Géorgie : Alexandre Ankvab élu président de l’Abkhazie séparatiste

Alexandre Ankvab a été élu président de l’Abkhazie au cours d’une
élection anticipée dans cette république séparatiste géorgienne
pro-russe, organisée trois ans après la reconnaissance de ce
territoire par Moscou et dénoncée par Tbilissi.

M. Ankvab, 58 ans, qui était jusqu’à présent vice-président de
l’Abkhazie, a obtenu 54,86% des voix. Le taux de participation était
de plus de 70%.

M. Ankvab, qui a fait une carrière classique d’apparatchik soviétique,
était ministre de l’Intérieur de l’Abkhazie pendant la guerre avec la
Géorgie en 1992-1993.

Il a été blessé en 2010 lors de tirs d’inconnus contre sa maison, le
quatrième attentat contre lui depuis 2005.

Cette présidentielle anticipée a été convoquée après le décès en mai,
des suites d’un cancer, du président abkhaze Sergueï Bagapch.

`La Russie a été et restera le partenaire stratégique de l’Abkhazie
dans tous les domaines`, a déclaré M. Ankvab à l’agence Interfax.

De son côté, Tbilissi a protesté contre cette élection, en la
qualifiant de `farce` et d’`acte cynique`. `Les forces d’occupation
russes et leur régime à Soukhoumi ont organisé un nouvel acte cynique
de politique pseudo-démocratique`, a déclaré le ministère géorgien des
Affaires étrangères dans un communiqué.

`Aucune décision sur l’avenir de l’Abkhazie ne peut être légitime
alors qu’un demi-million de déplacés, soit trois quart de la
population de la région, sont privés de leur droit` de vote, selon la
même source.

La Russie maintient d’importantes forces en Abkhazie et en Ossétie du
Sud depuis la guerre éclair avec la Géorgie, qui s’est soldée par la
défaite de Tbilissi en août 2008.

Selon des experts, Moscou va conserver ses positions, voire accroître
son influence à l’issue de ce scrutin.

L’Abkhazie s’est séparée de la Géorgie pendant le conflit de
1992-1993, qui a fait plusieurs milliers de morts. Outre la Russie,
seuls le Venezuela et la petite île de Nauru dans l’Océan Pacifique
ont reconnu à ce jour l’indépendance de l’Abkhazie.

There’s a great story (maybe apocryphal) about how the L.A.
billionaire wound up with the property that became the site of the Las
Vegas Hilton. Back in the 1960s, so the tale goes, Kerkorian and real
estate mogul Marvin Kratter were flying in their respective private
planes somewhere over the Strip when Kerkorian spotted a big chunk of
land behind the Sahara Hotel. “Nice piece of land,” Kirk radioed
Kratter. “How much?” The two guys supposedly did the deal right then,
or at least that’s how Vegas columnist Phil Hevener heard it. Point
is, there was a time when Kerkorian used Vegas as his personal craps
table. Now, he seems to be cashing out. The L.A. billionaire sold off
20 million shares of MGM Resorts stock for around $215 million,
lowering his stake in the resort and casino company to 22 percent from
27 percent. Thing is, he held a majority stake only a few years ago
when his investment firm sold off much of its holding as part of a
stock offering. From Bloomberg:

Kerkorian is “raising cash to have fun with it,” MGM Resorts Chairman
and Chief Executive Officer Jim Murren said in a phone interview. “His
two passions in life are philanthropy and investing, and you have to
have cash to invest cash.”
Business in Vegas has held up reasonably well, but Motley Fool’s
Travis Hoium is not encouraged:

If the U.S. economy does take a turn for the worse, as the market
fears, MGM will be the hardest hit. Most of MGM’s revenue still comes
from Las Vegas, and if we remember what happened to gaming, room
rates, and earnings during the last recession, the damage wouldn’t be
pretty.

Ambassador to Armenia: Who is John Heffern?

John Heffern, a career diplomat who has spent much of his career
working in East Asia, was nominated in May 2011 to serve as ambassador
to Armenia. However, his nomination has been held up by Sen. Robert
Menendez (D-New Jersey) as a protest against President Barack Obama’s
refusal to characterize the Turkish killing of Armenians during World
War I as a `genocide.’ At his confirmation hearing before the Senate
Foreign Relations Committee, Heffern sidestepped the issue, stating
only that `the characterization of those events… is a policy decision
that is made by the president of the United States.’

