Uruguay foreign minister Luis Almagro

MONTEVIDEO-In an unprecedented announcement Friday, the Foreign
Minister of Uruguay Luis Almagro said that his government has begun
the process to make an official announcement regarding the status
of Nagorno-Karabakh.

“Today we are looking into the issue [Nagorno-Karabakh] in order to
present an official government position on the matter,” said Almagro.

“I am personally convinced that Nagorno-Karabakh is part of historic
Armenia and it must be independent and in a short while be unified
with Armenia. This is the only resolution to the Artsakh issue.”

Almagro was speaking at conference in Uruguay’s capital organized
by the Armenian National Committee of South America and the
Uruguay-Armenia parliamentary group marking the 20th anniversary of
the Armenia’s Independence, highlighting Uruguay-Armenia relations.

Armenian Revolutionary Federation parliamentary faction leader Vahan
Hovannesian welcomed Almagro’s statement calling it unprecedented.

“For the first time, a progressive and democratic country such as
Uruguay is officially expressing a position, which reflects the
posturing of the ruling political forces,” said Hovannesian, who
stressed that the process will take some time.

OMBUDSMAN: COLLABORATION WITH SOCIETY NECESSARY IN VIOLENCE PREVENTION

PanARMENIAN.Net – Armenian Ombudsman’s office has received 50
applications in the recent 6 months.

“Applications refer to offences in the armed forces,” Karen Andresyan
stated at the European Commission report on “Prevention of Torture
and Inhuman or Degrading Treatment or Punishment, and RA Ombudsman’s
Activity as a National Mechanism of Prevention.”

According to him 26 application out of 50 have been successfully
settled, which is a good index. “It means collaboration between our
office and Armenia’s Defense Ministry has good results,” he said. In
2005 only 2 out of 62 applications on the same issue found solution,
in 2006 2 out of 26, in 2007 4 out of 10, in 2008 8 out of 37,
in 2009 15 out of 51 and in 2010 9 out of 31. “The last 6 months
have seen a considerable downfall in the number of applications
too, which testifies that trust in our structure has grown,”
Andreasyan said adding that the key to prevent violence in the army is
society-Ombudsman’ office-Defense Ministry collaboration. Andreasyan
believes that previously people did not turn to Ombudsman’s office
because of fear that their security will not be provided in the future.

Andreasyan also criticized state bodies for the latter having their
part in the current situation.

GERMANY ALLOCATES 0,5 MLN EURO FOR JAVAKHETI PARK PROJECT

German Bank of Reconstruction and Development will allocate 500,000
EURO for the development of the Javakheti National Park, which was
created in April 2011 by the National Agency of Protected Areas of
Georgia.

The project will be implemented by the Nature Protection World Fund,
which will facilitate to the development of local product and the
growth of social-economic conditions for the local population by
introducing new eco-tours.

‘We are implementing a new social project for the development of the
Javakheti National Park which is intended for the improvement of
social-economic conditions for the population of about 12 villages.

Today we discussed the social projects, which mostly include
development of eco-tours in the region,’ says the head of the Agency
of Protected Areas, Giorgi Shonvadze.

REPORTED NUMBER OF SEXUAL VIOLENCE CASES IN ARMENIA MORE THAN DOUBLED AFTER PUBLIC AWARENESS CAMPAIGN

If there’s one thing that participants, NGO representatives and
representatives of the police and the general prosecutor’s office
present at today’s roundtable on sexual violence against women
in Armenia could agree on is that there is a need for more public
awareness and education on this topic.

Co-founder and Executive Director of the Women’s Resource Center of
Armenia (WRCA) Lara Aharonian (pictured, left) in her opening address
noted that the number of calls their Sexual Assault Crisis Center
received more than doubled in 2010 (as compared to 2009) after they
ran a couple of ads on television and posted flyers advertising their
toll-free hotline around the Armenian capital.

Though Aharonian cautioned that there are no official figures on
the number of cases of sexual violence in the country (as many go
unreported), she stated that the center received 320 calls in 2010, as
compared to 140 in 2009. From the calls in 2010, 40% were purely cases
of sexual violence, 30% of which the survivor knew her perpetrator.

Aharonian went on to cite calls they’ve received of cases involving
minors, those involving doctors, police officials and even instances
of women who were drugged than raped – often by men they knew well.

Interesting to note that Artur Davtyan, the deputy head of the
Department for Crimes Against the Individual of the RA General
Prosecutor’s Office, also present at today’s roundtable, said their
office cited 82 cases of sexual violence in 2010 – a markedly lower
figure than that cited by the WRCA.

However, he mentioned that his office is aware of the fact the many
cases go unreported.

“During our work, it’s no secret and we also unequivocally arrived
at the conviction that the effectiveness of the fight against crimes
of this nature is greatly conditioned by raising public awareness.

“In 2009, upon assignment by the Armenian General Prosecutor, we
conducted a very thorough investigation and conclusion, summed up the
prosecutor’s control of the situation in cases of immunity against
sexual crimes, it turned out that those figures which are officially
recorded were, put mildly, far from the truth,” said Davtyan.

GYUMRI DRIVERS SAY THEY WERE THREATENED BY POLICE. RULING COALITION PROMISES TO DISCUSS ISSUE

The ruling coalition will discuss the problem with public transport
coming to Yerevan from the regions ahead of today’s Armenian National
Congress (HAK) rally. This news was conveyed to Epress.am by ruling
coalition representative in the dialogue with HAK, Prosperous Armenia
MP Naira Zohrabyan (pictured).

