The issue of suspending Armenia’s voting rights in the CSTO bodies may be discussed at the organization’s upcoming summit.

Russia’s Permanent Representative to the CSTO, Viktor Vasilyev, told RIA Novosti that a decision on the possible suspension of Armenia’s voting rights can be made only by consensus among the organization’s member states.

“The next session of the CSTO Collective Security Council will be held on November 11 in Moscow, and the heads of state will probably discuss this issue. If necessary, the decision will be made by consensus,” Vasilyev said.

According to him, Article 25 of the CSTO Charter provides for the right of member states to nominate their citizens for quota positions in the organization’s bodies, as well as the possibility of suspending voting rights if a country fails to fulfill its obligations to pay membership fees to the CSTO budget for more than two years.

At the same time, Vasilyev said that, in practice, a similar situation has already emerged.
“This de facto situation has existed for more than two years, as Armenia does not nominate its citizens for quota positions in the Secretariat and has also recalled its representatives from the CSTO Joint Staff,” he said.
