Blinken, Lavrov discuss issue of finding long-term political solution to conflict between Armenia and Azerbaijan

U.S. Secretary of State Antony Blinken on Wednesday met with Russian Foreign Minister Sergey Lavrov on the margins of the Arctic Council Ministerial. He noted that the United States sought a more stable and predictable relationship with Moscow. To that end, Blinken and Lavrov discussed Russia’s Arctic Council Chairmanship and the importance of cooperation given our shared stake in the region, State Department spokesperson Ned Price said in a statement.

“The Secretary also reiterated President Biden’s resolve to protect U.S. citizens and act firmly in defense of U.S. interests in response to actions by Russia that harm us or our allies. The Secretary made clear that Russia should release American citizens Paul Whelan and Trevor Reed so they can return home to their families.

“Secretary Blinken raised our deep concerns regarding Russia’s continued military deployments in and near Ukraine, its actions against VOA and Radio Free Europe/Radio Liberty, and the health of Aleksey Navalny and the repression of opposition organizations, among other issues.

“The Secretary underscored the imperative of ensuring humanitarian access for the people of Syria, while they also discussed regional issues, including finding a long-term political solution to the conflict between Armenia and Azerbaijan. They also discussed areas in which both of our peoples could benefit from sustained and enhanced cooperation, including Afghanistan, strategic stability, and curbing Iran and the DPRK’s nuclear programs. The Secretary and the Foreign Minister committed to continued discussions going forward,” reads the statement.

Vanetsyan calls for an urgent gathering outside the Government building

The former Chief of Armenia's National Security Service, the Leader of "Homeland" party Artur Vanetsyan has called for an urgent gathering outside the government building in Yerevan. 

"Join us outside the government building today at 19.00," Vanetsyan wrote on his Facebook page.  The call came after reports that the Armenian authorities are negotiating a new “controversial document” with Azerbaijan and Russia, and caretaker Prime Minister Nikol Pashinyan is going to sign it.

"We have been stating for six months that each day Nikol Pashinyan remains in power is extremely dangerous for Armenia and we have been proving this," member of ARF-Dashnaktsutyun Bureau Gegham Manukyan told reporters at the Republic Square. Manukyan stressed that the person who lost the war and was knelt down before Aliyev is unable to run decent negotiations and promote the interests of Armenia, Artak and the Armenian people.  "Regretfully, today's news came as an additional evidence to this," said the ARDF member. 

"Me and many of my friends know well that every day is important and should be used to remove the current authorities even before the elections. We had no such opportunity which means that June 20 is the last day for them," stressed Manukyan. 

He also assured that June 20, when the snap parliamentary elections are scheduled to take place, will be the last day of the current government and Pashinyan along his political team will have no opportunity to form a cabinet. 

Azeris open fire at a civilian engaged in engineering work near Artsakh’s Shosh village

The Azerbaijani forces have opened fire at a civilian in Artsakh who was engaged in engineering works, Artsakhpress news agency reported. According to the source, the incident took place near Shosh village when the villager was doing engineering work on excavator in the rear of the Armenian positions. The victim is a resident of Sos community in Artsakh's Martuni region, the head of the community Hunan Grigoryan has told the news agency. 

In his words, the driver has suffered injuries as a result shattered glass of the excavator. The shooting has stopped after the interference of the peacekeepers. 

Armenian parliament majority MP: Based on my information, Russia has made an proposal to Armenia

Based on my information, the Russian side has made a proposal to Armenia to set up a joint trilateral commission to discuss issues related to delimitation and demarcation. This is what leader of the ruling My Step faction of the National Assembly of Armenia Lilit Makunts told reporters after she was asked if she was aware of the document on which acting Prime Minister Nikol Pashinyan made a statement today.

“Again, based on my information, the Armenian side has responded by saying that there can be an opportunity to set up a task force or consider the creation of a task force only if the Armed Forces of Azerbaijan vacate the territory of Armenia, “she said.

Asked if it is safe to assume that the content of the document only concerns the formation of a commission that will deal with the adjustment of borders, Makunts said there is no word about the transfer of territories, based on her information.

Asked why the document isn’t being made public, if it is in Armenia’s interests, Makunts said if there are negotiations, only the relevant body is authorized to talk about them.

Touching upon the question whether the National Assembly will discuss the matter, Makunts said time will show. Makunts was also asked about the outcomes of Armenia’s petition to the Collective Security Treaty Organization and said the foreign minister will provide details soon. As for her assessment of Russia’s response to the situation, Makunts said Armenia can in no way accept the fact that the Armed Forces of Azerbaijan infiltrated into the territory of the Republic of Armenia and doesn’t view this within the logic of demarcation.

Armenia MOD: We urge to refrain from traveling to Syunik, Gegharkunik border areas

YEREVAN. – In recent days, cases are being recorded when individuals, various officials, and media representatives try to enter the Syunik and Gegharkunik [Provinces’] border areas in the direction of which the provocations of the Azerbaijani armed forces took place. The Ministry of Defense (MOD) of the Republic of Armenia (RA) has noted this in a statement.

"Due to security consideration, we convincingly call to refrain from traveling to the mentioned areas, where the RA Armed Forces is carrying out military service around the clock.

As it was announced earlier, in the absence of a peaceful solution to the situation, the RA Armed Forces reserve the right to resolve the issue by any means, including by force. In this case, the presence of civilians can only hinder the Armenian units from fully fulfilling the tasks before them.

The RA Police and the RA MOD Military Police forces carrying out service on location have been instructed to exclude the entry of civilians to the mentioned areas.

