Armenians conduct military exercise in occupied Azerbaijani lands

Aghdam. Teymour Zahidoghlu – APA. Armenian armed forces are conducting
military exercises in the occupied Azerbaijani lands again.

Heavy explosions have been heard from the occupied territory of
Azerbaijan’s Aghdam region beginning from 12.00 on Saturday.

Armenians are using heavy artillery and armored vehicles in the
exercise. Local residents told APA that it is clearly seen that they
are using motorized rifles as well.

Taboos around Ataturk era begin to crumble

At five past nine on the morning of November 10, much of Turkey came to a
stop. People clambered out of their cars; pedestrians hung their heads.
Schools and offices fell silent.

The annual moment of remembrance was to mark the death in office in 1938 of
Mustafa Kemal Ataturk, the founder of modern Turkey.

Some nine decades after Ataturk fought off foreign powers, unified Turkey
and established a secular republic in the wake of the Ottoman Empire, his
face still gazes down from photographs in just about every shop and office
in the land.

But despite such acts of near-universal reverence for its national hero,
Turkey has unleashed a fierce debate about the early years of the republic.
Taboos about the flaws – and crimes – of Ataturk’s era are beginning
to
crumble.

This week Recep Tayyip Erdogan, the prime minister, made history by
apologising for the killing, in the province of Dersim in 1937 and 1938, of
thousands of people at the hands of the state.

For a country that has long valued strong leaders – and has proved
reluctant to say sorry – it was an unprecedented step.

Levent Koker of Turkey’s Gazi university says a more open-minded approach
to the country’s early history has allowed greater debate of other formerly
taboo topics – including Turkey’s resistance to describing *the Ottoman-era
massacres of Armenians as `genocide’.*

The deaths in Dersim – Mr Erdogan said 13,806 people were killed and more
than 11,000 put to flight – came during a campaign against what has long
been depicted as a revolt by Kurds and members of the Alawite sect. But the
action is increasingly seen as being part of the forced `Turkification’ of
the era.

*Ataturk’s adopted[, ethnic Armenian] daughter, Sabiha Gokcen *- a fighter
pilot after whom Istanbul’s second airport is named – carried out
low-altitude bombing raids during the campaign.

In the 1980s, the late Ihsan Sabri Caglayangil, a former foreign minister
and security official, said the military had sprayed poisoned gas into
caves in Dersim, killing people `like rats’.

But the recent debate flared into life when Huseyin Aygun, a member of
parliament from Tunceli province, as Dersim is known today, said the
country’s founder was aware of the massacre.

Mr Aygun is a member of Ataturk’s Republican People’s party (CHP), which is
now in opposition and which has been thrown on to the defensive by the
debate and, in particular, Mr Erdogan’s apology.

Kemal Kilicdaroglu, the party’s leader, is from Tunceli and had relatives
killed. But many CHP members and supporters resist attempts to bring the
party and Ataturk himself into the debate.

`We know from our parents that it wasn’t an easy thing to establish a new
republic,’ said an elderly lady walking by the Ataturk mausoleum in Ankara.
Declining to give her name, she added: `There were riots in different
places – you couldn’t take risks.’

Many other episodes in Turkey’s early history await greater debate, from
show trials in the republic’s first years to wartime expropriations from
Turkey’s Jewish population and riots in the 1950s that chased almost all
the remaining Greeks from Istanbul.

In a supermarket in Ankara, Pinar, a sales representative, expressed doubts
about Mr Erdogan’s motives, but also showed her discontent with the old way
of talking about Turkey’s early years. `We were told there was an uprising
and that it was quelled; we didn’t ask why or how many people [were
killed],’ she said. `They didn’t let us be curious. We knew as much as they
wanted us to.’

Member of Parliament Haik Sanosyan who comes from Javakhk, Georgia,
announced that Armenia Fund must provide assistance to the Armenian
communities as well, particularly the Armenians of Javakhk.

The approach is interesting, indeed. In fact, Armenia Fund served
only Armenia and Artsakh and implements projects only in Armenia
and Artsakh.

Perhaps the geography of the fund must be expanded not only in terms of
donations but also projects implemented. There are important Armenian
communities, the existence of which is in the so-called moral and
psychological interests of Armenia in the political context, as well
as is related to the specific national interests.

In this meaning, the problems of the Javakheti Armenians are urgent
because emptied Javakhk will be a big strategic and political loss
for Armenia.

But can this problem be solved through Armenia Fund? The problem
is not money, of course. Is the fund a good means for that or is it
more important to use the fund for the two poles for the Armenians
worldwide, the two Armenian states, and then use these states for
the solution of the urgent issues of the Armenian communities?

But he member of parliament brings up an important issue which
must be addressed by the Armenians. The Armenians must clarify what
Armenia Fund was established for, for pan-Armenian fundraising or
for pan-Armenian projects.

Besides, Haik Sanosyan’s statement brings up another query. There are
rich Armenians coming from Javakhk who live in Russia and Armenia. They
run businesses, are involved in government. Are they unable to set up
a fund which would take care of the urgent problems of the Armenians
of Javakhk, enabling their life in Javakhk?

