Question- Mr. Minister, today there will be discussions in Washington
D.C. on the appointment of the new US Ambassador to Armenia. What
expectations do you have?

Answer – The President of the Republic has already made public remarks
in this respect. I would like to reiterate once again that we hope
that as a result of today’s discussions in the Senate, the candidacy
of the new US Ambassador will be confirmed, and she will soon arrive
in Yerevan to bring her contribution to the further development of
the Armenian-US relations.

International Scientific Conference Devoted To The Problems Of Hamsh

On July 23 in "Congress" hotel in Yerevan was held an international
scientific conference on the subject "Hamshen and Hamshen Armenians:
history and culture" by the initiative of the RA NAS (National
Academy of Science) Institute of Oriental Studies and Yerkir Union
for Repatriation and Settlement. Specialists from Armenia, Russia and
Turkey appeared with reports. The conference was quite comprehensive:
Were made reports devoted to the problems of Hamshen and Hamshen
Armenians.

The director of the Institute of Oriental Studies, Ruben Safrastian,
was the first to take the floor with words of welcome accentuating
the importance of studying the problems of Hamshen Armenians. The
conference participants were welcomed by Deputy Minister of Culture
Gagik Gyurjyan, Vice President of the RA NAS – Vladimir Barkhudaryan,
the representative of Foreign Ministry’s Committee for Diaspora – Artak
Zakaryan, the representative of "Yerkir" Union – Sevak Artsruni. In
conclusion of his contensive speech S. Artsruni called for the ones
present to honor the memory of Hrant Dink with a minute of silence.

The first session presided by Professor R. Safrastyan began with
the report of the Yerevan State University senior lecturer of the
Department of Study of Turlic Language, 0Noravank" Foundation expert,
Candidate of Philological Science Ruben Melkonyan "The problem
of ethnic identity in Turkey and Hamshen Armeniahns." The report
was mainly touching upon the problem of "crisis identity" and the
phenomena caused by it.

Speaking about the problem of the apostate Armenians in Turkey,
the reporter presented some nuances of their present condition and
stressed up that the Hamshen Armenians were different from the other
groups of forcedly Islamized Armenians by a number of peculiarities,
and, accordingly, the scientific approach to the problem was also to
be different.

The Second report was made by the Turkish Hacettepe University
lecturer, Doctor Erkhan Erson who presented economic, social and
cultural components of identity of the western group of Hamshen
Armenians. The Turkish scientist accentuated that as a result of a
number of phenomena of up-to-date world are upset important elements
of the Hamsen Armenians’ mode of life exerting serious influence on
transformation of Hamshen identity.

The report of the prominent research worker of the RA NAS Institute
of Archeology and Ethnography, head of Armenological Center in
"Noravank" Foundation, PhD Harutyun Marutyan was devoted to the role
of traumatic memory in preserving Armenian identity in Turkey. It is
of special importance the scientist’s conclusion that when it is the
matter of peoples’ identity, th an one is to be led predominantly
by general, flexible formulations and not by rules, definitions and
formulas inherent to exact sciences. In H. Marutyan’s report, along
with theoretical basis, where are also brought examples taken from
different sources, which made the report still richer.

At the second session of the conference, presided by H. Marutyan,
were presented the reports about dialect and culture of Hamshens,
some of which are worth being singled out.

The report of the Docent of Turkic Language Study Department, Candidate
of Philological Science Lusine Sahakyan was devoted to the language
policy of the Ottoman Empire in Hamshen district, were presented
the consequences of that policy. The author presented the Armenian
literary translation of some songs from the repertory of the Armenian
musical choral "Vova" as well as their profound and thorough analysis.

The report of Ayshenur Kolivar of Hamshen origin was devoted to so
called "Hamshen Language" in Western Armenia.

The report of Karine Brutyan, the lecturer of Folklore Study
Department, Yerevan State Conservatory after Komitas, was extremely
interesting and highly professional. It was titled "Review of musical
heritage of Hamshenian Armeniajns."

The third session, presided by the director of the RA NAS Institute
of History, correspondent member of the academy, professor Ashot
Merlkonyan, began with the report of a well known=2 0anthropologist,
Docent of the Department of Turkic Studies of the Yerevan State
University, senior scientific worker of the Institute of Archeology
and Ethnography Nvard Kochar – "The place of Hamshen Armenians
in the system of other Armenian ethno-territorial groups." The
facts represented as a result of anthropological analysis about
anthropological belonging of the Hamshenian Armenians, in particular,
to Armenoids, were a worthy response to the confirmation of some
Turkish "scientists" that the Hamshens come from Turks.

