Diplomatic tensions hit Franco-Turk ties

Relations between Turkey and France could be headed for a new crisis
after French President Nicolas Sarkozy suggested his government could
pass a bill criminalizing any denial of Armenian genocide claims,
drawing a swift reaction from Ankara.

Turkish Ambassador to Paris Tahsin BurcuoÄ?lu will visit the French
Foreign Ministry on Oct. 8 to lodge Ankara’s protest regarding
Sarkozy’s comments, the Hürriyet Daily News has learned.

The development came on the same day the interior ministers of Turkey
and France signed an important agreement on the fight against terror
and organized crime, but the deal has been overshadowed by the
eruption of the diplomatic crisis.

Sarkozy, who is currently on a Caucasus tour, visited Armenia on Oct.
6 and urged Turkey to `revisit its history’ over the killings of
hundreds of thousands Armenians during the waning days of the Ottoman
Empire.

If Turkey does not recognize the genocide claims and step toward
reconciliation, the French president said he would consider proposing
the adoption of a law criminalizing the denial of the killings as
genocide. An earlier attempt by the French government was rejected by
the French Senate in 2009.

Sarkozy intimated that Turkey should make the recognition before the
end of his mandate in May next year.

France should face on past, Ankara says

Foreign Minister Ahmet DavutoÄ?lu instructed BurcuoÄ?lu to express
Ankara’s feelings and opinions in a strongly worded message to his
French counterpart.

Alongside the diplomatic protest, senior members of the Turkish
government harshly criticized Sarkozy’s stance and urged France to
confront its colonial past before giving lessons to others.

`Those who will not be able to face their own history for having
carried out colonialism for centuries, for treating foreigners as
second-class people, do not have the right to teach Turkey a history
lesson or call for Turkey to face its history. It will be very
beneficial if France confronts its own history, particularly with
African nations,’ DavutoÄ?lu told reporters Oct. 7.

Turkey could face its own history, but it is also a history of Turks
and Armenians living together, DavutoÄ?lu said.

`I consider such remarks [by Sarkozy] as political opportunism, and
unfortunately such political opportunism is seen in Europe whenever
there is an upcoming election,’ DavutoÄ?lu said.

Turkish EU Minister Egemen BaÄ?ıÅ? also criticized Sarkozy, saying the
president would do better to concern himself with extricating France
from its economic crisis rather than play historian on the Armenian
question. `Our mission, as politicians, is not to define the past or
past events. It is to define the future,’ he was quoted as saying by
Anatolia news agency during a visit to Sarajevo.

`Turkey does not belong in EU’

During his visit to Tbilisi on his tour, Sarkozy reiterated his
opposition to Turkey’s accession to the European Union. `France does
not see this country [Turkey] in the EU,’ he said.

`Turkey has an important role in the world as it has been located in
Asia Minor and is a bridge between West and East. But this role [of
Turkey] does not cover the EU,’ he said.

In the last leg of his Caucasus tour, Sarkozy visited Azerbaijan, a
close ally of Turkey, from where he received a cold shoulder for his
views on the genocide claims.

Ali Hasanov, a senior official at the Azerbaijani Presidency, said his
country did not share Sarkozy’s views on the 1915 incidents, Anatolia
reported.

Recalling that Turkey and Azerbaijan’s regional interests were
similar, Hasanov said they hoped Sarkozy’s visit would help speed up
efforts to solve the Nagorno-Karabkh dispute with Armenia.

Azeri media lukewarm on Sarkozy visit

French President Nicolas Sarkozy’s brief visit to Azerbaijan on
October 7 passed with relatively little fanfare in local media.
State-run TV provided detailed factual coverage while private
pro-government stations were dismissive and even derisive in light of
the pro-Armenian tendencies Sarkozy was perceived to have demonstrated
during his visit to Yerevan the day before. Coverage in other media
outlets similarly ranged from factual to mildly negative.

Television

State-run AZTV1 provided the most detailed coverage of the visit. The
tone was neutral and there was no mention of Sarkozy’s trip to Yerevan
and expressions of support for Armenian interests. The channel showed
the official welcoming ceremony outside the Azerbaijani president’s
residence, and Sarkozy greeting President Ilham Aliyev and First Lady
Mehriban Aliyeva.

