`Armenia has never negotiated the Karabakh issue with Turkey, and
there has been no agreement on the return of five three or even one
region,’ Spokesman for the Ministry of Foreign Affairs of Armenia
Tigran Balayan said, commenting on the statement of PACE President
Mevlut Cavusoglu that Turkey and Armenia have reached an agreement on
the return of five, three or one region.

`Such statements are a manipulation just like the allegations that
Cavusoglu did not push forward the resumption of the activity of the
PACE subcommittee on Nagorno Karabakh,’ Balayan stated.
