Spokesperson for the ruling Republican Party of Armenia has dismissed
allegations the party considers the issue of offering former chief of
staff of presidential administration a position in the government.

`During yesterday’s RPA board meeting no staff issue related to Karen
Karapetyan was discussed,’ said Eduard Sharmazanov.

`As what concerns your next question related to the shifting of prime
minister, I should mention that the RPA did not discuss shifting the
prime minister,’ assured Sharmazanov.

It comes after Chief of Staff of the presidential administration Karen
Karapetyan submitted a resignation letter which was confirmed by the
president.

Karapetyan’s responsibilities will be assumed by his deputy Vigen Sargsyan.

(A.W.)-Turkey’s Armenians are fearful of a `violent backlash’ if the
Armenian Genocide Resolution passes, according to Armenian Patriarch
in Istanbul Mesrob II Mutafian, as revealed in a recently released
Wikileaks cable. In 2007, the Patriarch purportedly told the then
Deputy Assistant Secretary of State for European and Eurasian Affairs
Matthew Bryza that Turkey’s Armenian population would be safer if it
kept a low profile, although that might prove difficult after Agos
editor Hrant Dink’s January 2006 murder at the hands of a Turkish
ultranationalist youth. `My community is not a friend of the
resolution. It won’t make life easy,’ the Patriarch was quoted as
saying.

According to Mesrob II, in the eve of Dink’s funeral – where thousands
of leftists joined the procession of mourners on the streets of
Istanbul, chanting, `We are all Armenians! We are all Hrant Dink!’ – the
Armenian community was left isolated and vulnerable, reminiscent of a
time in history `when Armenians in Turkey had been given arms and told
to rebel, only to be left with the aftermath.’

The Patriarch allegedly told Bryza that instead of `nationalism and
racism’ a dialogue was necessary to surmount the tensions. And if the
Turkish government would say `it was sorry’ and if it acknowledged
that `they helped cause these sufferings,’ that would suffice, he
continued.

Consul General Deborah Jones who authored the cable on Feb. 23, 2007,
observed that the Patriarch was quite cautious in `defending his
flock.’ She noted that as a leader of the small Armenian
population – who roughly numbered one in 1,000 Turks – the Patriarch had
to be careful in his public statements, adding, `For Mesrob, there is
continuity from the Ottoman into the republican government of Turkey
where, for successive generations, minorities have carried the burden
of their initially de jure and now de facto second class citizenship.’

Despite the Patriarch’s request that his comments remain private,
Jones’ cable became public when Wikileaks released it on Aug. 30,
2011, without any redactions in place. (See this cable below).

A separate cable also authored by Jones on the same date as the cable
discussed above, reflects on a meeting Bryza had with the spiritual
leader of Turkey’s Greek Orthodox community, Ecumenical Patriarch
Bartholomew. During the meeting that took place also on February 8,
Bartholomew expressed his frustration at the Turkish government’s
`unresponsiveness to the Patriarchate on nearly every issue.’ The
conversation then turned to `the crucial issue’ of reopening Halki
Seminary, an institution that was founded in 1844 and trained
generations of Greek Orthodox patriarchs and which was closed to new
students in 1971 due to a law that placed all private colleges under
state control. Halki’s Board of Trustees refused to allow the Seminary
become part of Istanbul University. The Seminary, which is located on
the island of Halki (renamed Heybeliada) in the Sea of Marmara, closed
its doors in 1985 when its last students graduated.

Bryza presented a four-step `game plan’ to get the Seminary opened.
Both the EU and the US have been calling on the Turkish government to
reopen the Seminary. Secretary of State Hillary Clinton reportedly
brought the issue up with the Turkish government during her July trip
to Turkey.

In its concluding comment Jones stated, `Although in no way linked to
this issue in the U.S., the consideration of an Armenia resolution by
the Congress later this Spring may hamper our ability to work with the
typically nationalist-leaning Interior Ministry, which controls the
Governor’s office.’

Patriarch Mesrob II’s and Patriarch Bartholomew’s meeting with Bryza
came a month after House Representative Adam Schiff (Democratic Party
representative from California) introduced the Armenian Genocide
Resolution (House Resolution 106) to the U.S. House of
Representatives, and eight months before the House Foreign Affairs
Committee passed it. The Resolution is still under consideration by
the House.

Patriarch Mesrob II was incapacitated at the end of 2007 from
dementia, and in 2008 Archbishop Aram Atesyan became acting patriarch.
In a Jan. 8, 2010, cable originating in the U.S. Consulate in
Istanbul, and titled `Armenian Patriarchate: An Uncertain Future,’
Consul General Sharon Wiener described the difficulties the Armenian
Patriarchate faced, its petition to the Turkish Ministry of Interior
to receive permission to elect a co-Patriarch, and lamented that
Atesyan who had accepted a nomination for the position `is viewed by
many in the community as being too complacent and lacking the
necessary diplomatic skills for the religious and political
representational role of patriarch.’

