500-600 Azerbaijani troops still in Armenia: Pashinyan presents the situation on borders

Situation in the border regions of Gegharkunik and Syunik remains unchanged, Armenia’s acting Prime Minister Nikol Pashinyan said at the government sitting today.

He added that the situation remains tense as about 500-600 Azerbaijani servicemen still remain on the territory of the Republic of Armenia.

“The logic of our armed forces is the following: to restrain the potential of Azerbaijan’s actions through tactical steps. In political terms our goal is not to allow the situation spiral out of control and to do the utmost to exclude any scenario of war or military clashes and to get the Azerbaijani troops to pull back from the territory of Armenia,” Pashinyan said.

He stressed that Armenia’s opinion overlaps with that of international partners and noted that the movement of Azerbaijani troops goes counter to the trilateral statement of November 9.

Nikol Pashinyan noted that the opening of communications in the region is one of the priorities for the government, because the opening of communications is as necessary for Azerbaijan as it is for the Republic of Armenia.

On the other hand, he reiterated that Armenia has never discussed and will never discuss anything in the context of “corridor” logic.

Discussions possible only after withdrawal of Azeri militaries from Armenia’s sovereign territory – MFA spokesperson

The position of the Armenian side is clear – only after withdrawal of Azerbaijani armed forces from the sovereign territory of the Republic of Armenia conditions will be created for considering the opportunity of discussions at any format and agenda.

This was reported by Armenia’s MFA spokesperson Anna Naghdalyan asked by Aysor.am to comment on the possible document relating to demarcation and its signing.

Speaking at the cabinet sitting today Armenia's Acting Prime Minister said about preliminary solutions reached with international partners which "by 100% correspond to Armenia's interests."

"If Azerbaijan carries out the arrangements, I will sign the document," Pashinyan said.

The border situation

There has been no change in the situation in Syunik and Gegharkunik. There are still a significant number of Azeri troops in different parts of Armenian territory – around 500 to 600. Our armed forces act by the following logic: through strategic actions, limit the Azeri troops’ potential for activity.

The diplomatic work

In political aspect, our task is to prevent the situation from getting out of control. That means we should do the utmost to rule out any scenario of war or clashes and achieve withdrawal of the Azeri troops. Huge diplomatic efforts have been and are still being made toward that goal.

I consider the diplomatic work done so far to be efficient and successful, because the positions of Armenia and its international partners are identical.

 “Agents” and the document for signing

Azerbaijan has information agents in Armenia’s political elite. A document has been disclosed with 90% of the text concealed. The document is presented as evidence that the government is signing anti-Armenian agreements. If so, why are the lines concealed? Uncover them and show to the public. We need to figure out how these people got that working paper. My personal analysis shows that the only source can be Azerbaijan.

The solutions we have agreed with our international partners comply with Armenia’s interest for 100%. If Azerbaijan implements these agreements on the conditions we discussed, I will sign that document, because it complies with Armenia’s interest for 100%. I will not disclose the document, because that would be inappropriate. It is a working paper and negotiations are underway.

Why did Armenia appeal to CSTO in absence of armed conflict?

Every person who has read at least one paragraph in the CSTO agreements will know that the organization’s purpose is to resolve crises without shooting.

Azerbaijan’s goal

One of the goals of Baku is to incite a war in the narrowest part of Syunik and Armenia, which is approximately 26km wide. If the situation got out of control, unmanageable developments could follow. I consider our approach of settling the matter through international security mechanisms to be correct, and it is working now, but we cannot say we have achieved our goal this way. I do not rule out that Azerbaijan also aims to influence processes in Armenia’s domestic political field and the outcome of the elections.

With the aim of further reconciliation of the two nations, the European Parliament has urged Turkey to recognize the Armenian Genocide in the Ottoman Empire.

So far, over 20 states, including Russia, have recognized the events of 1915 in the Ottoman Empire as Armenian Genocide.

The European Parliament believes that the Turkey's recognition of the Armenian Genocide will pave the road towards reconciliation of the two nations.

The "Caucasian Knot" has reported that on May 6, 2021, the Latvian Parliament adopted a declaration condemning the Armenian Genocide. On April 24, the Armenian Genocide was recognized by US President, Joe Biden, which caused an international resonance. Nikol Pashinyan, the Armenian Premier, regards Biden's statement to be restoration of historical justice. In their turn, the Turkish Ministry of Foreign Affairs (MFA) has called the US President's statement on the genocide to be pure populism, and Baku accused Biden of distorting the historical truth.

Italian region of Friuli Venezia Giulia recognizes the Armenian Genocide

The regional council of Friuli Venezia Giulia, Italy, unanimously adopted a resolution, recognizing the Armenian Genocide, the Armenian Embassy in Italy reports.