By the way, the son of Member of Parliament Vardan Aivazyan, the
co-chair of the Union of Armenians of Georgia NGO, rides a Bentley
car, signs mine deals with the Chinese, buys and sells mines, and
father Aivazyan reportedly takes pride in his businesses, gambles
in casinos. The other co-chair of the same NGO, Tachat Vardapetyan,
is a member of parliament. The third co-chair of this NGO, Norair
Tevanyan, is a rich man living in Russia.

Apart from the failure to set up a fund, these people are distinguished
for arguments, even scuffles about their businesses, as well as
personal and party interests. A few years ago, the activists of
the Unity of Armenians of Georgia NGO were involved in an incident
with the chairman of Javakhk Union of Compatriots. The incident
happened near the grave of the Armenian poet Vahan Teryan who also
came from Javakhk. By the way, these activists are in the Republican
parliamentary group.

There was a time when the chairman of Javakhk Union of Compatriots,
Shirak Torosyan argued the idea of the Georgian government to build
a prison in Javakhk. He announced that the Sanosyan brothers pursue
their business interests to support the undesired project of the
prison area in Javakhk.

It is obvious that the problem is not the funds of Armenia Fund but
also the issue of delivering that money to Javakhk. First those coming
from Javakhk must take part of their wealth and power to Javakhk,
do it more effectively than now, and come to terms at least in
their strategic approach to Javakhk, and at least establish a united
structure first and settle their controversies in a civilized manner
not to be involved in scuffles on the grave of the poet, for instance,
and use their controversies for reaching optimal decisions on Javakhk
rather than further elaborating the history of their conflicts.

Defeating Eric Rosen (U.S.) in round 8, Ter-Sahakyan tops the
standings with 7.5 points. Russia’s Vladimir Fedoseev comes second
with 6.5 points.

Robert Aghasaryan scored a victory over Juan Manuel Gaitan of Argentina
to climb to the 14th place with 5.5 points.

In the next round Ter-Sahakyan and Aghasaryan will face Das Debashis
(India) and Eric Rosen respectively.

recent incidents at the line of contact between Artsakh and Azerbaijani
armed forces, when two Armenian soldiers were killed in sniper fire.

“The situation will remain tensed unless the conflict is settled,”
he said, adding that tensions must not result in loss of life.

“Azerbaijan is fully responsible for the Armenian and its own future
losses,” President Sargsyan emphasized. “Armenia, unlike Azerbaijan,
values the lives if its soldiers and I am hopeful that we will prevent
loss of life in future.”

In the morning of November 20, at 8.50 am local time, NKR defense army
soldier Mihran Margaryan, born 1992 was killed over Azeri ceasefire
violation, while on military duty.

19-year-old NKR defense army conscript Armen Simonyan was killed by
a sniper shot during military duty on November 19, 8.40 am local time.

According to deputy minister replacement of French co-chair will not
affect the negotiations

elections in the OSCE Minsk Group co-chair countries – France, Russia
and US will create stagnation in the negotiation on settlement of
Nagorno Karabakh are fictitious”, Azerbaijani Deputy Foreign Minister
Araz Azimov told APA.

Deputy Minister said that the elections are a normal process and
held in every country: “But the position of the country is above
the elections and it has no relation to Nagorno Karabakh talks. The
country’s known position before the election doesn’t be changed after
the election. We haven’t seen any difference between Robert Kocharyan
and Serzh Sargsyan. We don’t see any arguments that the elections
which will be held in Armenia next year, influence the process. The
factor of elections in Armenia shouldn’t be taken into consideration
so seriously. As regards the US, Russia and France, the situation will
not be changed, because the negotiations held towards the settlement of
the conflict have no relation to the election. The principal positions
and interests of the countries must involve them in the settlement
of the conflict. Therefore those, who claim that the elections will
create stagnation in the settlement process, are seeking pretext only”.

Azimov underlined that the replacement of OSCE Minsk Group co-chair
Bernard Fassier by another one would not influence the Nagorno
Karabakh negotiations: “Fassier’s predecessors were also replaced,
but no change occurred”.

“Armenia will answer for its illegal steps”

“Any activity causing economic and infrastructural changes in the
occupied Azerbaijani territories is illegal. In this respect, the
initiatives to construct a road in Kalbajar region contradicts Geneva
Convention,” Deputy Foreign Minister of Azerbaijan Araz Azimov said,
APA reports.

Deputy Minister said it was not the first illegal step taken by
Armenia.

“Armenia must know that it will have to answer for such steps. A day
will come when they will answer,” he said.

Commenting on assessment of the Kazan meeting by Armenian officials,
Araz Azimov regarded it as wrong.

“Armenian officials blame Azerbaijan for unsuccessful Kazan meeting. I
think, there must be a different approach to this issue. In January,
2010, Armenian President Serzh Sargzyan rejected the updated Madrid
principles called Madrid-2 version prepared by OSCE Minsk Group
co-chairing countries. After that, one of the co-chairs put forward
some proposals, but they were not accepted by Azerbaijan. As I have
mentioned, Armenia rejected Madrid-2 document, which is in the basis
of the process of resolution.

