CSTO SUPPORTS MINSK GROUP FORMAT FOR KARABAKH CONFLICT SETTLEMENT

YEREVAN, FEBRUARY 21, ARMENPRESS: The CSTO is not going to interfere
into the talks over Nagorno Karabakh conflict settlement, Secretary
General of the organization Nikolay Bordyuzha said today at the
Yerevan-Moscow-Kiev-Astana-Kishinev-Minsk space bridge.

“We do not interfere into the negotiation process. We understand that
Armenia is our partner but there exist relevant mechanisms and there
is no necessity to create anything new,” Bordyuzha said.

In his opinion, the OSCE Minsk Group is the one to deal with the
solution of the Karabakh issue.

There are relevant mechanisms, in particular, there is OSCE Minsk
group, trilateral meetings of the presidents of Armenia, Russia and
Azerbaijan take place. “These are the mechanisms to be applied for
the settlement of this very complicated issue,” Bordyuzha said.

In response to the question what the CSTO will do in critical
situation, the secretary general said Armenia is full member of the
CSTO and has right to get assistance of its allies. “It is impossible
to forecast crises in the CSTO member states. Everything depends on
a concrete situation,” Bordyuzha said.

According to him, in critical situation the organization uses not
only collective operative response forces but its political and
peacekeeping potential as well. “I repeat, as a member of the CSTO,
Armenia will get all the necessary assistance,” Bordyuzha stressed.

significance for Armenia, director of Oriental Studies Institute,
Turkologist Ruben Safrastyan said at the round-table discussion on
“Contemporary Armenian-Turkish Relations and Perspectives for Coming
Five Years”. He said the goals of the protocols remained undone,
but Armenia showed its readiness to normalize relations with Turkey.

“Turkey uses factors not connected with the regulation of inter-state
ties. Turkey must step back from its policy it carries out for already
twenty years: it must not exert pressure on Armenia,” Safrastyan said.

In his opinion, Armenian diplomacy is on higher level and in respect
of Armenian-Turkish relations Armenians are ready for inter-state
relations without pre-conditions. Turkey must behave in the same way.

“We may register that nothing harmed us during the process in
connection with the Genocide issue. We showed that we are firm and
we are not afraid of Turkey. We are not speaking of good-neighborly
relations as there are deep issues between the two countries and
peoples. We are speaking of normal relations,” the Turkologist said.

On February 20 three-day operative meeting of the leaders of Armenian
Armed Forces took place. Heads of the various departments of Armenian
Armed Forces and Armenian Ministry of Defense, heads of the military
educational institutes and many other militants participate in the
meeting, press service of Armenian Ministry of Defense informs.

The operative meeting aims to raise the level of the knowledge and
skills of the militants, to improve the operative abilities, to present
in details the events, programs and the results of the Armenian Armed
Forces for the meeting participants. High level militants will deliver
lectures which are about the inner and foreign politics in Armenia,
the cooperation issues about the Armenian Ministry of Defense and
other institutes.

Armenian Minister of DefenseSeyran Ohanyan delivered the first
lecture. Armenian PM Tigran Sargsyan, Secretary of the National
Security Council Arthur Baghdasaryan, Minister of Foreign Affairs
Edward Nalbandyan, Chief of the General Staff of the Armed Forces of
RA, Colonel General Yuri Khachaturov also delivered lectures.

Baku, Fineko/abc.az. Receiving French Transport Minister Thierry
Mariani and French President’s Adviser for Diplomacy Damien Loras,
Azerbaijani President Ilham Aliyev in fact called conditions for the
conservation of a high level of Azerbaijani-French relationships.

The Azerbaijani Presidential Administration’s press service informs
that Mr. Mariani conveyed the message of President Nicolas Sarkozy to
his Azerbaijani counterpart Ilham Aliyev. At the same time Mr. Mariani
expressed confidence that his country’s partnership with Azerbaijan
would develop further.

President Aliyev expressed his gratitude for Nicolas Sarkozy’s sincere
thoughts in the message about development of bilateral links and
voiced assurance that relations would continue expanding further. At
that, President Aliyev expressed a hope that the law penalizing the
denial of the “Armenian genocide” does not come into force. At the
meeting the sides exchanged views on bilateral relationships between
Azerbaijan and France, regional and international issues.

