As the Investigative Committee had already announced, in the framework of the criminal proceedings being investigated in the Main Department of the Investigation of Crimes Against the State, Fundamentals of the Constitutional Order and Public Security of the RA Investigative Committee, it appears that factual information was obtained that Avetik Chalabyan, being the coordinator of the “Hayakve” association, in order to hinder the free exercise of the electoral right of persons entitled to vote in the parliamentary elections held on June 7, 2026 in the Republic of Armenia, on February 4, 2026 in Yerevan. met in one of the cafes in the Republic of Armenia with the representatives of the foreign state, during which, through persuasion and interest in ensuring the victory of their preferred political force in the aforementioned elections, he instigated the latter to form a group, with prior agreement, using their official, governmental powers and the influence caused by them, to obstruct the free exercise of the electoral right of RA citizens who have the right to vote in the parliamentary elections held on June 7, that is, to force them through the owners of organizations operating in a foreign state to join those organizations working citizens of RA with the right to vote to go to the Republic of Armenia and vote for the “Strong Armenia” alliance during the parliamentary elections held on June 7, in connection with which the representatives of foreign countries gave their consent.
As a result of investigative and procedural actions, the person who committed the crime was identified and by the decision of the supervising prosecutor, a public criminal prosecution was initiated against A.Ch. (Avetik Chalabyan) according to the 5th and 6th points of the 2nd part of Article 43-210 of the Criminal Code (preparation to obstruct the exercise of the electoral right by a group of persons using official or official powers or the influence caused by them).
A.Ch. (Avetik Chalabyan) was detained as a preventive measure.
The criminal proceedings against him were sent to the supervising prosecutor with an indictment.