Author of the document Alberto Budai said “It is important for our autonomous community to express itself clearly by taking all necessary action for the recognition of the genocide of Armenians, a proud people who have endured and endure so many abuses and which deserve our support.”

he thanked members of the council for voting unanimously to approve the motion.

“The freedom of peoples, the possibility of self-determination and the protection of local identities are fundamental values that prompted me to take on my political path. the fundamental rights must never be overruled and international law must always be guaranteed to everyone,” he added.

 

Issue of Azerbaijani intrusion into Armenia raised at UK House of Lords

During the debates at the House of Lords, Baroness Cox raised the issues of refusal by Azerbaijan to release Armenian prisoners of war and civilian detainees, atrocities perpetrated by Azerbaijan during the war in Nagorno-Karabakh, escalation of anti-Armenian rhetoric or Armenophobia in Azerbaijan, and the recent intrusion of the Azerbaijani troops into the sovereign territory of Armenia

The Baroness also presented the current situation resulting from the incursion of the Azerbaijani armed units to the sovereign territory of the Republic of Armenia.

“I visited Karabakh during that war and witnessed the perpetration of war crimes by Azerbaijan, including the deliberate bombing of civilian targets such as the maternity hospital in Stepanakert. However, despite a ceasefire in November, there are at least four urgent concerns, which Her Majesty’s Government, unlike the Governments of France, the United States and Canada, have failed adequately to address,” Baroness Cox said.

The first, she said, is the refusal by Azerbaijan to release Armenian prisoners of war and civilian detainees who are subject to killings—including beheadings—torture and indefinite imprisonment.

Secondly, the Baroness added, there are serious concerns over the fate of hundreds of Armenian Christian monuments and cultural heritage sites, now under Azerbaijan’s control.

“There has already been footage of the jubilant destruction of a church by Azeri soldiers. Between 1997 and 2006, an estimated 28,000 Christian monuments were destroyed by Azerbaijan in the previously Armenian land of Nakhchivan,” she noted.

“Thirdly, anti-Armenian rhetoric, or Armenophobia, by the Azeri president, other officials, and across social media, has escalated, naming Armenians as pigs, dogs and brainless. This hatred has generated the creation of the Spoils of War Park in Baku; it displays mocking, humiliating mannequins of Armenian soldiers, which children are encouraged to hit, and a corridor lined with the helmets of dead Armenian soldiers,” Baroness Cox stated.

Fourthly, she added, recently and very disturbingly, Azerbaijani forces have advanced into new positions along the Armenia–Azerbaijan border, away from the conflict zone, and occupied the sovereign territory of Armenia itself. This included, on 12 May, armed units advancing three to four kilometers into the Armenian province of Syunik.

“The atrocities perpetrated by Azerbaijan in Nagorno-Karabakh during the recent war have been so serious that Genocide Watch has defined them as genocide. They have largely been unrecognized by the UK, with no appropriate response. That is very dangerous because, as has been well said, every genocide which is not condemned is an encouragement to the perpetrator to continue genocidal policies with impunity,” Baroness Cox said.

She reminded that the International Association of Genocide Scholars raised similar urgent concerns in October, warning that “genocide of the Armenians in Nagorno-Karabakh, and perhaps even Armenia, is a very real possibility.”

“Yet despite these warnings Her Majesty’s Government have chosen not to intervene to protect civilians. They continue to refuse to hold Turkey and Azerbaijan to account for their actions, despite clear evidence of past, recent and ongoing atrocities, choosing instead to define the crisis as a “problem on both sides”, in which Armenia is portrayed as equally guilty as Azerbaijan and Turkey. While war often involves crimes against humanity, and Armenia may have some culpability, there is absolutely no equivalence with the atrocities and war crimes perpetrated by Azerbaijan,” she stated.

“As the Armenian Foreign Minister said to us on a recent visit to Armenia: “Autocratic states have assessed how far they can get away with things. They have concluded that the ‘democratic world’ is somewhere else. They have assessed the democratic world and they will therefore continue this policy, as they have learnt from this.” There is therefore an urgent need to fulfil the commitment in Her Majesty’s gracious Speech to uphold human rights and to alleviate human suffering for the Armenians in Nagorno-Karabakh and Armenia,” Caroline Cox said.

Lord Ahmad of Wimbledon, the Minister of State, Foreign, Commonwealth and Development Office, said: “On the current situation between Azerbaijan and Armenia, raised by the noble Baroness, Lady Cox, we are well aware of the allegations from both sides that war crimes have been committed. We have urged relevant authorities to investigate and understand the situation on the ground. I know my colleague, Minister Morton, is working very hard in this respect and has visited the area directly and had discussions with all sides.”