“I heard about the issue, and since head of our delegation Davit
Harutyunyan is in France, at the PACE monitoring session, I will
raise this issue after he returns and we will discuss it,” she said.

Recall, after the last meeting between the two camps, Harutyunyan
had promised to take action so that there are no problems with the
public transportation routes.

“Of course, in some cases there are setbacks, but special attention
will be paid so there are no obstructions on that day [i.e. the day
of HAK rallies], considering the political bent on the issue, which
exists today ,” he had said.

However, today, the HAK central office claimed it received calls from
people in Gavar, Voskevaz and Chambarak who said the roads to Yerevan
have been blocked by police.

In Gyumri, the driver of a minibus available for hire told an Epress.am
correspondent that he and several other drivers were called in to
the police station and told not to take anyone to Yerevan.

“They threatened [me], saying if they see my vehicle in Yerevan,
it won’t be good,” said the driver, who opted to remain anonymous.

Earlier, Epress.am reported that drivers of public transportation
vehicles and taxis servicing routes from Shamshadin, Abovyan, Armavir
and Etchmiadzin to Yerevan were allegedly instructed to cease working
and not to drive passengers to Yerevan.

ARMENIA GOES ON SINKING IN THE MORASS, EX-FOREIGN MINISTER OF KARABAKH THINKS

If Serzh Sargsyan goes no occupying his post, the country will further
go on sinking in the terrible morass, ex-foreign minister of Nagornyy
Karabakh Republic, Arman Melikyan, said at today’s press-conference.

“Even though the Armenian National Congress leader Levon Ter-Petrosyan
is a favorite personality of the West, Armenian President Serzh
Sargsyan’s positions are fairly good in Armenia and international
arena as well”, – he said.

“And if [former Armenian presidents] Robert Kocharyan and Levon
Ter-Petrosyan come to power, the domestic political situation
would become radically intense. That is why we need to look for a
new political generation,” Melikyan said, emphasizing that either
Kocharyan or Ter-Petrosyan would assist Serzh Sargsyan if they observe
that their opponent could come to power.

“That is to say, Kocharyan would help Sargsyan, against Ter-Petrosyan,
and Ter-Petrosyan would help Sargsyan, against Kocharyan. This means
Serzh Sargsyan is fairly well positioned,”- the former official said.

For this reason, Melikyan thinks that the society needs new leaders,
as an atmosphere of public pessimism and apathy is growing in Armenia,
and there is no link between the power and people.

As for the talks between the authorities and Armenian National
Congress, Melikyan thinks they will not have positive results stemming
from the fact that the extraordinary elections were on the agenda of
the talks.

HEAD ARCHITECT OF YEREVAN PROPOSES DIVIDING CITY

Yerevan is an agglomeration of different settlements, which have
nothing in common. It was artificially enlarged for the Underground
to be constructed, with numerous villages joined to the urban area,
Head Architect of Yerevan Narek Sargsyan told a press conference on
his 100th day in office.

“No one can explain how the Nubarashen neighborhood is considered
part of Yerevan, but Argavand is not. When I proposed that Yerevan
be divided into different cities, I was accused of executing the
authorities’ order. However, the authorities were of the opposite
opinion,” N. Sargsyan said.

ARMENIAN PRESIDENT’S POSITIONS STRONG, EX-OFFICIAL SAYS

At his Sept 9. meeting with journalists, Arman Melikyan, the former
foreign minister of Nagorno-Karabakh, said that “in speaking of the
three presidents, I think Serzh Sargsyan’s chances are the best.”

Robert Rocharyan is ready to support Serzh Sargsyan in opposing Levon
Ter-Petrosyan, while Ter-Petrosyan is ready to support Serzh Sargsyan
in opposing Kocharyan, he added.

Melikyan believes that “if Serzh Sargsyan continues president, we will
continued bogged down in a morass.” On the other hand, the situation
will be exacerbated in case Levon Ter-Petrosyan or Robert Kocharyan
come to power. “In both cases it does not meet our national interests,”
he said. Melikyan pointed out the need for “looking for the next
political generation, which would be outside the three presidents’
teams and could unite society.”

“All the three options are bad, and we should look for a new one,”
Melikyan said. He hopes that society will “be shown a clear direction.”

With the strong public backlash to the events happening in the Armenian
Army, Yuri Khachaturov, one of the highest-ranking military officials,
has made no public statements so far. Meanwhile, Khachaturov is the
Chief of General Staff of the Armed Forces, and is responsible for
everything happening in the army, from calories in the meal of each
soldier and to discipline and combat readiness of the army. However,
judging by the current plight in the army, Khachaturov is not aware
of his share of responsibility.

Another high-ranking official, the Chief Military Inspector, ex-deputy
minister of defense, Mikhail Harutiunyan uttered no word until our
website brought up the issue that the office of the inspector is
useless if it has never issued a single public statement. The next day,
Mikhail Harutiunyan held an interview with one of the news portals
stating that he regularly reports to the president on the situation
in the army.

In this case, the question occurs what the reports are about if they
produce no results? There are two options. Either they report the
situation in bright colors or nobody pays attention to the content
of the reports. He must resign in both cases, releasing the office
for someone else who will be more active and at the same time aware
of his position.

The same goes for Khachaturov. Or, let them play the “Russian roulette”
together rather that with the army. Such officials are not worth a
single hair on the heads of the soldiers.
