The gaming industry has undergone significant change in recent years. Internet sites, mobile applications are now available, through which betting and participating in Internet winning games has become accessible and a number of challenges have arisen. The recommended settings will help to apply the existing restrictions more effectively. This was announced by Deputy Chairman of the RA State Revenue Committee, Raphael Gevorgyan, presenting the first reading of the legislative package providing for changes and additions to the “Regulation of Gaming”, “Advertising” and related laws.
It was noted that the existing restrictions are properly applied by licensed operators, but there are almost no restrictions in the Internet domain, and a number of unlicensed online casinos in Armenia offer and provide their services to RA citizens, even in Armenian. In this regard, the existing regulations are not very effective.
It is proposed to introduce a three-level system of protection, which, according to the deputy chairman of the SRC, will not completely eliminate the danger, but will significantly reduce possible threats.
An Internet resource will be created in the SRC domain, where employees will add the websites that are subject to blocking as a result of monitoring on a daily basis. It can be seen and verified by other interested bodies, including licensed operators. Telecom operators will have the ability to block such sites. Only those websites that are licensed by Armenian legislation can operate in Armenia, and the rest will be blocked.
The second layer of protection is related to billing systems. The payment system still applies restrictions today, but not sufficiently. More comprehensive blocking is now offered.
The third layer of protection is advertising. Global advertising service providers will be legally prohibited from targeting Armenia when it comes to casino advertising.
In a related report, the member of the Standing Committee on Economic Affairs, Sergey Bagratyan, emphasized the fight against gambling and the adoption of the legislative package.