Heffern’s father served briefly in the Foreign Service. He met his
wife in India. Heffern’s mother is a naturalized citizen.

A native of St. Louis, Missouri, Heffern graduated from Michigan State
University with a degree in international relations in 1976.

He joined the Foreign Service in 1982 after serving as office director
and research assistant for Sen. John Danforth (R-Missouri). His early
postings included China, Taiwan and Cote d’Ivoire.

Heffern was later assigned to Kuala Lumpur, Malaysia, and then took
postings in Washington, DC, related to Southeast Asia.

>From 1994 to 1996, he worked on the House International Relations
Committee as a Pearson Fellow for Congressman Doug Bereuter
(R-Nebraska).

Heffern served as deputy political counselor at the U.S. embassy in
Tokyo, Japan, and as political counselor at the U.S. Mission to NATO.

After postings in the Human Resources Bureau in Washington, as
executive assistant to under secretary for political affairs, and as
deputy chief of mission at U.S. embassy Jakarta, Indonesia, he
reported back to the U.S. Mission to NATO as the deputy permanent
representative in 2009.

Heffern and his wife of 32 years, Libby Dowling Heffern, have five children.

Armenian opposition demands it has no reason to lie

YEREVAN. – Delegation of Armenian National Congress has no reason to
lie, a member of ANC delegation negotiating with authorities Vahan
Khachatryan to Armenian News-NEWS.am.

`Let them look back at how they fooled people for the last three
years. We have no reason to lie, we speak our deeds and we do what we
promise,’ said Khachatryan.

He claims that ANC insists on holding early elections for the good of
the people and the country.

Asked to comment on the statement by the coordinator of the Armenian
National Congress Levon Zurabyan that the dialogue is suspended and
will not be resumed until Tigran Arakelyan is in custody, Vahagn
Khachatryan said that everything is said and there is nothing to
comment on.

At the same time the opposition member found it difficult to say what
will be the course of further events and whether the authorities will
meet the demands of ANC delegation.

“We are not their hostages, they should not arrest our young
supporters as it does not satisfy our – I stress – legal demands to
continue negotiating with them,” concluded Khachatryan.

Earlier ANC gave the authorities 24 hours to `decide on the status of
Tigran Arakelyan’ which already ran out. On Friday ANC suspended
participation in the 7th round of the authorities-opposition dialogue.
On Friday morning ANC rep. Samvel Abrahamyan came to the meeting,
saying ANC delegation considered it inexpedient to come to the
meeting. The general opinion is that ANC representative group did not
show up for the meeting because Tigran Arakelyan is still in
confinement.

YEREVAN.- Mayor of Yerevan Karen Karapetyan is not commenting on
rumors about his possible appointment to the post of Armenia’s Prime
Minister.

`I will not comment on the reports. I have repeatedly stated the
reports are untrue,’ he told the Armenian Haykakan Zhamanak newspaper.

Asked what he would say if he was offered the post, Karapetyan said it
is better not to speak in the subjunctive mood.

`I did not feel a burning desire to become a mayor. So, now the answer
is: I see humor of the situation,’ he said.

Asked about government’s work, Karapetyan said he assesses it
differently refusing to explain what he means by saying `differently’,
the newspaper writes.

Yesterday was one year of investigation of Tigran Ohanjanyan’s death
serving in the military unit of Karchaghbyur, Vardenis. Although
Prosecutor Karen Harutiunyan said large-scale investigative action and
interrogation is underway, the only change in one year is Military
Prosecutor Kostanyan’s oral statement that a false crime scene had
been reported.

Tigran Ohanjanyan’s successor, Suren Ohanjanyan, his father, believes
that the first investigator to the case, Gnel Manukyan, did his best
to raise false evidence that Tigran’s death was caused by electric
shock to prevent revelation of the real cause. The injured party tries
to have the court force the Special Investigative Service to launch
proceedings against Gnel Manukyan.

After the first instance court refusal, Tigran’s father applied to the
Court of Appeals. `The brothers-in-arms of the president of Armenia
have a hand in this crime. Therefore, this case will not be revealed,’
said the father of the killed serviceman, Tigran Ohanjanyan, after the
session of the Court of Appeals. He thinks his son was not killed by
electric shock, he was beaten to death by the bodyguards of Haykaz
Baghmanyan, the deputy chief of staff of the Armed Forces.

