On November 2nd, Armenian National Movement (ANM) chairman of the
Board Aram Manukyan took part in “Center” TV station’s “Outline”
program. He made defamatory and false statements about the Armenian
Revolutionary Federation (ARF).
ARF PR office informs that they would have ignored that announcements
Manukyan had made if he hadn’t distorted the reality and the motion
of events.
Aram Manukyan mainly claimed that they were the ones to put forth
the 4 demands concerning the elections to which ARF didn’t join.
The demands are as follows:
1.Using ink on the fingers of the voters, in order to prevent the
same person from voting the second time.
2.Monitoring of the election process.
3.Recording 4.Publication of the list of participants.
Unlike ANC leader, who had turned to the elections only during the last
rally, ARF and the “Inheritage” party have presented an alternative
version consisting of 20 points, which would allow them hold more
transparent and honest elections. Here are several of those points:
1. [if !supportLists] Establish a 100% proportional electoral system.
2. Change the way of formation of electoral delegation.
3. In order to eliminate ballot staffing and multiple voting:
3.1 Publish the books (that include signatures) of voters, including
additional lists
3.2 Video recording of mandatory voting and counting process.
3.3 Passport scanning and archiving of each voter.
4. In order to develop the counting process:
4.1 Insert electronic ballot boxes, which would allow knowing the
number of the ballot papers inside.
4.2 Change the way of counting the ballot envelops.
5. In order to provide with equality and accessibility:
5.1 Fix by law that the National commission of TV and Radio must
publish its means of monitoring (just like OSCE)
5.2 State the definition of campaign
5.3 Confirm that the price of a campaign on TV should not be higher
than the average price for an advertisement.
6. In order to prevent the hidden bribes, confirm by a law the work
process of funds and parties pre-electoral and electoral times.
7. In order to prevent the administrative resources and prohibit the
executive authorities to use the real estate and their state position
in order to collect more votes.
Comparing the mentioned above, we can say that ANM’s demands had been
raised by ARF long before them, except for inking the fingers, which
ARF proposed a more civilized way, by scanning the passports. Hence,
we can conclude that ANM has no clue about ARF’s campaign or is
altering it.
It is obvious that ANM and ANC try to mislead the Armenian society,
presenting themselves as the only “real” opposition or a political
force which is capable of uniting all the oppositional forces”,
is said in ARF statement.