The visit of the French delegation can be considered the first and
most serious (for now) in response to Azerbaijan’s negative attitude
to the adoption of the French law on the criminalization of “Armenian
genocide” in the Ottoman Empire in 1915-18. Most likely, the visit
had been lobbied by such giants of the French economy as BNP Paribas,
Societe Generale, Alstom, and Total, which feared the loss of lucrative
contracts in Azerbaijan. Informally, such prospects are already being
discussed in Baku.

Turkey has dropped its support for a prestigious sailing race in the
wake of France’s decision to approve a bill criminalizing denials of
the “Armenian genocide.”

Olay Nautic, the organizer of the Europa Race, has announced that
Turkey will not financially support the event, which is scheduled to
start in Istanbul on May 5 and end in La Rochelle in France on June 3.

The Europa Race, in the IMOCA class, lasts for 3,400 nautical miles
and four weeks The route of this year’s race also had stopovers in
Barcelona and Portsmouth.

Gaetan Gouerou, an executive board member of the International Monohull
Open Class Association (IMOCA), told daily Hurriyet that they were
“in shock.”

“This is a political issue and we cannot do anything about it,” said
Gouerou, adding that the boats were ready for the race but the event
had lost its major financial resource.

“We are considering an alternative race, Barcelona, La Rochelle and
Portsmouth are still interested,” he said.

Last month, the French Senate approved a bill that was later
challenged by a sufficient number of senators, who took the bill
to the Constitutional Council on the grounds that the draft is
unconstitutional.

The bill criminalizes denials of the 1915 events as genocide. The
Turkish government has promised to impose sanctions on France once
the judgment is delivered.

The summary of a report prepared by the State Audit Institution
(DDK) regarding the murder of Turkish-Armenian journalist Hrant Dink
has revealed that mistakes were made in the investigation of public
officials who were suspected to have acted negligently in preventing
the murder. The summary of the DDK report was posted on the website
of the presidential office on Monday.

Dink, the late editor-in-chief of Agos, was shot dead by an
ultranationalist teenager outside the offices of his newspaper in
broad daylight in İstanbul on Jan. 19, 2007. The investigation into
his murder stalled when the suspected perpetrator and his accomplices
were put on trial as those who masterminded the plot to kill him have
yet to be exposed and punished. In the face of growing calls from the
public and a European Court of Human Rights ruling that found Turkey
guilty of failing to protect Dink’s right to life and of carrying
out a thorough investigation into the officers who failed to take
the necessary measures in light of early warnings and tips about the
plot to kill Dink, Gul ordered the DDK to investigate the Dink murder
last year.

The investigation that followed Dink’s death revealed that the police
had been tipped off to the plans for the murder of the journalist;
however, the police failed to intervene. The summary of the DDK
report said the sequence of negligent acts by public officials was
not examined as a whole and no investigation was launched separately
into different state institutions.

It said the method adopted during the investigation of public officials
led to the failure of not investigating all allegations about public
officials as a whole.

The report noted that as a result of this failure, the seriousness of
the actions of public officials in the run up to the murder has not
been understood and the link between their actions and the murder
could not be established, leading to the failure of all of the
investigations into public officials. Speaking to the station NTV,
Justice and Development Party (AK Party) Deputy Chairman Huseyin Celik
agreed that mistakes had been made throughout the investigation of
the Dink murder.

“We know that many mistakes were made since the beginning in the run
up to murder, which began in Trabzon. The detection of these mistakes
by the DDK is a significant step to see the functioning of the law.

The final ruling in the Dink case will be appealed. When the DDK
findings are conveyed to the relevant authorities, there will be
investigations again,” he said.

A majority of the suspects, including the hitman, are from Trabzon,
where police say they had informed the İstanbul police about the
plot to kill Dink on more than one occasion.

The İstanbul 14th High Criminal Court issued its final ruling in the
Dink trial last month, which failed to please those expecting justice
to be served. During the process, lawyers for the Dink family and the
co-plaintiffs in the case presented evidence indicating that hitman
Ogun Samast did not act alone. Samast stood trial in a juvenile
court because he was a minor at the time of the murder. He was
recently sentenced to 22 years, 10 months in prison by the court. In
a separate trial, two gendarmerie officers were convicted on charges
of dereliction of duty in the run-up to the Dink murder.

