BEIJING — Le Président chinois Hu Jintao s’est entretenu, lundi à
Beijing, avec son homologue arménien Robert Sedrakovich Kocharyan,
qui effectue actuellement sa première visite d’Etat en Chine en tant
que président arménien.

Hu a déclaré que la Chine était prête à travailler avec l’Arménie
afin de promouvoir les relations bilatérales à un nouveau palier.

Il a appelé à renforcer les échanges et la coopération bilatéraux
dans tous les domaines, tout en ajoutant que la Chine encourageait
les entreprises chinoises à coopérer avec la partie arménienne,
à augmenter leurs investissements et à participer à la construction
des infrastructures en Arménie.

La Chine apprécie la politique diplomatique arménienne et remercie
l’Arménie pour son soutien aux problèmes de Taïwan et de Tibet,
a ajouté le Président chinois.

Kocharyan a souligné que son pays souhaitait renforcer les relations
bilatérales avec la Chine ainsi que leur coopération dans les
domaines d’énergie, d’industrie chimique, d’agriculture et de
technologie. L’Arménie reconnaît le statut d’économie de marché de
la Chine, a-t-il fait remarquer.

Il a aussi ajouté que l’Arménie continuerait à soutenir la politique
d’une seule Chine et la réunification de la Chine.

Les deux parties ont signé une déclaration conjointe à l’issue de cet
entretien et assisté à une cérémonie de signature de trois accords
coopératifs.

1. REQUEST FOR INPUT ON PANEL 2004 TRIP

As part of its three-year mandate to study the impact of the BTC
pipeline and related BP-led investments in the Caspian region, the
Caspian Development Advisory Panel (CDAP) has begun preparations for its
second site visit to Azerbaijan, Georgia, and Turkey, scheduled for late
October 2004. The Panel requests input from all interested parties about
the individuals and organizations with which it should consider meeting
during its visit to the region. The Panel made a similar request last
year in advance of its trip to the region and benefited greatly from the
many suggestions that were provided.

2. PAN GERMANY CALLS FOR MORE TRANSPARENCY ON INTERNATIONAL PESTICIDE
TRADE

On the occasion of the First Conference of the Parties of the Rotterdam
Convention in Geneva, PAN Germany declares that the Rotterdam Convention
is an important first step towards increasing transparency on
international trade in pesticides.

At the side event organized by the Pesticide Network UK (PAN UK), PAN
Germany states that the Rotterdam Convention is a large step ahead,
regarding transparency in particular. “The Governments ratifying the
convention have identified the importance of transparency and
acknowledged that information on regulatory decisions about pesticides
traded is important to identify potential hazard”, says Simone Hueber
from PAN Germany, “but it’s crucial that governments also know about
pesticide exports in general.”

The conventions Prior Informed Consent (PIC) procedure permits
developing countries to decide on the import of certain hazardous
pesticides and chemicals on the basis of detailed information.

The procedure is limited to a small number of chemicals and pesticides
listed in Annex III of the convention. “Metaphorically speaking we have
PIC as a small island of transparency in the middle of a dark sea of the
major trade in pesticides”, Simone Hueber says.

PAN Germany reminds of the problem that safe use of pesticides is not
guaranteed, especially not for farming under poverty conditions and
emphasizes the need of creating a legal basis for transparent trade in
pesticides globally. Furthermore the publication of the collected data
should be mandatory on the basis of active ingredients.

According to PAN Germany having detailed information on pesticide
exports would be beneficial to the aims of the Rotterdam Convention and
would help the secretariat of the Rotterdam Convention monitor the
parties compliance with the regulations under PIC.

The so called Rotterdam Convention entered into force as from February,
two months after the fiftieth party had ratified the agreement.

The First Meeting of the Conference of the Parties to the Rotterdam
Convention on the Prior Informed Consent Procedure for Certain Hazardous
Chemicals and Pesticides in International Trade takes place in Geneva
from 20-24 September 2004.