In its evening bulletin at 1500 gmt, AZTV showed Sarkozy bestowing the
Order of the French Legion of Honour Officer on the first lady. The
two then broke ground on construction of a French school in Baku.

Private pro-government ANS TV covered the French president’s arrival
with still pictures of his meeting with First Deputy Prime Minister
Yaqub Eyyubov and other officials in its 1000 gmt bulletin. It said
Sarkozy’s statement in Yerevan that Turkey should recognize what ANS
called “the so-called Armenian genocide” provoked negative reactions
in Baku.

Another report on ANS at 1300 gmt emphasized the friendship between
Armenia and France and showed several analysts criticizing Sarkozy.
The head of the Karabakh Liberty Party was shown saying it was
unacceptable for the head of state of an OSCE Minsk Group country to
have such clear pro-Armenian sympathies.

ANS also showed Turkish Foreign Minister Ahmet Davutoglu’s rebuttal to
Sarkozy’s remarks on the Armenian “genocide”.

Private pro-government Lider TV was aslo negative on the visit,
remarking in its 1100 gmt bulletin that Sarkozy “demonstrated special
admiration for the Armenians’ invented history” by visiting the
memorial to the “so-called genocide” during his visit to Yerevan.

Public-funded ITV, however, approached the Armenia visit from a
different angle. In a report in its 1200 gmt bulletin on Sarkozy’s
visit to Baku, ITV’s presenter said that Armenian President Serzh
Sargsyan had “practically begged” Sarkozy to go after Turkey on the
genocide issue and that Sarkozy let down Armenian expectations by
refusing to criticize Azerbaijan over the Karabakh issue.

Agencies

Mediaforum.az website carried a factual report at 1003 gmt on
Sarzkoy’s visit which said development of bilateral relations between
the two countries had been discussed in the one-to-one meeting between
the presidents. The agency added that Sarkozy also met Azerbaijan’s
first lady.

Private Turan news agency carried a similar report at 1049 gmt but at
1404 gmt, after Sarkozy’s departure, remarked that French president’s
trip was “the shortest visit ever made to Azerbaijan”.

Newspapers

Azerbaijani newspapers published the day of Sarkozy’s visit approached
the visit from several angles.

Baki Xabar said the French president’s visit was an effort to score
political dividends at home ahead of the 2012 presidential elections,
given the large Armenian community in France and France’s role in the
settlement of the Nagornyy Karabakh conflict.

Russian-language Ekho newspaper made a similar assertion and the
opposition Musavat newspaper said the reason he started his South
Caucasus tour with Armenia was his desire to curry favour with the
Armenian diaspora in France.

Ekspress daily noted France’s interest in developing Azerbaijan’s
hydrocarbon reserves and Sarkozy’s efforts to further the
Azerbaijan-Armenia peace process.

Turkey plays an important role, but it cannot be a EU member country,
French President Nicolas Sarkozy said on Friday at a news conference
on the results of his state visit to Armenia.

“My opinion as to the role of Turkey, which I consider substantial,
the role of a bridge between the East and the West – remains an
absolutely invariable position” for years, Sarkozy said. “I have held
this opinion for many years and I don’t see any sense in introducing
any changes in it,” he added.

He said there had been certain differences on that issue with his
predecessor – Jacques Chirac.

Baku hopes for France, U.S. to be as active in Karabakh resolution as Russia

BAKU. Oct 7

Having France and the United States join Russia’s active efforts to
resolve the Karabakh conflict could lead to a change in the status quo
in resolving the problem, Azeri presidential administration official
Ali Gasanov said.

A change in the status quo will mean compliance with the four
resolutions of the United Nations Security Council on Karabakh,
primarily, the withdrawal of the Armenian troops from Azerbaijan,
Gasanov, who is in charge of socio-political affairs in the Azeri
presidential administration, told journalists on Friday.

“I think that by actively joining the process in the future, France
will prompt the U.S. to do the same, and joint efforts of all three
co-chairing nations [the Minsk Group of the Organization for Security
and Co-operation in Europe] will lead to a change in the status quo,”
he said.