Some circumstances make Suren Ohanjanyan think so. First, Tigran
Ohanjanyan allegedly died of electric shock in the place where the
room of Haykaz Baghmanyan’s bodyguards is. However, on the map of the
place, this room is mentioned as radio station. Second, Baghmanyan’s
bodyguards were not interrogated during the investigation and
examination in court, though some witnesses told the bodyguards had
been there.

`We had announced this before the new investigation was launched. But
they denied that Haykaz Baghmanyan has bodyguards,’ Suren Ohanjanyan
says, `Avetik Baghramyan who was on duty on that day announced that
the room of the commander of the corps was there, and mentioned their
names.

We brought up this issue in the meeting with the new prosecutor
general when we went to examine the scene together with him. He called
the medical attendant of the military unit. We asked whose room it was
and he said it was the rest room of the bodyguards.’

In August 2007, a few days before Tigran’s death, there was a big
brawl at the military unit. Integrity action was launched which ended
up in 41 pages of records which eventually disappeared. All these
circumstances appeared in press reports, and Suren Ohanjanyan cited
them in court. He reminded about the breaches of the investigation
which, according to Ohanjanyan, are evidence that the investigator has
been instructed to concoct the story of electric shock.

Tigran’s clothes were torn, but evidence to the case includes new
clothes too. Or the wire which Tigran allegedly touched and got
electric shock was not confiscated. Instead, a piece of brand new wire
was borrowed from the warehouse. The staff of the radio station proved
in court that there could be no current in the wire, while the
investigator had recorded that there was current in the wire.

The forensic doctor noted that Ohanjanyan had all his teeth in place,
whereas the father says he had one of his teeth extracted before
conscription. Suren Ohanjanyan’s reported the investigator’s breaches
to the Special Investigative Service but the chief of the SIS, Mr.
Mirzoyan, redirected the report to the office of the military
prosecutor.

`Since Tigran Ohanjanyan’s death was investigated at the prosecutor’s
office, Suren Ohanjanyan’s report is redirected there. Meanwhile, they
are two different things,’ Attorney Seda Safaryan, Ohanjanyan’s
defender, announced in court.

The attorney says the SIS is not authorized to redirect the report on
the investigator to the military prosecutor’s office, and for its
part, it was not authorized to send it to Prosecutor Karen Harutiunyan
who was not authorized to assign it to Detective Levon Petrosyan.
Detective Levon Petrosyan who showed up in court said it is outside
his competence to prepare materials on the actions of an officer of
the prosecutor’s office.

Prosecutor Karen Harutiunyan who at last turned up in court said he
accepted the report because it related to the circumstances reflected
in the records of the criminal case under his supervision. However,
Judge Aida Hovanisyan adjourned the hearing because his answer was
considered incomplete and deserving more evidence.

The parents of soldiers killed during their military service started
yelling that there is an order from above to cover up the case.
`Court’s waiting for a phone call from daddies,’ they chanted as the
prosecutor and investigator left the court room.

Consequent gradual disintegration of the totalitarian systems in
Middle East must also worry Ilham Aliyev’, – said the political
scientist Hrant Meliq – Shahnazaryan, but he don’t expect such a
development in Azerbaijan for some time.

At the moment, Ilham Aliyev has managed to almost destroy the factor
of the opposition: The fact is that the opposition’s meetings tend to
gather around 150 people in other words, there is no civil capacity,
and today’s situation is not even possible to cover with the
Azerbaijan’s propaganda.

However, this is not enough for recurrence of the Middle East
scenarios in Azerbaijan. Analyzing the situation political scientist
Hrant Meliq – Shahnazaryan brings as the first argument that the
support centers for Western political movements are mainly located
outside of the territory of Azerbaijan.

However, today’s situation in Azerbaijan is not enviable because of
its own policy: “Problems have arisen with all political forces in
Azerbaijan both of international and regional forces. There were
obvious problems with Armenia, it would be and now there still are.
Plus the information war with Iran, recent problems with Russia: The
fact remains that the meeting of President Medvedev and Aliyev hold
away their positions and Aliyev will not participate in the CIS- 20th
anniversary summit: It proves that the pressure increased, there are
problems also with Turkmenistan and Kazakhstan concerning with the
Caspian Sea resources. There is disappointment with the EU and the
West’s policy, including policy in the recent period. The fact is that
the position of Armenia is a little stronger, and we constantly
receive positive evaluations.

is no serious possibility that such a scenario can be repeated in
