PanARMENIAN.Net – In the first half of 2011, Yerevan foil rolling
plant ARMENAL jointly with SAYANAL, “Ural Foil” and “Sayan Foil”
forming Wrapping division RUSAL, produced 13 110 tons of foil.

According to the press service of the company, it is 8,2% more than
in the same period last year.

The export volume in the reporting period made 12 602 tons, which is
4% more than the January-June index in 2010. According to RA State
Revenue Committee’s customs service, the growth of ARMENAL’s export
in monetary terms for the same period was 19%, that is $45, 1 million

Volume of production of Yerevan foil production plant ARMENAL which
together with the companies SAYANAL “Ural foil” and “Sayana foil”
forms RUSAL’s Packaging Division, in the first half of 2011 amounted
to 13 110 tons of product which is by 8.2% more than in the same
period of the last year, press-service of the plant informed to “ARKA”.

Export volume for the reporting period amounted to 12 602 tons which
exceeds the indicator of January-June 2010 by 4%. According to the
Customs Service of State Revenue Committee of Armenia, export growth
of ARMENAL in money terms for the dame period was 19.0% to 45.1
million dollars.

The press service also reported RUSAL’s forecast about the situation
in this sphere in 2011.

According to RUSAL, pre-conditions for the increase of demand for
aluminum are maintained – there is increasing use of aluminum in
various spheres. Moreover, support prices have increased the cost of
key aluminum production, including raw materials (alumina and pitch),
energy carriers (coal and oil) and labor costs.

Locomotive of growth of demand for aluminum remains car industry. It
is expected that the demand for aluminum from aircraft industry,
manufacturers of electronics and packaging industry will remain high.

According to the forecast, demand for aluminum in 2011 will increase
by 13% making 46 million tons. Key regions providing this growth will
become fast-growing economies such as China, Brazil, India and Russia.

Recovery of aluminum demand is expected in Japan in the forth quarter
of 2011 due to car industry and construction sector.

RUSAL forecasts that growth in aluminum production in 2011 will be 9%
reaching to 46 million tons. The greatest increase in production is
expected in China and Middle East.

RUSAL is the leader of worldwide aluminum industry. The company
possesses about 10% of world aluminum production and 10% of alumina.

The company employs about 72 000 people. RUSAL sells its products in 19
countries on 5 continents. It sells its products mainly in the markets
of Europe, North America, South-East Asia, Japan, China and Korea.

ARMENAL was established in Yerevan in May 2000 on the basis of
Kanaker aluminum factory (KanAZ) and is one of the largest industrial
enterprises of Armenia and the only plant producing aluminum foil
in Caucasus and Central Asia. ARMENAL joined RUSAL in 2000 and
together with the companies SAYANAL, “Ural foil” and “Sayana foil”
forms RUSAL’s Packaging Division.

The settlement of the Karabakh conflict is a priority for the United
States, according Mathew Bryza, the US Ambassador to Azerbaijan.

In an interview to the Azerbaijani newspaper Zerkalo, the American
diplomat said the normalization of ties between Armenia and Azerbaijan
is a key issue on his country’s foreign policy agenda. He added that
President Barrack Obama and Secretary of State Hillary Clinton also
share similar views on the issue.

Bryza, who was formerly a co-chair of the OSCE Minsk Group, referred
to Obama’s earlier statement made at a meeting with Armenian and
Azerbaijani Presidents Serzh Sargsyan and Ilham Aliyev. The US
president had called on the conflicting parties’ leaders to take
bold steps towards a negotiated settlement. He said the maintenance
of status quo in the region is no longer acceptable.

Speaking of the Madrid Principles, Bryza said the document includes
all the basic principles that would contribute to a peaceful resolution
of the conflict.

The diplomat noted that the parties do not trust each other, refusing
to make any concessions, a factor which he said deteriorates the
problem. Bryza added in the meantime that the conflict may be
protracted further if not settled in time.

At his Aug. 29 meeting with journalists, Gagik Minasyan, Chairman
of the Republican Party of Armenia (RPA) parliamentary group, said
he had expected the dialogue between Armenia’s ruling coalition and
the opposition Armenian National Congress (ANC) to succeed.

“However, I had concerns because of the statements repeatedly made
by ANC members,” he added.