So, Armenian officials’ claims concerning the Kazan meeting are false
and aim to distract attention from the truth. I would like Armenia to
look back at last year’s situation. We can submit the draft document
if they want. The co-chairs can also give the draft document to them.

I think, Armenia itself must assess the situation,” he said.

Armenian Culture Days will be held in Iran and Iranian Culture Days –
in Armenia, dedicated the 20th anniversary of Armenia’s independence,
Armenia’s Ambassador to Iran Grigor Arakelyan told Mehr news agency.

“There is no obstacle to the expansion of cultural relations
between the two countries. The religious differences and peaceful
co-existence of Armenians and Iranians is a good example of a dialogue
of civilizations,” said the Ambassador.

“We expect to hold a series of joint events, with Yerevan declared
as the World Book Capital 2012 by UNESCO and on the occasion of the
500th anniversary of the Armenian printing,” said the diplomat.

a round-table conference on the media space of Armenia and prospects
for Armenian-Russian education resources in strengthening ties,
News.am reports.

The conference will be participated in by officials from the Russian
and Armenian Ministries for Education and Science and Russia’s leading
universities.

Victor Krivopuskov, head of the Rossotrudnichestvo office in Armenia,
Advisor of the Russian Embassy in Armenia, Larisa Yefremova, Deputy
Director of the Department for International Cooperation of the
Russian Ministry for Education and Science and Shushanik Arevshatyan,
Director of Radio Van, will be the moderators at the conference.

Nikol Pashinyan at the end of the rally today.

Pashinyan also went over the route for the Dec. 10 march with the
crowd. “That day we will pass by Myasnikyan’s statue and in the square
adjacent to Yerevan City Hall near the Myasnikyan statue, we will once
again display our will and our resoluteness in the work of being free
of the criminal ‘Kocharian-Serzhakan’ clan,” he said, referring to
current president Serzh Sargsyan and former president Robert Kocharian.

Note, the lights that were shut off half-way through the rally never
turned back on before the rally ended.

7:14 pm: Levon Ter-Petrossian: “Political analysts and journalists
have given valid or unfounded explanations for the dismissals. I want
to invite your special attention on the dismissals of representatives
of elective bodies. In three years, three National Assembly chairs
have changed, while in two years – 3 [Yerevan] mayors. In all cases,
the resignations were obliged. That means that the National Assembly
chairs and the mayors were not elected but appointed. If they were
elected, no one would’ve sacked them. They have been made into
scarecrows. This is our state’s main systemic disease.”

7:10 pm: Levon Ter-Petrossian: “[Dear] cold Republic of Armenia
citizens, allow me to keep you cold for another half an hour.”

7:03 pm: Nikol Pashinyan: “There are rumors that Vova [newly appointed
Armenian Chief of Police Vladimir Gasparyan] during a consultation
yesterday arrogantly proclaimed that this rally is going to fail. But,
Vova was not able to bring down the rally and now he’s shut off the
lights so Serzhik can’t see. But, Vova, one day Serzhik will ‘ghrghzel’
[meaning, that which happened during the riots in Kyrgyzstan in 2010]
you too, while the people are going to ‘ghrghzel’ Serzhik.”

6:58 pm: While Aram Sargsyan was speaking, they shut off the lights
around the Opera. Rally participants are calling, “Serzhik, resign!”

The speeches continue.

6:54 pm: The Armenian National Congress (HAK) will be organizing a
march on Human Rights Day, Dec. 10, leaving from Liberty Square at
2 pm. This news was conveyed by Levon Zurabyan.

6:39 pm: Levon Zurabyan: “We propose the following declaration which is
to be called the declaration of legal and political grounds to impeach
[Armenian President] Serzh Sargsyan be approved: According to Article
57 Section 1, the president may be impeached for state treason.”

The declaration proposed by Zurabyan was put to a vote and unanimously
approved by rally participants.

6:27 pm: Vahagn Khachatryan: “We have a current slogan, ‘Serzhik,
resign’. Representatives of the ruling authorities declare that
none of HAK’s forecasts realize, and the proof of that is the recent
budget. This budget proves that we’re in a deep crisis. This budget
won’t bring us prosperity. Do you want Armenia to find itself in
Greece’s position? We’re in no position to take on debts. No one
should give Armenia debt.”

6:27 pm: The Armenian National Congress rally began moments ago in
Yerevan’s Liberty Square.

Nikol Pashinyan: “At the rally a month ago, [HAK leader] Levon
Ter-Petrossian predicted shameful dismissals [among high-ranking
officials]. About a month ago we were shouting on the street, ‘[former
Armenian Police Chief] Alik, hooligan!’ and they disgracefully sacked
him, because he found out about his dismissal from journalists. He
was used and thrown aside, not even getting human treatment. And this
is that man who attacked activists in the most audacious way.

“Five days after our rally, [parliamentary speaker] Hovik Abrahamyan
announced his resignation. The reason for his resignation was that
Serzh Sargsyan has begun not to trust his family members, dismissing
his son-in-law.

“Serzh Sargsyan is in complete paranoia.”
