There is no agreement about enclaves, yes, we are talking about Tigranashen

On October 14, Nikol Pashinyan received the delegation led by Oleg Belozyorov, the general director of “Russian Railways” OJSC and the chairman of the management board. After the meeting, Belozyorov told “Sputnik Armenia” that the issue of preserving the concession of Russian railways was not raised.

After the cabinet session, Pashinyan first announced in a conversation with journalists that they do not have any problem with the Russian concession, the problem is the competitiveness of our railway, and that the Russian partners have assured that they will solve this issue, a working group has been formed for this purpose. Then he continued.

“If the Russian Federation says: I am bringing, I am putting 3 billion dollars, it means that it has no fear that the countries or entities we mentioned will not come and bypass the railway. It means that he is sure that they will come and go, and those money will be bought back. This will solve the concrete test of the debate.”

According to Pashinyan, even today European countries use the Russian railway.

“We say: very well, if there is that conviction and we are mistaken, you bring the investment,” he emphasized.

Referring to the issue of enclaves/exclaves, Pashinyan expressed new ideas regarding Artsvashen, stating:

“At the moment there is no agreement either, but I feel that there is an understanding. And, yes, we are talking about Kyarki, Barkhudarli, Sofulu, Askipara and Arsvashen. I suggest that I say something, not to perceive it as de jure. The idea is that in case of border demarcation, there is no enclave or exclave on both sides of the border. It is a technical question. I think that there should be an Artsvashen village in Armenia, it is not that we should close the Artsvashen settlement. But it could be, for example, there is an area between Artsvashen and Armenia, which is the territory of Azerbaijan, one of the ideas could be that the village of Artsvashen moves, moving a little to the right, a little to the left, but we don’t close the village.”