`During such a sensitive political period in relations between Armenia
and Turkey, the community’s leadership is a decisive variable in the
outlook for its future,’ added Wiener, and noted that according to two
members of the Turkish Armenian community, the community was `entering
a dark period.’

Weiner then remembered the words of Turkish-Armenian academic and
journalist Sevan Nisanyan in an interview with Hurriyet Daily news,
where `[He] said that Mesrob II changed the general perception among
the community that `being afraid of one’s own shadow was a commendable
trait.”

`[Nisanyan] expressed the hope that the community and new patriarch’
will not prefer the old policy of succumbing and silence in the name
of peace and accord in the country,” noted Weiner.

In her concluding remarks, Wiener said that it was a `sensitive’ time
for the Armenian Orthodox community, especially considering the
Turkey-Armenia protocols of Oct. 2009. `’The Armenian Genocide
Resolution’ may be more heatedly debated in Congress in light of
Turkey’s relationship with Israel and its impact on previous amicable
relationships with the Jewish population in the United States; and,
more open discussion about the tragic events of 1915 heightens
resentment among some Turks even if it is a healthy development in the
long run,’ added Wiener.

1. (C) Summary. In a February 8 meeting with EUR DAS Matthew Bryza,
Armenian Patriarch for Istanbul and all of Turkey Mesrob II (please
protect) and who asked not to be quoted on this point, said he feared
that passage of the Armenian genocide resolution (H.R. 106) could lead
to `violent backlash’ against Armenians in Turkey. Mesrob also said
the `disaster of 1915 should be examined on separate platforms by
politicians, historians, diplomats, and sociologists. This would be
very helpful in terms of creating empathy and understanding, rather
than enmity.’ End summary.

2. (C) On the question of the pending resolution, Mesrob referred to
the 260 articles that day in the national press commenting and
reporting on the Dink murder. Turkish Armenians were intimidated by
all the attention. Armenians’ security, he said, would be improved
with a much lower profile. The response to the Dink tragedy had been
positive for a couple of days at the time of the funeral; now there
was a strong, nationalist backlash. Armenians felt they were in the
spotlight. It had been leftists in the funeral parade who shouted,
`We are all Armenians!’ Now, the community felt isolated. The
patriarch noted an historical parallel in history when Armenians in
Turkey had been given arms and told to rebel, only to be left with the
aftermath.

3. (C) Particularly in this atmosphere the U.S. Congress’ Armenian
genocide resolution would not help. Emphasizing his request not to be
quoted on this point, he stated that passage of the resolution could
lead to a `violent backlash’ against the community. Mesrob told Bryza
he instead encouraged public use of his April 2006 address at Kayseri
University where he urged review and translation of untapped primary
sources as well as mutual respect leading to dialogue. (Text faxed to
EUR/SE.) The Patriarch had also said in his speech at Kayseri
University, `Turks and Armenians must break out of the straitjacket of
exclusive nationalism and racism. Otherwise…the results are always
bloody wars, tears, and hate campaigns. Instead of nationalism and
racism, it is much more in line with our religious and ethical values
to practice a love and appreciation for our national cultures.’

4. (C) Mesrob summarized his hope on the subject, saying healing
would come to the community if the government could say it was sorry.
Even the Nationalist Action Party’s (MHP’s) extreme nationalist
founder, Alparslan Turkes, came close, he claimed, contacting the
president of Armenia some four times. If Turkey could somehow
acknowledge that they helped cause these sufferings, `I believe that
will be enough,’ he stated.

5. (C) DAS Bryza also asked the patriarch about progress in the
community’s efforts to open an institution of higher learning for
Armenians in Turkey and how re-opening Halki Seminary might affect
these efforts. Without responding directly to the possibility of
Halki opening, Mesrob said he was meeting with NSC Secretary General
Yigit Alpogan in the next few days and hoped for a `universal’
resolution to the need for minority community higher education. As
previously noted (reftel), the solution envisioned a faculty at
Istanbul University offering seminary courses as well as minority
language classes. Each minority, including the Jewish community,
would have its own subunit in the faculty. Practical instruction in
the liturgy would be taught at the respective places of worship.
Mesrob said this solution would also further intercommunal dialogue by
making courses in Christian theology available to interested Turkish
Muslim students. Mesrob was keen to find a solution before possible
passage of a resolution, which he realized could derail this effort.
`My community is not a friend of the resolution. It won’t make life
easy.’