“The ANC is a rather large organization, and we have negotiated
with only five individuals. I find it difficult to say what kind of
organization is behind the five individuals,” Minasyan said. He had
the impression that he was working with serious people. Minasyan sees
the grounds for the belief that some of the ANC member-parties take
some ideas in different way, which can be seen from their statements.

“They return to the same ideas again and again,” he said.

As regards the ANC Coordinator, Levon Zurabyan’s words that “it
was a game of chess, and the opponent was kicking under the table,”
Minasyan said: “We we not playing chess. It was a dialogue and rather
hard work. It was not at all what Mr. Zurabyan is allegorizing.”

As regards the documents presented by the parties – the ANC-presented
85-page document and the 130-page document presented by Armenia’s
ruling coalition – Minasyan said: “I think that they [ANC] should have
been interested in our response. I hate the idea that our partners
made that step for the only purpose of not discussing our document.”

As to the ANC’s demand for mitigation of preventive punishment imposed
on the ANC member Tigran Arakelyan, Minasyan does not believe it to
be “blackmail.” Armenia’s ruling coalition has never promised Tigran
Arakelyan’s release. Otherwise, it would be indicated in the statement,
he added. Minasyan rules out any involvement in a legal process for
political purposes.

evoque la situation particulièrement preoccupante de la region en
raison des violations regulières du cessez-le-feu et des menaces de
guerre. Valerie Boyer a signe avec 145 collègues deputes un appel
pour la paix au Karabakh et demande la definition d’un statut du
Haut-Karabakh fonde sur le droit des peuples a disposer d’eux-memes.

Un peu d’histoire : Il y a quatre-vingt-dix ans, le Haut-Karabakh
a ete rattache a l’Azerbaïdjan sovietique par une decision du
parti communiste de l’URSS, au mepris de l’histoire et des v~ux
de sa population. L’Azerbaïdjan actuel se prevaut indûment de cette
decision arbitraire. Après la chute du bloc sovietique, le peuple du
Haut-Karabakh a conquis sa liberte au prix de beaucoup de souffrances.

Mais, depuis lors, les efforts du groupe de Minsk, copreside par la
France, les Etats-Unis et la Russie, pour definir les conditions
d’un règlement stable se heurtent aux conflits d’interets entre
les puissances. On refuse aux autorites du Haut-Karabakh le droit
de participer a des negociations qui les concernent pourtant au
premier chef.

Armenia has lagged behind economic, political and social development
in the South Caucasus becoming victim of its separatist intentions and
ambitions, Azerbaijani Presidential Administration Social and Political
Department Chief Ali Hasanov told journalists in Batumi on Sunday.

The South Caucasus is the region, where happiness and prosperity of
one nation cannot be built on another’s unhappiness. The profound
development of one nation and tough status of another is very hard
for the South Caucasus,” Hasanov added.

Unity of the South Caucasus cannot be the question unless ethnic
conflicts are resolved in the region, he underscored.

“The Armenians should abandon their separatist claims to ensure
development of the South Caucasus. The forces causing other conflicts
in the South Caucasus should abandon their claims, and the South
Caucasus peoples should ensure their future,” Hasanov said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

He said Azerbaijan implements a number of projects to tackle social,
economic and cultural problems of Azerbaijanis residing in Georgia.

“They are carried out at a state level, and by non-governmental
organizations, as well as at various regional levels. The Azerbaijanis
residing here should know the Georgian language to become an integral
part of the Georgian community and to be represented in state agencies
and electoral authorities. Institutions should be created to unite
the Azerbaijanis residing here. We want the Azerbaijanis residing
here to support the Georgian community in hard times, as well as
benefit successes and achievements of Georgia. In addition to being
noble citizens of their country, we want them to contribute to the
development of this country,” he underlined.

Philippe Lefort appointed has been appointed European Union Special
Representative for the South Caucasus and the crisis in Georgia.

In this connection, Catherine Ashton High Representative of the Union
for Foreign Affairs and Security Policy/Vice-President of the
Commission, issued a statement welcoming the move.

“I am very pleased that we are appointing Philippe Lefort to this
important position.

Philippe Lefort has an in-depth knowledge of the region and years of
experience working there at the very highest level,” Ashton said,
considering the appointment an ideal choice expected to enhance the
EU’s role in this sensitive region of South Caucasus.

