Turks Are from Mars, Americans Are from Venus

Washington – I turned Washington upside down in the aftermath of
Foreign Minister AhmetDavutoglu’s four-day visit to the US capital to
get a sense of reactions on the Turkish and US sides as well as in the
Obama administration and in the US Congress. This is how I came up
with the mischievous title of this article.

One senior US official who attended Davutoglu’s seven-hour marathon
meeting at the beginning of the week told me: “I can say that we are
fully on the same page.” However, that is not how it appeared to me.
Let me explain. In my last article, I wrote – as a person who has
followed Turkish-US relations closely since 1996 – that this trip
featured several “firsts” for me. This is the first time in 15 years
that I am seeing this much cordiality between Washington and Ankara –
a coordination that deserves the description “second honeymoon.”

Ironically, like several other commentators, I had thought that the
breakdown in Turkish-Israeli relations would cost [Turkey] dearly in
Washington and that doors in this city would be slammed shut one by
one in the face of the AKP [Justice and Development Party] government.
The exact opposite has happened. Because of the Arab Spring and the
[NATO] Missile Shield, Ankara has become the “shining star” of the US
capital in the full sense of that term. Of course, this situation may
change abruptly but this is how it is now. In the past, Turkish
officials would rejoice if their 45-minute appointment was extended to
one hour. This time, the US Congress and administration fell only a
step short of laying a red carpet for Davutoglu. The foreign ministers
of the two countries and their aides met for several hours even though
they gotten together again in Munich only last week.

What did they discuss? For the purpose of formalities, the US side
allocated five minutes each to Cyprus, the protocols with Armenia, and
the Heybeliada seminary. For the purpose of formalities, Hillary
Clinton referred to the status of the media and freedom of the press
[in Turkey] in her private meeting with the foreign minister. However,
the two real items on the agenda of the two countries was Iran and
Syria. Indeed, the title of this article was inspired by the
difference between the postures of the two countries with respect to
Syria. Yes, as the US official told me, both countries are “on the
same page.” In other words, both believe that the Bashar al-Asad
regime has lost its legitimacy and that it has to go. However, things
get more complicated beyond that point.

The Americans do not want “to take on any responsibilities” [in Syria]
because this is an election year, because they are exhausted with war,
because matters are spinning out of control in Libya and Iraq, because
they have to cope with a nuclear Iran, and because of a thousand
reasons they explained for several hours. They are not inclined to
support any buffer zones or humanitarian corridors, nor are they
willing to help the Free Syrian Army, which is composed of soldiers
defecting from the Syrian army. Frankly, even I did not expect this
much reluctance. However, the officials I interviewed all explained to
me why certain things “could not be done.”

In contrast, Turkey has no intention of sitting on the sidelines with
its hands tied when scores of people are being killed in a
neighbouring country every day, although it is unambiguously opposed
to any military intervention. Now there is a plan that Turkey has put
on the table for the first time – or let us call it “almost a plan.”
Ankara is proposing to increase diplomatic pressure, to force the
option of creating humanitarian aid corridors to cities such as Hama
and Hims, and, if necessary, to enlist the involvement of the UN, the
Red Cross, and the Red Crescent. Ankara wants to find ways of
providing material and moral assistance to the popular movement inside
Syria working in collaboration with the Arab League and the UN. This
is making the US side to think in terms of “what can we do” rather
than “there is, unfortunately, nothing that can be done.”

As I said, this visit was a first for me. It was the exact opposite of
the picture I hadseen for many years.I am seeing for the first time a
Turkey that is “pressing” its regional activism against a United
States that wishes to remain “passive” with many “buts” and excuses of
“realism.” It is hard to say where this may lead. The people in Syria
will insist on not retreating from their revolution. I think that the
Martians will eventually convince the Venusians in diplomacy also. Is
this not always the case in real life?

The police are going to start negotiations for replacing police booths
with rented areas close to the population.

The deputy chief of the Armenian Police, Arthur Osikyan, told Tert.am
that the negotiations will begin by June, adding that such reforms are
necessitated by financial circumstances.

According to Osikyan, only capital Yerevan needs more than 40 such
booths that entail extremely high costs for the police.

The decision was taken as a temporary measure, according to a concept
adopted by the Police in December 2011.

Osikyan noted that EU funding programs are needed to provide a final
solution to the problem. He said further that they have already
submitted a report to the Government, elaborating on the expected
costs.

than February 27, the decree on setting the date for the upcoming
National Assembly (NA) elections, Haykakan Zhamanak daily writes.

“The NA elections can be held between April 28 and May 8. [And]

the NA elections on May 6. In this case, the nominations for the
proportional and majority election system MP candidates must commence
on March 12 and continue for ten days. This is also why the day for

YEREVAN. – The Institute for Informatics and Automation of the National
Academy of Sciences of Armenia has created a virtual observatory
(VO) database.

The Armenian VO likewise is a product of cooperation, between
astronomers and computer specialists, within the framework of
which corresponding environments are created, where a wide range
of astronomical data are jointly used and an effective scientific
research is conducted.