4. SECTION OF EXTREMELY POOR POPULATION IN ARMENIA TO DISAPPEAR IN 5-6
YEARS: WB REPRESENTATIVE IN ARMENIA

The Armenian Office of the World Bank will put a stress on
implementation of social, health and educational programs in its policy
for the coming 4 years. Head of WB Office in Yerevan Roger Robinson said
at a press-conference today.

He said that the policy of the WB Office in Armenia for the coming 4
years is estimated at $200-220 mln, including $20 mln to be directed to
the state budget of Armenia within the coming three years annually. The
major idea of the budgetary credit PRSC is contribution to poverty
reduction, improvement of the business environment, customs and taxation
administration. Roger Robinson said that in conformity with WB’s
expectations, the annual revenues of Armenia’s state budget are to grow
by some 0.4% of GDP annually. In this connection, he said that after the
expiry of the given strategy, the WB will refuse from the idea of
crediting the state budget,

Commenting on the efficiency of the estimation of WB’s programs in
Armenia at the request of ARMINFO, Robinson said that WB Factor
Monitoring Department gave the highest assessment both of the work of
the Yerevan Office and the efficiency of the programs in Armenia.
Several our problems contained definite mistakes and miscalculations.
But all them depended on the underestimation of the difficulty of the
set tasks, Robinson said. As regards the reduction of absolute volumes
of WB’s credits issued to Armenia, Robinson said that it is accounted
for by improvement of the indicators of the fiscal policy of the
government which leads to reduction in demand for credits.

It should be noted that since 1992, the WB has issued $820.8 mln credits
to Armenia.

5. AGRIBUSINESS TEACHING CENTER ATTRACTS FOREIGN STUDENTS

An Agricultural Academy-affiliated Agribusiness teaching center, run
with the financial and technical assistance of the US Department of
Agriculture Yerevan office has started teaching two more subjects,
namely International Business Law and E-Trade. The course that lasts
three years and is conducted in English has attracted this year 60
students. Upon graduation they will be awarded diplomas of Texas
University (USA) and the Armenian Agricultural Academy.

This year 11 students from Agricultural Universities of Tbilisi and
Batumi, Georgia, have been enrolled and next month another 100 students
from India will be enrolled.

6. ARMENIA ALLOWS HUNTING FOR RED DATA BOOK ANIMALS TO ENTICE HUNTERS

Armenia has allowed unprofessional hunters to shoot wild animals listed
in the international Red Data Book, Head of the Armenian environmental
ministry’s agency for biological resources Artashes Ziroyan said.

He noted that the government had decided to set a part 2.4 thousand
hectares of land in the Vaiots Dzor region and 459 hectares in the
Syunic region in the republic’s southeastern area for the
Armenian-Italian company `Safari international’.

The company will organize hunting for wild goats, bears and Asiatic
moufflons in the assigned areas.

According to Ziroyan, the Red Data Book will not be an impediment to the
project because hunting will be allowed only for male moufflons, bezoar
goats and bears which are older than eight years and are no longer
capable of reproducing the species.

Ziroyan also said that there are quotas: permission will be issued to
shoot up to five goats and moufflons and no more than two bears each
hunting season.

Ziroyan, who earlier headed the Armenian Academy of Sciences’ Institute
of Zoology is convinced that `the hunting will produce profits.’
According to him, `the pricing process is now in progress’ and the
environmental ministry hopes to get no less than 500 dollars per each
killed animal.

Efforts will be made to secure the restoration of the population of the
animals in the Red Data Book, and the joint Armenian-Italian program
will help encourage environmental and hunting tourism in Armenia.

However, Karen Manvelyan, director of the Yerevan office of the World
Wildlife Fund (WWF) in the Caucasus does not agree with Artashes
Ziroyan. According to him, bears can live for 25 years and the old males
continue to lead goat families. Their extermination will not be without
negative consequences.

China supports a peaceful solution to the Nagornyy Karabakh problem.

A special correspondent of Mediamax reports from Beijing that this
is said in a joint declaration signed by Armenian President Robert
Kocharyan and Chairman of the People’s Republic of China Hu Jintao
in Beijing today.