We urge to approach these restrictions with understanding, and not to create unnecessary problems for the armed forces," the MOD statement also reads.

Armenia acting Deputy FM: Ministry of Foreign Affairs has no information about the document

The Ministry of Foreign Affairs of Armenia doesn’t know if there is a document or not, and it doesn’t have any information about the particular document. This is what acting nDeputy Minister of Foreign Affairs of Armenia Avet Adonts told reporters in Syunik Province today.

According to him, the events are developing dynamically, and the addressee is the Government of Armenia.

“As acting Deputy Minister of Foreign Affairs of Armenia, that’s all I can say. I haven’t seen the document and haven’t participated in the discussions,” he emphasized.

The official explained that representatives of the country’s power structures are the ones who are mainly leading the negotiations over the situation at Sev Lake.

“We are aware that the Azerbaijanis didn’t come yesterday. We’ll see what happens. Today’s processes are an encroachment on the sovereignty of Armenia and violate the territorial integrity of the Republic of Armenia. The Armed Forces of Azerbaijan must leave the territory of Armenia. This is a mandatory step to continue the negotiations,” Adonts added and welcomed the decision of the head of the EU delegation and ambassadors of EU countries to visit Syunik Province.

Head of the Delegation of the European Union to Armenia Andrea Wiktorin and EU countries’ ambassadors visited Syunik Province and the area near Sev Lake, as well as met with Governor of Syunik Province Melikset Poghosyan.

The President of Armenia has not been and is not involved in the processes and discussions related to the alleged document. This is stated in the statement issued by the Staff of the President of Armenia.

The statement also states the following: “Therefore, the President is absolutely unaware of the document, much less the specifics. The President of Armenia is certain that such processes need to be maximally public and need to be held through the involvement of all interested parties.”

Acting PM Nikol Pashinyan said Thursday he is negotiating a new document with Azerbaijan and Russia.

The paper was first published by Armenia's former ambassador to the Vatican Mikayel Minasyan. According to the latter, Pashinyan was going to sign a new agreement that would damage the interests of the country.

The acting PM also noted that Armenia has reached some agreements with its international colleagues. According to him, those solutions are 100% in line with the interests of Armenia.

Pashinyan added that he would not publish the document to be signed because it was not correct to publish a working document.

Opposition Armenia alliance of political parties issues statement demanding termination of powers of acting PM

The government is obliged to terminate the unlawful exercise of the powers of Nikol Pashinyan. This is stated in the statement issued by the opposition Armenia alliance of political parties. The statement also reads as follows:

“Nikol Pashinyan [acting Prime Minister of Armenia], who is trying to maintain power at any price, has created chaos in the country and is ready to perform any conspiratorial action against the State and homeland. The Turkish-Azerbaijani aggression de facto continues.

Nikol Pashinyan, who resigned as Prime Minister and has de jure lost his powers, does not have the competence to sign any document on behalf of the Republic of Armenia.

Besides, any action prohibited by international, including any agreement reached by use of force or with threat of use of force is null and void.

Based on all this,

1. The government is obliged to terminate the unlawful exercise of powers of Nikol Pashinyan.

2.  Only the new authorities to be formed during the upcoming snap elections can ensure the vital interests of the Armenian people and the territorial integrity of Armenia.

3. it is the duty of the government to organize activities for restoration of the territorial integrity and sovereignty of Armenia through all possible means.

Armenia legislature rejects text of statement on new document on Armenian-Azerbaijani border

After a long discussion during today’s special session of the National Assembly of Armenia, the text of the statement by the National Assembly was put up for a vote, but wasn’t adopted.

Before the vote, leader of the My Step faction of the National Assembly Lilit Makunts declared the following: “Vladimir Vardanyan from the My Step faction and Taron Simonyan from the opposition Bright Armenia faction held discussions on the text of the statement, and the My Step faction made substantive proposals. Since it was impossible to find a common denominator in regard to the text, the My Step faction will boycott the vote.”

Only 25 MPs voted in favor of the text of the statement.

As reported earlier, the National Assembly had convened a special session initiated by the opposition Bright Armenia faction, along with the opposition Prosperous Armenia faction. The possible signing of the new alleged document on the Armenian-Azerbaijani border is on the agenda.

The factions had submitted the draft statement of the National Assembly titled “The actions being taken by the Government of the Republic of Armenia in the situation created as a result of violation of the territorial integrity of the Republic of Armenia and the use of force against the Republic of Armenia”.

Acting PM Nikol Pashinyan said Thursday he is negotiating a new document with Azerbaijan and Russia.

Ex-deputy PM Armen Gevorgyan charged with money laundering

YEREVAN, MAY 20, ARMENPRESS. The Special Investigations Service (SIS) has charged Former Deputy Prime Minister Armen Gevorgyan with money laundering.

The indictment states that Gevorgyan allegedly used his official position from 2004-2018 to launder 4,921,302,379 drams in revenue. According to the Special Investigations Service, Gevorgyan and the persons affiliated with him had a total of 743,458,821 drams in legal income from 2002-2018, while in the same period of time 39 real estate properties worth many times more than the figure was registered by their names.

Gevorgyan is accused in abusing his powers to influence several mayors into holding illegal auctions and alienating municipality-owned land to the persons affiliated with him.

The said real estate properties were sold for 751,268,208 drams, whereas the market value was more than 4,843,530,000, while 10 other properties in the Czech Republic owned by Gevorgyan’s affiliated persons were valued at 391,920,000 drams, the SIS said.

Gevorgyan denies wrongdoing.
