On July 2, at the initiative of the Government, an extraordinary session of the National Assembly was convened with the agenda set by the initiator.
According to the decision of the National Assembly, a number of draft laws included in the agenda of the session will be discussed in a special procedure. their second reading discussion will be carried out within twenty-four hours after their first reading adoption.
In the first reading, the legislative package “On Amendments and Additions to the Constitutional Law “Electoral Code of the Republic of Armenia” and “On Amendments to the Constitutional Law “On Referendum”” authored by MPs of the National Assembly “Civil Contract” faction Alkhas Ghazaryan, Arusyak Manavazyan, Hasmik Hakobyan and Arusyak Julhakyan was discussed.

The authors propose to complete part 1 of Article 2 of the RA Electoral Code with a new edition, according to which, during the National Assembly elections, citizens of Armenia who have actually been in Armenia for 366 or more days during the preceding 730 days have the right to vote during the National Assembly elections, who are 18 years old on the day of the election, on the 48th day preceding the voting day, and in the case of the 28th day of the special election of the National Assembly, respectively.
With the other amendment, it is proposed to establish that citizens of the Republic of Armenia who are 18 years old on the day of the election, who have been registered in the population register of the community where the election is held for at least 6 months before the day of the election, and who have actually been in the Republic of Armenia for 366 or more days during the 730 days prior to the 48th, and in the case of the 28th special election, respectively, have the right to vote during the local government elections.
It is proposed to establish that the period of actual stay in the Republic of Armenia does not include the cases when the absence was due to the circumstances of a person in public service in the Republic of Armenia being abroad for service purposes or a family member of a person serving diplomatic service in the diplomatic or consular representations of the Republic of Armenia living abroad with a person serving diplomatic service or studying in higher educational institutions abroad.