The document says: “China supports a peaceful solution to the Nagornyy
Karabakh problem, the efforts of the international community in this
direction and expresses the hope that the Karabakh problem will be
solved in a fair and rational way as soon as possible on the basis
of norms of international law.”

staged a rally against Armenia’s aggressive policy in the vicinity
of the Russian State Duma in Moscow.

[Correspondent, over video of rally] Our compatriots staged
the authorized rally today at the initiative of the Movement for
Azerbaijan. The action was staged in protest at Armenia’s aggression
against Azerbaijan. It was staged on Teatralnaya Ploshchad [Theatre
Square] near the Russian State Duma. Ilqar Qasimov, chairman of
the Movement for Azerbaijan, said that along with the Azerbaijanis,
Russians as well as representatives of other nationalities had joined
their protest against Armenia’s aggressive policy. [Passage omitted:

[Qasimov, on the telephone] The Azerbaijanis living in other regions
addressed the rally as well. We adopted two appeals to Russian
President Vladimir Putin and Azerbaijani President Ilham Aliyev. We

on the occasion of Zangilan’s occupation on 28 September. We are
also going to stage another rally here on Teatralnaya Ploshchad on
29 September.

Citing unnamed sources, AFP reports President Mikheil Saakashvili
telephoned Turkish Prime Minister Recep Tayyip Erdogan on Friday to
thank him for conveying some problems of Georgia to European Commission
President Romano Prodi.

Saakashvili said this approach of Turkey would have a positive impact
on commercial relations between Turkey and Georgia. The president
expressed readiness to improve relations.

Saakashvili also mentioned problems in the Caucasus and stated that
one of the most important problems was Azerbaijani-Armenian conflict.
According to reports, he said the occupation of Upper Karabakh
should end.

KARABAKH WAR HERO FREED FROM PRISON
() Two men charged in the March 22, 2000 assassination
attempt on the President of Karabakh Arkadi Ghukasyan, have been pardoned by
Presidential Order in Stepanakert.

Erik Faramazyan and former Minister of Defense Samvel Babayan were serving 14-
year sentences for firing on Ghukasyans Mercedes and seriously wounding the
president and a bodyguard.

The assassins were among 13 full pardons handed out by Ghukasyan and 22 reduced
sentences. Sixteen appeals were declined.

At the time of the shooting, Babayan and Ghukasyan were politically at odds and
Babayan was considered a likely contender for the presidency.

CLEAN UP OPERATION OF ARMENIAN CEMETERY BEGINS
With the initiative of community members, the old Armenian Cemetery
(built 1888) on the Green Line at Ledra Palace Hotel has been cleaned up and a
much needed face lift put into effect. Gibrahayer learned that community
members – after having read the relative news in our e-newsletter last week –
initiated a campaign to clean up the area.
The Armenian Cemetery – built 1888 – has been the first resting place
of survivors of the Armenian Genocide who took refuge in Cyprus at the turn of
the previous century. Many tombstones are a living testimony of their journey
and escape to Cyprus.
Congratulations for this initiative of the members of our community.

A DECADE AFTER THE CONFLICT, ALIYEV & KOCHARIAN VOW TO KEEP UP KARABAGH TALKS
ASTANA (AFP)–The presidents of Armenia and Azerbaijan on Thursday promised to
continue dialogue on the bitter stand-off between their countries over
Mountainous Karabagh. Presidents Robert Kocharian of Armenia and Ilham Aliyev
of Azerbaijan held more than three hours of late-night talks in the Kazakh
capital, mediated by Russia’s President Vladimir Putin, but gave few clues as
to what had passed between them.
“We need time–the president of Azerbaijan knows our position more
concretely–the process is continuing constructively,” Kocharian said at a
joint news conference with Aliyev.
“Further development can resolve this question; we discussed various
questions on the path to a resolution,” Aliyev said.
Aliyev had earlier stressed the importance of Thursday’s talks over the
Mountainous Karabagh conflict, which saw the two neighbors fight a war in the
early 1990s and remains unresolved. Aliyev has faced calls at home to take a
bolder stand on Karabagh and the thousands of Azeris who have fled the disputed
area.