The philologist who has been engaged in the problems of Hamshen
Armenians, Chief Editor of the newspaper "Dzayn hamshenakan" (Voice
of Hamshens), Vice-Chairman of the friendly association "Hamshen"
Sergey Vardanyan presented an interesting report about the regions
bordering Hopa and Ajaria, as well as about the apostate Hamshen
Armenians exiled from there to the Middle Asia in 1944 and researches
conducted in Kazakhstan, Uzbekistan and Kirgizstan.

The report of the head of the Yerevan State University Department
of Study of Turkic Language, Candidate of Historical Science, Docent
Alexander Safaryan was titled "V. Gordlevski about Islamization and
national-religious minorities of the Ottoman Empire." The reporter
presented the origin of the problem and the approach of the Russian
scientific school to it. In his report A. Safaryan also mentioned
the importance of studying=2 0the problem of Armenians’ apostasy in
our country.

The report of the president of the scientific-cultural center
"Hamshen," Artavazd Tulimjanyan, representing Russia, was devoted
to the present condition of Hamshens inhabited in the RF Krasnodar
krai. The author of the report has been long conducting research in
this direction. At the conference he also raised the question of the
Hamshens inhabited in Russia requiring undelayable solution.

Te last report pf the conference was devoted to the Armenian
architecture in Hamshen. The author of the report is Doctor Margarit
Hakhnazaryan, however, the report was presented by the specialist of
Armenian Architecture history Samvel Karapetyan. The Conference was
followed by interesting question, answers and discussions.

One may state as a fact that the conference was a success, and at
the same time it became a stimulus of studying the problem of Hamshen
Armenians scientifically. It has also proved the existence of Armenian
specialists engaged in the problem and its details.

Pan-Armenian International Youth Center To Build 100 Houses For Kara

PAN-ARMENIAN INTERNATIONAL YOUTH CENTER TO BUILD 100 HOUSES FOR KARABAKH WAR FIGHTERS

The Pan-Armenian International Youth Center has also responded to
President Serzh Sargsyan’s call, which he made during a meeting with
participants of Baze youth jamboree in Jermuk earlier this month.

The center said it will come out with an initiative to build 100 houses
for families of young fighters killed in the Nagorno-Karabakh war,
and those who were wounded in it. The center said it will handle the
entire process – from designing of mansions to their construction.

The center said the first house will be built in the village of
Jrashen, Ararat province. The ceremony will be held on July 30 in
attendance of Defense Minister Seyran Ohanian, representatives of
the Armenian Church and Pan-Armenian International Youth center.

Ararat Zourabian Set Free

"The preventive punishment against Ararat Zourabian has been
changed. Zourabian has been set free on signature," Senior Investigator
of Special Investigatory Service Vahagn Harutyunian declared at the
session of the NA ad hoc Commission for 1 March events.

Last week Zurabian’s Lawyer Tigran Ter-Yesayan had presented a petition
to the Special Investigatory Service with the request to change the
defendant’s preventive punishment.

Since July 23 Ararat Zourabian has been in the Scientific-Research
Institute of Cardiology after Hovhannissian. According to the medical
certificate he suffers from stenocardia and hypertonia.

Reminder: Ararat Zourabian, who had been detained since March 10,
is accused under Article 300 /privatization of power/ and Article
225 /organizing mass disorders, followed by murders/.

The general jurisdiction court of the Erebuni and Nubarashen
communities of Yerevan, examining the criminal case by the speeded-up
order on July 28, found Vasil Afian, the Chairman of polling station
commission N 13/16, guilty of committing a crime envisaged by part 1,
Article 149, RA Criminal Code (hindering implementation of the suffrage
and carrying out duties of people taking part in electoral commissions’
work or election). Under court judgement V. Afian was fined to the
amount of 300 thousand drams for that crime. Noyan Tapan was informed
about it by Alina Yengoyan, the Spokesperson of the RA Cassation Court.