A certain Hrant Hambartsumyan demands AMD 2,000 (about $6) from the
tourists wishing to visit the Stone Symphony monument in Garni.

Environmentalists sent a letter and a video to Tert.am.

The monument has been turned into a dump, and individuals demand money
from tourists wishing to visit the monument that is protected by the
government. “The ministries in charge must respond,” says the letter.

Aware of their rights, the tourists refused to pay. However, Mr.
Hambartsumyan demands that the tourists leave their food. “If you take
food, then you do not visit the monument, but plan a rest. You must
pay for that,” he says. He also says that he cleans the territory free
of charge.

The Stone Symphony monument in Garni is a government-protected monument.

U.S. Presidents inherit ‘tradition’ of Armenian Genocide non-recognition

PanARMENIAN.Net – The policy of evading the pledges given to the
Armenian voters becomes more and more obvious every year. April 24,
the Armenian Genocide Remembrance Day, the day when millions of people
hold breath to hear the word Genocide pronounced by the head of state,
but alas…

Looking closely at the policy pursued by the previous and current U.S.
Presidents, we can easily presume that worsening of relations with
Turkey is definitely not in the interests of the United States.

Back in 2000, George W. Bush, then presidential hopeful was
‘sincerely’ assuring of the beginning of a new era of justice. But as
the U.S. President, Bush never uttered the word Genocide and adhered
to a policy contrary to the interests of the Armenian community.

Turkish parliament member Hasan Korkmazdcan’s letter recently released
by whistleblower website WikiLeaks appeared as another proof of the
unconditional ‘subjection’ to Turkey. In the letter dated April 18,
2005, the Turkish politician expresses hope that the White House will
support Ankara’s position. `Turkish studies proved that the Armenian
claims are the result of fanaticism. We are hopeful that you will
resist this campaign which is based on a false interpretation of
events which found no proof in the archives of the Ottoman Empire,’
Korkmazdcan wrote.

Furthermore, President Bush did not support the non-binding
congressional resolution recognizing the massacre of 1.5 million of
Armenians as Genocide, which was however, passed, despite the White
House’s opposition.

Bush’s main excuse was ‘combating terrorism.’ `We deeply regret the
sufferings that befell the Armenian people in 1915 but adoption of
similar resolution would irreparably damage our relations with NATO’s
key ally in the war against terrorism,’ Bush said.

So, the presidential administration took up a firm position on the
Armenian Genocide, throwing the matter beyond the competence of
legislators. `This is the issue to be considered by historians but not
lawmakers.’

On January 19, 2008 then U.S. Senator, now U.S. President Barack Obama
released a statement: “Two years ago, I criticized the Secretary of
State for the firing of U.S. Ambassador to Armenia, John Evans, after
he properly used the term “genocide” to describe Turkey’s slaughter of
thousands of Armenians starting in 1915. I shared with Secretary Rice
my firmly held conviction that the Armenian Genocide is not an
allegation, a personal opinion, or a point of view, but rather a
widely documented fact supported by an overwhelming body of historical
evidence. The facts are undeniable. An official policy that calls on
diplomats to distort the historical facts is an untenable policy. As a
senator, I strongly support passage of the Armenian Genocide
Resolution (H.Res.106 and S.Res.106), and as President I will
recognize the Armenian Genocide.”

On April 24 commemoration speeches President Obama has yet referred to
the Armenian Genocide only by the Armenian synonym Mets Eghern.

President Obama stated: `On this solemn day of remembrance, we pause
to recall that ninety-five years ago one of the worst atrocities of
the 20th century began. In that dark moment of history, 1.5 million
Armenians were massacred or marched to their death in the final days
of the Ottoman Empire. Today is a day to reflect upon and draw lessons
from these terrible events. I have consistently stated my own view of
what occurred in 1915, and my view of that history has not changed. It
is in all of our interest to see the achievement a full, frank and
just acknowledgment of the facts. The Meds Yeghern is a devastating
chapter in the history of the Armenian people, and we must keep its
memory alive in honor of those who were murdered and so that we do not
repeat the grave mistakes of the past’

President Obama, just like Bush betrayed his promise to properly
recognize the Armenian Genocide, continuing the tradition of his
predecessor.
