Australia-based Armenian returns home

Three-weight world title holder Vic Darchinyan (36-3-1, 27 KO’s) will
fight in Armenia for the first time in his career as he fulfils a
lifelong dream of defending a world title in the country of his origin.

The 35 year-old puts his IBO bantamweight belt on the line against
South African southpaw Evans Mbamba, 29, at the Karen Demirchyan
Sports Complex in Yerevan as the’ Raging Bull’ eyes another crack at
Nonito Donaire in the future.

Darchinyan was stopped in five rounds by the unified champion
in Connecticut four years ago and was on the verge of earning a
rematch with the ‘Filipino Flash’ until Abner Mares decisioned him
controversionally in December last year.

French MPs’ visit to Nagorno-Karabakh region of Azerbaijan casts a
shadow on the mediation mission of this country, Azerbaijani MP Musa
Gasimli said in an interview with the ruling New Azerbaijan Party
(NAP).

“French MPs’ visit to Nagorno-Karabakh region of Azerbaijan without
the knowledge or consent of the authorities of Azerbaijan must be
analyzed from several points of view. First of all, this is a rough
violation of the UN Charter and OSCE standards,” said Gasimli.

Remembering that France is a permanent member of the UN Security
Council, which has adopted four resolutions on the unconditional
liberation of the occupied territories of Azerbaijan, Gasimli noted
that these resolutions support and defend the territorial integrity
and inviolability of borders of Azerbaijan.

“At the same time, France is one of the co-chairmen of the OSCE Minsk
Group. Co-chairmen, mediators should be neutral, impartial and operate
within their mandates. French MPs’ visit to Nagorno-Karabakh region of
Azerbaijan casts a shadow on the mediation mission of this country,”
said Gasimli.

Earlier, several media outlets reported that French MPs Guy Teissier,
Jacques Remile, Georges Colombier and Valerie Boyer have visited
the Azerbaijani territories occupied by Armenia and met with the
leadership of the unrecognized Republic of Nagorno-Karabakh.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

The International Committee of the Red Cross has registered 4,575
people who went missing during the Armenian-Azerbaijani conflict
over Karabakh.

The ICRC’s protection coordinator for Azerbaijan, Sylvie Graenicher,
told Trend news agency that the number of missing people might change.

The ICRC has collected information about them from their family members
in an ante-mortem database. This work has been done in collaboration
with the Red Crescent Society of Azerbaijan. Information about 3,631
missing people has been accumulated so far.

Graenicher said ante-mortem information about several other people
was being gathered at the moment.

“A licence agreement between the ICRC and Azerbaijan’s State
Commission for Prisoners of War, Hostages and Missing People was
signed in January. In line with this agreement, a special database
of missing people, created by the ICRC, will be handed to the State
Commission. In future months, the first 150 questionnaires will be
submitted to the State Commission for inclusion in the database. The
entire information on 3,631 missing people will be handed to the
State Commission for phased inclusion in the database,” she said.

The database is designed to bring together all the information about
the missing in order to help clear up their fate in future.

Graenicher said differences remained between the lists of the ICRC
and the State Commission.

“A few years ago, these lists were very different. The difference is
that the ICRC gathers information only with the help of the families of
the missing, while the State Commission is able to collect information
from other sources. Then these lists are compared and differences are
removed. Now this gap has diminished and I hope it will disappear or
be reduced to a minimum in a couple of years,” she said.

No request for return of POWs

The ICRC has not received any requests from any of the conflicting
parties for the return home of prisoners of war or civilians held in
Armenian and Azerbaijani captivity, Sylvie Graenicher said.

The ICRC does not intervene in talks on the return of prisoners,
assisting only when there is a request from the conflicting parties
and with their consent, she said.

“If the conflicting sides ask us about the return of prisoners of
war and civilians in captivity, we assist in carrying out this process.

The repatriation of detainees is carried out only if they agree to
return home. As of now, the ICRC has received no request from the
conflicting parties on the return home of military servicemen and
civilians in captivity,” Graenicher continued.

Armenian armed forces captured Azerbaijani Army Junior Sergeant Roman
Huseynov on 27 August 2010.

Azerbaijan currently holds three Armenians POWs and five members of
one Armenian family in captivity.

Earlier, three Armenian servicemen in Azerbaijani captivity were sent
to a third country at their own request.

YEREVAN. – Armenian Parliament must remove Armenian-Turkish protocols
from the agenda at the first session – this is an urgent issue and
even a belated step, said Chairman of Standing Committee on Defense,
National Security and Internal Affairs, MP from ARFD party Hrayr
Karapetyan.

According to him, Armenian government must take urgent steps to
call off its signature from the protocols and lay all responsibility
on Turkey.

“Armenia should have withdrawn its signature long ago, particularly
when Turkish side announced that it considers Karabakh conflict as
a precondition for normalizing diplomatic relations between two states.

This might have been very serious ground for Armenia to recognize
the signature as invalid,” said the MP.

Grand National Assembly of Turkey recently withdrew Armenia-Turkey
Protocols signed on October 2009 between Armenia and Turkey.

In April 2010 President of Armenia Serzh Sargsyan suspended the
ratification of the protocols in response to the attempts of Turkish
side to put forth preconditions.

