difficult situation. Even within the Jewish community, there are
divisions. People who served with her … claim she is not
anti-Semitic, and there are those in the Jewish community who do feel
that way.”

When the former council chamber was named after Whitton in the 1970s,
Whitton’s role in lobbying against the admittance of Jewish orphans
hadn’t yet come to light. Still, Watson says that naming the new
archives after her “is not condoning her controversial and
unacceptable views.”

The mayor says he has “thought long and hard about it. I do see that
there is a divisive and contradictory opinion on whether she was
anti-Semitic. My hope is that council will look at her overall
contributions, the good and the bad, and recognize that she’s possibly
the most well-known, most often quoted, most remembered mayor of our
city.”

A number of public delegates are expected to speak against the
proposal at committee today, including Vera Gara, past chair of the
Ottawa Jewish Federation’s Holocaust remembrance committee and a
Holocaust survivor.

Armenia ups ferromolybdenum output 6.7% in Q1

Armenia raised ferromolybdenum output 6.7% year-on-year in Q1 2011 to
1,328 tonnes, the National Statistics Service said.

Molybdenum concentrate production grew 5.5% to 2,200 tonnes, converter
copper production grew 34.6% to 2,070 tonnes, copper concentrate fell
7.8% to 26,883 tonnes and zinc concentrate grew 19% to 3,644 tonnes.

The Rusal-Armenal foil mill produced 6,606 tonnes of aluminum foil, up
8.8% year-on-year. It also produced 4.2 tonnes of other aluminum
goods, down 40%.

Armenia exports all of its metals, mostly to Europe. It sells 80% of
the aluminum foil to the United States and some to Europe and the
Middle East.

Armenia’s ACP boosts blister copper output 35% in Q1 2011

Armenian copper producer Armenian Copper Programme (áóò) boosted
blister copper production 34.6% year-on-year in Q1 2011 to 2,070
tonnes, from 1,538 tonnes in the same period of last year, thanks to
higher feedstock supplies, the company’s press office told Interfax.

The company processed 10,702 tonnes of copper concentrate in Q1 2011,
up from 8,939 tonnes in the same period of last year.

The feedstock is supplied by ACP affiliate Base Metals in Nagorny
Karabakh and Zangezur Copper-Molybdenum Plant in Armenia.

ACP exports all its blister to Europe. It raised blister output 11.5%
in 2010 to 7,644 tonnes.

The Liechtenstein-registered Vallex F.M. Establishment owns 81% and
Russia-based businessman Valery Mejlumian owns 19% of ACP.
