Matthew Bryza: "To progress both parties should sacrifice something"
"The settlement of the Nagorno-Karabakh conflict should be based on
compromises. After St. Petersburg meeting between the Presidents of
Azerbaijan and Armenia it was unclear whether both parties were ready
to make compromise. Some time later it became clear that the leaders
intend to continue their activity within the Minsk process." Matthew
Bryza, Deputy Assistant Secretary of the United States for European
and Eurasian Affairs, American Co-Chairman of the OSCE Minsk Group
said. He informed that it’d be shameful if the Minsk Group’s long-term
activity failed: "We have to complete the establishment of basic
principles till the beginning of elections in both countries.
These principles should be within the Helsinki Final Act and cause
the resolution of the conflict by peaceful meanings."
M. Bryza also touched upon the last meeting of the Co-Chairmen and
said that after St. Petersburg meeting the Minsk Group’s Co-Chairmen
made very interesting proposals. According to him, the said process
has some difficult moments which should be regulated by the decree of
the Presidents: "The Minsk Group can make just proposals. The taking
concrete decision depends only on States."
American Co-Chairman expressed his own view concerning the visit
of Azerbaijani intelligentsia to the Nagorno-Karabakh, calling this
deed as good example. He expressed his hope for that such visit will
be occurred quiet often: "After the conflict settlement two nations
should regulate their relations. It is necessary to start this process
particularly now." As regards the fact that the Co-Chairmen leave
for the Nagorno-Karabakh not from Azerbaijan’s territory, M. Bryza
called that technical side of the issue and noted the importance of
holding consultations with security experts. The American co-chairman
stated once more that the Minsk Group Members recognize Azerbaijan’s
territorial integrity: "Territorial integrity is one of the principles
stipulated in the Helsinki Final Act. The other two principles concern
the non-use of force and right to the self-determination. For all
us – leaders, co-chairmen and nations the complicacy is to find a
compromise. Anyway I believe that there can be a compromise in the
solution of the said conflict. Anyway we are very close to that."
M. Bryza added that to progress both parties should sacrifice
something.