NUNE & FIORI GIVE CHARITY CONCERT TO HELP BUILD A SPORTS CENTER IN KARABAKH
() Armenia’s most famous pop singer Nune Yesayan
was joined by Patrick Fiori, of France, for a joint charity concert at Karen
Demirchyan Sports and Concert Complex in Yerevan last Sunday. Proceeds from the
concert were to help construct a sports center in Stepanakert, Karabakh. Fiori
is known for his role as Phoebus in the Paris production of the musical “Notre
Dame de Paris”.

The following space will be reserved for local artist Tatiana Ferahian’s comic
strips which are amalgamations of Armenian-Cypriot social commentaries, painted
with her usual wry and ironic humour, to stimulate and encourage awareness and
interest towards our communities’ everyday happenings.

It should be noted that the only ballet school in the country, which
is 80-years-old, is on a strike for already 15 days. The reason of the
strike of teachers and students is known: dissatisfaction with the
order of Minister for Culture and Youth Affairs of Armenia Hovik
Hoveyan on release of the current Director Norayr Meghrabyan from his
post and his replacement by Karen Gevorgyan. The picketers sent a
letter to President Kocharyan asking for restoration of “status quo.”
During the recent reception of the members of the parents committee
and the creative staff of the college, an employee of the Presidential
Control Service passed Robert Kocharyan’s words to them.

He said that the president is informed of all the problems connected
with the college and waits for return of Hovik Hoveyan from Germany to
finally solve the issue. However, several days have passed, but no
final reply has been given to the picketers.

For First Time Armenia Issues Bonds With Maturity of 7 Years

FOR FIRST TIME ARMENIA ISSUES BONDS WITH MATURITY OF 7 YEARS

YEREVAN, September 23 (Noyan Tapan). On September 23, Armenia for the
first time implemented successfully the distribution of government
bonds with maturity of 7 years. According to Arshaluys Margarian, Head
of the State Credit Management Department of the RA Ministry of
Finance and Economy, demand for these bonds exceeded almost 3 times
the volumes of the bonds issued, and the average yield made 9.2%,
which is lower than was expected by the government. Unlike bonds of
medium term maturity, which have been issued until now, these bonds do
not envisage partial payments before the deadline. On September 11
2004, new legal acts that regulate the government bonds market came
into force, according to which the RA Government, in addition to the
bonds of up to 5 years maturity that have been issued so far, will
also issue cupon bonds of 6-30 years maturity without partial
payments. Besides, short term maturity bonds, as well as medium term
maturity bonds with and without partial payments will continue to be
issued. The Department Head stated that it is planned to issue long
term bonds in November and December too. According to A. Margarian,
the issuing of long term bonds means the the RA Government step by
step consolidates its authority. THe new bonds will enable to lower
the domestic government debt and to extend its maturity term. As of
September 22, of the bonds worth 45.7 bln drams (about $89 mln) in
circulation, 13.0 bln or 29% are short term ones, and 32.7 bln or 71%
are of medium term maturity. As of September 22, the average term of
maturity of the domestic government debt made 556 days, and the
averaage yield – 9.9%. The RA government started issuing government
bonds in 1995 in order to finance the state budget deficit. Only short
term bonds (up to 1 year) were issued before 2000, after which cupon
bonds with partial payments and of medium term maturity (1-5 years)
have also been issued. The first medium term maturity bond was issued
on March 7 2000, it had a 15-month duration and 28% yield. A.
Margaraian expressed hope that other financial organiations will enter
the government bonds market in 3-4 years and the “monopoly”of the
banks will disappear. According to her, it will also be possible in 2
years to take steps in the direction of replacing the external
government debt with the domestic one.

Refugee family treated worse than a rodent

REFUGEE FAMILY TREATED WORSE THAN A RODENT

TRUST me, it would take something really extraordinary to get me
cuddling a rat.

But the plight of an extraordinary asylum seeker Julia Gulshan
Babayeva and her two sons did just that.

She called me in desperation last week from a detention centre near
Gatwick airport after being picked up by immigration officers. The
terrified family were being threatened with deportation.

I first met Julia at a debate in the run up to the elections for the
Scottish Parliament.