Another suspect, Yasin Hayal, was given life in prison for inciting
Samast to murder. However, Erhan Tuncel, who worked as an informant for
the Trabzon Police Department, was found not guilty of masterminding
the murder. The prosecution believes the killers are affiliated with
the Ergenekon network, a shadowy criminal network that has alleged
links within the state and whose suspected members are currently
standing trial on charges of plotting to overthrow the government.

Stockholm (dpa) – Swedish wrestler Ara Abrahamian on Monday confirmed
he planned to make a comeback and was aiming to compete at the 2012
London Olympics, four years after he was disqualified at the Beijing
Olympics.

The Armenia-born wrestler then won the bronze medal in the 84-kg
Greco-Roman style, but tossed it on the mat in protest at the referees,
resulting in his disqualification. The 36-year-old won silver at the
2004 Athens Olympics. He has also won gold and silver medals at the
world championships but told reporters Monday he still had a dream
of winning an Olympic gold medal.

“If I make up my mind for something, I go for it 100 per cent,”
Abrahamian said. “I will push the whole way. I am aiming for the
Olympics. I am aiming for London.”

Abrahamian said he made his comeback decision last year, but his plans
were delayed after he was injured in a car crash in Moscow, but that
he felt fine and was in training for upcoming Olympic qualifiers. dpa

Le Parlement turc a adopte dans la nuit de jeudi a vendredi un texte
de loi controverse presente par le parti gouvernemental qui disculpe
des responsables des services secrets, accuses par la justice d’avoir
outrepasse leurs fonctions en engageant des negociations secrètes
avec les rebelles kurdes.

Les services de renseignement (MIT), places sous l’autorite directe
du Premier ministre, ont refuse la semaine dernière de repondre
aux convocations du parquet d’Istanbul au sujet de contacts inedits
entrepris avec le Parti des travailleurs du Kurdistan (PKK).

Aux termes du texte adopte grâce a l’ecrasante majorite des deputes
du Parti de la justice et du developpement (AKP, issu de la mouvance
islamiste), lors d’une seance houleuse, les agents secrets ne seront
plus inquietes par la justice pour leur rôle dans des activites
ordonnees par le chef du gouvernement et ce pour les enquetes
judiciaires en cours aussi.

L’enquete avait ete ouverte après la revelation en 2011 de
negociations entre des agents du MIT et des representants du PKK a
Oslo. L’opposition a accuse le gouvernement de chercher secrètement
la paix avec les rebelles kurdes.

Le Premier ministre, Recep Tayyip Erdogan, admet l’existence de tels
pourparlers mais assure qu’ils sont menes par l’Etat et non par le
gouvernement. Son vice-Premier ministre, Bekir Bozdag, a juge que
le MIT n’a commis aucune faute avec ses contacts ou ses tentatives
d’infiltration.

Le parquet avait cite a comparaître le chef du MIT, Hakan Fidan,
nomme personnellement par M. Erdogan, ainsi que deux ex-cadres.

La presse et l’opposition interprètent ces convocations comme les
signes d’une lutte d’influence entre les services secrets fidèles a M.

Erdogan, d’une part, et la police et la justice d’autre part.

Le procureur qui a lance l’enquete a ete dessaisi.

Les observateurs estiment que la disposition votee a la hâte par la
majorite gouvernementale a pour but d’empecher que l’enquete ne monte
jusqu’au Premier ministre lui meme.

Le PKK, considere comme un mouvement terroriste par la Turquie et de
nombreux pays, a pris les armes en 1984. Le conflit a fait au moins
45.000 morts, selon l’armee.

in Nakhijevan, expert Argam Ayvazyan told a news conference today. He
said the issue is not private it refers to all. “The intellectuals,
state officials, public figures have no right to be indifferent. It
is even unknown in which conditions the monuments were eliminated,”
Ayvazyan said. He said Azerbaijan commits vandalism over Armenian
monuments and the issue is under the limelight of the Ministry of
Culture. The cross-stones registered during the different periods
were eliminated mostly in 1998-2006.

As a solution to the issue the expert suggests the public be demanding
in the issue of preservation of the Armenian culture and voice the
issue in the international court.

exercise of Azerbaijani armed forces in the front-line zone.

The statement disseminated by Azerbaijan’s defense ministry on February
20 says the Azerbaijani army started its regular large-scale exercise
in the front-line zone.

The maneuvers bringing together the land forces and military aviation
are conducted under the command of Azerbaijani Defense Minister,
Colonel-General Safar Abiyev.