So far, the only active mediator in the Karabakh settlement process is
Russia, he said.

Baku attaches great importance to the visit by French President
Nicolas Sarkozy to the South Caucasus these days, given that this
country is one of the co-chairmen of the OSCE Minsk Group, Gasanov
said.

the Armenian national football team’s triumph over Macedonia in UEFA
EURO 2012 qualifier on October 7, the match that brought Armenia even
closer to the European Championship. Armenia proved that miracles
happen. The republican stadium was overcrowded with fans screaming
with joy and pride for the national team, who demonstrated a perfect
ability to concentrate and win.

Football is not just a game. It is something that can unite people and
fill them with ineffable emotions that overwhelmed all those in the
stadium that evening.

`It’s a great day, guys’, `We are proud of you. You are heroes’, `We
will celebrate victories again.’ Congratulations were everywhere – in
the streets and throughout social networks. Even Macedonian
journalists praised the Armenian team for an excellent style of play
and wished them to break through to the final stage of the
championship.

The players themselves are too shy to shout about their victories.
Although optimistic and hopeful, they did not even celebrate on the
threshold of an important match against Ireland.

Midfielder Henrik Mkhitaryan hopes that they will be able to open a
new page in the history of Armenian football.

`Of course, the match against Ireland will be decisive and hard but I
believe that our team can do much,’ another midfielder Artur
Yedigaryan says.

Irrelatively of the result of Dublin match, Armenians love their team
and are grateful for the victories both to the brave and ambitious
footballers and their young and talented coach. And all will watch the
qualifier against Ireland from all over the world supporting the
squad’s aspiration for success.

We love our team, who, we are sure, will again and again make us cry with joy.

A Turkish MP has used the word `genocide’ at a conference in Turkey,
referring to the massacre of an estimated 1.5 million of Armenians at
the hands of the Ottoman Empire in 1915.

According to the Turkish news agency Dogan, Altan Tan from the
pro-Kurdish Peace and Democracy party, was speaking at the Mardin
Artuklu University when he spoke about the Armenian Genocide.

`As a political figure I consider the massacres of the 1915 as
genocide,’ said he, adding that what matters are the consequences
rather than who committed it or whether or not it was pre-planned.

`… And the consequence of those events is that this region initially
had a 13 million population of which 1.2 million were Armenians. And
now the population of the Republic of Turkey is 75 million, but there
are only 40,000 Armenians,’ said Tan.

The Armenian Genocide was first recognized by Uruguay in 1965 and many
countries, including Russia have since followed suit.

Although it has been recognized by 42 US states, the US government has
yet to pass a bill on the issue. Turkey has not recognized the
Armenian Genocide either.

President Nicolas Sarkozy, who called on Turkey to face its history
and recognize the 1915 massacre of Armenians as Genocide, Turkey said
on Friday that France should look in the mirror before asking Turkey
to revisit its history.

Foreign Minister Ahmet Davutoglu told reporters after his meeting with
Turkey’s pro-Kurdish Peace and Democracy Party (BDP) on the country’s
foreign policy that he finds Sarkozy’s remarks as an example of
`political populism.’ He said his statements were wrong and were aimed
for [France’s] domestic politics. `Any state or society who has a
colonial past and cannot face its own history does not have the right
to give lessons to Turkey. Those who want Turkey face its history
should look into mirror,’ the minister said.

Sarkozy urged Turkey to recognize the 1915 incidents as Genocide,
threatening to pass a law in France that would make denying this a
crime.

`The Armenian Genocide is a historical reality. Collective denial is
even worse than individual denial,’ Sarkozy told reporters.

`Turkey, which is a great country, would honor itself to revisit its
history like other great countries in the world have done,’ the French
president added. On Friday, October 7 Sarkozy made further comments on
the issue, calling Turkey to `make a gesture of reconciliation,’ and
warning that if Turkey refrained from taking any steps, France would
consider amending its legislation to penalize denial, according to

Turkey has been active in the recent period, aspiring to regain its
influence in the Middle East, expert of Turkish studies Levon
Hovsepyan told a press conference today. Turkey actively interferes
with the developments in the Arab world, particularly supporting the
Syrian opposition. What developments are likely against this