Armenian World To Stand Present-Day Global Competition

ARMENIAN WORLD TO STAND PRESENT-DAY GLOBAL COMPETITION

It is only the Armenian world that can be a subject of global
competition in the modern world, RA Prime Minister Tigran Sargsyan
stated at a business forum "Armenia’s global competitiveness: national
projects" held in Tsakhkadzor last Saturday.

"The potential for the development of the two Armenian republics
and of the entire Armenian world goes far beyond our borders, and
our ideology is an ideology of a new space, which requires a common
platform for thought for representatives of the parent country and
the Diaspora," T. Sargsyan said.

The RA Premier said that, in implementing its program, the RA
Government should understand the logic of the ongoing global changes
and elaborate all the projects in the context of this key factor.

"Our task is to create a global Armenian space for a human to realize
his potential, and we must create favorable conditions for him to
choose the Armenian world," T. Sargsyan said.

The Premier pointed out that the Armenian world includes culturological
and political strata. Specifically, the Armenian world outside Armenia
and Nagorno-Karabakh has 350 comprehensive and 500 Sunday schools,
hundreds public organizations and charitable foundations, strong
political and lobbyist organizations.

"They are all living in the Armenian world, and this world is quite
real. A rmenian world is a living organism – Armenia does not exist
without the Armenian world nor does the Armenian world exist without
Armenia," T.

Sargsyan said.

According to the RA Premier, the Armenian world exerts its influence
on all the processes going on in Armenia, which should be considered
in the elaboration of various projects, both investment and political
ones.

"The influence of external financial flows is much greater than
that of money supply and monetary base in Armenia. Entities outside
Armenia have their economic interests in this country and influence
economic processes, which fact should be taken into account during
the implementation of programs," T. Sargsyan said.

In this context, the RA Premier pointed out the necessity for creating
a common database on participants in different projects, which will
be available for representatives of the Armenian world.

The forum held under RA President Serge Sargsyan’s auspices was
attended by Russia-based Armenian businessmen, particularly by
President of the Association of Russian Banks Garegin Tosunyan,
President of the Rosgosstrakh (Russian State Insurance) group Daniel
Khachaturov, Chairman of the Board of Directors, Troyka Dialogue Group,
Ruben Vardanyan.

President Serzh Sargsyan issued a message to the participants of the
second pan-Armenian educational forum. The message states:

`I sincerely greet the participants and guests of the second
pan-Armenian educational forum.

I’m glad that the forum has gathered the devotees of Armenian education
and upbringing abroad, the Diaspora teachers.

Today I want to address words of gratitude to each of you. You carry
out the high mission of maintaining the Armenian national identity,
educating and bringing up the Armenians growing up in foreign countries
in Armenian language and spirit, upbringing a patriotic generation. The
Republic of Armenia also has a serious work to do here.

I’m confident that due to frequent visits to Motherland, such forums
and discussions you will acquire new knowledge and spirit and will pass
it to your students, who are destined to continue the eternal path of
the Armenian people.

The Armenian Revolutionary Federation – Dashnaktsutyun Party [ARFD]
held a congress in the town of Vanadzor on 18-20 July to elect new
members to the party’s supreme board, the press service of AFRD has
told Arminfo.

According to the AFRD report, the number of members of the supreme
board has increased from nine to 15 persons. Former party members,
who have taken up posts at the government, were replaced with new ones.

Armen Rustamyan, Artyush Shahbazyan, Gagik Gevorkyan, Tatul
Harutyunyan, Igor Sargsyan, Hayrapet Babayan, Hrach Tadevosyan,
Hrayr Karapetyan, Mikayel Manukyan, Mushegh Manasyan, Romik Manukyan,
Ruben Markaryan, Simon Simonyan, Vardkez Atoyan and Vlad Kochunts
were elected members of the AFRD supreme board.

Armen Rustamyan was elected representative of the supreme board during
the first meeting of the new AFRD supreme board on 21 July.

By holding of the pan-national rally on the 1 August in Yerevan
Armenian opposition will start new resolute stage of fight, Arman
Musinyan, press-secretary of the fist president Levon Ter-Petrosyan
said in "Tesaket" discussion club today.

He also added that the resolute stage will be wider and directed
with strong street actions, the organized measures and more severe
assessment of local and foreign policy of the authorities. The
purpose of this stage is to impose more pressure at the authorities
for holding of extraordinary presidential election in the country.