6. (C) Comment. By nature, the Patriarch is inclined to take the
high road in defending his flock and the community; circumstances of
the Armenian minority that number less than one in one thousand Turks
make it imperative that he shape his public message with care. For
Mesrob, there is continuity from the Ottoman into the republican
government of Turkey where, for successive generations, minorities
have carried the burden of their initially de jure and now de facto

Leader of the Armenian National Congress (HAK) Levon Ter-Petrossian at
the HAK rally on Friday spoke briefly about the document outlining
grounds for pre-term presidential and parliamentary elections and `the
need to form a legitimate government’ presented by the opposition bloc
within the framework of its dialogue on Aug. 9 with the ruling
authorities.

Ter-Petrossian cited confidential US diplomatic cables recently
published by whistle-blowing website WikiLeaks in which former US
diplomats called into question the legitimacy of the 2008 presidential
election as further proof of his and his alliance’s claims that the
2008 election was rigged. The opposition leader then cited another
WikiLeaks cable that revealed violations in Constitutional Court
procedures, which he said undermines the National Assembly and makes
its existence `meaningless.’

Drawing on the document prepared by HAK, Ter-Petrossian noted that
because of the existence of 76 MPs with business interests, the
National Assembly has become a lobbying, corrupt body; that is, an
organization that serves the interests of individual oligarchs, big
business, economic clans and monopolists.

The opposition leader then stated that the principle of impartiality
in the judicial system in Armenia has been violated. Referring to the
recent arrest of HAK youth activists, he particularly drew attention
to Tigran Araqelyan who is in pre-trial detention and is the reason
the opposition bloc has suspended its talks with the authorities.

`If [Tigran] Araqelyan is set free in the coming days, we will be
ready to return to the negotiation table. Otherwise, by keeping the
dialogue suspended, we will be compelled to talk to the authorities in
another language. By another language I mean not a revolution or
uprising but the forcing of pre-term presidential and parliamentary
elections through more frequent rallies and an utmost consolidation or
mobilization of the popular masses,’ he added, reports RFE/RL’s
Armenian service.

Ter-Petrossian said HAK knew from the start that the dialogue wouldn’t
lead to their desired outcome – because the outcome in all cases
would’ve been dependent `on the level of pressure from the masses.’

`We are guided not by the crazy idea of a life-or-death struggle or
the irresponsible slogan `death or freedom,’ but by the cold
realization… to use all the lawful possibilities to reach our goal and
fulfill our duty to the people and the state. If other concerned
political forces also set aside minor issues and became guided by this
realization, we would have had a completely different country long
ago.

`The next HAK rally will take place on Sept. 23,’ Ter-Petrossian concluded.

With its recent disclosures, WikiLeaks slammed Armenia’s first
president and the leader of the opposition Armenian National Congress
(ANC), Levon Ter-Petrosyan, an opposition MP has said.

Stepan Safaryan, a lawmaker of the opposition Heritage party faction,
told a news conference on Saturday that the whistleblower proved
Ter-Petrosyan had used electoral processes for shaping post-electoral
developments.

“ANC’s yesterday’s rally proved that Ter-Petrosyan will no longer
stick to his strategy of raising national problems in an attempt to
undermine [incumbent President] Serzh Sargsyan’s positions,” he said,
adding that the ex-president would prefer to avoid new tensions after
the new disclosures.

Referring to Ter-Petrosyan’s yesterday’s speech, the MP noted that
being the icumbent leader of the opposition alliance did not say
anything about the current situation in Armenia, and spoke only of
unlawfulness under previous governments.

As for the WikiLeaks disclosures about the three presidents of
Armenia, he added: “They all emerged from the same camp and pursue the
same trends, so with its publications, WikiLeaks “pensions off” all
three of them.”

Israeli Foreign Minister Avigdor Lieberman instructed to develop
measures to counter Turkey in the international arena, among them is
the support of Armenians and Kurds in their confrontation with Turks.

The so-called “Lieberman’s plan” aimed at punishing Turkey involves
“cooperation with Armenians” as well, writes Israeli Yedioth Ahronoth
newspaper.

“During visit to U.S. this month Israeli Foreign Minister is expected
to meet with leaders of the Armenian lobby. It is expected that he
would offer them cooperation against the Turks in Congress. This could
mean Israel intends to support the international recognition of the
Armenian Genocide, which will cause a very serious blow to Turkey. In
addition, Israel can support Armenians in the conflict with Turkey
over control of Mount Ararat,” reads the article posted byIzRusportal.

Yedioth Ahronoth newspaper claims that Lieberman’s plan also provides
for establishing links with exiled Kurdish leaders for the same
purpose – to assist them in confrontation with Turks.

“Lieberman is planning to openly appoint meetings with the heads of the
Kurdish underground movement in Europe in order ‘to cooperate with them
and support them in all spheres one can imagine’,” the newspaper says.

“We will make Erdogan pay for him to understand that one should not
have any problems with Israel,” the newspaper quotes Lieberman.