Mikayel Minasyan shares part of ‘new document being agreed upon between Armenia and Azerbaijan’

Armenia’s former Ambassador to the Holy See Mikayel Minasyan has published a part of a “new document” on the demarcation of borders between Armenia and Azerbaijan on his Telegram channel late on Wednesday.

“The supreme liar [referring to caretaker PM Nikol Pashinyan] has reached a point where Aliyev is forcing him to confirm his agreement containing ultimatums in writing. And we, by allowing him to remain in office, have deprived ourselves of any choice,” he wrote.

“This is the document that I had written about on Facebook.

1. These are the first paragraphs on the first page of the document being agreed upon.

2. It also has an encrypted part (in addition to the verbal agreements between Nikol and Aliyev)

3. Nikol has agreed to everything, but has not signed it yet.

4. He has set forth three preconditions for signing it: to withdraw Azerbaijani troops from Armenia and return at least a few prisoners of war before the elections, and to make the text on the handover of 6 villages as vague as possible in order to ensure his easy re-election.

[Armenian acting FM] Ara Aivazian refused to have anything to do with this document, noting that the Foreign Ministry is against it.

The only way to avoid this is to get rid of Nikol as quickly as possible. As long as he remains in office, this disgraceful process will continue," Minasyan said, adding the hashtag #antinikol.

Armenia’s territorial integrity has to be respected – Greek Foreign Ministry

The territorial integrity of Armenia has to be respected, the Greek Foreign Ministry said in a tweet on Thursday, commenting on the Azerbaijani incursion into Armenian territory.

“Tensions along Armenia's border are of particular concern. Armenia’s territorial integrity has to be respected. It is essential to avoid any unilateral actions that could undermine regional peace and stability,” the ministry said.

On May 12, the Azerbaijani military crossed the state border of Armenia close to Sev Lich (Black Lake) in Syunik Province and advanced as far as 3.5 kilometers in an effort to surround the lake.

The Defense Ministry said the situation after the provocative actions of the Azerbaijani troops in some border areas of Syunik and Gegharkunik Provinces of Armenia remains unchanged. 

Opposition MP warns Pashinyan against signing any ‘controversial document’ without people’s knowledge

Lawmaker Edmon Marukyan, the leader of the opposition Bright Armenia faction, on Thursday reacted to the reports that the Armenian authorities are negotiating a new “controversial document” with Azerbaijan and Russia, and caretaker Prime Minister Nikol Pashinyan is going to sign it.

"The authorities told lies and manipulated the people during the 44 days of war, assuring that we were winning, but in the end it turned out that not only did we not win, but also we were crushed and defeated,” he wrote on Facebook.

He underlined the Armenian authorities assured the people that no decision would be made to resolve the Nagorno-Karabakh conflict without taking into account their opinion, however in the end it became clear that the prime minister had secretly signed a document, which even his teammates were not aware of.

“And what is happening now? Nobody knows. Having failed to learn lessons from the war, the authorities are again in shadow negotiations, again not telling the people what awaits them. People are in uncertainty or ignorant. Residents of Syunik, Gegharkunik, Tavush, Vayots Dzor and Ararat Provinces do not know what may happen to them tomorrow.

“I urge acting Prime Minister Nikol Pashinyan and members of the ruling force to talk to the people and explain in detail the actual course of events, not to tell lies, hide anything, reach shadow agreements or sign any controversial document without people’s knowledge,” Marukyan said. 

Ombudsman: Armenian government must publish draft document on border demarcation

The government must publish the draft document on the demarcation of Armenia’s borders, which was partially published on the internet on Wednesday and which was confirmed at a cabinet meeting on Thursday, Human Rights Defender (Ombudsman) Arman Tatoyan said in a statement.

Caretaker Prime Minister Nikol Pashinyan today confirmed that Armenia is negotiating a new document with Azerbaijan and Russia after the paper was partially published by Armenia's former Ambassador to the Holy See Mikayel Minasyan. The latter claimed Pashinyan is going to sign the new agreement damaging the interests of Armenia.

“At a minimum, all provisions of the document which give understanding of what it is it all really about must be published,” he said.

“The demarcation with Azerbaijan directly concerns vital rights of all of us, every person living in Armenia, the entire Armenian people – life and existence, national and personal dignity, peace of mind and physical security, being informed of these and many other rights.

“Border demarcation itself is a guarantee of human rights, the wrong implementation of which can lead to new human rights violations and tension.

“The publication of the document is in the interests of the state. By publishing, the state will prevent the outflow of information of such exclusive importance from unofficial sources, and will not allow for an irreversible loss of public trust in state bodies.

“Otherwise, the information vacuum created by the state will again be filled with information from unofficial sources, confusing even honest people, and some officials will again make irresponsible posts, often flooded with insulting words start, accusing people in imaginary "media terror,” reads the ombudsman’s statement.