BEIJING, Aug. 24 (Xinhua) — Vice Premier Li Keqiang vowed on Wednesday
to improve China’s relations with Armenia and boost bilateral ties.

While meeting with visiting Armenian Vice Prime Minister Armen
Gevorgyan in Beijing, Li said China hopes to maintain close
coordination with Armenia and implement previously agreed-upon
bilateral projects.

He also called on both countries to expand cultural exchanges
and cooperation and consolidate a social foundation for bilateral
friendship.

Li hailed the stable growth of China-Armenia relations since
the establishment of diplomatic ties nearly 20 years ago, citing
frequent high-level exchanges, enhanced political trust and fruitful
cooperation in areas including trade, infrastructure construction,
resource exploration and agriculture.

“We are ready to make efforts with Armenia to use next year’s 20th
anniversary of bilateral relations as an opportunity to boost our
relations to a new level,” Li said.

Gevorgyan told Li that the Armenian government highly values its
relations with China and hopes to cement bilateral cooperation between
local-level governments in both countries.

Gevorgyan was invited to China to attend the closing ceremony of the
26th Summer Universiade, which fell on Tuesday evening in the city
of Shenzhen in south China’s Guangdong Province.

YEREVAN.- Turkey has a special attitude towards Armenia and Armenians,
and a new Turkish Grand National Assembly will neither improve it
nor encourage the return of Armenian-Turkish protocols, said expert
in Turkish studies Ruben Melkonyan.

According to him, the incumbent parliament has its own pecularities
which are not in favor of Armenia.

“Turkish Speaker Cemil Cicek has clear anti-Armenian stance and is the
“godfather” of 301 article. Three experts in Armenian studies also
entered the parliament, among them historians Yusuf Halacoglu, Seid
Sercelik and expert Sinan Ogan whose efforts are aimed at denying the
Armenian Genocide. They are to form scientific bases for anti-Armenian
research. Therefore, Turkey’s attitude towards Armenia may change
for the worse,” Melkonyan said.

In October 2009 Armenia and Turkey signed protocols in Zurich to
normalize diplomatic relations between the states. The documents
had to be ratified in both countries’ parliaments. However, in
2010 the Armenian president suspended the process due to Turkey’s
non-constructive stance. Ankara set preconditions and linked the
reconciliation process to resolution of the Karabakh conflict.

Emil Verdyan, a life-termer who has been on a hunger-strike at
the Nubarashen prison in Yerevan for eight days, has inflicted a
self-injury thereby trying to draw attention to his problem,

Ruben Sargsyan, a member of the Cooperation for Democracy NGO, told
Tert.am. He visited Emil Verdyan the other day.

A week ago Verdyan asked to be transferred to a one-man cell, but
was denied. “The law does not envisage it,” R. Sargsyan said.

As to whether Verdyan attempted suicide two days ago, R. Sargsyan said:
“I cannot say if he attempted suicide or inflicted a self-injury to
draw attention to his problem.” According to him, 15 minutes later
doctors came, he received first aid and “was grateful to them.”

The priority task for Verdyan is to find an experienced lawyer to
represent him at court. R. Sargsyan is going to apply to human rights
NGOs for Verdyan to receive legal aid.

The response by France’s Ministry of Foreign and European Affairs to
Azerbaijan’s note of protest on some French parliamentarians’ visit
to the Nagorno Karabakh Republic is of “anesthetizing” significance
for Azerbaijan, according to Davit Babayan, head of the central
information department of the Office of Artsakh Republic President.

The French Foreign Affairs Ministry stated today that “France, as well
as other representatives of the international community, including
Armenia, do not recognize the independence of the Nagorno Karabakh.”

The statement also mentioned that the official status of the NK can
be decided in a peaceful and fair way acceptable for all the parties
concerned.

“We consider this response quite natural, as Artsakh is not
recognized internationally yet. The hysterical noise by Azerbaijan
is its business: it shows Azerbaijan’s true face. I do not think the
Europeans do not have a corresponding assessment of such a hysterical
behavior at least for themselves,” Davit Babayan said.

He added that the number of international high-level visits by French
delegations increases. “A wide spectrum of practical and personal
ties is created in the result of such visits. It is quite important
for us to deepen the cooperation in the international framework.”

Guy Teissier, Jacques Remiller, Georges Colombier, and Valerie Boyer
– French National Assembly deputies, members of Union for a Popular
Movement – are on a visit to Nagorno Karabakh from August 20 to
August 25.

During the visit, as earlier reported by Armenpress, the French
deputies were received by Artsakh Republic President Bako Sahakyan. He
emphasized France’s role in maintaining peace and stability in the
region, and highly appraised France’s activities as a co-chairing
country of the OSCE Minsk Group.

The French parliamentarians also met some NKR National Assembly
deputies, as well as visited Artsakh’s Khachen and Vank communities
and Gandzasar monastery complex.

Let’s Not Be Silent initiative for destruction of people’s faith in
churches like ours,” says the statement by God’s Voice church.

Minasyan admitted the power of Holy Etchmiadzin, which will spare no
effort to present sectarians as enemies of Armenian people.