Charles Aznavour. Read below an interview with Charles Aznavour,
who is Armenian Ambassador to Switzerland.

-In your book titled “From one door to another” you speak about
Armenian Genocide and say that Genocide is a word which is preventing.

-It is a word which is preventing for me. Maybe my statement will
make some Armenians hostile with me, but it’s not scaring. If the
Turks are really so honest to say that they’re scared by this word,
we’ll find another word to open the borders, to start the dialogue.

– Why is it so scaring for the Turks to recognize that tragedy?

– If I’m not mistaken when we toast we say for your health, when the
Jews toast they say for your life and while the Turks say for your
credit. They must be taught that credit has two faces, you cannot
but defend yourself, you must face the truth also.

– One and a half million, this is really big for a small country.

– Two or one and a half million, it’s the same. When two kids or one
and a half million Armenians or 6 million Jews are killed, it’s the
same thing. They’ve killed, they wanted to do that. This is the most
important thing.

– And all those victims have been left without grave.

– Yes, and this harms me. There are some places in Deyr-el-Zor,
where you can find bones in the sand.

Lawyer Artur Sakunts, who has been involved with the issues of soldiers
killed in peace and subject to assaults, has come to the conclusion
that officers don’t have time to be involved with the military.

“Unfortunately, a large part of today’s generals and commanders have
businesses and not enough time. They spend most of their time on
their own businesses,” the lawyer told “A1+”.

According to him, the main reason for the current state of the army
is that like other spheres, the army also lacks rule of law. “There
are no mechanisms for soldiers to appeal for their defense.”

According to the lawyer’s data, officers who have been sentenced
are serving in the army. “That is against the principles of the
armed forces and is dishonorable. The lack of revelation of the real
culprits is also a serious problem. They are making attempts to reveal
the crimes at any price through the application of illegal methods,
but they are bringing totally different people to justice.”

Artur Sakunts says the methods of the Soviet army still exist in
today’s army.

Were there this many soldiers being killed in peace in the Soviet
army? In response, Mr. Sakunts said: “Of course, but it was kept
confidential. Soldiers were like slaves in the Soviet army. The same
goes for today’s army where there are no mechanisms for soldiers
to protect their rights. Today’s army is guided by the methodology
of belligerence.”

The lawyer finds that the issues facing the army are getting out
of hand and must be raised to the level of the Commander-in-Chief,
that is, Serzh Sargsyan.

Zaruhi Postanjyan, member of the Armenian delegation to the
Parliamentary Assembly of the Council of Europe (PACE), does not
consider PACE co-rapporteurs on Armenia to be naïve people.

“They are well aware of the political situation in Armenia. They know
how to conduct the investigation into the March 2008 tragedy. There are
concrete people who gave instructions on the day of bloody events and
are guilty of the deadly clashes. These people are identified, but no
inquiry has been held in connection to them,” Ms Postanjyan told A1+.

She does not agree with the contents of the draft resolution adopted
by the PACE Monitoring Committee on September 8.

“PACE co-rapporteurs are cooperating with Armenian authorities.

Comments are needless if the Monitoring Committee considers the
chapter on March 1 tragedy closed,” she said.

“The outcome of the latest general amnesty in Armenia, the renewed
impetus to investigate the 10 deaths during the March 2008 events, and
the resulting start of a constructive dialogue between the opposition
and ruling coalition mean that the chapter on the March 2008 events
can finally be considered closed”, the Monitoring said on Thursday.

About 5,000 opposition supporters have rallied in Armenia’s capital
to call for early elections.

Friday’s rally was staged by the opposition Armenian National Congress
led by former President Levon Ter-Petrosian.

The demonstrators demanded the release of an opposition activist,
kept in custody since a clash with police a month ago. Ter-Petrosian
warned that the Congress would boycott talks with the government if
the activist isn’t released.

Ter-Petrosian’s supporters rallied in Yerevan following the February
2008 presidential election, claiming the vote was flawed. The protests
turned violent in the first days of March, when clashes with police
left 10 people dead and more than 250 injured.

Labor Fair In Gyumri

Today on the initiative of “State Employment Service” Agency of
Armenian Ministry of Labor and Social Affairs and with the funding
from the state budget, a labor fair was conducted in Gyumri.

Head of “State Employment Service” Sona Harutyunyan welcomed all the
participants of the fair and wished efficient day to job seekers and
a good employee to employers.

Thirty-three employers submitted applications for participation.

Director of Gyumri Employment Center Amalya Adamyan told Armenpress
that 142 vacancies were presented.

“We suggest that more than 300 job seeking citizens will participate
in the fair. This time “Agat” NGO of women with special needs also
had the opportunity of participation. On the whole, this event is
very important for economic development of the province.

During this year suchlike events have been organized in Kotayk and
Gegharkunik provinces as well.