The Armenian VO server currently uses a new catalogue comparison
program, which surpasses the similar programs created throughout
the world, and the scientific research is conducted on the basis of
this program.

This database enables to dynamically increase the quantity of the
data being kept. Also, there are no strict limitations on the volume
of data being added.

The comparison program is installed in the webpage, in the Armenian
VO environment, and this allows for the astronomers to apply online
for a new effective approach for comparison.

The Armenian VO was recently included in UNESCO Memory of the World
International Register.

ministre de l’Environnement a confie que son ministère disposait d’un
budget de 20 millions de drams pour allouer des primes aux chasseurs
qui abattaient des loups. Une operation qui continuera jusqu’a mi-avril
qui marquera la fin de la saison de chasse. Selon Aram Haroutiounian
cette decision de tuer les loups fut prise après consultation des
specialistes qui estiment que la disparition d”environ 200 loups ne
met pas en peril leur population en Armenie.

for the purpose of extending a hand to those in desperate need. Their
names and actions deserve the permanent reminder.

To honor these exceptional people the International Raoul Wallenberg
Foundation conducts a program that aims at issuing commemorative
stamps to promote exemplary behaviors during the Holocaust.

Moreover, the Wallenberg Foundation pays tribute to people who have
excelled for their spirit of solidarity, for their righteousness and
their performance in their respective occupations.

Therefore, the International Raoul Wallenberg Foundation is proud to
present a new commemorative stamp dedicated to the memory and literary
legacy of Franz Werfel.

Franz Werfel (1890-1945), Austrian poet, modernist playwright, and
novelist, was born in Prague, the son of a Jewish merchant. During
World War I, Werfel served for several years on the Russian front
as a soldier in the Austrian army. A friend of authors Max Brod and
Franz Kafka, Werfel later moved to Vienna and Berlin. He was forced
to leave the Prussian Academy of the Arts in 1933. His 1933 novel,
Die vierzig Tage des Musa Dagh (The Forty Days of Musa Dagh), detailed
the mass murder and expulsion of Armenians from eastern Anatolia in
1915 and received much attention in the United States. It stood as
a warning against future acts of mass murder and won lasting respect
from Armenian communities throughout the world.

Werfel’s books were burned by the Nazis as those of a Jewish author
who advocated pacifism, love for all mankind, and hostility to extreme
nationalism and Nazism. Werfel had to flee Austria after the German
annexation. He then escaped from France by hiding in the Catholic
sanctuary of Lourdes, crossing the Pyrenees on foot to safety in Spain,
and leaving from there for the United States. With gratitude for
his sanctuary at Lourdes in mind, he wrote the best-selling novel,
The Song of Bernadette. Though he remained a Jew all of his life,
Werfel was attracted to many aspects of Catholicism.

Recently, the Armenian-American special interest groups have launched
a campaign, led by Congressmen Adam Schiff (D-CA) and Robert Dold, Jr.

(R-IL), to pressure the Secretary of State, Hillary Clinton, into
retracting her statement on the recent French legislative bill
criminalizing the denial of the so-called “Armenian genocide”.

APA reported that in their part, the Azerbaijani Americans urge their
representatives not to co-sign the “Schiff-Dold” letter and to defend
Secretary Clinton’s just position on freedom of expression and against
legislating history.

“Commenting on this legislation, withheld for review by France’s
Constitutional Council after clearing both chambers of the French
Parliament, Secretary Clinton accurately indicated that the law was
compromising free speech and that the issue is a matter of historical
debate by scholars”, say the Azeri Diaspora members in their letters
to the elected officials.

“Furthermore, according to a renowned expert of the Ottoman history,
Professor Bernard Lewis of Princeton University, there was no
“deliberate preconceived decision of the Ottoman government” to
eliminate Armenians and the claim that the inter-communal warfare
atrocities were a genocide constitutes only “the Armenian version
of the history”. Besides Armenians, over 518,000 Turkish civilians
were massacred during World War I by the paramilitaries of Armenian
Revolutionary Federation supported by invading Russian forces
in Eastern Anatolia. So, Secretary Clinton’s assertion that the
allegations of the so-called “Armenian genocide” are a matter of
historical debate by scholars is absolutely correct”, read the letters.

YEREVAN. – The NASDAQ OMX Armenia stock exchange is working with
a loss, its General Manager Konstantin Saroyan said during a press
conference on Friday.

According to Saroyan, the stock exchange was working with a loss even
prior to the financial crisis. And the reason, in his view, is that
the exchange has very little profits. And there are two causes for
the low profits: First, the rates at the stock exchange are not high;
and second, Armenia’s Central Bank (CB) offers other platforms for
market trading, and without any fees; and that is why the banks very
often prefer CB’s systems.

“Under other equal terms the banks will prefer the free service. In our
view, no service must be free [of charge], since the stock exchange
secures a safe and effective mechanism for signing business deals,”
Konstantin Saroyan maintained.