She had fled Azerbaijan after her husband was killed for refusing to
shoot Armenians. Julia is Armenian.

She was devastated by her husband’s murder but continued working as a
psychology lecturer to support her family.

But during an interview on Azerbaijani radio, Julia criticised the
education system and was arrested.

She was subjected to brutality and fled to Britain with her children,
putting in a claim for asylum. She and her sons – Alex and Aziz –
were housed in Sighthill, Glasgow, two years ago.

She is loved and respected by locals for her work in the community.

I tried to comfort and reassure the family while they feared being
sent back to danger. Alex, 18, was also terrified for his beloved pet
rat, Maxi, which he had been forced to leave in Sighthill.

I get the heebie-jeebies where rodents are concerned but promised to
make sure poor Maxi was safe.

I called the SSPCA and revealed how the family pet was locked in and
starving.

They were amazing and quickly called back saying they had collected
Maxi and he was at Cardonald Cat and Dog Home.

I jumped in a taxi, sped to the home and asked to bring Maxi home.

Once convinced I was a suitable carer, I was introduced to my new
lodger.

My heart stopped, I had never wanted to be anywhere near a rat –
domestic or wild -and here I was collecting one to take home. Sharing
my fear and loathing of all rodents, my daughters Nicola and Susanne
immediately threatened to leave home.

But after a couple of hours we were all cooing around the cage. The
best bit was calling Julia and the boys to tell them their pet was
safe and well. They were delighted and described it as a shred of
hope.

Tragically, it seems Maxi had more rights than Julia and her boys.
When apprehended, the family were driven for eight hours without food
or drink.

They were distressed, terrified and unwell but not allowed to see a
doctor.

They were being held in a strange place with little or no rights and
plans were being made to ship them to danger. If I had done that to
my children, social workers would have been right to intervene – but
they are not given any powers to help Julia, despite the obvious
abuse.

The SSPCA were able to intervene to save little Maxi. He was checked
by a vet and liberated into caring hands.

The Scottish Parliament has no power to intervene when basic human
rights are being abused. Our politician’s palace can do nothing to
help Julia and her boys.

We have a skills and population shortage. I know from experience we
have a shortage of psychologists like Julia.

We have let Julia and her children down. We have failed in our duty
to respect and uphold basic human rights and have lost a highly
motivated, intelligent and valued family.

Julia’s lawyers are fighting her case. I only hope they succeed.

Turkey Accession to EU Wont be Conditioned by Admitting The Genocide

TURKEY’S ACCESSION TO EU WILL NOT BE CONDITIONED BY ADMITTING
ARMENIANS’ GENOCIDE, THOUGH IT MUST ADMIT

YEREVAN, SEPTEMBER 25. ARMINFO. Turkey’s accession to the European
Union will hardly be conditioned by official Ankara’s admitting the
Genocide of Armenians in Ottoman Turkey at the beginning of 20th
century. Deputy Chairman of the Assembly of the West-European Union
Marco Zacchera stated during the press conference in Yerevan. At the
same time he mentioned that Turkey must admit the Genocide of Armenia,
and he reminded that in due time the parliament of Italy had passed a
resolution where masacre of Armenians in Ottoman Turkey is mentioned
as a genocide. “But we must look ahead, as looking back we can knock
our hears against the wall”, Zacchera said.

According to Zacchera, he is personally for Turkey’s admission to the
EU is it meets certain requirements. “I am pleased that here, in
Armenia, both government representatives and the opposition pronounced
for Turkey’s admission to the EU, but the matter is that it must abide
by and respect Europrean standards,” he said. According to him, it
concerns not only the human rights sphere, but also the necessity of
harmonizing Turkey’s legislation with European standards. “We must
admit that Turkey has made some progress in this matter, but it msut
also meet European standards in implementing its economic policy and
balance the rights and powers of the civilian and military
authorities,” he said. Zacchera expressed the opinion that Turkey’s
admission to the EU will be of benefit both to Europe and to Armenia,
as it will allow the EU to expand to the Black Sea. According to him,
Turkey’s admission to the EU will be of benefit to Armenia in that the
borders of European countries cannot be closed,m and Turkey will be
